Medford Recently released Boy Scout perversion files reveal a former Medford resident was suspected of abusing children long before other allegations first came to light against him. Charles E. Reynolds Jr. lived at 14 Maynard St. in Medford his entire life until he sold the home in November 2005, according to Middlesex County deed records. Reynolds, 82, now lives in Melrose. Reynolds faced allegations of child sexual abuse in the 1970s, 90s and in 2000. However, a recent release of confidential Boy Scout files show accusations were made against him long before that. In October 1996, police arrested Reynolds for assault and battery on a person under the age of 14 and for disseminating pornographic materials to a person under 14. Reynolds admitted to sufficient facts of the case in 1997 and was placed on a three-year probation restricting him from unsupervised contact with minors. Four months after the probation ended in 2000, Reynolds was charged with committing unnatural acts with a child under the age of 16. The charges were later dropped and changed to distributing material harmful to a minor. Reynolds was accused of showing a Playboy magazine to a 14-year-old boy living in his neighborhood. The boys father said Reynolds also asked to see his sons genitalia.

Additionally, two brothers filed a civil suit against Reynolds in 1998, alleging he sexually abused them while they were growing up in the 1970s. Reynolds could not be criminally charged for those alleged incidents because the statute of limitations had run out. I wanted to earn some money and rake leaves, one of those brothers, Jeff Mueller, told the Transcript in 2001. Hes the adult hed buy you lunch and within the first few times, youd go up to his room. It doesnt take long [for the alleged abuse to occur]. In a recent phone interview, Reynolds admitted he often hired young boys to do yard work and help with odd jobs around his Maynard Street home. They did everything for me, said Reynolds. They painted, checked in on my mother when I went away on the weekends. Theres always a time when you can use a third hand to pass things and help move things around. However, several of those boys later alleged Reynolds sexually abused them. Long before those allegations came to light, a 1966 Boy Scouts document shows Reynolds was banned from the group after four boys claimed he engaged them in immoral acts. A second communication sent to the Boy Scouts of America in 1967 alleged Reynolds involved at least six boys in the alleged immoral acts. Several of these boys involved were sons of committee members, wrote Scout Executive Daniel P. Johnson, based in Stoneham in 1967. Complete investigation on our part seemed to substantiate all of these. Reynolds was confronted with the charges at a special meeting and resigned at once, according to the 1967 document. However, Reynolds argues he was never afforded the opportunity to confront his accusers. There was never an opportunity to defend yourself against [the charges], said Reynolds. Youre called up in front of the committee, accused of it and thats it. The 1967 document also detailed Reynolds occupation and physical attributes. He was described as a 36-year-old structural draftsman, white, weighing 195 pounds and 6 feet tall with brown hair and brown eyes. His marital status was listed as single with no children. The document also stated his left upper arm was partially paralyzed from birth.

The documents go on to state Reynolds served in two Boy Scout troops, serving as Scoutmaster for Troop 402 from 1959 to 1964 and for Troop 401 from June 1965 to March 20, 1967. The perversion files released by an Oregon law firm that sued the Boy Scouts in 2010 include more than 1,200 files on Scoutmasters and volunteers accused of sexual abuse and pedophilia between 1965 and 1985. The Boy Scouts used the information to internally ban those suspected of child sex abuse. However, the Boy Scouts never reported the information to authorities. In October, the Boy Scouts of America released a statement responding to criticism about their confidential files. There have been instances where people misused their positions in scouting to abuse children, and in certain cases, our response to these incidents and our efforts to protect youth were plainly insufficient, inappropriate, or wrong, the Boy Scouts released in a statement. Despite the fact that several people have accused Reynolds of sexual abuse, the 82-year-old maintains he never sexually molested or inappropriately touched any children. That is a risk you take if you deal with teenagers, said Reynolds when asked why so many allegations were leveled against him. They cant wait to work for you and go places with you, and for whatever reason they make up these stories. I really dont know. Reynolds said he believes he had a positive impact on many of the young boys that worked for him. I kept a lot of them out of trouble, said Reynolds. Thats for sure. Reynolds said one young man who did carpentry work at his New Hampshire weekend home is now a professional carpenter, and he believes he deserves some credit for that success. All these allegations are marvelous because theres nothing you can disprove, said Reynolds. Its difficult to prove a negative. Reynolds said he has had no contact with children since he moved to an elderly retirement apartment in Melrose seven years ago. Neighbors on Maynard Street said they were not surprised to hear their former neighbor was listed in the perversion files.
