You are a great able leader and visionary that you have wonderfully demonstrated by your surajya for past many years ably leading Gujarat on the march of progress with inclusive growth of all citizens of Gujarat whether one is Hindu Muslim or Dalit. I trust and believe you. Hence, I am writing this letter to you after having studied in India.I know the hard-ships students face and also the Factors which can drive them to excel. Having known the things first-hand I request you to consider this letter; I know though that you are a busy man being the CM of most industrialized state in India i.e. Gujarat. I know that Gujarat has always helped other under developed states of India like Bihar, UP when needed with both money and man-power. In light of this, I have an idea maybe kind of some ambitious plan for development of Gujarat state's goodwill inside India which I will describe in this letter. Also I have one more humble suggestion for you. First and foremost, I deeply feel that Gujarat is the future leader and model which will guide other states and Union Govt. in formulating policies and their implementation. So here it goes, I humbly request you to please establish 4 types of certain educational scholarships (NMGS-NG, NMGS-G, NMGS-I, NMGS-PhD) for students in India. I have detailed the specifics in following pages and also the rationale behind it. Whatever there is in following pages is only a humble suggestion I can provide to the best of my ability and knowledge and you can modify in the light of your own knowledge. Lastly, People of India will be greatly indebted if you can implement this and provide them an opportunity for pursuing learning and research at world class level. Also, I want you to please make a comprehensive plan for IT of the Govt. services and websites of Gujarat state Govt. This is necessary for many reasons which I have cited on subsequent pages toward end of this letter.

Objective of this scholarship " " Eligibility Citizenship: Citizen of India currently residing in any part of Union of India having legal domicile of one of the states. Students of Gujarat domicile or Gujarati linguistic minority are not eligible in this scholarship. Education: Students themselves must secure admission to requisite course [UG or PG level] in a suitable educational Institute only under state Govt. of Gujarat before applying for scholarships. (No Central Govt. funded Institutes eligible) Age: Greater than or equal to 17 but less than 30 years. Benefits to Students The State Govt. of Gujarat will finance the studies and other expenses. After the studies Gujarat Govt. will pay salaries to Students when they will need to work for Gujarat Govt. The pay scales will as per Central Govt. level. Liabilities to Students Students will need to work for any organization in Gujarat Govt. for 3 years of which 2 years must be done in a backward area specified by Gujarat Govt. Students must study compulsory paper on Gujarati language plus Sanskrit language and Gujarati culture, state issues, people, etc. with thesis or seminar.

Benefits to Gujarat Govt. Govt. of Gujarat will benefit by having obtained top-most talent from rest of the country to work for them in India who have good knowledge of Gujarat. Since people from different states will come to Gujarat, they will acquire knowledge about Gujarat's culture and heritage which they will spread back-home and other places where they will go. This will increase good-will of Gujarat. The money spent on the people can be recovered since they will serve Gujarat govt. for three years as per liability clause and Govt. can place them in various districts of Gujarat like backward regions. It will also help improve state Govt. University's development and diversity.

Scheme Details This scholarship is for students of all Indians states (except Gujarat domiciled) to come and study in Gujarat for any degree program. Compulsory papers of Gujarati language will help students to get deep grasp of knowledge about Gujarat state, its heritage, current political leadership, its accomplishment, growth model, and various other scenarios. This scholarship will help build immense good-will of Gujarat state among the youth of this country and it will also help Gujarat ready access to skilled manpower. The financial burden of this program can be recovered by having the students work for the state Govt. under some liability clause. The ROI of this program will be much greater. It will help Gujarat achieve a national character more effectively. This will help to improve the image of Gujarat in the eyes of people of other states that will in turn break stereotypes built in their minds that Gujarati people are only businessman. It will help create cultural awareness of Gujarat. Most of the websites of Union govt. of India or state Govt. of Gujarat as well are poorly designed, don't use modern web standards like HTML5, does not support latest technology like Tablets/iPads, Smart phones (i.e. Android apps or iPhone), does not adequately support browsers like Firefox, Chrome, etc. There is no Central location to find all information about various Govt. departments. Every department has unique website URL. Moreover the websites are not frequently updated. There is no search facility provided in webpage for finding website contents. There is no single-window website for applying to universities or finding details of Scholarships of Gujarat. Most websites are not pleasantly designed i.e. they proved poor User experience to visitors. You can prepare a task force with people from National Institute of Design, Ahmedabad for updating all websites of Gujarat Govt. up to International standards. Also I suggest Gujarat Govt. to learn from International govt. websites like that of France, Germany, UK, and USA. Please also create a Comprehensive website for learning Gujarati with free access to public having audio visual tools as well as e-books.
