CORRECTION: In the story

about the Tall Ships organiz-

ers last week, we made a slight
error, well maybe not so slight!
We reported that the Ohio State
University Marching Band would
be leading a parade on Sept. 1,
2012. Whoops! They will be here
for the Tall Ships Celebration on
Sept. 1, 2013, not this coming
Labor Day weekend. They will be
at the Port Clinton-Margaretta
football game on Friday, Sept. 28,
at True Lay Stadium. We apolo-
gize for any confusion this may
have caused.

Tuesday night, Port Clinton
City Council moved forward
with an ordinance that puts the
development of Waterworks Park
back on the front page. The ordi-
nance authorizes the city to enter
into an agreement with the Los
Angeles legal frm of Jeffer, Man-
gels, Butler and Mitchell to assist
the city in fnding a developer at
the site.
The ordinance came out of
the Planning and Development
Committee chaired by Deb Ben-
ko. Following the abrupt with-
drawal by the Indiana developer
Puller Group in early 2008, many
local leaders and Council mem-
bers started looking for a way to
revive the project that had been
on ice since the banking crisis of
2008.
Benko said Council frst became
aware of the LA law frm shortly
after Puller Group pullout. The
law frm is not a development
contractor, but it specializes in
putting projects and developers
together.
They have a huge base of con-
tacts, said Benko. They have
been involved in developments
across America and around the
globe. They proposed a two-step
process by which we frst send
out requests for qualifcations
(RFQs) to developers from every-
where. They then hone down that
list to selected developers who
seem most qualifed and send out
requests for proposals (RFPs).
According to the scope of ser-
vices proposal from the law frm,
following the RFQ and RFP pro-
cess at least three and no more
than fve developers who would
be appropriate partners for the
City in the development of the
project would be identifed. With
the consent of the city, the frm
would then make the frst contact
with the developers and partici-
pate in the review of their RFP
responses and any interviews.
When asked if the original cri-
teria points that were established
during the long and controversial
2006-2007 battle would still ap-
ply, Benko noted that all previous
criteria would be considered.
One thing I can tell you, we
are not going to do any more site
studies, Benko stated emphati-
cally. We believe this frm has
the experience to help the city
move forward toward connecting
us with a substantial investment.
JMBM is seeking a $10,000 re-
tainer to start the process going.
They have assured city offcials
that their total expense will not
exceed $25,000.
Appetite for the Arts
City moves on Waterworks plan
After a week of intensive electrofshing
and gill netting activities in Sandusky Bay,
Maumee Bay and their main tributaries, of-
fcials have found no bighead or silver Asian
carps in western Lake Erie. The Ohio De-
partment of Natural Resources, Michigan
Department of Natural Resources and U.S.
Fish and Wildlife Service work together to
assess the current status of those fsh within
western Lake Erie bays and select tributaries.
The sampling results are very encourag-
ing, especially since we intensely focused on
areas where we believed we had the great-
est chances of fnding these fsh, said Rich
Carter, ODNR executive administrator of
fsh management and research.
We are committed to supporting our
state DNR partners in the feld, said U.S.
Fish and Wildlife Service Midwest Deputy
Regional Director Charlie Wooley. Service
staff will continue to work side-by-side with
DNR employees both on the water and in
the labs as we try to answer the question, Are
there any live Asian carp in the Sandusky
and Maumee areas? This weeks sampling
has not provided any physical evidence that
Asian carp are in these two waterways.
Jim Dexter, chief of the fsheries division,
MDNR, noted that this effort presented an
excellent effort to accompany the more
sensitive eDNA testing. MDNR looks to
this effort as a baseline of information and
as a foundation upon which to build any fu-
ture sampling efforts.
Fish sampling activities took place in re-
sponse to the six water samples taken from
Sandusky and north Maumee bays in Au-
gust 2011 that tested positive for the pres-
ence of Asian carp eDNA. Additional eDNA
sampling activities occurred July 30-Aug. 4,
and those fndings will be announced in a
few weeks.

The Moving Wall Vietnam memorial made its way through Port
Clinton last week en route a fve-day stop at Depot Park in
Elmore. Hundreds of motorcyclists many Vietnam veterans
themselves accompanied the trailer through the rain. For
a thank you note from the wife of one of those veterans, see
SOUND OFF | PAGE 2A.
More than 100 seniors from across the county came to-
gether today at Riverview Healthcare Campus, home of the
Harbor Lights Senior Center, to honor our countrys Viet-
nam Veterans and the procession of the Vietnam Combat
Veterans Moving Wall as it passed through Ottawa County
on it way to Elmore.
Seniors gathered at the Multipurpose Room of Riverview
beginning at 9:30 a.m. for a coffee and doughnut social
sponsored by Walker Family Funeral Homes. Dave Ninke
performed several patriotic songs in preparation of the pro-
cession. After the coffee social, seniors proceeded to the road
to honor their fellow countrymen. Many carried signs and
waved American Flags in tribute to the many veteran motor-
cycle riders who accompanied the procession.

Sound Off
Vietnam Memorial
I hope many of our local residents
had the opportunity to view the Viet-
nam Wall as it traveled through Port
Clinton. My husband, Thomas Bryan,
served in Vietnam as did many others
from the area. We had the privilege of
visiting the actual wall in Washington,
D.C., and to say it is awe-inspiring is
an understatement. I hope many took
advantage of the opportunity to visit
the replica while it was on display in
Elmore.
It was nice to see that the dedication
of the motorcyclists, many Vietnam
veterans themselves, was not damp-
ened by the morning rain. While
many in our national government
do their best to destroy our country
from within, I found this display of
patriotism outstanding.
Well done Vietnam vets thank
you!

Bowling Green State University Firelands Campus Associate Pro-
fessor of Sociology Tim Jurkovac recently presented his paper Cele-
brating Nostalgia, Legalizing Extortion and Subsidizing Greed: The
Hegemony of the Retro Ballpark at the 24th Annual Cooperstown
Symposium on Baseball and American Culture in Cooperstown,
NY.
A lifelong fan of baseball and Cleveland sports, Jurkovac has been
able to incorporate his enthusiasm for Americas national pastime
into his craft. Through his popular BGSU Firelands Sociology of
Sports course, he is able to present students with a different perspec-
tive of baseball.
It is a timeless sport layered with nuance, said Jurkovac. Base-
ball provides a sense of community and brings people together it provides a sense of
commonality.
Jurkovacs paper, however, sheds a revealing light onto the more sinister side of the
new ballparks which have been constructed in such cities as Cleveland, Baltimore, and
Denver.
Jurkovac contends that a communitys love of baseball
has been exploited by the leagues monopolistic owners
over the past twenty years when they threatened to move
their team if the city or county didnt build a new ball-
park.
In his paper, Jurkovac argues that the promises of eco-
nomic growth and community rebirth which are extolled
by the proponents of building new retro ballparks have
never been realized. In fact, just the opposite has occurred.
In Cleveland, lost revenues due to tax abatements for the
stadium have cost the county $9.7 million and unemploy-
ment more than doubled from 1970 to the mid-1990s.
What followed was a dramatic rise in revenue for the
owners and a massive amount of debt incurred by the pub-
lic. He argues that owners exhibit little in the way of being
responsible members of a community. The fact that such
wealthy individuals are subsidized by communities that are
often in fscal crisis is for Jurkovac the epitome of a reverse
Robin Hood effect.

The Annual Cooperstown Symposium, touted as the
most prestigious conference on the subject matter, is host
to academicians, journalists, lawyers, and historians and
this year featured more than 50 presentations selected
from academic papers which were submitted from across
the country.

Memorial Hospital is hosting seven free
mammogram screening events during
2012 to provide a total of 100 free mam-
mograms to uninsured and underinsured
individuals. The free mammograms have
been made possible through grant pro-
gram that Memorial Hospital is participat-
ing in which is led by The Hospital Coun-
cil of Northwest Ohio and the Northwest
Ohio Affliate of Susan G. Komen for the
Cure.
The remaining screening dates are Sept.
18, Oct. 9, Oct. 23, Nov. 13 and Dec. 11.
This will be the second time Memorial
Hospital participates in the free mammo-
gram program. The previous free mam-
mograms were administered at eight
different screening events at Memorial
Hospital from October 2011March 2012.
Chasity ONeill, director of development
and facilitator of the grant at Memorial
Hospital, believes the free screenings are a
great need in the communi-
ty. As a result of Memorials
frst participation in the Ko-
men and hospital council
free mammogram program,
91 individuals received free
mammograms at Memorial
Hospital, she said.
Memorial Hospital is one
of six area hospitals that
participated in the free
mammograms grant proj-
ect. Local physicians volun-
teered their time to make
this project a success. Those
physicians include James
Fanning, M.D., Scott Farrell,
M.D., Michael Grillis, M.D.,
Jeffery Ward, D.O., Kurt
Harrison, D.O., Heather
Haynes, M.D., John Mauric,
D.O and Mary Wonderly,
M.D. Beth Gabel, C.N.P.
and Mary Kuns, C.N.P. also
assisted to make the screen-
ings possible.
An appointment is re-
quired for a free mammo-
gram, which will only be
administered to individu-
als who are uninsured or
underinsured. Call the Me-
morial Hospital Diagnos-
tic Imaging Department

Remembering with love their children
who had died, nearly 120 parents, family
members and friends joined hands and
hearts in a 1-mile Walk to Remember on
Sunday, July 22.
Members of The Compassionate Friends
of Ottawa County, a nationwide self-help
support organization for families follow-
ing the death of a child, held the local walk
at East Harbor State Park.
The Ottawa County chapter joined doz-
ens of other chapters of The Compassion-
ate Friends around the country also spon-
soring walks. The walks coincide with the
national organizations 2-mile walk on the
fnal day of their national conference in
Costa Mesa, Calif., on July 22.
Our hearts were joined with those hun-
dreds of families across the country walk-
ing to remember all children who left us
too soon, said Roseann Hickman, chapter
leader. We will always cherish the memo-
ries of our children, no matter how long
or how short they were with us. The walk
gave us a way to honor their lives in a truly
memorable way.
This was the second year for the local
concurrent walk, which also served as a
fundraiser for the chapter as pledges were
received to help with outreach to bereaved
parents and families in the community.
Anyone who would still like to make a
pledge or would like information about
the Ottawa County chapter may call Rose-
ann Hickman at 419-308-4690.
We are elated by the growing response
to the concurrent walks and our national
Walk to Remember, said Patricia Loder,
executive director of the organization
which has more than 640 chapters in the
United States. As the years go by, more and
more chapters are joining in this heartfelt
celebration of remembrance.
For information about the national or-
ganization and locations of its chapters
nationwide, call toll-free 877-969-0010 or
visit TCFs national website at www.com-

tries worldwide.

Champions for Children, Port Clinton City School Districts Summer Enrichment
Camp, met a hero on Thursday, Aug. 9. The children visited the Tuskegee Airman
traveling exhibit, Rise Above, at the Erie-Ottawa Regional Airport. They had the hon-
or of meeting Lt. Col. Harold Brown, a Red Tail pilot, then were able to get a close look
at the Red Tail plane on display. Dr. Marsha Bordner generously donated funds for the

The agricultural community will once
again have an opportunity to recycle un-
wanted farm tires through a collection
sponsored by the Ottawa, Sandusky, Sen-
eca Joint Solid Waste District. The event
will be held at the Sandusky County Fair-
grounds in Fremont at the north parking
lot. This collection is open to farm own-
ers, operators and residents in the three-
county area (including Bellevue and Fos-
toria residents). Absolutely no dealers or
agri-business will be permitted.
Pre-registration is required to partici-
pate. Registration is under way and will
end at 4:30 p.m. Friday, Aug. 24. Prior to
calling, know the number of tires by type/
size that you would like to recycle. When
the offce is contacted, a representative
from the District will provide you with
a time for delivering your tires and con-
frm the cost based on the quantity and
diameter of tires being recycled. It is im-
portant that all participants bring proof
of residency (drivers license) to the col-
lection site. This will verify your registra-
tion and speed the process of generating
a receipt for your records. Pre-register by
calling the Districts main offce at 419-
334-7222 or toll free at 1-888-850-7224.
Tires up to 36 including implement
tires, wagon tires, truck tires, skid loader
tires, most front tires and four-wheeler
tires will be accepted at a cost of $1 per
tire. The District will accept farm tires
37 to 60 (most rear tractor tires) at $10
per tire. Farm tires 61 and larger includ-
ing large rear tractor tires and all com-
bine tires (regardless of diameter) will
also be accepted at $15 per tire.
Tires can be recycled and used to make
tire rings used as construction barrel
weights or to hold down plastic covers
or tarps. Recycled tires can also become
crumb rubber, a material used in artif-
cial turf on athletic felds. Additional fn-
ished products from tires include asphalt
rubber used in road surfaces, tire turf
used to make playground surfacing, rub-
ber rock (an aggregate alternative) and
tire derived fuel (a source of energy used
in power plants).

trict recycling collections or sponsored
events log onto the OSS Solid Waste Dis-
tricts website at www.recycleoss.org. Join

The Thirsty Pirate
The Port Clinton Area Cham-
ber of Commerce is pleased to
announce the grand opening of
the Thirsty Pirate Taphouse and
Grille at 2940 E. Harbor Road
(corner of Ohio 163 and 53). A
Ribbon Cutting Ceremony will be
held at noon Thursday, Aug. 16. Light refreshments will be served.
Since our opening on July 23, response from the Port Clinton and surrounding com-
munities has been overwhelming, said Mike Sjostrom, owner of The Thirsty Pirate Tap-
house and Grille. We are excited to be part of the community and to be able to provide
a place people can enjoy freshly prepared meals and a cool, refreshing craft beer. We have
been blessed with more and more patrons each day. Its been fun and challenging at the
same time. Every day we learn more about what our guests want and how we can better
accommodate them.
The Thirsty Pirate concept is casual dining in a fun atmosphere. With 32 beers on tap,
there is a wide range of variety, from light-bodied lagers to full-bodied porters, any beer
lover is sure to fnd a beer to please their palate.
We plan to have the craft beers change on a regular ba-
sis, said Sjostrom. The comments so far from our guests
have been great. People are loving the selections and the
ability to sample beers they are curious about.
The food selections include appetizers, sandwiches and
full course entrees.
The menu is varied to include something for everyones
taste and price range. Some of the more popular items
have been fried perch, fsh tacos, pulled pork and maca-
roni and cheese. We plan to evolve the menu to expand on
our guests preferences and suggestions, the owner said.
The future plans for The Thirsty Pirate include offering
private banquet facilities on-site, live entertainment on the
weekends, beer pairing dinners, a possible New Years Eve
Bash and providing year-round service.
There is so much potential here. We have lots of ideas
and big plans for the future, Sjostrom said. Right now,
our main focus is on continued staff training and stream-
lining the operation to create the best experience for our
guests. Our team has been working hard and non-stop
since we hit the ground running when we opened mid-
season. I am pleased with how everything is coming to-
gether. Its a work in progress.

When you own stocks, you know their
prices will always fuctuate. To help ease
the effects of this volatility on your port-
folio, you could add other types of invest-
ments, such as bonds. Yet bond prices will
also rise and fall. But there may be in
fact, there should be a big difference
in how you view the ups and downs of
stocks versus those of bonds.
Any number of reasons can cause stock
prices to go up or down. But in the case
of bonds, prices go up and down largely,
though not exclusively, for one reason:
changes in interest rates. Suppose you
purchase a bond that pays 4% interest and
then, a year later, newly issued bonds pay
3%. You could now potentially sell your
bond for more than its face value because
it provides more income to investors
than the new bonds. Conversely, if newly
issued bonds pay 5% interest, the value of
your existing bond would drop because
its unlikely that someone would pay full
price for a bond that provides less income
than newer bonds.
When you own stocks, or stock-based
investments, you want their price to rise
because you probably plan on selling
those stocks someday and youd like
to sell them for more than you paid for
them. But its not so cut-and-dried with
bonds. While some people may indeed
purchase bonds in hope of selling them
for a proft before they mature, many
other investors own bonds for other
reasons.
First, as mentioned above, owning
bonds can be a good way to help diver-
sify your portfolio. Second, and probably
more importantly, people invest in bonds
for the income they provide in the form
of interest payments. And heres the good
thing about those interest payments:
Theyll always continue at the same level
as long as you own your bond, except
in the rare case of a default. (Although
defaults are not common, they can occur,
so you do need to take a bonds credit
risk into account before investing.) Thus,
if you plan to hold your bonds until they
mature, you dont have to worry about
a possible drop in their value. But if you
need to sell your bonds before they ma-
ture, the price you receive will depend on
current interest rates.
You cant control or predict interest
rates, but you can help soften their impact
on bond prices by building a ladder
of bonds with varying maturities. Then,
if market interest rates rise, you can sell
your maturing short-term bonds and
purchase new ones at the higher rates.
And if market rates fall, youll still have
your longer-term bonds working for you
at higher rates. (Usually, but not always,
longer-term bonds pay higher rates
to compensate investors for incurring
infation risk over time.) Keep in mind,
though, that the investments within your
bond ladder should be consistent with
your investment objectives, fnancial
circumstances and risk tolerance.
Whether you own your bonds until ma-
turity or build a bond ladder, you can do
something to protect yourself from price
movements. And that type of control can
prove valuable to you as you chart your
course through the investment world.

With all the warm weather lately and recent storms a lot
of homeowners are spending more time outside. Theyre
mowing lawns, pulling weeds, surveying damage, pick-
ing up debris. However, if another necessary chore isnt
tackled too, all that hard work may be ruined. This is the
chore that NOBODY wants to do. Its flthy, frustrating, and
extremely dangerous... its GUTTER CLEANING!!! There is
a way to end gutter cleaning forever and its not by hiring
some handyman to make a mess up there for you. Its also
not a screen from one of the big box stores or some cheap
product from a roofng company. The solution is to call the
professionals and thats where the Gutter Cover Company
can help you.
The Gutter Cover Co. has been specializing in gutter
protection for the past 15 years. Their team will clean,
tighten, re-seal, and properly align your gutters and then
install the best gutter cover on the market, Gutter Top-
per. Manufactured right here in Ohio, Gutter Topper is a
solid aluminum cover that has earned numerous excellent
reviews from the top consumer research companies in
the country. Rigorous product testing showed that Gutter
Topper can handle heavy downpours up to 22 of rain per
hour, 110mph winds, and 300lbs/ft. without failing. When
installed a lifetime transferable warranty ensures that the
gutters will be free-fowing forever. Not even spinners, pine
needles, shingle grit, or seed pods can clog it.
Gutter Topper can be installed over the existing gutters if
theyre in good condition. If theyre not, new gutters are
also available.
The Gutter Cover Company also offers a safe and effective
way to stop big icicles and ice damming. A product called
Heater Cap can be installed with or without Gutter Topper
which gently heats the gutter area with a self-regulated
heat cable. An aluminum plate then covers the cable which
protects it and helps spread the heat to a larger area.
Heater Cap can also be installed on most existing gutter
covers.
This is a product thats designed for people who are tired
of dealing with gutters. Some of our customers have tried
other products from screens and flters to one-piece sys-
tems that require replacing all the gutters and downspouts.
Some are better than others but they all have to be cleaned
at some point. Gutter Topper is the permanent solution to
free fowing gutters, hands down.
Jim C. -- General Mgr at Gutter Cover Co.

The Ohio Rife and Pistol Asso-

Rife will be Saturday, Sept. 1., with
pistol set for Sunday, Sept. 2.
These pop-up shoots are held on
the MRFR Range for rife (located
just forward of the parking lot on
Viale Range and Young Range) and
on the Combat Pistol Range for Pis-
tol (located behind the CMP Airgun
Complex).
The course of fre for both events is
40 shots at 40 pop-up silhouette tar-
gets.
The targets are computer controlled
for both ranges with built-in pauses
for reloading. For rife, the pause is
after 20 targets, for pistol, every seven
or eight targets. The silhouettes are
positioned at 50 meters to 300 meters
for rife and 7 meters to 30 meters for
pistol. Several stages will show mul-
tiple targets at the same time. Perfect
scores are rare.
Registration begins at 8 a.m. and fr-
ing begins at 9 a.m. each day. Shoot-
ing will continue until organizers can
no longer fll relays. Many shooters
choose to shoot several relays, some-
times back to back, sometimes with a
relay in between.
Be advised that while it is not nec-
essary to show up frst thing in the
morning, the later you arrive, the
harder it is to space time between re-
lays if you wish to do that. Squadding
is done on a frst-come, frst-served
basis.
Cost is $10 per relay for ORPA
members or $15 per relay for non-
