The Indian Constitution (Part XIV - Services under the Union and the states- Articles. 315-323) provides for a

Public Service Commission for the Union and a Public

Service Commission for each state.

The first Public Service Commission was set up in 1926 by the then British Indian Government.

Advising on the suitability of officers for appointment on promotion as well as transfer-on-deputation;

accepted, the reasons for such non-acceptance to be laid before each house of Parliament.
