A.) Interpretation The affirmative team is obligated to speciy the amount of money that their plan will cost, as the affirmative team has decided to execute a specific plan, with specific actions, they are also obligated and burdened with exposing the full amount that their plan will cost. B.) Violation The affirmative team does not identify the amount of money their plan will cost C.) Standards 1) Limits The negatives interpretation limits the affirmative to specifying a specific amount of money for the cost of their plan. In a world where the affirmative team does not do this, they will become a moving target 2) Predictability If the affirmative is allowed to continue changing their amount of money within a debate, there is no way any of the negatives arguments will be able to hold any ground. This is due to the fact that the amount of money they spend is not enough to trigger the disadvantages, and there would be no argument against that because there was never a price specification from the beginning. D.) Voters 1) Fairness Our interpretation must be followed for any fairness to exist in debate. This is because it appropriates the amount of burden that the affirmative team must shoulder when they take a specific plan stance on the resolution, and forces them to disclose all elements of their plan. Without our interpretation, it leads to an affirmative team being about to change different avenues of their plan throughout the debate because of the lack of specificity within the affirmative plan from the beginning. This is obviously unfair to the negative team because of the unfair advantage it gives to the aff. 2) A priori Specifications must come before anything else in the debate can take place. We cannot have a real debate if we do not know the exact plan that we are debating from the beginning.

A comparison between road conditions in 1990 and 2008 indicates that while Interstates and other higher order systems have improved, conditions on lower-order systems have generally stayed the same, particularly in urban areas.

Highway safety has been improving year after year.

In addition, 2010 saw the lowest fatality and injury rates ever recorded: 1.10 deaths per 100 million vehicle miles traveled in 2010, compared to 1.13 deaths for 2009. The number of people injured in motor vehicle crashes in 2010 declined

for a 11th straight year in a row, falling an estimated 2.9 percent from 2009.

Highway - Solvency
Plan will not fix the problem it will just delay an actual solution ASCE - December 2011. In fact, the latest projections by the U.S. Department of Treasury and Congressional Budget Office indicate that by the end of FY 2009, t`he HTF will have a negative balance of $4-5 billion if no corrective action is taken.
Second,

Analytical (optional also only if their plan is only to fix current highways) We cannot maintain highways currently because we do not have enough funding to maintain them. The affirmatives plan is only to fix the current highways but not bring an increased revenue into the current system. This plan may fix highways now, but in the future we will just end up in the same place. Their plan doesnt actually solve anything, it just delays action and tries to avoid the problem at hand, not enough funding for the current system.
