David E. Bowen, 32 David E. Bowen, 32, of Ellis Grove, IL, formerly of O'Fallon, IL, passed away at 5:23 pm, Thursday, October 11, 2012 in Brighton, Colorado. David is survived by one son, Ray, one daughter, his parents, one brother, two sisters, his maternal grandmother and paternal grandmother. In the Wed., Oct. 24, edition of the Randolph County Herald-Tribune a paid political letter written by Jack Hargis was signed as "paid for by a proud supporter of Nancy Crossland." The letter was submitted that way by Mr. Hargis, but, according to Mrs. Crossland, without her knowledge or permission. Randolph County Board of Commissioners Meet

PINCKNEYVILLE, IL, October 22, 2011 - AT&T is contributing $1,000 to each of six charitable organizations to help feed the hungry before Thanksgiving and the holiday season. "We appreciate the efforts of these organizations that help feed those in need. At AT&T, we are pleased to provide a helping hand through an 'AT&T Investing in Illinois Award,'" said James Maurer, Vice President of External Affairs, AT&T Illinois. The AT&T Investing in Illinois awards provide grant funding to organizations and programs that improve lives in their communities by advancing education, economic growth, new technologies and essential community services. "My office learned of local food pantries' need for resources, and after talking with AT&T, they offered to help. In this economy, there is a real demand for support, and these contributions will help meet a critical need at a critical time," said State Rep. Jerry Costello. "I appreciate AT&T supporting Southern Illinois' food pantries and keeping families' pantries stocked." The organizations that will receive the contributions are: * Chester Area Christian Food Pantry * Catholic Urban Services Food Pantry in East St. Louis * Hope Christian Church Food Pantry in Columbia * Least of the Brethren Ministries in Pinckneyville Du Quoin Food Pantry * * Sparta Ministerial Alliance The $6,000 in contributions from AT&T Illinois will assist six food pantries in the Metro East and Southern Illinois provide for individuals and families in need of food. *AT&T products and services are provided or offered by subsidiaries and affiliates of AT&T Inc. under the AT&T brand and not by AT&T Inc.

The current FOIA officer is Joyce McGee. She will be retiring on November 26th. After his appointment, States Attorney Rodewald had a quick claim deed signed by the board for a home that was seized in Chester during a drug raid. In a separate raid a car was seized and the title had to be released for it. He also informed the board of a new company handling collections of bad checks for the county. The checks will try to be collected civilly and criminally if needed. Med Star had a representative there who reported their CPI (Consumer Product Index) was at 4.4% which is over the target of 2%. It was decided that there needed to be more research into the situation. The matter was tabled till a later date. The meeting was then recessed.

Kimmswick Day Trip Buena Vista National Bank recently sponsored a day trip to historical Kimmswick, MO and the South County Antique Mall. The group enjoyed a charter coach bus ride to Kimmswick first. Once they arrived they were greeted by the owner of the famous Blue Owl Restaurant and Bakery. After several hours of shopping and enjoying lunch they ventured on to the Antique Mall. Amber Cushman, Event Coordinator, stated the weather was beautiful and the trip was enjoyed by all. She was accompanied by Vice President and Financial Advisor, Gary Breckinridge. The group is pictured outside the Blue Owl which has been featured on Food Network, Travel Channel, and the Today Show. The Joint Review Board of the City of Chester met on October 25th, 2012. The meeting is held annually to discuss and review the Redevelopment Project Audit and the Annual TIF Report. They also report on the status of TIF projects by the Mayor and discuss the effectiveness of the Redevelopment Project Area. There were five committee members present and seven people in audience. Dr. Lawrence Soellner was appointed Secretary and Mayor Eggemeyer was appointed Joint Review Board Chairman.

Attorney Jeff Kerkhover advised the board that Keith Brinkman, CPA, prepares the TIF report each year to be submitted to the comptroller's office. This must be done within one hundred eighty days after the end of the City's fiscal year. The report has been filed this year within that time period. Keith Brinkman advised that the report does not include anything new or different than in previous years except a small financial adjustment of a few dollars due to an error on his part.
