Wheatland County council requested that Alberta Transportation review the safety and operation of highways and intersections in the county, with concerns raised by their ratepayers. Engineer Ian McLeod, from HDR Corporation presented the results to council on Sept. 18. One representative from the county, one from Alberta Transportation and two from HDR Corporation drove to the various sites within the county. Traffic volume was monitored from 7 a.m. to 9 p.m., and it was compared to capacity standards for the province. Five years of collision data was also analyzed. We made sure comments from the observations made in on site visits were included in the report, said McLeod. Existing volume rates show that Hwy 24, RR 255, Hwy 901 and Hwy 842 were the highest respectively. However they were not over the industry standard. The flow was forecasted to 2031 and while rates all increased they did not exceed the provincial standards. They based the flow rate on waits at intersections of one minute or over. All data was under the one-minute parameter. If folks are waiting at an intersection, a one minute delay can seem like a long time, said McLeod. There were a total of 565 collisions from 2005-2009. There were 116 that involved property damage and three fatalities were recorded. Alberta Transportation uses a four level system to evaluate rural intersections and those with three or more angle collisions are potential locations for the next level of safety precautions. Highway 842 would warrant flashing red lights and RR241 would warrant oversized signage. They noted some conditions that may cause problems in the future, such as distraction for on coming cars on Hwy 24 and the distraction and slip lane at the gas station corner on Hwy 842. Drivers running off the road were the cause of most accidents between intersections. One cause was animal crossings. There were 201 collisions with animals, of which 172 were deer. The corridors were the west side of Hwy24, 561 and RR 215. Most were in night hours. Continued on Page 2

Sharon McLeay Times Contributor The Marigold Library is reaching out and once again expanding into cyberspace. Their TRAC program is offering an awesome new music download site with all kinds of up-to-date music. Patrons can access it for free, for just the price of a library card. The library is not just about books, it is a place for educational, recreational and leisure. With music it is something you can explore, said Laura Taylor, Marigold Assistant Director. Sometimes it is a way to get someone who doesnt use the library through the doors and get them to see what all is available at the library. The Freegal (Free and legal) Sony music site will be available starting Oct.1. With this you can explore and discover things that you may think twice about downloading if you had to pay for it, said Taylor. The site interface is clean and user friendly, downloads are quick and transferable to your MP3 or IPhone. Patrons can download up to three songs per week and they are yours to keep forever. To download to your iPhone, you will need to purchase a Freegal APP. The song library is compatible with your iTunes library. Access is gained through the www. marigold.ab.ca/eresources address. Taylor said she discovered the program at a library conference and thought it would appeal to teens and young adults, as well as the regular users. Several library systems were presenting on this resource and they said how it really brought a certain demographic into the library. Studies showed that some people left the library at a certain age and came back to the library when they had

Fireworks debate
Sharon McLeay Times Contributor Whether fireworks sale and use should be allowed in Wheatland County was discussed at the Sept. 18 council meeting. Owner of Ace Explosives, Jim Cammaert went before council to debate the logic of developing the bylaw. I have transported millions of pounds of explosives across Canada. I have sat on committees and been part of the pyrotechnic and fire council. I am not an expert, but I have a good working knowledge of what the rules for handling fireworks are and what they should be. The key to running a successful plant is to lead people to do things right rather than do things wrong, said Cammaert. He said there should be more emphasis on making sure people handle them safely. He said when he sells fireworks, he vets the buyers and makes sure they fill out registration forms. He gives instruction on the proper use of the product. He said that Canadian standards for making and selling fireworks are one of the highest in the world and use the most reliable components. Fireworks are used for celebrations all across Canada. To restrict the sale of fireworks would restrict that celebration, said Cammaert. He said all of the Wheatland County towns and villages come to his business for fireworks, to enhance their celebrations and there have never been any issues with their use. Out of 29,000 fireworks used in Canada there have only been 100 recorded cases of injury. There are more fires from people throwing lit cigarettes out of vehicle windows. He said that the bylaw would just create over-regulation. The bylaw would also be impractical for many reasons. Prohibition could drive the sales underground, opening the door for poorer quality fireworks to be sold, with no accompanying training. People may buy the fireworks from Costco, dealers outside the county or the country and there is no way that the enforcers of the bylaw would know that a person had them. Alternatively, they may buy them within the county, but it would not necessarily mean they would light them off within the county. Many people take them to their cabins or other venues. There would be no feasible way to monitor it. Prohibiting sales would have a 90 per cent drop in his sales, which would affect his employees. Cammaert said that the Fireworks Safety Coalition is currently working with Alberta Ministry of Municipal Affairs to develop fire codes around the sale and use of fireworks. Councillors and the Fire and Safety Coordinator, Gerald Skibinsky, still had concerns about individuals not handling the fireworks in a safe manner. They acknowledged the validity of Cammaerts discussion and asked him if he would consider working with the County Fire and Safety Coordinator to develop something that would not curtail responsible sales and certified use, but help encourage safe handling of fireworks by county residents. It was suggested that this could be forwarded to the ministry and may even be helpful for the ministry in its consideration of the provincial problem. Cammaert agreed to the arrangement and Skibinsky will bring the suggestions back to council for their consideration.

Crime Watch
Sharon McLeay Times Contributor Every third Thursday of the month, you might notice a group of people clustered around the back door of the Strathmore RCMP detachment. It isnt a mass bustit is the members of the Rural Crime Watch. When the doors open, members descend to their underground crimefighting lair to deal with business. This is just a small group. We are just a part of a larger organization, said Jeanette Murray, about the groups ties to the Provincial Rural Crime Watch Association. The group is a good way for rural neighbours to network, but they extend the invitation to anyone in the towns and hamlets to attend. There are regular special speakers, conferences and fundraising events that occur as well. This was the first fall meeting and some members were missing because they were busy with harvest duties. Bill Murray from M and M Drilling spoke at the meeting, on health and safety issues involved with rural water systems. The partnership of rural people and the RCMP is historic. When the RCMP came to Alberta, there was often only one officer to patrol a large area. He relied on the eyes and ears of the local people to do his job. That relationship hasnt changed over the years. Officers in Wheatland county still have a large area to patrol and rely on the public to notify them of suspicious activity. Public information has been instrumental in detecting criminal activity in the past. In turn, Crime Watch members are put on a call out list, where RCMP

Gaining a worldview

Every day we hear about the need for global perspective, and students from Crowther Memorial Junior High have a project to embrace that concept. The project is based around the term Worldview. This term is the central term in the Social Studies Grade 8 curriculum and is defined by Alberta Learning as: a collection of beliefs about life and the universe held by an individual or group; the lens through which the world is viewed by an individual or group; the overall perspective from which the world is interpreted. I really hope they take ownership of this. They are building the survey themselves and they are going to be giving this survey to all students at Crowther Memorial High School, to try and get this world view, said teacher Matthew Laslo. Like sociology or marketing analysts, the students will develop survey questions that they give to other students in the school. The starting point is thinking about who they are and what others might be like. The answers to the survey questions will expand their circle of observation to the description of a typical student at Crowther Memorial. The students will develop teamwork and media skills by working in a group to develop a video that will be shared with others. The hope is to expand the project to Acme and Standard students, to share and compare results. Then the circle explodes internationally, by repeating the process with international students in Paris, Germany, Hong Kong and Japan. Part of the project plan is also connected in real time through computer media. The project is aided by a Golden

Laslo said it has helped immensely and combined with the students video shoot, it will develop their communication and technology skills. The social studies aspect will explore current events, news and controversy, historical context, places and people, economics and resources, geography, and culture. We will go back to it all year long and continually recruit new schools to take the survey. That idea of about world views becomes a lens for how you look at the world, said Laslo. Laslo said that they have one student in the class from Panama and some of the students said they have had contact with several of the exchange students that participate in Golden Hills exchange program. From that limited exposure, students said they are already curious how others lives are different from their own. They also hope to travel across Canada and internationally one day.

The Civic Centre was packed with blood donors on Sept. 18. It is about my tenth time donating, said Samantha Miller. Recruiting for the Canadian Blood Services in Strathmore is usually set up through notices in the paper and posters at various businesses. However, a new initiative to register online www.lifeblood.ca has been launched by the Canadian Blood Services. It is called Operation LifeBlood. It is hoped that it will encourage first-time donors. When people sign up, notices of blood needed and clinic dates and times will be sent out to the persons email. To promote the initiative, celebrities throughout the province did good deeds such as carrying anothers bag, cleaning the lunchroom fridge, or handing out water. It was to show that one small deed makes a difference. The Blood Service hopes it will equate in peoples minds to blood donations. One donation can save up to three lives. Just to keep up

Rosebud Theatres next production touches a tender spot with those families and friends who have journeyed with someone suffering from Lou Gehrig disease. Their Oct. 20th matinee production called Tuesdays with Morrie is a true story about a sports reporter, who makes part of the journey with his college professor suffering from ALS. Were delighted to partner with the ALS Society of Alberta to help promote awareness of the excellent services and support they provide for those living with this disease, says Adam Furfaro, Executive Director of Rosebud Centre of the Arts. We are hopeful that Morries story can bring some comfort and joy to those whose lives have been affected by ALS, including friends and family supporting a loved one. The Centre is partnering with the ALS Society to put on the weekend and will donate five dollars from each ticket to the Society. The actors promise the story is laced with laughter for every tear. Lou Gehrig disease has no known cure and attacks the nerves in the body, slowly shutting down the bodys functional levels. About 3000 Canadians live with the disease and the society says that two to three people die each day from it.

Life in Rwanda
Sarah WatSon Times Contributor Rwanda, A Land of a Thousand Hills is justly named for its constant rolling hills that surround you. From lush green hill tops, to hills dotted with houses of all shapes and sizes, the landscape is quite breathtaking. I live in an area that is about a 30 minute walk from the school that I am working at and when I say 30 minutes, this is 30 minutes of vigorous walking, definitely not strolling (as appears to be the Rwandan custom and pace of life). I leave the house by 6am every morning to start my trek to work, just as the sun is rising. Half of my walk is on dirt road and half is on a beautiful cobblestone road, filled with people of all ages first thing in the morning. Greetings are essential in Rwanda so on average I greet approximately 50 to 100 people first thing in the morning. It has been my experience that most Rwandans will not greet me first, not out of rudeness but more from intimidation. White people are still considered a novelty here and so as you walk down the street most people will stop and stare at you. You may walk past 10 people on the road talking and they will all stop and just stare. At first this can be quite intimidating; however, I had the benefit of being pre-warned about this so it was an expectation I already had. As I say good morning bright smiles light up the faces I pass. It doesnt matter if I am speaking English, or French or Kinyarwanda, the gesture is welcomed eagerly with a response and a smile; sometimes even a handshake. I have been here a month now and still I am amazed at all these people have to offer. They are hardworking, dedicated, caring people who are trying to make a better life for themselves and for the people around them. Just being here, you would never know how much these people have suffered, or in some cases, still suffer. They continue to heal as a whole community and build a bridge of trust and respect with one another. At the same time in saying this, there is also still a concern of history repeating itself. There are many people who will talk to you about their stories and share their tragedies and heart ache with you, but as a whole community, everything is rather hushed when it comes to what happened. Is it more dangerous to not talk about history or is it better to talk about it and forgive and forget? There are many memorial sites throughout the province of Kigali that do remind people of what happened, and the bullet holes can still be seen in the walls of parliament as a constant reminder of the Rwandan Genocide but is this enough? My living conditions are quite good compared to many people here, although what a learning curve I have had. Where I live we have the luxury of running water, although many people do not within our community, however, despite being hooked up for water, we regularly do not have water that runs! Instead we fill up bottles of water when the water is working and then this gets us by for the 5 or 6 days at a time when our water is not running. We also regularly do not have electricity. Good thing I brought two flashlights and lots of batteries! Laundry is done by hand and then hung out to dry and can take anywhere between 1 and 3 days to dry (Im curious to see how long it will take during the rainy season, which is fast approaching). When we take the laundry off the line we shake it really well, just to make sure there are no creepy crawlies hiding in sleeves and pant legs! Cooking has also been another steep learning curve. There are definitely some familiar foods that exist here but very few and since Im not the most adventurous eater, finding food to make has definitely been challenging. Ive become quite imaginative in mixing ingredients and in cooking with the extremely limited cooking utensils that we have. All in all, this has been an absolutely amazing learning experience. Some of these experiences have included: my first African safari, buying and bartering for groceries with a language barrier, learning a new language, going more than 4 days with no running water, teaching teachers in another country, running from cockroaches, discovering that there is such a thing as jumping spiders, watching genuine traditional African dancing, singing and drumming, learning different English terms like a diary is an agenda, a rubber is an eraser, the term flash me means to call someones phone and hang up so they have your number, the period at the end of a sentence is called a full stop and so on. Excellent communication skills are essential in being understood, as well as understanding those around you when it comes to different terms, cultural expectations and languages. I eagerly await all that this experience has to offer and I pray that these people learn as much from me as I am learning from them.

1 (16 oz) package penne pasta 1 tbsp olive oil 2 zucchini, chopped 2 yellow squash, chopped 1 red onion, chopped 1 red bell pepper, chopped 1 green bell pepper, chopped 1 tbsp crushed garlic

Baked Garden Penne


1 (28 oz) can diced tomatoes, drained 1 (28 oz) jar chunky pasta sauce 1 (15.25 oz) can whole kernel corn, drained 1 tsp crushed red pepper, or to taste 1/2 tsp black pepper, or to taste 2 c. shredded mozzarella cheese

1. Fill lg. pot with lightly salted water, and bring to a rolling boil over high heat. Once boiling, stir in penne, and return to a boil. Cook and stir uncovered pasta occationally until cooked through, but still firm to bite, about 11 mins. Drain well, place in lg. bowl, and set aside. 2. While the pasta cooks, heat oil in a lg. skillet over medium heat. Cook and stir the zucchini, squash, onion, red and green peppers, and garlic until the vegetables are tender, for about 10 minutes. Pour in the tomatoes, pasta sauce, and corn, and stir to mix. Sprinkle with red and black pepper to taste, and bring the mixture back to a boil. Simmer for 20 mins. 3. Preheat an oven to 350 degrees F (175 degrees C). Grease a 9x13 inch baking dish. Pour vegetable mixture into the bowl with cooked penne pasta, mix well, and spoon into the prepared baking dish. Sprinkle the mozzarella cheese over the top, and bake in the preheated oven until the cheese is melted and the casserole is bubbling, 20 to 30 mins.

Town reiterates plans to work with food bank


town oF Strathmore Council Highlights Town administration met with volunteers of the Food Bank on Sept. 18, with regard to the transition of FCSS to a Municipal Department. The town and the food bank discussed how we will continue to work together to ensure that the transition will not cause a negative impact to the clients using this critical service. Members of the food bank will work with the town to ensure that we are well aware of the administrative services that WFCSS currently provides. The Food Bank extended an invitation to administration to visit the food bank site, and on the morning of Sept. 19, administration visited the site to get a feel for their operations. The food bank is located in two bays of a warehouse structure, consisting of approximately 2,000 sq ft. Administrations first impressions upon entering the building were how clean and organized the facility is, and the wonderful atmosphere generated by these amazing volunteers. They operate like a well-oiled machine, and the sense of camaraderie and hospitality was incredible. It was very apparent that these wonderful, caring people truly enjoy spending time with each other, and are very passionate about this critical service that they provide to those in need. We were impressed and amazed at how much attention to detail and organization is required to run this service, and again, this is all done by volunteers! It would be impossible to describe everything that we observed during our visit, and as such, the volunteers of the food bank society have very graciously extended an invitation to council to visit their site to see their operations first-hand. Administration highly recommends that council take advantage of this invitation; guaranteed they will be impressed, and they will meet some really amazing, caring people!

Correction
In the Food bank questions town article on Sept. 21 we said volunteers packaged 29 hampers, helping five families and two children this month. What it should have read was that out of the 29 hampers, 14 were for single adults and 15 were for adults with children, some being teenagers. So far for September the Wheatland Food Bank volunteers have distributed 59 hampers. Were sorry for any inconvenience this may have caused.

Talkin bout my G-G-Generation!


Pat Fule Fule for Thought I think I got my first age spot recently. I say I think, because my eye sight is really bad up close now, so I need reading glasses to actually SEE this new age spot! Anyways, with the glasses, I saw what I THINK an age spot is supposed to look like. Didnt they used to call them liver spots? Hmmmmmm I really HAVENT been too kind to my liver over the years. It IS supposed to re-generate after awhile, isnt it? So, I have this age spot on my forehead do you let it sit do you zap it with a laser do you cover it with foundation? (I wonder how I know its called foundation) weird! Is it something to fear? Is it a badge of honour? Or is it just a spot? Im not sure. I also bruise like a peach now, and even the slightest hit leaves a purplish mark. It even feels like a stiff breeze would bruise! Are we SUPPOSED to bruise this easily? It DOES look like Debbie has been attacking me at times! Even one of my former students has left his mark on me. While trying to (I assume) to be funny, he pinched the back of my arm. It was a good one I remember screaming like a little girl when it happened. Without any exaggeration, the bruise covered most of my tricep (and YOU thought I never went to my anatomy classes! In fact, anatomy and athletic injuries were my favourite university classes thanks, Dexter! ) So back to my bruise. I dont know why this guy did it, but the bruise he gave me got SO big and purple, that it took on a life of its own! I named it Gary after my brother, to remind me of the many times we attacked each other as kids! (Once he drilled me in the head with a D battery!) So, again, back to the bruise named Gary. It ached and burned, and took two weeks to finally fade. The high school kids would stop me and ask if they could take a look at Gary! Besides the age spot and bruising, I also am seeing worse up close. Coupled with the odd shaky fingers, texting phone messages to my kids is very interesting. Its kind of like an adventure to see what you meant to say, and what you really tuped I mean TYPED! I thought it was kind of funny when I first started to have trouble reading small print, but that may ALSO have been around the time I took the Midol for a headache WAS it an accident? If you remember, it sure worked! However, it didnt make me like Bridges of Madison County how DARE you, Clint! Actually, if you only had three hours to live, Id recommend that movie to you, because the time would REALLY drag you may even WISH for the end to come! Ill never forgive Deb for making me watch that one NEXT time, SHE watches The Expendables with me . Bombs guns explosions mayhem!! Maybe you have also found that your hearing is also decreasing. I blame most of my hearing loss on the 70s! Seeing a band like KISS in concert left me with ringing ears for two days, that I thought was kind neat at the time. NOW, I know, that ringing in the ears is not a good thing! Im not trying to make light of it, but sometimes a bit of hearing loss can come in handy, especially, if youre being told for the third time to take out the garbage! Its WAY easier to say you never heard her at first. It IS a bit dangerous, but why NOT live on the edge? Heres a fun thing for you to try at your next doctors appointment. When he or she asks how things are, say: Im having a bit of trouble with my ears. Then when he or she asks you to explain, say: pardon? Its great fun, although MY doctor doesnt seem to get the joke! I DO feel a bit lucky, Ive been able to keep my hair (although, by the time you read this, I could be bald!) I volunteered to have my head shaved if Strathmore High raised $3,500 for the Terry Fox Run. Since its our first run, I dont know if I should be encouraging them to bring in a lot of money, or save my hair! (Although, I KNOW the answer to that one we need to raise a lot of money for research!) My hair was once, maybe like yours, a nice shade of brown. Now, the brown has been replaced by the whiter ones, but I REALLY think I know where some came from. Theres some from the high school students I taught, and of course, raising a Jr. High daughter didnt hurt either! Ive even discovered that Im old enough to be in the Happy Gang! Its not even so happy that Ive gone from the youngest teacher on staff, to one of the last four to have taught at Samuel Crowther! The years have a way of sneaking up on us, and pinching us right on the !!! Sharon McLeay Times Contributor Thomas Edison said that Opportunity is missed by most people because it is dressed in overalls and looks like work. Cody Hayes of Wheatland Auction is trying hard not to miss the opportunity he sees to establish the auction business in Strathmore. Considering who we are and where we come from, I think it is a good fit for us, said Hayes. Hayes is the son of Mike Hayes, who ran Wildrose Auction service near Cheadle. Cody attended auctioneer school in Billings, Montana and graduated in 1998. Hayes and his partners were raised in the area. Hayes and Mike Janes are from Strathmore and Adam McLean is from Hussar. I wanted to get back to where I was raised and raise my children here. Hayes is married to wife Kelly. He has two children under three. He and his partners want to keep the business linked to the rural community. Many farm families can remember passing a Saturday at farm auctions, when the weather kept them out of the field, or when they retired from the farm. The reason we came back here was we wanted to support the community, said Hayes. He says the auction wants to contribute by setting up some programs to work with youth and present fundraising opportunities for local groups. At the Auction in August, Irricana firefighters raised $680 from sales of 50/50 tickets. Hayes said he and his partners want to carry on contributing. Hayes is temporarily set up in the Strathmore Agricultural grounds and hopes to establish a reciprocal long-term relationship with the society. Wheatland held an antique auction in September and had to turn away 500 items, due to the size of the sale. It was held in the curling rink and the venue required the premises vacant by the following morning. Hayes would have liked to have held some items for a second sale or had sales in two rings. He is looking forward to the future, when they will have an established facility. Sometimes it is hard to put items up for auction because the price is not set, although Hayes does offer a bid reserve process. We try to prepare them before they consign. Its hard. We try to get the best price for them that we can. Unfortunately, for some people the definition of an auction is a place to get a good deal, said Hayes. The last sale of the season is an equipment and vehicle consignment set for October 20, with consignment deadline October 13. It will be held at the Strathmore Ag grounds starting at 9am. Rush hour accident


On Sept. 12, a two-vehicle crash held up the late afternoon commuter traffic on HWY 1. A white pickup truck collided with a small car attempting to cross the highway to a connecting roadway. No injuries from occupants of the truck were reported. Chestermere fire crews extricated the driver of the car who was transported with severe but stable injuries to Calgary hospital. RCmP are investigating the accident and alcohol is not believed to be a factor in the crash.

Sharon McLeay Times Contributor Many people learned their primary first aid techniques from the St. John Ambulance. St. Johns has just acquired a new building at 7236 10 Street NE, and are calling former students and people potentially interested to celebrate with them at their new location on Sept. 22. Space was a limiting factor in the areas of First Aid training and for our volunteers, said Al Fraser, Chair of St John Ambulance Alberta Council. Weve moved from seven small classrooms spread across three floors to eight bright, newly built, state-of-the-art classrooms on two floors, and equally important, the three-acre property has space for parking about 100 cars. St John Ambulance is one of four organizations that act as principal advisors to the Alberta government, forming the Joint First Aid Standards Board under the OHS Act. The new facility is the coolest thing. It will be an amazing facility to teach new students, said Dianne Szlabey. The Council released 2011 statistics province-wide. St John Ambulance issued 131,548 training certificates, 980 certifications for St. John Ambulance instructors and trained 635 Community Service Volunteers. Volunteers logged over 28,450 hours of service including First Aid Response at community and sporting events and with other public education initiatives.

Sharon McLeay Time Contributor Farmers have a connection with their land. The soil texture in their hand, the feel of the ground under their feet, the sight of the new shoots rising and the smell of the crop ripening is how the land communicates to them. To farmers the land is a living thing. When they give time and attention, God willing, the land gives back a livelihood. When a four-foot berm, 60 feet long, rose up on the corner of Ken Wises property near Rockyford and started oozing grey sludge water, he listened. Something has happened to our soil and land over the last three years, said Wise. Water has never been there. In spring it runs to the pond and into the coulee. By July it dries up. Now the water collects, doesnt disappear, and recently developed gas like surface bubbles. He thought maybe oil well drilling or the test hydraulic fracturing that was conducted near their property might have altered something below ground. Over the next six years, he and his family contacted a qualified hydrologist to test the water, contacted Environmental Resource Conservation Board reps, and oil and gas companies involved in the area. All the testing results did not conclusively describe what was going on. It was inconclusive but suggested a naturally occurring process. Their complete story can be viewed at www.915111albertaltd.com The Wise family is frustrated with getting no reasonable answers. They have become suspicious of vague answers and refusals to release water test results. They are discouraged by the way their concerns are being disregarded. A recent incident of gas plant water effluent being sprayed on the road near their property just increased the frustration. They took water samples and requested Wheatland County take samples as well, to make sure there are no health risks. They appeared in Wheatland County Council on Sept. 18 to find out why results were not available to them and plead for County Councilors to take steps to curtail the indiscriminate disregard that some companies have for the farmers, their families and the land. In June, the Wise family received a letter stating there would be coal bed methane well developed on their property. According to resource legislation, a water well test would be done. The Wise family is not alone in their concerns. Recently, several other farmers in the area have had land disturbances surface. Alberta has 100,000 abandoned wells and 20,000 are over 10 years old. The Alberta Government has not allocated enough inspectors to keep up with the reclamation orders and fines. There have been documented links with fracturing causing earthquake activity in England and B.C. and the Wise family claims to have felt some tremor like vibrations in their home. With both provincial and federal governments siding with oil development to increase employment opportunities and provincial revenues, landowners sometimes feel their concerns are disregarded. The issue of farmers being able to say no to oil, gas and mineral development on their land was one of the arguments that split the Alberta province vote between urban and rural and Progressive Conservative and Wildrose Party. The Property Rights Task Force Paper was to address those landowner concerns. In collected data farmers clearly outlined they wanted the right to say no to development on their property. www.alberta.ca/PropertyRights/assets The government response to that report clearly spelled out that the government values prosperity. No direct action will be taken to keep that prosperity from being developed on an individual property. Albertans expect their government to create grounds for prosperity and balance the impacts on individuals. Albertans also made it clear that government had to protect core values when making decisions in the public interest. We are indebted to the Albertans who made the effort to contribute to this review of land and property rights and help us establish the path forward. We appreciate the thoughtful, heartfelt and thorough feedback. Government Response to Property Rights Task Force County of Wheatland councilors respectfully listened to the Wise family petition and asked that any water analysis results taken by the County be released to the family. They expressed concern for the problems the family had encountered. They took the familys petition for consideration. There is no legislation municipally, provincially or federally on restricting mineral developments on private land. Under existing government guidelines farmers have the right to take issues to court, at their own expense.

His paintings are on display in the United Church lobby and will be sold through silent auction on Sept. 30. I think he would have liked that they go out to the community, rather than me keeping them all at home, said Rostron. Allan Rostron was born in the year 1904 in England, and his family moved to Manville Alberta in 1918. After graduating normal school, he moved to Camrose and taught in the small community of Thorsby. He was a teacher of art and literature. He married and had a family and moved several times until he retired. Retiring in 1971, he began

painting for pleasure. His medium is watercolour and the subject is the scenery of Southern Alberta. He made various trips to the mountains and prairies. He would take photos and then create his art at home. He would take an entire roll of clouds. My mom was very exasperated at times because there werent many family pictures, but a lot of scenery, said Gordon. Art was a passion for him. He also belonged to local art societies. Allan T. Rostron passed away in 1994. Gordon hopes her fathers legacy will bring joy to those who see the paintings and those who eventually own them. Money from the sales of the paintings will go to charity. Cloudy times though someones eyes


To the Editor As the Town of Strathmore continues to circle the drain, the administration and council transparency becomes even cloudier. Continued spending and level of debt is a major concern but what else is suffering? Our social programs are being thrown to the gutter without public consultation and/or benefit. To start with earlier in the year there was scheduled a public forum to discuss Strathmore becoming a city or to stay the course as a municipality. When considerable public opposition to becoming a city rose, the Mayor, council and administration decided to cancel the public forum, which lead us all to believe that becoming a city was off of their priority list. It could not be further from the truth. Council and administration have been pushing the subject closer to a reality when they decided to separate from WFCSS, Christmas Hamper Society and now the Wheatland Food Bank. These are the clear actions of becoming a city. For reference I viewed the July 25, 2012 Special Council Meeting - Video Archive. It is obvious from watching this video that council suggests the inevitability of becoming a city and separating from WFCSS would facilitate a smoother transition then rather than now. May I make it very clear and transparent to council and administration that we as citizens of Strathmore the majority of us do not want to ever become a city and that is the reason why we bought our homes here and continue to live here. There is no benefit to becoming a city. Our tax base will increase. Government funding and eligibility is based on a per capita basis, not City vs Municipality Status. With a city come higher crime. The only area that would actually benefit from Strathmore becoming a city is administration. They would be able to continue to hire unnecessary staffing and have departments grow rather than be efficient with less. Strathmore needs to show that we can function cost effectively now before ever considering becoming a larger bureaucratic monster. Need I remind the Mayor and council yet again that they campaigned on transparency. With the current WFCSS, Christmas Hamper and Wheatland Food Bank Concerns the view is a little muddy. Our social programs are the fibre that binds us as a civilized society. Without it we become... We Are All In This Together, Mr. John M. Whieldon

Dance and dessert


Several styles of dance were sampled at Westmount school on Sept 19, followed by a sampling of sweet treats. Participants learned that having fun by dancing could burn off all those little indulgences. Their classes are held in the United Church basement starting Sept. 20. Dave and Claudia Littlefair teach Square Dance. Mary and Ron Milton teach Round Dance and Ballroom Dancing. Clogging is the expertise of Anne Godsman. She conducts lessons on Thursdays, starting Sept. 20. Both styles of dance lessons are held at Westmount school with Square Dance held Wednesdays starting on Sept. 26. Sharon McLeay Times Contributor The new owner of the Curves exercise club wants Strathmore women to come out and feel great while they meet new friends. Im so excited to become part of the Strathmore Curves community, said Jana Kopp, new owner of Curves of Strathmore. Im looking forward to helping the women in our community reach amazing results, both physical and emotional, through our Curves workout program and support network. She and her husband took possession of the club on June 29. Kopp is a teacher at Westmount school and found out about the business opportunity when she came in for her workouts. When I heard the club was for sale we jumped on it, said Kopp. She said that over 40 new clients have signed up since she took ownership and she has seen evidence that the program works. Paulette Hebert lost 35 lbs. and 33 inches in six months. Hebert said she didnt diet. However, the club offers an online meal plan for those who wish to combine that with their program. Kopp said the average person gains three pounds a year. Workouts help combat diabetes, osteoporosis, hypertension, heart disease and other health risks. Women of all ages patronize the club. The youngest is 13-years-old and the oldest, Marion Harrison, is 83. Harrison has completed her 2000th visit. She has been a member for eight years. Kopp said the program helps seniors keep their flexibility and maintain healthy bones. A complete circuit of the exercise machines takes 30 minutes and Kopp recommends a three to four time visit per week. Participants work all major muscle groups and receive a great cardio workout. It includes all five components of a complete exercise program: warm-up, strength training, cardio, cool down, and stretching. There are special Zumba plus classes that combines the circuit with the Zumba routine. On Sept. 18, Curves had an open house to kick off their Not For Sissies - We Have No Limits promotion that included Septembers 30 Days Free Promotion. Anyone can come out and try the club free for thirty days without signing up. Regular tryouts are one week free. Tracy Byrds song Watermelon Crawl If you drink, dont drive do the watermelon crawl, inspired Suzanne Adamson and Brian Murphy to throw a fundraiser and showcase local talent. Brian Murphy and Suzanne Adamson opened their acreage east of Strathmore on Sept. 22, for a fall party that highlighted local talent and raised money for the Food Bank. It is the second year they have held the event. Entertainment included the band Moderately Adequate, Chad Haas (left), Matt Hood, Michelle Gladue and Jeremy Froese. Singer Murray Cummings and 10-year-old Savana Weber were accompanied by music from All Genres DJ Services which Murphy and Adamson own. Other entertainment not pictured were belly dancer Zaida Hathor and comedian Jim Bob Geddes. Partygoers also enjoyed outdoor games and door prizes, and were encouraged to camp overnight.

Following a legacy
Standard School students and faculty participated in the Annual Terry Fox Run to raise money for cancer research. Many of the students and some of the teachers, from Junior and Senior High, ran the entire afternoon. The Grade 7 class made t-shirts displaying the names of family or community members, to whom they dedicated their run. The Grade 5 and 6 students from Standard and Rockyford schools were participating in the day, by hiking in Kananaskis Country during their field trip. Grade 7 students EricaLynn Skibsted and Jessica Clyne model the t-shirts they made in class commemorating the day.

Global TraininG CenTre The first annual Global Legacy Foundation Vegas Comes to Strathmore Funny Money Casino night was a huge hit! Our guests were treated like stars. They strolled through the entrance on the red carpet, had their picture taken with our lovely Las Vegas Show girls, and then were entertained at the lively casino tables and games. We had the dealers working Black Jack, Red Dog, Texas Holdem, Crown & Anchor and Dice games. There was something for everyone! A feast was laid out at the decedent dessert table. From individually wrapped cake pops to frosted cupcakes, jars of candy, chocolate cheese cakes, fountains of chocolate and mountains of fruit! Our guests sipped specialty drinks and danced the night away with our DJ Darren from Full Spectrum DJ Service. The silent auction area overflowed with generous donations and featured specialty autographed pieces with letters of authentication such as Bon Jovis electric guitar, Sylvester Stallones signed Rocky Boxing Glove, Signed Sheet music from Garth Brooks and the list went on!

VALUE DRUG MARTS 9th. ANNUAL KITZ 4 KIDZCAMPAIGN ANOTHER SUCCESS


Kitz 4 Kidz, Value Drug Marts initiative to collect school supplies for children in need, ended its ninth successful campaign on September 1st with over $20,000 of school supplies collected from stores across Alberta and British Columbia. On a local level, Strathmore Value Drug Mart collected nearly 200 kitz and donations amounting to over $1000.00 for the community! Over the past nine years, Value Drug Mart has been providing school supplies for children who are unable to begin the school year with the basic necessities. The Kitz 4 Kidz program was introduced to raise more school supplies and awareness for less fortunate children while ensuring donations stay in the community in which they were collected. Beginning August 5th, Value Drug Mart customers had the option of donating their choice of individual school supplies, cash donations or two kitz which were made up of an assortment of pre-selected school supplies. All told, Value Drug Mart stores collected and distributed cash donations, individual school supplies and over 3,000 kitz during the fourweek campaign that concluded on September 1. If parents are unable to provide their children with required school supplies, they should inform their childs teacher or principal of the school. Teachers can then contact their local school board for the requested items. Victims Services advocates shine


Sharon McLeay Times Contributor A celebration for the 15th Anniversary of Victim Services in Strathmore occurred at the Strathmore Travel Lodge on Sept.21. Dignitaries from the Town of Strathmore, Wheatland County and Rockyview County were present, but the real dignitaries were the Volunteer Victim Services Advocates. They are there when victims realize that they are in a new reality and their life is about to change, said Staff Sergeant Larry Marzinzik, who worked closely with the Advocates. Breane VanDresar developed a poignant slideshow. It showed examples of the advocates at work. The tribute song that accompanied the show was specially written by Paul Brandt for the Society. Pictures say a thousand words. We saw on that screen some of the situations that our advocates are dealing withpretty graphic stuff, said Lesley Hering, Coordinator. Some might question who in their right mind would sign up for this? She said their responsibility is to walk victims through crisis. Their work doesnt stop at the initial incident, but addresses all the questions and processes that might extend for years. The advocates provide them with the tools to cope, referrals, information about their court cases, accompany them through the court proceedings, and administer financial support. Part of the victims healing process is to be heard, and we listen, said Hering. Currently, there are 22 advocates. In the last year, 754 victims were helped. Hering described the volunteers as filled with warmth, very special people and irrationally passionate. VanDresar is a new advocate and said that joining the Society is the best thing she has ever done. She is a special needs assistant and a mom with three children. When you give and give and keep giving, it all comes back to you, said Van Dresar. The Board members and fundraising partners are an integral part of the society, as their efforts allow the advocates to do their jobs. While advocates do work hard, President of the Board, Lynn Walker said the volunteers also develop friendships and have fun during training sessions, fundraisers, conferences and 15th Anniversary celebrations.

Mario Prusina Times Editor The Wheatland Kings began the 2012-2013 season with a record-breaking weekend against the Ponoka Stampeders. In their home opener, the local junior B team scored an astounding 15 goals a new franchise record en route to a 15-1 thumping of Ponoka on Sept. 22 at the Strathmore Family Centre. In the rubber match the following day in Ponoka, the Kings earned a 10-3 win. It was a really good start we saw the offence we knew we had that was hidden away, said coach Doug Murphy. It was just a combination of things coming together finally. This is exactly what we were looking for (in training camp). We (added a couple of key players) and we can push the offence that much further. Weve always has a great group of guys, but the chemistry this year is unbelievable. This is like a family here they are really close. According to Murphy, a handful of players passed on the chance to play on a junior A team in order to remain with the Kings. An opportunity to play close to home with friends trumped playing elsewhere in an unknown capacity. All that meant good news for the Kings, who flexed their muscle with a pair of wins on their opening weekend. The star of the home-and-home series was Andrew Bergmann, who sits top the league scoring leaders after registering nine points in Game 1 and another five in Game 2. The next closest player has six points in two games. According to Murphy, it was easily the best individual performance he has seen in his coaching career. With his dominant performance, Bergmann was named player of the week in the Heritage Junior B Hockey League. He has come prepared to play this year, said the coach. He wants to have a really big year and he wants to put up big numbers. Despite having a one-man wrecking crew in the opening weekend, Murphy said the entire team is showing a commitment to becoming championship contenders. From the first day at camp, he knew this selection of players was different. Thats the biggest difference there is a huge commitment from everybody, said Murphy. We noticed it with the first practice we ran with the core of the team the skill level, the intensity level it was much higher than weve ever had in the past. All the coaches kind of looked at each other and said wow. The Kings will now travel to Medicine Hat on Sept. 28 (8:30 p.m.) to take on the Cubs, before hosting the Banff Bears on Sept. 29 (8 p.m.) at the Strathmore Family Centre.

Strathmore High School girls played Jr. Volleyball on Sept. 18 in Strathmore. Scores for the three games showed Strathmore slightly behind STS, with losses in all three. The junior girls were followed by the senior girls who also played a tough set, winning 1 out of 3.

Spartans remain busy


Mario Prusina Times Editor The Strathmore High School athletic scene remains busy with volleyball, football and soccer action. The Lady Spartans Junior girls put up a valiant effort against STS, but lost 25-20, 25-15 and 25-17 on Sept. 25. The senior Spartans hit the court immediately after and swept the Oilfields 25-19, 25-17 and 25-17. In football, the Spartans played an exhibition game on the road in Chestermere, losing 20-0 on Sept. 25.

Spartans keep busy


Strathmore football teams were back at it again this past Saturday, Sept. 22 when they hit the gridiron. The peewee Spartans competed against Sylvan Lake, winning 18-6. The bantam team fought hard against Hunting Hills who won the game 36-18. The senior Spartans had a difficult weekend and fell to 0-3 this weekend.

Born May 25, 1937, passed away Sept 19, 2012 after a lengthy battle with Parkinsons Disease. He leaves behind his wife Dorothy, son Doug (Sherry), Daughter Barb, Son Hugh (Brie), six grandchildren, Brother Raymond (Nina), Brother Gary (Lark) and many nieces and nephews. Alvin was born at North Camp on Blackfoot Reserve. He had many trades. Alvin started out farming with his Dad and Brother Ray at Crowfoot. He then moved on to begin his own farming operation in the Coronation, Stettler area. Alvin left farming to open a tire shop with his brother Gary. After sometime he moved his family to Golden, BC to retire but ended up taking up a career at the sawmill. He finally did retire with his wife in Ladysmith, B.C. The family is having a celebration of Alvins life at the Rockyford Community Centre Sept 29, 2012 from 2 - 5pm. Everyone Welcome.

It is with sadness the family announces the passing of Laurel Alice Beer after a lengthy battle with MS on September 24, 2012 at the age of 53 years. She will be dearly missed by her husband Ken and daughters Alissa (Mike) and Haylee from Calgary; her mother Donna; sister Sharon; brothers Neil, Kevin (Devon), Darren (Wendy); as well as numerous aunts, uncles, nieces, nephews and in-laws. She was predeceased by her father Albert (2001). Mario Prusina Times Editor The UFA Bisons will kick-off the 2012-2013 season with half a dozen road games, including a pair of contests this coming weekend. The local triple A midget team will take on the Calgary Royals on Sept. 28 at Stu Peppard Arena (8 p.m.), before tangling with the Calgary Flames on Sept. 30 (2:30 p.m.) at the Father David Bauer Arena in Calgary. The Bisons will then travel to Edmonton, Calgary and Medicine Hat for four more road games before the home opener on Oct. 20 at the Strathmore Family Centre. (Weve had) two weeks of practice and team building activities before our regular season kicks off, said Bisons head coach Jeremy Friesen. That is something that has lacked in the past is it takes so long for the guys to get comfortable with each other and get to know each other that we get off to a slow start. This year, we took a different approach and got right to our team (after our tournament) and spent a lot of time with them teaching, coaching, team building and getting them all on the same page. Were excited to for the season to start.
