SUMMARY (1/4) The 2012 Survey of Enterprises on Corruption is the 10th since 2000, with the largest sample and area coverage so far. This prelim. report uses 826 interviews from the 950 target companies (87% completion so far, from July 16 to September 14). 42% see a lot of corruption in the public sector lowest since 2000. 41% say most/almost all in their sector give bribes to win public sector contracts lowest since 2000. 32% know of corruption in their sector in the last 3 months lowest since 2006. 71% see less corruption now, only 3% see more corruption now, compared to the previous administration.

TAG 2012: SURVEYS OF ENTERPRISES ON CORRUPTION
SUMMARY (2/4) Ratings of sincerity in fighting corruption have improved for 17 of 20 institutions: At Excellent is the OP (from Bad); At Very Good are DOH and DTI (both from Good); At Good are DepEd and Ombudsman (both from Neutral); At Moderate and rising are Sandiganbayan (formerly Neutral), DILG and DBM (both from Poor), and DOTC (from Bad). At Moderate but falling are the City Govt. and the Supreme Court (both from Good).

SUMMARY (3/4) At Neutral and improved are: DENR (from Bad), the House of Reps(from Bad), and PNP (from Poor); At Poor but improved are: BIR (from Very Bad), DPWH (from Very Bad), and LTO (from Bad); At Poor and falling is Comelec (from Neutral); At Bad but improved is BOC (from Very Bad). There is no Very Bad in 2012. Majorities see corruption cases in court going fairly, but too slowly. 48% were solicited for a bribe, versus 60% in the 2009 survey; but reporting of solicitation remains very low.

SUMMARY (4/4) Corruption is less in the private sector than in the public sector, but is also serious, and has not improved. Although companies say success in fighting corruption will make them more profitable, they are not helping much to pay the bill. The extent of honest business practices is unsatisfactory and not improving. Business prospects have never been better; executives give much credit to the National Government for this.
