In the name of God, the Most Gracious, the Dispenser of Grace

Praise be to God, the Lord of the Worlds, and peace and blessings on the Prophet Muhammad, his Kin, and his Companions. Since its establishment The League of Libyan Ulema, or even prior to that under its precursor The Network of Free Ulemawhich was founded on February 19th, 2011The League has been involved in advocating and propagating a moderate Islamic methodology that our country has inherited, generation after generation, from our forefathers who called unto the Way of Allah through wisdom and good counsel. The League has been meticulously cautious in following this moderate approach indigenous to this country in order to preclude bloodletting and maintain security, consecrate justice, and to labour towards building a safe and secure nation. It has been our objective to propel our country into protecting the weak, sheltering the impoverished, and defending peoples rights -- all in a manner that conforms with the teachings of the Prophet (peace and blessings be upon him). Nowadays, a new group has emerged in society, excommunicating people, deeming them as religious innovators and libertines, and branding the countrys luminous scholars throughout the ages with the most inappropriate of descriptions. As if that was not enough, they also bombarded and demolishedboth openly and covertly Libya heritage, and desecrated the cemeteries of Muslims and non-Muslims and the mausoleums of the scholars, blowing up Sufi lodges and mosques, torching, plundering, and looting libraries, and killing anyone who stood in their way. In so doing, they neither revered sanctity nor obeyed the leaders of this country. On the contrary, they were deceived by their power and munitions and their actions caused fear to spread amongst people without paying any heed to the consequences of their actions; all of which are frowned upon by our virtuous religion. There have been strenuous efforts by the authorities to dissuade them from such activities. Sufficient and successive statements have been issued by the League of Libyan Ulema and the Libyan Dar al-Ifta' urging them to restrain their actions. Many statements have been issued by international Ifta bodies, like the Egyptian and Jordanian Ifta Houses, among others. Several highly acclaimed Muftis have ruled them as outlaws harboring intent to drag the country into bottomless pit of tribulations. Several statements were also made by the Libyan Government, the first of which came from the Libyan National Transitional Council, condemning their actions and threatening with legal prosecution. of their actions that have caused the deaths of scores of innocent souls and the spread of mayhem. Instead of these outlaws contributing to serving the country and ensuring security, they had the audacity to challenge state authorities and its elected governmentwhich is the only legitimate caretaker of the countryentitled to govern the people who elected it, without rebellion or disturbance. They then crowned their actions with the horrendous crime condemned by Allah and His Messenger (peace and blessings be upon him): by killing innocent souls in their attempt to reach their objectives and in a manner that contradicts the teachings of the Messenger (peace and blessings be upon him). They attacked the U.S. Consulate in Benghazi, killing the U.S. Ambassador and other diplomats representing their country in accordance to international conventions that are honored by our religious codes. Their vindication was defending the Messenger (pbuh). Their actions were, however, antithetical, resulting in the stigmatization of the image of Islam. Indeed, we reject any insult to our Prophet (peace and blessings be upon him) or our Islamic sanctities. We have issued a pervious statement in this regard; that whoever so does will be pursued legally and non-violently, not through killing, burning and destruction. The blood and property of those foreign guests of our country are inviolable and must be preserved as established in the jurisprudential tradition of the four Schools of Jurisprudence of this Muslim nation. This is also well established through the traditions and actions of our chosen Prophet (peace and blessings be upon him), the one who taught us that: 1. If a man entrusts you with his blood then do not kill him (narrated by Ahmad and Ibn Majah). 2. Whosoever kills a covenanter he shall never smell Paradise, whose aroma can be smelled from a forty-years march distance (narrated by Ahmad, al-Bukhari, al-Nasaai, and Ibn Maja). Therefore, we call upon the state to execute reciprocal retaliation (qisas) against these Kharijites (dissidents) against whom Imam Alimay Allah be pleased with himfought, and were also combated by righteous rulers and governors, because fighting them is the only way to put an end to their unrelenting tribulation which knows no limits, and to thwart their seedy objectives that have bypassed the state and strayed into murder and torture, and to rescue the country from their evil, towards to the establishment of a safe and secure Muslim state protected by its national army and police forces.
