Eileen Moore

Position: Knowledge Engineer/Business Process Analyst Clearance: Top Secret Ms. Moore has over 16 years of experience across government consulting, association management, and law enforcement. Ms. Moore has spent the last four years working for the Department of Defense providing Business Process Analysis and Knowledge Engineering services to Washington Headquarters Services and the National Defense University, Center for Joint and Strategic Logistics (CJSL). Prior to her government support work, she spent ten years working as an association executive for numerous non-profit organizations providing leadership and guidance in the areas of communications, marketing, business development, and legislative affairs and previously worked for the North Carolina Department of Corrections at the Pitt County Regional Detention Center. Currently serving as the Knowledge Manager for CJSL, Ms. Moore supports the Logistics Community to include the Service 4s and other components of the logistics community. She serves as the knowledge management lead in a joint environment, managing and interfacing with other contractors to develop CJSL capabilities to enhance information sharing and create a knowledge base repository (MURA & SharePoint on Intelink) for the logistics community. Ms. Moore has developed metadata categories, site designs, and executed test plans and procedures to ensure sites and applications work according to documented requirements. In addition, Ms. Moore has provided recommendations and implemented solutions using web 2.0 capabilities such as wikis, workspaces, and collaboration sites. She also developed the CJSL CONOPS plan, a SLA/MOU between CJSL and NDU ITD, and managed the creation of the Center's new logo. Ms. Moore responds creatively and acts with initiative to recommend alternative approaches or solutions to promote a collaborative environment making it easier to exchange ideas, lessons learned, and best practices within the logistics community. 20102011 Washington Headquarters Services (WHS) Tasker Integration Service (TIS) Business Rules/Functional Support

As a member of the Tasker Integration Service (TIS) team, Ms. Moore supported the Community of Interest, Business Rules, and Technical Working Groups by participating in requirements gathering processes, intellectual capital creation and storage processes, pre-adoption, and integration of a tasking service to assist DoD organizations such as AFDW, WHS, NGB, USMC, NAVY, CPMS, TRANSCOM, EUCOM, PACOM, MDA, and others to communicate using their existing task management systems. In addition, she managed the Intelink wiki site for this community and was responsible for organizing and maintaining the SharePoint Document repository, posting communications to the community, and maintaining a contact list of all members within the community. Booz Allen Hamilton (BAH) Team Member Systems Engineering and Integration Ms. Moore functioned as the project manager for the Systems Engineering and Integration (SE&I) Intellectual Capital (IC) capture Knowledge Management and review processes to publish several hundred pieces of intellectual capital on the SE&I internal web portal for general consumption within the firm. Simultaneously, she served as an instrumental SharePoint administrator responsible for insuring a successful transition from the preexisting iShare site into the new Hello/SharePoint platform. was responsible for developing and maintaining an editorial calendar and testing procedures to ensure accurate and timely delivery of the SE&I eNewsletter to over 900 recipients. She wrote articles for DIGIT and the SE&I eNewsletter while supporting the redesign efforts of SE&I Central on iShare and the SE&I Community on hello.bah.com. National Contract Management Association Director of Communications (NCMA) As the Director of Communications, Ms. Moore worked with contract management professionals representing the government and industry. She was responsible for planning, staffing, organizing, and directing NCMAs marketing, public and government relations, chapter and organizational relations, as well as educational and corporate sponsors. In this role Ms. Moore was responsible for further developing the NCMA legislative efforts on Capitol Hill to include the relationship building process for ongoing affairs with the offices of Tom Davis, Darrell Issa, and Henry Waxman. She developed and implemented the marketing strategy for three major conferences and two smaller chapter leadership meetings resulting in record attendance and revenue. Ms. Moore coordinated media relations with WTOP, Federal News Radio, NPR, Los Angeles Times, Federal Computer week, and Federal Times to successfully promote NCMA as the educational experts in the Contract Management field. Her most notable accomplishment surrounded the development, programming, marketing, and directing of Government Contracting Weekly, a weekly radio program which was broadcast on Federal News Radio 1500. Guests of the show included Jim Williams Acting Director of GSA, Elliott Branch Executive Director for Contracts at NAVSEA, and Peter Levine the Majority Counsel for the Senate Armed Services Committee. Society of Independent Gasoline Marketers of America (SIGMA), 20062008 Society of Independent Gasoline Marketers of Director of Membership 20062008 America (SIGMA) Ms. Moore was the Director of Membership for SIGMA where she worked with CEOs, presidents, and key decision makers in the gasoline industry around North America in a combined effort to maintain a fair and equal playing ground for gasoline marketers nationwide. Her primary responsibilities included being the legislative liaison between the membership and SIGMAs legal counsel, processing the Federal Election Committee reporting, cash receipts, and disbursements for the Political Action Committee, and implementing the 2007 Grass Tops Program between members and legislators.
