Hence the war paralyzed the economy and the tourism industry in the countryformanydecadeswhichotherwiseasaveryhighpotentialglobally, with the islands unique landscape and sandy beaches which added to its unparallel scenery. With its diverse potentiality for tourism Sri Lanka experiencedonlyabout600,000touristsyearlyevenatpeaktimes. Thewarthatdevastatedtheislandfor3decadescametoan endwiththe government troops defeating the terrorists in May 2009, with the governmentofSriLankatakingcontroloverthewholeisland. InvestmentopportunitiesintheKalpitiyaIntegrated TourismResortProject.
Investment procedure and inevestment model FortheKalpitiyaIntegratedTourismResortProjecttotakeofftheground thefeasibilitystudieswerecarriedoutbytheSLTDA. TheStrategicEnvironmentalAssessment(SEA)wascompleted.Thereafter DevelopingaConceptualMasterPlanbasedontheSEAreportwascarried outatthisstage.Fewprojectstookoffthegroundinsomeoftheprivately owned lands. Dutch Bay Resorts a private company initiated the implementationofaresort. As the Phase I of implementing the Conceptual Master Plan Chairman/Procurement Committee of the Sri Lanka Tourism Development Authority invited proposals for diverse tourism products for five selected islands from interestedparties.Whereblocksoflandintheseprimeislandsorislandas awhole,variedinextentandlocatedwithintheResortArea,wereonoffer. Thebidproposalswerecalledforthespecifiedtourismproductsallocated forthespecificislandsona Design,builtandoperatesystem(DBOO) OrDesignBuiltOwnOperateandtransfersystem(DBOOT)

Lanka are to be leased out for potential investors/ developers after pre qualification, and evaluation of the bid documents submitted by them by the Tender Evaluation Committee appointed by the Ministry of Tourism andtheSLTDAinaccordancewiththeguidelinesandtermsandconditions laid down by the Sri Lanka Tourism development Authority in collaborationwithotherorganizations. The islands / part of islands are leased out for developers 30 year lease agreement,ontheaforesaidDBOOorDBOOTsystem. ForthePhaseIIoftheProjecttheSLTDAwillinviteforbidproposalforthe otherremainingislandsinasimilarmannerasPhaseI. Allinvestorsareexpectedtosourcetheirownpowersupplywatersupply andotherservicesasthisisexpectedtobeaselfsufficientresort. CertainHoteliersmayopttoobtaintheservicesfromprivateinvestorsfor the supply of power water etc. Private investors who are competent are invitedtoprovidetherequiredservices. Scope of work

Develop environmental friendly tourism products as described and defined in the Conceptual Development Plan and other guide lines issued by the Sri Lanka Tourism Development Authority (SLTDA) at KalpitiyaIntegratedTourismResortarea. Construct all necessary infrastructure facilities and other associated facilities such as roads, energy, water, waste disposal, transport system,(seaandair)tosatisfyallneedsoftheguests.

1. An Integrated Resort: All individual resorts areas to be limited to maximum of 100 to 150 acres, which is a manageable and easily sustainable unit unless the extreme circumstances requested otherwise. Within the resort all required infrastructure shall be provided by the Investor. 2.BufferZone:Bufferzonesprotectandactastransitionspacesbetween the development and the environment. Buffer zones are also used to separate activities that have negative effects on sensitive areas and mitigate them. Buffer zones should be fully landscaped using plants indigenous to the region and in addition a 10 M setback buffer from the perimeter of the site to the development is recommended. The use of earth mounds topped by dense planting is encouraged to shield the site formnegativefeatureslikeroads,etc.insensitivecoastalareaswithlakes and mangroves vegetation, additional set backs may be necessary to protectandconservethisimportantfeatures.Thedevelopmentsetback stipulated by the relevant Authorities for the coastal area should be strictlyadheredto. 3.CategoryofHotels:Withinthedesignatedresortareatheyshouldbe allowedtobuildonly4starandabovecategoryofhotels. 4. Carrying Capacity: The development should be restricted to 3 to 6 roomsperacrewithmaximumplotcoverageof30%.Thiscoveragewill includeallhardpavingaswell. Ifthecarryingcapacityexceedsthethresholdoftolerancetheoutcomeis increased harassment to the tourist. The blocking out of the individual sites would be governed by the principles of sustainable green eco friendly development. The land will be blocked out based on the maximumnumberofroomspermissiblewithinthecarryingcapacityand thesensitivityofthebeachandthewholeresortarea.

Asthewaterinthelagoonisshallowandtheexistingreefisagreatasset totheresort,itshouldbeconservedandprotected.Boatmovementover thecoralbedshouldbediscouragedandevenrestricted.Thiswillensure regeneration of corals and be a plus point for the guests in the resort especially those interested in snorkeling etc. The uniqueness of the Bar reefshouldberecognizedandprotected. Recreation activities within the resort like gyms, spas etc should be encouraged.Anyactivitythatwilladdpollutantsintothegroundshould bediscouraged. 9. Community: The developers are advised to comply with the Conceptual Master Plan recommendations on setting up tourist village outsidetheresortareaatKalpitiya. Thelocalpopulationshouldbegainfullyharnessedintothecultivationof farm products, which the resorts should be obliged to purchase. This symbolicrelationshipwillbehealthyforthefuturesecurityoftheresort. 10.Infrastructure WaterSupply:Alltouristestablishmentsshouldhaveanadequate,safe andhygienicwatersupplyataninternationallyexpectedqualityinthe quantityrecommendedforhotelsinthe5,4starcategories.Aminimumof 1000litersperroomperdayisrecommended. Power Supply: All integrated resort should examine and move towards sustainableenergyresourcesinkeepingwiththegreenimage.Theuseof alternative, environment friendly energy source for power generation is encouragedandwouldbeeligibleforspecialconsiderationforselectionof theproposal.Thedevelopersareencouragedtouseofsolarpowerfor,hot water, corridor lighting, garden lighting and any other appropriate lighting.Asthereisasteadybreezeatsiteforoversixmonthsoftheyear,

5.TheHeightofBuildings: No development would be allowed in the area of the CCD mandatory setbacks.Allstructuresfacingthecoastshouldbelimitedtoonefloor.The buildingsinthenext100McouldbedevelopedtoGroundplusOnefloor (G+1) only, with a ridge height 12M. The area beyond would be designated the maximum development zone, permitting a development heightofGroundplustwofloors(G+2)onlywithamaximumridgeheight of 16M. Care should be taken in the design of the individual resorts to ensure that the building types do not form walls of buildings, thereby blocking the natural air flow through the site. The use of flat roofs is discouraged as they are usually unsympathetic with the architectural styles prevalent in monsoon Asia. The use of roofing tiles of a suitable colourisrecommended. 6.MaterialsandColorsoftheResort: Theuseofmaterialseasilyavailableintheregionisencouragedwhile,the use of metal sheet is discouraged. The use of natural earthy materials sympathetic to the region and highlighting spirit of Sri Lanka is recommended.Asthiszoneisexperiencingmoderatewindconditionthe design of the buildings should be structurally sound. Low buildings that aremaintainedbelowthetreecovermoreprotectedfromthewind. 7.Interior:Allproposedbuildingsshouldincorporatelocalarchitectural features. Whenever, possible traditional patterns, designs and motifs should be used in interior decoration. This does not exclude the use of moderndesignanddcorthatdoesnotclashwithtraditionalstyleswith preferreduseoflocalmaterial. 8. Activities: While water sports are encouraged, noise polluters like water scooters, etc should be kept out of the resort. The concentration shouldbeonecoactivitiesandnonnoisegeneratingactivities,asanytype

Landscaping: The landscaping should be comprehensive and thick enough to hide one resort from the other. Only indigenous plant species should be planted. Use of boundary walls to separate the individual resorts should be discouraged.Insteadmoreinnovativeseparationsshouldbeevolved.Use of live hedges and fences is preferred. The use of walls on the sea side shouldbetotallyavoided.Themasonryfeaturesshouldbeintegratedinto theenvironmentusingcreepersandscreenplanting. Developers and Investors are encouraged to enhance the potentiality of tourism in the region whilst implementing their individual projects. Suggestions and Strategies to combat the negative factors for the developmentoftourismarewelcomedbytheSLTDA. Someofthenegativeeffectswithintheregionforthedevelopmentof thetouristindustryinthedesignatedareafortheresort. o as the Puttalam Kalpitiya area is located within the arid zone of Sri Lanka high heat ( and temperature is experienced most of the time duringtheyear. The geographical orientation of the islands is in a North South direction. Hence the rooms along the resort will have to face the WesternandEasternsuntogetagoodviewofthesea. This will bring in more heat in to the buildings which in return will require more air conditioning and artificial cooling systems, and additionalsunshading. ThisproblemwouldhavebeenverymuchlessiftheIslandsnaturally oriented in the east West direction where the views are more along thefacadesfacingtheNorthandtheSouth.

Wastedisposal: All waste generated at site shall be separated at source, recycled and organicwasteshallbeconvertedtocompostfertilizer.Touristswouldbe encouragedtotakebackitemslikebatteriesandotheritemsthatrequire specialdisposalmethodsunavailableintheisland.
