Section 1.0: Summary of Product Qualifications to International Requirements and the European Union (EU)
The equipment description and performance capabilities given in this section is based on information provided by GYT San Diego Inc. "Note that some aspects of the performance claims were not verified by STORK Garwood Laboratories, Inc., as those claims were not deemed Safety or Environmentally significant." This report documents the results of a series of Regulatory Compliance Evaluations, EMC tests and Product Safety Tests performed on the Solar Guard Display ST0443. The purpose of this series of evaluations and tests was to demonstrate compliance of the equipment with the essential requirements of the EU Low Voltage Directive (LVD) 2006/95/EC.and the EMC Directive 2004/108/EC.

1.1 Statement of Organizational Charter - Competent 3rd Party


STORK Garwood Laboratories Inc. (GLI) is an Independent EMC and Safety Testing Organization providing Regulatory Compliance Evaluations, Consultations and has Agent status with many Product Safety Agencies, Laboratories, Nationally Recognized Test Laboratories, the Federal Communications Commission, OSHA and others. These Engineering and Technical disciplines are offered to the public and private sector on a job-byjob contract basis. In accordance to the intent and definitions in the European Union several Technical Directives, STORK Garwood Laboratories Inc. s (SGLI) and its selected affiliates are entitled to be designated as a Competent 3rd Party. SGLI has no organizational or financial relationship with any company, institution or private individual and strives to render sound engineering evaluations and decisions within the areas of expertise, not influenced by special interests. The opinions and suggestions rendered are, in our best judgment, true and reliable. It is the responsibility of the client to determine suitability of opinions and suggestions presented. If information provided is used for product changes or upgrades, the client assumes all liabilities.

1.2 Declaration of Conformity - Rationale


This Report contains a Declaration of Conformity (D.o.C). This D.O.C. is based on testing of the Essential Elements of Safety, Client Provided Performance Specifications and Detailed Engineering Evaluations. The essential requirements of the EU Low Voltage Directive have been met and in the opinion the test engineers the Solar Guard Display ST0443 is compliant. It must be noted that assumes responsibility for all aspects of continued compliance and the claims made on each D.o.C. GYT San Diego, Inc. must also have a Quality Assurance Program established and assumes responsibility for a Quality Assurance Program suitable for CE Compliance This TF Report contains a sample D.o.C that may serve as a pattern and be copied by GYT San Diego, Inc. as needed, to provide one with each shipment to destinations in the EU or to EU candidate countries.

1.3 Purpose of the Declaration of Conformity


According to the established rules, a Declaration of Conformity (D.o.C.) is to accompany each shipment. Its purpose is to formally notify the Customs Officials at any EU Port of Entry, by a Legal Declaration, that the CE Marked Products in the shipment are compliant to the cited EU Directives. It is required to: v Identify the product(s) by Type and Model Designation and provide the month/year of manufacture. v Identify the Directives and Standards that the product complies with. v Identify the Manufacturer by name and address. v Identify the Importer/Agent by name and address (Must be in EU). v Establish Product Responsibility. It is a Mutual signed and dated Declaration by the Manufacturer and Importer/Agent declaring that the product is compliant.

1.4 Purpose of a Technical File


The Technical File (TF) is a detailed report that provides the technical description of the products and the associated test and evaluation criteria. It adds backup and credibility to the CE MARK and Declaration of Conformity. It technically describes the products, states their rated capabilities and defines the technical standards that are applicable. It further provides the evaluation and test results and on certain products, risk assessments related to safety to the installers, maintenance personnel and users of the product. A TF is not usually provided with a product shipment. A hard copy and an electronic copy are typically held in a safe place by the manufacturer and a copy provided to all Dealers and Importers in the EU. The TF is used to set aside any challenges to the validity of the CE Mark. It shows a high level of Due Diligence by the Manufacturer and Importer/Agent. It is a detailed validation, by a competent Independent 3rd Party, that the products are compliant and thus eligible to display the CE Mark. The TF is provided in PDF format so that it may be readily transmitted as an e-mail attachment.

SECT ION 2.0: INTRODUCTION TO QU AL IFIC AT IONS


This report documents the results of a series of product safety measurements and tests performed on the. The purpose of said tests was to demonstrate compliance of the test samples, and their respective families, with the requirements of the EU Council Low Voltage Directive 2006/95/EC and applicable test standards, as noted herein. All product safety, electrical evaluations and testing was performed at the STORK Garwood Laboratories, Inc. facility in San Clemente, CA. To reiterate, all testing was conducted using calibrated test Instruments and test set-ups suitable for validation of CE Mark compliance of the Solar Guard Display ST0443. Additionally, all tests were performed under controlled laboratory conditions by STORK Garwood Laboratories, Inc.

2.1 CE Marking Instructions


The Model referenced above and it major components need to bear a large s prominent CE Mark on the overall package, if palletized. The concept is to convey to customs inspectors, that the product within the packaging is CE MARK compliant. The CE MARK should also be applied to the product labels. The CE Marks should be of sizes that are readily visible to the unaided eye. The basic CE MARK Artwork has been provided as a jpeg image in this document. Finally, a completed Declaration of Conformity, per the sample provided, must also accompany each shipment.

2.2 Validation of CE Mark Compliance


Based on an investigation of the GYT San Diego, Inc. Solar Guard Display ST0443 it is in the opinion of STORK Garwood Laboratories, Inc., compliant when provided with installation and user instructions involving local languages, and are eligible to bear the CE Mark. As such, the noted Solar Guard Display ST0443 is entitled to have free access to the available markets and to pass through all EU Ports-of-Entry.

2.3 Calibration Details


All test equipment used for this program is checked prior to testing to insure up-to-date calibration and confirm that parameters being measured are appropriate for the range of measuring instruments, respectively. Calibration is checked on a routine basis using standards traceable to the National Institute of Standards and Technology (NIST). Calibration of equipment is performed in accordance with the STORK Garwood Laboratories, Inc. quality program and satisfies the requirements of the previously referenced standards.

SECTION 4.0: OPERATION OF EQUIPMENT UNDER TEST


Testing was conducted using nominal input voltages and frequencies standardized by the 28 countries that make up the European Union. This is 230VAC, 1 , 50Hz, protected at the 10A level. The Safety Testing was conducted at STORK Garwood Laboratories, Inc. in San Clemente, CA, USA.

4.1 Product Description


The Equipment Manufacture, GYT San Diego, Inc. has designed and is producing the Solar Guard Display ST0443 which is hereafter designated as the product. The Product function is to assist a sales presentation for Window tinting films. The Product operational feature is an incandescent electric s Luminaire that is configured as Parabolic Reflector (PAR) with a special coating that produces projected infrared radiation. The PAR lamp is mounted via an Edison Screw Base Socket mounted to a bracket with its centerline horizontal. This is surrounded by an open cubic aluminum frame mounted on a turntable. The aluminum frame has accommodations for inserting up to 4 glass slides vertically with various heat blocking films. The turntable allows the frame to be conveniently rotated so a glass slide/film combination can be positioned in the projected IR path of the PAR IR Luminaire. The effectiveness of various films can be judged by the degree of heat that can be felt by a persons hand in front of any particular glass/film. The base of the product houses the AC Inlet which is an IEC 60320, C8. The C8 Inlet will accept any International or Domestic AC Power Cord with a C7 plug. As the PAR Luminaire is rated for 120V operation a 2:1 Step-down isolation transformer is provided to reduce the EU Standard 230 Volts to the 115-120V range. A clockwork spring motor timer with an electric switch is provided to energize the Luminaire and limit the time the Luminaire is on. By rotating the White Knob clockwise to a desired time in minutes the Luminaire is energized. On release of the White Knob the timer allows the time out to begin and the Luminaire will turn off when the preset time has expired.
