Sir, We are glad to inform you that the Twelve weeks Training on Live Line Maintenance Techniques (LLMT) (73rd batch) using Hot Stick Method (HSM) is scheduled to be conducted from 20.03.06 to 09.06.06. The course profile and other details are enclosed as AnnexureI. The training programme offers direct benefit to the organizations involved in maintenance of transmission lines / sub-stations by reducing the number and duration of shutdowns. Learning the Hot Stick Method of training is a basic necessity to execute works on Live transmission lines & substations. Also attending this course is pre-requisite to undergo LLMT training programme using Bare Hand Method (BHM) subsequently. The course covers all overall features of Hot Line Techniques including awareness about Hot Line washing, Insulator testing, sub-station maintenance, etc. The course will enhance the competence level of the participants to handle both the maintenance on transmission lines & sub-stations using Hot Stick Methods. The salient features of the course are given under: Name of the Course Course Duration Course Fee Eligibility Live Line Maintenance Techniques using Hot Stick Method 12 Weeks (From 20.03.06 to 09.06.06) (3 months) Rs. 60,160/- (Rupees Sixty Thousand One Hundred Sixty Only) a) The sponsored candidates in the level of Engineers, Supervisors and Linemen engaged in operation and maintenance of power lines. b) The participant should be Physical fit. c) Insurance Coverage to the participants. d) Execution of Indemnity Bond by the participants.

In this programme, the trainees shall be trained to work adopting Hot Stick Method of LLMT on energized lines upto 220 KV. The nominated participants shall be physically fit, capable of working on the poles/towers and transmission lines as well as be conversant with the maintenance of lines. Considering the risk involved it will be appreciated that all the nominees shall be provided with adequate insurance cover at a minimum rate of 24 months gross emoluments for the training period by the sponsoring authority. This may be ensured and confirmed to us while sending nominations. No trainee without insurance cover will be admitted to the course. The sponsoring organization is also advised to make available safety shoes and safety glasses to the trainees. The nominations along with full particulars of trainees duly filled in the enclosed Nomination Form (Annexure II) shall be sent to us well before the commencement date but latest by 9th March 2006.

The trainees shall sign an Indemnity Bond on stamp paper at the time of joining the training course. A copy of the Blank Indemnity Bond is enclosed (Annexure III) for your information and reference, which may please be duly completed in all respects and sent to this office before the commencement of the course. No trainee who has not executed the Indemnity Bond shall be allowed to participate in the training. The programme is residential in nature and as far as possible the Hot Line Training Centre will make arrangements for the comfortable stay in the well-furnished Hostel inside HLTC Campus. Also to the extent possible, transport facility will be provided to the place of training and back. Whenever HLTC is not in a position to provide transport, trainees are expected to make their own arrangements to travel to the place of training and back. Normally we accommodate around 20 trainees per session as such nominations are accepted on first come first served basis. If the nominations exceed 20, a wait-listed panel will be drawn up for accommodating them in the future course. Hence it is absolutely essential that the nominations be sent at the earliest by the date indicated overleaf. The course fee of Rs. 60,160/- (Rupees Sixty Thousand One Hundred Sixty Only)) per trainee which includes training fee, boarding & lodging charges shall be payable by the sponsoring Electricity Board / Supply Undertakings to Hot Line Training Centre in advance. This payment is to be made by Demand Draft drawn in favour of DIRECTOR, HOT LINE TRAINING CENTRE, BANGALORE . All other expenses in respect of the sponsored trainees, such as Pay, DA, TA, Hot Line Special Allowance, etc. shall be borne by the sponsoring authority and such payments are to be made to the trainees directly and NOT thro this office. Annexure - I TRAINING IN LIVE LINE MAINTENANCE TECHNIQUES USING HOT STICK METHOD

COURSE OUTLINE AND OTHER INFORMATION


The fast developing High and extra High Voltage Power System Network calls for least interruption in Power Supply and increased system security. Efficient operation and maintenance of existing and expanding Power System networks, which plays a vital role in shaping the economy any country, necessitated adoption of specialized techniques for the maintenance of power transmission and distribution lines. The Hot Line Training Centre was established at Bangalore to impart specialized training in Live Line Maintenance Techniques using Hot Stick Method (HSM) up to 220 KV to the personnel of the State Electricity Boards / Supply Undertakings all over India and Abroad. The course on Hot Stick Method up to 220 KV lines is so designed and planned as to meet the needs of the power systems owned and operated by various power utilities in the country. This three month training course is conducted four times in a year.

OBJECTIVE
The Training Programme has been organized with the following objectives: To Provide in-depth approach and technical know-how for live line maintenance To highlight the importance of maintenance of HV and EHV Power Transmission lines using Hot Stick Method. To give an introduction to Hot Stick Method of Live Line Maintenance

COURSE OUTLINE
General Principles of LLMT Introduction to maintenance of Power lines using Hot Stick Method Practical Operational Programmes suitable to various tower configurations Safety aspects and Regulatory requirements Study Tours to Certain Important substations and transmission line locations. Hands on training on 220 kv commercial lines of various configurations Field training on testing of insulators Introduction to sub-station maintenance using Hot Stick Method Major time will be devoted to impart training in the field and on commercial lines of KPTCL lines on practical aspects of maintenance of energized 220 kV transmission lines employing Hot Stick Method.

20.03.06 to 09.06.06 (12 weeks)

ELIGIBILITY
a) The course is open to the Engineering and Supervisory Staff and Linemen of State and Central Power utilities engaged in maintenance of EHV power lines. b) It is preferred that at least one of the nominees should be in the rank of either Assistant Engineer/Junior Engineer, or Supervisor/Foreman and the other nominees may be in the level of Linemen/Asst. Linemen. c) The trainees to be nominated for the course should be able to read and write in English / Hindi and / or regional language and should have adequate field experience. d) Only the trainees sponsored by their respective organizations will be admitted to the course. e) The candidate should have very good health. We suggest that he should be subjected to Medical examination to ensure physical fitness.

The total in take per course is about 20 trainees, which may be extendable to 24.

05.

COURSE FEE
The sponsoring authorities shall pay Rs. 60,160/- (Rupees Sixty Thousand One Hundred Sixty Only) towards course fee, which includes boarding and lodging charges as well. The payment shall be made by Demand Draft drawn in favour of DIRECTOR, HOT LINE TRAINING CENTRE, and BANGALORE. The course fee shall be remitted in advance, well before the commencement of training and in any case not later than the date of commencement of the training. All other expenses in respect of the trainees during their stay at Bangalore for training including their Pay & Allowances, DA and Hot Line Special Allowances etc. shall be borne by the sponsoring organizations and all such payments are to be paid to the trainees DIRECTLY and NOT through this office.

PARTICULARS OF TRAINEES
The sponsoring organization shall send full particulars of trainees as per the Nomination Form (Annexure-II) enclosed, along with the desired course fee. The form duly signed can be submitted to this office at the time of reporting for training also.

07.

INDEMINITY BOND
The trainees shall be trained to work on energized power lines, electrical equipment, substations, etc at their own risk. Therefore, they shall execute an Indemnity Bond at the time of joining. No trainee will be admitted to the course, unless the bond is executed as per Annexure-III enclosed.

08.

INSURANCE COVERAGE
The sponsoring authorities shall ensure providing suitable insurance cover for their trainees, in view of the risk involved while working at height & on energized lines. Confirmation in this regard shall be sent to HLTC along with nominations. No trainee without insurance cover will be admitted to the course. The insurance coverage to the trainee shall be minimum of 24 months gross emoluments of the individual concerned.

ACCOMMODATION
The HLTC Complex is situated about 35 km from City Railway Station. As the course is fully residential, the boarding and lodging facilities are provided by Hot Line Training Centre at the well-furnished Hostel available for the trainees. The Fee for boarding and lodging is included in the course fee. To the extent possible, Transport facility would be provided to the trainees to the work spot and back. Whenever HLTC is not in a position to provide transport the trainees will have to make their own arrangement and the allied expenses, if any, incurred in this connection by the trainees shall be borne by the respective sponsoring organization.

ATTENDANCE
As the training in Live Line Maintenance Techniques on 220 kV is intensive, it is expected that the officials who join the training will not avail any kind of leave during the training period. The sponsoring authorities are requested to advise the officials properly so that they may not apply for any kind of leave during training. If desired, a monthly attendance report of the trainees will be sent to their controlling officers for preparations of salary bills. Trainees found irregular/ uninterested by HLTC will not be issued with training certificates.

11.

ASSESSMENT
At the end of the course of the training there will be objective assessment test for the participants after which course certificate shall be awarded, if found successfully completed.

ANNEXURE IV

INSTRUCTIONS FOR TRAINEES


I. ATTENDANCE:
As the training in Live Line Maintenance Techniques on 220 kv using Hot Stick Method is highly comprehensive and intensive, the attendance of the trainees for the complete course is compulsory and no leave of any kind will be sanctioned to the trainees during the course of training. It is advisable to sponsor only such candidates who will be punctual and regular in attendance. Absence by candidates will be viewed seriously and HLTC will not be in a position to issue Course Certificates in such cases.

II.

INDEMINITY BOND:

The trainees shall sign an Indemnity Bond on stamp paper at the time of joining the training course. No trainee will be allowed to take up training course without signing the bond.

III.

INSURANCE COVERAGE:

No trainee without insurance cover will be admitted to the course.

IV.

ACCOMMODATION:

A well-furnished Hostel is available in the HLTC campus for the trainees. As the course is fully residential, the boarding and lodging are provided by HLTC. As far as possible the Hot Line Training Centre will make arrangements for the comfortable stay of the trainees.

PHOTOGRAPHS:

Trainees have to bring Three (3) passport sized and Two (2) Stamp sized colour photographs duly attested on the back of the photograph by the sponsoring organization at the time of reporting for training course.

VI.

SAFETY SHOES & SAFETY GLASSES:

As the nature of training demands regular climbing and working on the towers, the trainees need to be equipped with a good quality of SAFETY SHOES with thick rubber soles for providing electrical insulation, be sturdy, robust and secure for withstanding mechanical stresses. Non-availability of safety shoes will result in trainees not being able to take up hands-on training on towers. It is advised that the sponsoring authority shall ensure providing their trainees with Safety Glass (for protecting eyes from ultra violet rays) before sending them for the training course.

VII.

HOW TO REACH:

The sponsored candidates may be directed to alight at Bangalore City Railway Station/city Bus Stand and report to this office, which is about 35 km from there. It is situated next to 220 kv Sub Station of Karnataka Power Transmission Corporation Ltd (KPCL) and 400 kv Substation of POWERGRID on Kanakapura Road and opposite to Acharya Patasala College (APS) of Engineering campus. Buses are available from Krishna Rajendra (K.R.) Market which is about 3 Km from City Railway station/City Bus stand. The Route Nos.
