    An employee of the Philippine Coconut Authority named Elmer Javier had an accident while constructing a charcoal brick kiln. He lost control of a disc cutter that hit his lower right leg, cutting his shinbone and foot. He received first aid at the PCA clinic and was then taken to two hospitals for treatment. X-rays showed no bone damage. His wounds were cleaned and sutured. The PCA administrator covered his medical expenses. He was still in need of follow-up care to remove the sutures before returning to work.

    At about 4:45 in the afternoon of Friday, August 17, 2012, Mr. Elmer Javier, one of the Job Order workers of the Timber Utilization Division sent to construct the charcoal brick kiln met an accident while cutting bricks for the charcoal kiln. Mr. Javier lost his grip on the disc cutter due to the sudden kick-back force exerted by the disc cutter as the blade cut an unusually harder portion in the middle of the brick. As a result, the disc cutter rotated and hit his lower right leg (shinbone) first and falls on his foot causing a 2-inch cut on his shin and a smaller cut on his foot. He was immediately brought to the PCA clinic for first aid treatment. He was further advised by the resident doctor to get an anti-tetanus shot at the nearest hospital. Before we brought Mr. Javier to the hospital, I informed DA Falcatan and Ms. Eufemia Camilon through text message. Due to high number of patients waiting to be treated at the emergency room of the East Avenue Medical Center, we were forced to bring Mr. Javier to

    the emergency room of the Philippine Orthopedic Center which was also full of patients waiting to be treated. I was instructed by DA Lucy Falcatan to see to it that proper medical attention was given to Mr. Javier and to cover the cost of treatment including incidental expenses as PCA will reimburse them later. X-rays of Mr. Javiers lower right leg showed no apparent damage to his bones. His wounds were cleaned and sutured to close his wounds. Receipts of his hospital bills, medications and incidental expenses were submitted for possible reimbursement. When Mr. Javier left for Zamboanga last August 24, his wounds were almost healed. He, however, needs follow-up medical treatment to remove the suture on his wounds. In closing may I sincerely thank Administrator Forbes for covering the medical expenses of Mr. Javier, to DA Falcatan and Ms. Camilon, to the clinic personnel and PCA resident doctor and to Region 1 driver, Mr. Bernardo for their help. Thank you.
