Working paper for the half-day workshop for the Secretaries

Land Appeal Board (LAB), Dhaka, Bangladesh has been entrusted with the responsibility of disposal of Revenue cases as the highest Revenue authority. It may be mentioned that the LAB is appellate authority of the Divisional Commissioner in respect of Land R.O.R. cases and other land related revenue cases. At present, about 800 cases waiting for hearing and disposal. People related with the cases either as appellant or opposite parties need to come to the board for filing appeal, revision or review as the case may be. In most of the cases, the parties engage their attorney for filing their cases. After hearing the petition orders are declared in the open court in presence of the parties or their attorneys. In response for the letter of Secretary Chief Advisor Office dated 6 May 2008 and also after discussion with the report A2I project the following critical service has been identified to utilized ICT in the LAB. a) Description of one critical service: HOSTING OF A WEB SITE With a view to giving better & prompt service to the members of the public Land Appeal Board may have the opportunity to have a fully functional Web-site for easy access to information. The proposed Website should contain at least the following information: The petition submitted by the applicant/appellant; Initial order passed by the court; Further order passed by the court on different dates which will be updated regularly; Final order passed by the LAB which will be communicated to all related parties, etc. b) Improvement of quality standards of service delivery: If the Web- site is regularly updated citizens will be able to pay frequent visits to check the present status of the case/s by entering their unique ID number i.e. the case number. Thus members of the public and the concerned agencies will be able to know about the dates and orders of the

court and accordingly they will take necessary steps infavour of their cases. c) Implementation Roadmap and potential partnership With a view to making the proposed Web- site fully functional following steps should immediately be taken: One computer with internet facilities to be installed in each section

and the office chamber of the learned Chairman & the Members of the Board Potential partnership may be done with the Ministry of Land and Necessary skilled personnel with the knowledge of ICT should be other development partners for implementation appointed posted for maintaining and updating the proposed Web- site. d) Organizational ownership and sustainability The proposed Web- site will be owned by the Land Appeal Board and its sustainability will be ensured by the skilled ICT personnel by updating the status of the cases regularly. e) Approximate Budget for pilot phase and resource mobilization

Pay and allowances of 1 System Analyst 1 programmer 2 computer operators will be added through budget revision after creation of the posts. The Personal Officer who are working as computer operator in addition to their own responsibilities will be trained further

Initial installation cost may be borne by the Government or by the Development Partner.
