In flood zones, LIPA requires homeowners to provide an Authorization to Energize by an approved electrical inspection agency before they will re-energize homes. Given the large number of homes impacted by Hurricane Sandy, the process which LIPA requires to ensure public safety could leave a significant number of homes without power for an extended period of time.

Suffolk County is coordinating with LIPA, FEMA, NYS and Towns to facilitate this inspection at no cost to homeowners in the affected area. Towns will provide the flood line for their communities. LIPA can energize all homes outside of the flood line as soon as they are capable of doing so. Homes inside the flood line should be inspected by Code Enforcement, Building Inspectors, Fire Marshals, CEDAR or DART teams and classified as: Green: No flood damage Red: Catastrophic damage, unsalvageable or uninhabitable Yellow: Some flooding but structurally sound Green identified homes can be re-energized as soon as LIPA is capable of doing so. Red identified homes cannot be re-energized until the homeowner has electrical repairs completed and inspected. Electrical inspectors shall perform inspections of yellow identified homes inside the flood zone. Electrical inspectors will classify yellow identified homes as follows: Electrical service is acceptable, branch wiring unaffected - Home is safe for energizing Electrical service acceptable, branch wiring affected - Home will be energized by LIPA, circuit breakers will be turned to off position, homeowner needs to hire licensed electrician immediately to assess and repair branch wiring. It is strongly recommended that municipalities require homeowners to provide an Electrical Approval Certificate by an approved electrical inspection agency within six months from date of inspection. Electrical service unacceptable - LIPA will lock out meter or service tap, homeowner is required to hire a licensed electrician to repair service and any affected branch wiring. Inspectors will provide homeowners with an electrical survey providing a summary of what problems exist, if any. Public Service Announcement Important Notice to Customers Affected by Severe Floodwaters of Hurricane Sandy The devastating effects of Hurricane Sandy brought unprecedented flooding to many homes and businesses all across the service territory, especially those located on the south shore of Long Island. In particular, areas south of Atlantic Blvd/Merrick Road/Montauk Highway from the Rockaways east to Mastic Beach, and several other isolated areas on the north and south shores of Long Island, were severely affected by floods resulting from the storm surge. Due to the extreme flooding that submerged electrical panels, wires and outlets, and concerns about the safety of the residents and their property, before power can be safely brought to these homes and businesses a proper inspection must be conducted. To ensure that electric service can be provided safely and in compliance with the rules and regulations of the National Electric Code, customers who have experienced water intrusion to their electrical equipment must have an inspection conducted by an approved electrical inspection agency, certifying that the premises are safe to energize. Once LIPA is provided with such a certificate, electric service will be restored.

Homeowners Electrical Inspection Information Sheet


Your home has been inspected by an electrical inspector at no cost to you. This inspection was performed because your home was in the flood zone and may have been exposed to flooding during the recent storm. In order to protect public safety and your property, LIPA cannot re-energize your home until an electrical inspection agency has issued an Authorization to Energize inspection certificate. Your home will fall into one of three categories: Green: No flood damage Red: Catastrophic damage, unsalvageable or uninhabitable Yellow: Some flooding but structurally sound Green identified homes can be re-energized as soon as LIPA is capable of doing so. Red identified homes cannot be re-energized until the homeowner has electrical repairs completed and inspected. Yellow identified homes must be inspected by an electrical inspection agency. Electrical inspectors will classify yellow identified homes as follows: Electrical service is acceptable, branch wiring unaffected -Home is safe for energizing Electrical service acceptable, branch wiring affected - Home will be energized by LIPA, circuit breakers will be turned to off position, homeowner needs to hire licensed electrician immediately to assess and repair branch wiring. It is strongly recommended that municipalities require homeowners to provide an Electrical Approval Certificate by an approved electrical inspection agency within six months from date of inspection. Electrical service unacceptable - LIPA will lock out meter or service tap, homeowner is required to hire a licensed electrician to repair service and any affected branch wiring. You are strongly advised to abide by the recommendations listed above. Failure to abide by these recommendations could result in death or serious injury to anyone who occupies your home.
