Fusion centers are owned and operated by state and local entities [Private Security Firms] with support from federal partners in the form of deployed personnel, training, technical assistance, exercise support, security clearances, and connectivity to federal systems, technology, and grant funding.     Dear Friend: Thank you for contacting me regarding the reauthorization of the Foreign Intelligence Surveillance Act (FISA). I appreciate your thoughts and comments. The issues you raise are very important ones both for protecting individual Americans liberties and for protecting our country against international terrorism and military attacks. Since FISA was enacted in 1978, the law has been adjusted and reauthorized several times. The horrific attacks of September 11, 2001 put an urgent focus on domestic surveillance to gather foreign intelligence information. Since then, Congress has re-visited the law repeatedly, including most recently in 2008, in order to balance individual Americans privacy and liberty with evolving threats of foreign attack, sabotage, and international terrorism. The current FISA reauthorization expires at the end of 2012. Issues to be addressed when Congress takes up FISA later this year include: concerns about warrantless searches and seizures on American citizens; the potential for security breaches and exploitation of domestic surveillance information by unauthorized users; and the growing threat of cyber attacks on the U.S. government, our military, and key infrastructure (e.g., electric utilities). Congress will need to proceed carefully in order to ensure that measures aimed at protecting our country against attack do not erode individual rights and privacy. As Congress considers FISA reauthorization, please be assured that I will be mindful of your important concerns.
