THE PROJECT
Buildings account for around 40% of EU energy requirements. In the last five years, Social Housing Organizations have played an exemplary role in improving the energy efficiency of the housing sector. They have anticipated forthcoming national legislation and have punctually experimented with the construction of low-energy buildings and innovative energy refurbishment. AFTER aims to promote and continue this effort especially in light of the obstacles and challenges presented by the current economic situation. The AFTER project aims to enable participating and non-participating Social Housing Institutions and Organizations all over Europe to improve the energy efficiency of their housing stock with cost optimal solutions. Its goal is to promote and develop existing European knowledge in the areas of energy saving strategies and encourage their implementation by companies in the housing sector. Social Housing Organizations in 6 different countries (Czech Republic, Denmark, France, Germany, Italy, and Slovenia) and their partners -including National Housing Associations, Scientific Committee and National Tenants Associations- are cooperating to highlight and evaluate the most efficient and adaptable energy saving measures. AFTER asserts the importance of establishing energy efficiency as a major goal even after construction of the building. The project promotes measures adapted to a variety of investments and situations. A special emphasis is placed on the important contributions of operation maintenance and management in the energy performance of buildings. AFTER will participate directly to this effort in improving energy efficiency by 20% according to the target set for 2020 by the European Commission.

AFTER Energy Saving Measures have been presented in the Newsletter #2 of the project. These Energy Saving Measures (ESMs) cover an exhaustive range of interventions on the social housing stock aiming at improving the energy efficiency of the buildings, their economic performance both for the Social Housing Organizations and their tenants.

Type of ESM: Global refurbishment Optimization Suggestion proposed: Ventilation system was installed that runs the entire year: running times of the ventilation system can be adapted to the users behavior, so as to temporarily switch off the ventilation system, for example in summer. Review of the control of the heating system as well as user behavior are reviewed and adjusted, the heating system can possibly shut down at night. Type of ESM: New construction in Passiv House Standard. Optimization Suggestion proposed: Hot water demand in relation to total heating demand is very high (50%). Check to what extent the circulation pump can be turned off, for example in the night time (heat losses are reduced significantly in the hot water pipes).

Optimization Suggestion proposed: Energy data shows an unacceptable huge difference between highest and lowest consumption among Tenants : information will provide some general guidelines for living in a passive house as well as more technical information about the equipment in the dwelling. Type of ESM: Global retrofitting to low-energy building Optimization Suggestion proposed: Separation between the heating recovering system and the underfloor heating system adding a control valve for the heating coil of the ventilation system in order to make its control independent (to save energy at the beginning and at the end of the heating season). Type of ESM: LEB: Triple glazing, composite profiles, wood construction: 450-500 mm insulation, double flow ventilation system. Optimization Suggestion proposed: Replacement of one comfort valve of the heat exchanger for the Domestic Hot Water. The comfort valve was soliciting permanently the heating system and consuming energy.

what kind of problems did you face during the ESM selection process?
The biggest challenge was undoubtedly the lack of a common methodology, as each building has its own management protocol, and even its own way to collect data, measure systems being different from one building to another. However, these problems highlighted the value of our SIGE management system, a good resource for the management of tenants and monitoring protocols. Maybe in the future it should be implemented and made able to manage technical and energy aspects too.
In your ESM selection are economic, energy and social aspects balanced? If not please explain.
The economic and energy aspects played a prevailing role in our ESMs selection. This because the tenants are not owners of the flats they live in, and the interventions on buildings have to be paid by ATC, so we must try to guarantee the best result we can achieve using a limited money supply. However, AFTER project will allow us, in the next months, to give out a questionnaire aimed at inquiring into tenants satisfaction about our building management, so we will at least get a feedback on our actions.
what kind of problems did you face during the ESM selection process?
Probably the most difficult part during the ESM selection process was the data collection. A lot of required information is about respectively maintenance, operation and management costs. These kind of data were not easy to find; they are rare and for many ESMs I ended up with only one figure representing the sum of all three types of costs. Furthermore, I was not able to find costs of the relatively cheap ESMs - simply because they were not computed or estimated at all. I guess the reason for missing data is that many SHOs dont see it as normal business. And thats a pity. Without such data it is hard to create the basis for energy savings. On the other hand: this is why we do the AFTER project.
In your ESM selection are economic, energy and social aspects balanced? If not please explain.
I think some of the best ESMs are often characterized by a good balance between economic, energy and social aspects. In my selection I also found some well balanced ESMs. But whereas economic and energy aspects are relative easy to measure, the same is not the case for the soft aspects. So, in the real world it is not straight forward to evaluate whether if an ESM is balanced or not. Pilot Sites some optimization solutions in order to

Successful RCx in lystrup (DK)
The retro commissioning (RCx) process -cf. Newsletter #2 for better definition- led by Aarhus Kommune services identified some optimization solutions for the two Danish Pilot Sites. Feedback on one of the Pilot Buildings : lYSTRUP. These solutions will be tested and monitored during the implementation phase of AFTER.
The AFTER Pilot Site LYSTRUP in Denmark has been refurbished in 2011. The objective of the RCx process, was to identified some weak points in the energy consumption of the building in order to improve its post-refurbishment performance. In the system after refurbishment, underfloor heating and heat recovery ventilation systems were partially interdependent. If the heating recovering ventilation system was on, the underfloor heating would have to be on. In order to avoid draft coming from the ventilation system, tenants would have to turn on the heating system. In order to optimize this system, Aarhus Kommune staff proposed to separate the two systems adding a control valve for the heating coil of the ventilation system in order to make its control independent from the underfloor heating. As a consequence, especially at the beginning and at the end of the heating season (when temperatures are still intermediary) - tenants could use only the heat recovery of the ventilation system and the natural sun effect. Underfloor heating will be turn on later during the season in order to save energy.
AFTER Social Housing Organization: Aarhus Kommune Adress of the Pilot Site: Lystrup Centervej 30, 8250 Lystrup Total living space: 924 m2 - 14 dwellings Date of construction: 1984 Energy Saving Measure implemented: 2011: Total refurbishment. Everything was modernised, except for walls (Windows / Doors / Roof insulation / Heating system / Ventilation system / Electrical system / Photovoltic panels). New ventilation and photocoltic panels ware added. Energy consumption before renovation: Approximately 150kWh/M2 per. years. Energy consumption after renovation: Approximately 74kWh/M2 per. years. New heating system: Water based district heating: district heating supplied, directly injected, shunt and thermostat regulated underfloor heating. Divided into 5 zones with WAVIN Tigris AHC Wireless Floor Heating Control System. New ventilation system: Balanced mechanical ventilation with heat recovery, by-pass function and a heating coil. DANFOSS AIR w2 ventilations unit, with DANFOSS AIR DAIL wireless control panel.

Thanks to the RCx Process, Social Housing Organizations identified in their Pilot ESMs and Pilot Sites some optimization solutions in order to improve the existing efficiency of their buildings. These optimizations aim at adding performance to the savings planned with an ESM. Thanks to low-cost investment and small intevrentions, the optimization solutions will correct deficiencies linked with the original implementation of one ESM. If every building has its own problems, AFTER methodology will allow to identify real technical and operational improvements. This optimization identification process has been implemented thanks to the knowledge of the Social Housing Organizations regarding their housing stock and their planned works. WP leaders 3 to 7 provided a scientific sustain to the SHOs proposals suggesting some other solution after assessing the RCx Investigation Plans completed by our SHOs.

Summer 2012 AFTER website has been updated during the summer 2012 with the last outputs produced by the partners. All the project deliverables benefit from a public access on line and can be both read and downloaded thanks to a Scribd plug-in.

Torino, Italia 11th and 12th of October 2012 Number of participants: 25 Type of participants: National Housing Associations, representatives, urbanists Urbanpromo 2012 Social Housing aims to help build a vision system for Social Housing, as a starting point for the formulation of useful proposals for an organic development of the field. This event is made up of several sessions for debate and an exibition of projects. ATC exposed during the URBANPROMO Congress the main stakes of the AFTER Project and detailled the state of the art of the project focusing particularly on the measures identified for the Italian Social Housing context.

BECA project - Balanced European Conservation Approach. (supported by the ICT Policy Support Programme)
The BECA project (Balanced European Conservation Approach ICT services for resource saving in social housing) addresses the need to reduce energy consumption in European social housing by a very significant amount to meet overall emission reduction targets. To substantially reduce peak and overall demand for energy and water across EU social housing, BECA will develop a full set of innovative services for resource use awareness and resource management. Social housing organisations in 7 European countries (Germany, Italy, Spain, Sweden, Bulgaria, Czech Republic, Serbia) and their partners are cooperating in the project to provide ICT-based energy management and energy awareness services directly to social housing tenants and service operators. Services will be piloted by approx. 5,000 social housing tenants across 7 sites in 7 European countries. Sustained reductions in resource use are to be achieved through usable ICT-based services directly to tenants, as well as by effective monitoring and control of local power generation and, for district heating, the full heat delivery chain. Several AFTER partners are lso participating in BECA which allow a good feedback and exchange of experiences and methodologies between the two projects.
