The specified product shall be manufactured by a firm whose quality system is in compliance with the I.S./ISO 9001/EN 29001, QUALITY SYSTEM. 2.2 SYSTEM DESCRIPTION A. The video camera system specified herein shall be a Dual Head Positioning System (DHPS) allowing for the combining of visible and/or thermal imaging system technologies, enclosed within dual side mounted housings, integrated onto a precision, variable hispeed pan/tilt platform, providing for remote user control of high quality, single or dual image delivery over a variety of transmission media backbones. B. Each imaging system shall be independently configurable for the desired sensor size and type, visible or thermal lenses and any required functional accessories to meet the applications specified requirements. C. The positioning platform shall be a dual head, variable hi-speed pan/tilt system combining stepper motors for precision movements and preset repeatability. D. 360-degree continuous pan and minimum +/-90 degree tilt movement shall provide quick targeting and acquisition capabilities from any position. E. The imaging system(s) shall be enclosed within sealed and pressurized IP67 rated housings and integrated onto the IP66 rated positioning platform by the manufacture of the DHPS. F. The DHPS shall be capable of analog (NTSC/RS170 or PAL/CCIR with RS422 control) output delivery. MINIMUM SYSTEM REQUIREMENTS A. Dual Imaging Technology Capabilities The (DHPS) shall provide for the selection of up to two of the following imaging technologies for satisfying the requirements of each (DHPS) location; 1. Visible Spectral Response a. Module Day/Night camera with 35X lens and image stabilization 2. LWIR Spectral Response a. Un-cooled Micro-bolometer detectors with selectable resolutions and lens options

Pan/Tilt Modes; The DPS shall provide selectable modes of operation for user control flexibility: a. Variable Proportional; Allows variable pan/tilt speed based on zoom position. This shall scale the maximum pan/tilt speed, while maintaining variable speed capability, throughout the zoom range of the camera. b. Proportional; Allows variable speed pan/tilt control based on pan/tilt joystick deflection without factoring zoom position c. Fixed; Allows scaled fixed speed pan/tilt control based on level of zoom depth 10. Wind Load Rating; Maintain reasonable (at least 50% speed) operational performance under 100 MPH wind loading 11. Motor Drive; Stepper motor drives OPERATIONAL 1. Presets; Minimum of 64, with each preset consisting of a pan, tilt, zoom and focus coordinate. a. Video Freeze between presets; Allow selection of freeze or live video during preset movements. 2. Preset Tours; Minimum 8 tours required, each tour shall consist of up to 32 pre-programmed presets, with individual dwell time property per preset per tour. a. Tour presets shall be useable in any order b. Presets may be used multiple times in tour c. Tours shall stop upon receipt of any pan/tilt positioning command. d. Tour data shall be stored in non-volatile memory and shall not be lost if a power failure occurs.

Sector Zones; Provide a minimum of up to 16 user defined sector zones with each zone having a unique 24 character ASCII title programmed for description purposes. Privacy Zones; Provide a minimum of up to 8 user defined privacy zones with each zone having a unique 24 character ASCII title programmed for description purposes. Camera Site ID: Provide up to 2 lines of up to 24 ASCII characters each on video for user site description ID. If both lines are programmed, line 1 of ID shall always appear above line 2 regardless of top or bottom selection Preset ID: Provide 1 line of up to 24 ASCII characters on video for Preset ID description. When a preset position is recalled the corresponding preset ID shall be displayed. The preset ID shall remain displayed until a pan, tilt, zoom, manual focus, auto focus select, or another preset command is received. Compass/Direction ID; Provide ID on video for indication of viewing direction. User definable settings shall include; a. 8 point or 16 point compass annotation from defined true north position. b. Display shall include North, NE, East, SE, South, SW, West, and NW. b. ID position shall grouped with the site location ID or separate from site location ID. c. Provide for selectable 3-second time out or permanent display with global enable/disable setting of ID Azimuth and Elevation ID: Provide ID on video for indication of absolute position of DPS positioning drive. a. Position ID shall be displayed in 0 - 359 degrees for AZ position and a minimum of +92 to -92 in EL elevation. b. Provide for selectable 3-second time out or permanent display with global enable/disable setting of ID Low Pressure Indicator: Provide Low Pressure ID message on video for indication insufficient pressure in DPS. a. Message can be displayed in blinking or nonblinking mode b. Message shall be enabled or disabled by user c. Provide threshold set points for variations in altitudes. Internal Temperature Indicator: 1 line, in degrees C numeric messages can be displayed in blinking or nonblinking mode. Message shall be enabled or disabled.

Scalable Zoom; Variable speed pan/tilt ranges based off of zoom position. This adds the capability of limiting the maximum pan/tilt speed, while maintaining variable speed capability, throughout the zoom range of the camera. Updates: The (DHPS) shall allow updates of firmware for new features via the RS422 communication channel. A utility application shall be provided for performing this task. The (DHPS) system shall return to previous position and state of operation upon power loss and restoration.

I/O Signals 1. Video; The (DHPS) System shall provide field cable selectable options for; a. One (1) switched video output channel. Allows user to switch between desired camera heads on a common video channel. b. Two (2) simultaneous video output channels. 2. Control Data; Provide one (1) half duplex 4 wire RS422 channel for (DHPS) setup, independent dual head camera and positioner control, and firmware updates. The RS422 data channel shall support the following features; a. Protocol; The (DHPS) shall include Cohu I-series with extended command set for thermal imaging suite. Additional protocol shall include Pelco D as a minimum without requiring any optional plug in module/card. b. Transients; Provide minimum of two levels of protection with use of transorb and opto-isolated data transmission circuits. 3. Camera Enclosures; The DHPS shall provide signal I/O for up to two imaging systems thru two IP67 rated multiconductor cables into the side mounted Imaging System enclosures. The minimum signals required between each enclosure into the (DHPS) shall include; a. Two conductors for 12Vdc Power b. Four conductors for RS232/RS422 data c. Two conductors for Analog Video d. Nine conductors for Motorized Zoom Lenses with presets DUAL HEAD ENCLOSURE REQUIREMENTS 1. The contractor shall provide two of the following imaging system technologies, integrated onto the positioning system, as the specific application requires.

The imaging systems shall be independently configurable for the desired sensor size and type, visible or thermal lenses and any required functional accessories to meet the applications specified requirements. The selected imagining system(s) and lens shall be enclosed within an IP67 rated camera housing by the manufacture of the (DHPS). The camera housings shall be corrosion resistant, tamperproof, sealed and pressurized enclosure systems, pressurized to five pounds psi dry nitrogen. The visible camera enclosures shall be equipped with Schrader purge fitting and 20 psi relief valve. The thermal camera enclosures shall be equipped with Schrader purge fitting and 5 psi relief valve. The size of the housing shall be 3 1/2, 4 , or 5 diameter as required by the camera and lens selected. The visible camera housing shall include a loss of pressure sensor that can trigger an alarm message that will be inserted in the video output signal. The camera enclosures shall be constructed from 6061-T6 standard aluminum tubing with a wall thickness of 0.125 inches. Internal components shall be mounted in a manner that ensures electrical bonding of the internal components to the camera housing. The housing exterior shall be finished by powder coat. The camera enclosure shall be designed to withstand the effects of sand, dust, and hosedirected water. The internal humidity of the housing shall be less than 10 percent, when sealed and pressurized. Desiccant packs shall be securely placed inside the housing to absorb any residual moisture and maintain internal humidity at 10 percent or less. A sun shield shall be provided to shield the entire housing from direct sunlight.
