Disgraced Pontefract police officer, PC Kevin Liston, has made his long overdue departure from West Yorkshire Police. Protected from a string of criminal offences by his own Professional Standards Department, Listons exit has heightened the BBCs interest in running a miscarriage of justice programme, featuring Danny Major. Vital CCTV evidence, which had been deliberately withheld from the Major family by PSDs DI Michael Green prior to Dannys trial, has been viewed by a senior BBC executive in company with the Police Imaging Unit specialist who actually edited the CCTV. It is now abundantly clear that a grievous perversion was deliberately undertaken by DI Green, branded as incompetent and ineffective by the trial Judge.
were any level 4 images and since the error of that fallacy was pointed out, they have rebuffed all enquiries concerning the alleged pre-ownership of the computer. CPS in Wakefield are unable to explain why there was no co-defendant in the dock with Vause and promised to look into it. They havent come up with an answer yet. That begs the question why, under the powers vested in them, the Chief Executive and Chairman have not summoned the Chief Constable to their offices and demanded an explanation. The public are owed a clear duty of care from all three regarding who made/ downloaded those Level 4 images and whether the computer was Vauses at the time or not. There is a very simple rule of thumb operates with West Yorkshire Police and it is clearly evident here. The longer it takes to provide an answer the less likely it is to be truthful. On this particular point they have TICs as long as my arm.

Worse than the original conspiracy are the persistent and disgraceful lies told by PSDs DI Damian Carr and, the now disgraced paedophile, DC Michael Vause, when reviewing the case. Eric Major, a retired WYP officer himself told uPSD: We are very grateful to those involved in bringing this embryo project together, and we very much hope that the BBC Sir James will take up our case. Listons timely Sharples former and well deserved exit also gives new Chief Constable Merseyside Police impetus to the fight to clear the name of our innocent son. We will never give up. The Courts have dealt with Vause now, and there is every reason to believe we can put Carr before a Judge as well. Ex PC Listons tariff of misconduct and criminality would fill this entire newsletter and yet - as outlined above - he has been protected by PSD, and latterly DI Carr, for almost eight years. We will report more fully in the next issue the circumstances of his parting from the Force. Suffice to say, at this stage, that the Command Team were hoping the event would go unnoticed: Just as they did with the paedophilia issues and the mystery of the pre-owned computer (see below).

WYPA: Public servants - or police puppets?

Any visitor to the West Yorkshire Police Authority could easily be duped into thinking that here is a smooth running operation with the public interests at its core. Not so, Im afraid. The dispute with the Police Authority Chief Executive spawned the uPSD series of newsletters Search for the Truth (Issue 1) still rumbles on with High Court action due to commence against the Authority this week. The latest attempted justification not to publish the public questions by Mr Sampson and the beleaguered WYP Fraser Sampson Legal Services - police puppet? Manager, Mike Percival, has been described as insubstantial and lacking any discernible legal merit. Mr Percival, having lost his much coveted Force Solicitor soubriquet, is also losing plenty of other legal battles and seems destined to come second best on this one, as well. Indeed, one of the questions that he is so keen to conceal from the public view concerns the squandering of millions of public money in pursuing hopeless cases. The most recent of these was the well publicised reversal this week in the Leeds United ground policing case. Anyone in any doubt as to the foolishness of this enterprise need only read the judgement transcript at http:// www.bailii.org/ew/ cases/EWHC/ QB/2012/2113.html As commented in the Yorkshire Post this marks out WYP as a police force totally enamoured with the concept of its own seeming invincibility yet, over the past two years, WYP suffered setback after setback in the Criminal and Civil Courts. Policing at Elland Road features in a quite different way across the page and is also, seemingly, headed for resolution at Court.

You couldnt make it up except where the great cover-up triumvirate of WYP/IPCC?WYPA are involved. This investigation decision was made, in spite of the fact that the current Chief Constable was an ACC in the Command Team that perverted the course of justice at the time of the supergrass trials. Other than this sparse information Operation Douglas a matter of high public interest and police confidence - is subject to information lockdown and specific enquiries concerning basic information such as: Name of SIO, terms of reference, timescales etc are rebuffed by the Force. Hardly the open and transparent gospel that the Command Team love to preach - but only when it suits.

New complaints website set for September launch

The domain name is purchased. The hosting is arranged. The layout, site architecture and navigation are in the design stage and the downloadable forms are in preparation. On September 3rd a new police complaints website serving West Yorkshire will launch with a fanfare of publicity. It will completely change the face of complaining to the police about matters of concern such as incivility, breach of duty and assault. These account for the vast majority of public complaints at present. The site will offer practical guidance to members of the public who have received unsatisfactory service from the police. Included on the website will be a searchable knowledge base/case history/feedback section that will enable complainants to see whether the offending officers have previous or the type of incident is repeating itself. This will be the first police-interest website that puts the requirements of the public first and will be professionally run with the principal aim of securing just, fair and proportionate outcomes.

Police assault set for extra time & penalties

A Wakefield businessman, Mr Tony Ramsden, accompanied by his 14 year old daughter and her 15 year old friend was assaulted in an unprovoked attacked by two WYP POU officers following a football match last August. He was walking away from police lines minding only for the safety of the minors in his care when in an Ian Tomlinsonlike incident he was baton struck across the back and then had a police horse deliberately ridden into him crushing him against a fence.
What has followed has been something out of Keystone Cops only worse. An appalling investigation, on what was essentially a tissue of lies, was put together by PI Chloe and Tony Tony Thackray Ramsden and signed off by CI Neil Hunter.Unsurprisingly, the IPCC decided that the matter had to be re-investigated by WYP PSD. As you would expect, that only serves to make matters worse as you guessed it in steps DI Damian Carr. His brief? To try and cover up what has gone before. At first denying that any officers could be identified Carr was shown on just one section of CCTV riot helmet numbers and then stormed out of a meeting at Mr Ramsdens offices in Wakefield. Since then he has managed to convince himself that the helicopter circling above Elland Road was not X-Ray 99 and the Video Van creeping slowly alongside did not have its camera switched on or may not have had the right equipment on board. Yeah, right, DI Carr - twenty minutes after the end of a Leeds Utd v Man Utd game. Likewise, Carr claims that no other CCTV exists despite written police admissions that it has been seized from private companies adjoining the site of the incident. Mr Ramsden has had to put up with this type of rubbish for almost eleven months but he has now decided to employ a leading police complaints solicitor to force the issue.

During the course of uPSDs own investigations one recurring feature is the loss of self-control of managerial and supervisory officers and the slamming down the phone mid-conversation on complainants a Departmental speciality. We name some of them here. DCS Sarah Brown (retired), D/Supt Trevor Kerry (retired), D/Supt Steve Bennett, DCI Viv Cutbill, DCI Christopher Rowley, DI Damian DCI Viv Cutbill slammed Carr, DI Peter phone down on Howarth, DS Huddersfield barrister Andrew Lockwood. These are officers who are/were charged with upholding high standards of professional behaviour and disciplining other officers of lesser rank for incivility. What does the Command Team do about it? Absolutely nothing. One of them (Rowley) was the Chiefs Staff Officer immediately before posting to PSD and promoted to Supt after a short spell there, so work that out for yourself.
