I.

Summary
The Idaho Federation of College Republicans is a statewide organization of Republican college students dedicated to promoting conservative principles, fighting liberalism on college campuses, and taking the lead in grassroots activism. The IDFCR is committed to helping Republican candidates throughout the state of Idaho. Completely organized by college students, the IDFCR plays a vital role in organizing grassroots efforts with individual chapters from different schools across the state of Idaho. The IDFCR allows college students to play a critical role in politics. Working with local and state organizations allows the IDFCR to introduce college students to different areas of politics including: Internships for various campaigns, learning valuable grassroots methods, interacting with a wealth of political campaigns, meeting presidential candidates, and many more. The purpose and result of this proposal is to make the above a reality and to fulfill the goals of the organization. Name recognition and organization accomplishments can help bring the IDFCR so far in its goals, however, financial assistance is what will help maintain the organizations continuity. For the fiscal year 2012 2013, the IDFCR is projecting a budget, tax included, of approximately $18,000.00, however in order to keep the Federation going an additional $1,000 would be needed in a Federation-owned bank account, bringing the final sum to $19,000.00. The prospect of achieving the above mentioned financial goal would greatly aid in the growth, strengthening, and continuity of the organization, its mission, and the mission of this proposal.

II. Introduction
The Idaho Federation of College Republicans is a statewide organization of Republican college students dedicated to promoting conservative principles, fighting liberalism on college campuses, and taking the lead in grassroots activism. The IDFCR is committed to helping Republican candidates throughout the state of Idaho. Completely organized by college students, the IDFCR plays a vital role in organizing grassroots efforts with individual chapters from different schools across the state of Idaho. The IDFCR allows college students to play a critical role in politics. III. Needs/Problems

After close to a decade of inactivity, the Idaho Federation of College Republicans was once again founded in October of 2011, and its growth has been quick and successful, but its success has been delayed by financial need. In early 2012 State Chairman Domenic Gelsomino, addressed individual members of the Idaho State Republican Party in the Legislature, the Executive, and the State Party Headquarters under the administration of then Chairman Norm Semanko about the increasing need of funds to keep the federation moving forward. Unfortunately for the young federation, its individual chapters were not fully equipped with membership numbers, funds, and had not accomplished much, gaining little to no State or National recognition (with the exception of the federations founding) which led to the inquired prospective donors to postpone any donations until these issues were met with improved results. The lack of funds has had a tremendous impact on all levels of the federation. At the State level it has made it difficult for state leadership to fully advance the cause on Idahos colleges and universities by traveling throughout the state providing chapters with empowering presence of their state leadership needed to secure the knowledge that they are not alone in their efforts. Locally, the lack of funds have made it a challenge for chapters to recruit new members due to a need for merchandise to both distribute and/or sell to incentivize prospective members to join and be active participants. But it is not just the recruiting materials, it is also been the activities both state and chapters have been limited to fulfill due to budget shortages which attribute to the organizations lack of strong name recognition and accomplishments. The College Republican National Committee has been a powerful organization for Republican students in the US for over 150 years. In the past century all 50 states have had a solid and accomplished state federation, with funds flowing from supporters, State Parties and members of the Legislature, including the Executive. Since the Idaho Federations founding in 2011, many fundraising attempts have been made and little has been procured. This leaves the Idaho Federation lagging in the push to have a strong National Organization with all 50 state federations acting as unbreakable links in the proverbial chain of success.

IV. Goals/Objectives
State the desired goals and objectives to address the needs/problems stated above. Also include key benefits of reaching goals/objectives.

Goal 1: The first goal to address these financial shortcomings is to present leaders within the state party, the state government, and College Republican National Committee a financial budget demonstrating the seriousness with which the Idaho Federation is intent on growing and strengthening within the following weeks, months, and years to come. Should these budgets be successful enough to spark a considerable influx of funds we would be able to proceed with further fundraising activities. Goal 2: As a combined goal to achieving financial strength this organization will, with the funds accumulated from the previous goal, host guest speaker events, gala events, community service events and other social events at which the individual chapters or the combined federation can distribute merchandise such as shirts, pens, bumper stickers, etc. with the organization logo on them, also acquired using funds raised by both the previously mentioned accrued funds as well as any raised at such events. This will not only increase name recognition for the organization, but it will also

add to its accomplishments and incentivize any interested recruits to investigate more and eventually make the investment of becoming a College Republican.

V. Procedures/Scope of Work
The specifics of the procedures used after the purchase of the materials, are carried out at the discretion of the State Executive who will distribute the materials to the individual chapters based on the need of the chapter, and at the discretion of the autonomous chapters once they receive what they need. Traditionally procedures will include: Tabling for recruitment State Federation Convention Social/Informal Events Social/Formal Events District Walks with Candidates during Elections Parades Community Service Events Political Events other than Elections (i.e. CPAC) Social Media Merchandise/Apparel

At the approval of this budget the next steps would be as follows: Setting up a permanent and independent bank account for the Idaho Federation of College Republicans Provide the patron with timely and detailed reports as to the allocation of their donations as well as the progress of each chapter and the state federation as a whole
