CHAPTER1 INTRODUCTION Installingnewelectricserviceisajointprojectbetweenthecustomerandthe powercompany.Thepowercompanyisresponsibleforbringingpowerto thesite,forinstallingthemeterinthesocket,andforenergizingtheservice. Thecustomerisresponsibleforobtainingpermitsandinspections,providing andmaintainingtheoverheadpathorundergroundtrenchforthepower company'swires,andforinstallingtheequipmentattheserviceentrance. RESIDENTIALSERVICE TheUtilitysRateSchedules,exceptasprovidedforinitems(A)and(B) hereunder,arepredicateduponthesupplyofservicetoonepremise,atone standardforincidentalincome,theservicewillbeprovidedundera ResidentialRateSchedule. A.

Whenserviceissuppliedtoaresidentialdwellingunitprimarily forservingonefamilyandwhereboardersorroomersare accommodatedforincidentalincome,theservicewillbe providedunderaResidentialRateSchedule. Whenservicesuppliedtoaresidentialdwellingunitwherethe useisprimarilyfortheaccommodationsofboarders,roomers, renters,orleasers(whetherofshortduration,suchashotels, motels,boardinghouses,etc.orforlongterm,suchas apartments,efficiencies,etc.),theservicewillbeprovided underanonresidentialRateSchedule,unlessseparatecircuits arefurnishedbytheCustomertopermittheUtilitytoseparately meterandbilltheresidentialandnonresidentialusersortobe billtheresidentialusersindividually.

B.

TEMPORARYSERVICE Temporaryserviceisdefinedaselectricservicetoasiteforlessthanone year.Themostcommonuseoftemporaryserviceistodeliverpowerduring theconstructionphaseofaproject.Whentheprojectiscomplete,the temporaryserviceisreplacedbypermanentservice. Temporaryservicesareusually120/240volts,singlephase,200amperes. BUSINESSSERVICE Businessserviceisdefinedaselectricservicetoacommercialorindustrial site.

CHAPTER2 OVERHEADSERVICES

Thecostforoverheadservicedependsontheextentof specialengineeringrequired.Theleastcomplicatedand cheapestsituationiswhenatransformerisonapoleon,or neartheproperty.Ifthisisthecase,engineeringmaynot berequired.Thecustomersimplyinstallstheservice entranceequipment,hasitinspected,andcallstheutility tohaveserviceconnected. Thecustomerisresponsibleforproviding,installing,andmaintainingall equipmentfromthepointofdeliveryexceptforthemeter. Themeterbaseis providedbytheLebanonUtilities,andinstalledbythecustomer. Three gangorlargermeterbasesaretobeprovidedbythecustomerbutmustbe approvedbytheLebanonUtilities. Thepowercompanyisresponsibleforprovidingandinstallingthemeter, completingtheconnectionsbetweenthemeterandtheserviceconductors, andmakingthefinalconnectionsatthepointofdelivery.IfCTsarebeing used,theutilityalsoprovidestheCTsandmakestheconnectionstothem andtothemeter.

OVERHEADINSTALLATION

Thispictureshowsafinishedinstallationofoverheadservice,usinga servicemast.Thecustomerprovideseverythingshownhere,exceptthe meter,meterbase,theoverheadserviceline,andthepowerpoleandpole mountedequipment.ThemeterbaseisprovidedbytheLebanonUtilities andisinstalledbythecustomer. Afterthecustomerinstallstherequiredequipment,thepowercompany installsthemeterinthemetersocket,stringstheserviceline,attachesthe servicelinesupportingwire(neutral)totheinsulatedclevis,andsplicesthe conductorstogether.

OverheadLineClearances

Clearancesfromground. Theillustrationaboveandonthenextpage,showclearancesunderoverhead lines,fortheconditionsmostcommonlyencountered.Forothersituations andfordetails,seetheNationalElectricCode,theNationalElectricSafety Code,orcontacttheelectricalinspectorforyourarea. Thecustomerdoesnotstringtheserviceconductor,butisrequiredto provideapointofattachmenthighenoughandstrongenough,toallowthe utilitytoinstalltheservicelineandmaintaintherequiredclearances.Some installationswillrequireriserguying. Ifthespan oftheservicelineexceeds125feet,anintermediatesupportpole mayberequiredtorelievethetensionontheservicemast.

Clearancesoverotherstructures.
Avoidaroutefortheservicelinethatpassesoveradriveway.Lineswhich crossdrivewayscanbestruckbytalltrucksandothervehicles,causing damagetotheserviceequipmentandtothebuilding. Iftheservicelinewillpassthroughtrees,thecustomermustprunethetrees toprovideaclearpathfortheline.Thecustomerisalsoresponsiblefor regulartreepruning,andifnecessary,treeremovaltokeepthepathclear. Iftheservicelinewillpassoverbrush,thecustomermustclearapathforthe powercompany'sinstallationservicepersonnel.

CHECKLISTFORINSTALLINGOVERHEADSERVICE
Thecustomerisresponsibleforproviding,installing,andmaintainingall equipmentfromthepointofdelivery,exceptforequipmentrelatedtothe meter.AllServiceentranceconductorsmustbecopper. Thepowercompanyisresponsibleforprovidingandinstallingthemeter, completingtheconnectionsbetweenthemeterandtheserviceconductors, andmakingthefinalconnectionsatthepointofdelivery.IfCTsarebeing used,theutilityalsoprovidestheCTsandmakestheconnectionsbetween themandthemeter. Toobtainnewoverheadservice,thecustomer: 1. Checksiflocalregulationspermittheinstallationofoverheadservice. 2. Contactstheutilitytoopenanaccount,todeterminewheretheservice linewilloriginatefrom,andtorequestservice. 3. Obtainsanelectricalworkpermitfromtheinspectingagency. 4. Installstheserviceequipment. 5. Obtainsanelectricalinspection,thencontactstheutility. Thepowercompanythen: 1. Selectsalocationforthemeter.Theservicelinestrungfromthe powerpoletothemeterlocationmustnotcrosspropertybelongingtoothers. Lineclearancesareshownonpreviouspages. 2. Installsthemeterinthemetersocket. 3. Stringsthewiresfromthepolemountedtransformertothemast. 4. Attachestheneutraltotheinsulatedclevisonthemast 5. Splicestheservicelineconductors.

SERVICEMAST,SURFACEMOUNTMETER
Thispictureshowsdetailsofaservicemast,withthemeteronthesurfaceof thebuilding.Theservicecouldbewiredtoanexteriormeterasshownhere, ortoserviceequipmentinsidethebuilding.Thecustomerinstallseverything inthepicture,exceptthemeter. Afterthecustomerinstallstheserviceequipment,thepowercompany installsthemeterinthemetersocket,stringstheserviceline,attachesthe servicelinesupportingwire(neutral)totheinsulatedclevis,andsplicesthe conductorstogether.

SERVICEMAST,GABLEENDSURFACEMOUNTMETER
Thispictureshowsaserviceoffthegableendofabuilding.Nonewservicesareallowedtobe donethisway.ExistingservicescanbeupgradedaslongasallNECClearancesaremet.Clevis andinsulatormustbestrengthenedwith2x4boards.Numberof2holestrapsaredependenton lengthofservicemast.

OVERHEADSERVICE,METERPOST
Thispictureshowsafinishedinstallationfortemporaryservice,usinga meterpost.Theserviceisoverheadfromthepowercompanytothepost. Fromthepost,theservicetothebuildingcouldbeoverheadorunderground. Thecustomerprovideseverythingshown,exceptthemeterandtheoverhead serviceline. Afterthecustomerinstallstheserviceequipment,thepowercompany installsthemeterinthemetersocket,stringstheserviceline,attachesthe servicelinesupportingwire(neutral)totheinsulatedclevis,andsplicesthe conductorstogether.

OVERHEADSERVICE,METERPOLE

Here,theserviceisoverheadfromthepowercompanytothepole.Fromthe pole,theservicecouldbeoverheadtothebuilding,orundergroundasshown here.Thecustomerprovideseverythinginthepicture,exceptthemeterand theoverheadserviceline. Afterthecustomerinstallstheserviceequipment,theutilityinstallsthe meterinthemetersocket,stringstheserviceline,attachestheserviceline supportingwire(neutral)totheinsulatedclevis,andsplicestheconductors together. Thepoleisownedandinstalledbythecustomer.TheLebanon Utilitiesdoesnotallowmeterbasestobeattachedtotheirpoles.

CHAPTER3 UNDERGROUNDSERVICES
Thecostforundergroundservicedependsontheextentofspecial engineeringrequired.Theleastcomplicatedandcheapestsituationisifa padmounttransformer,stubout,oraccessholeisalreadyontheproperty.If thisisthecase,engineeringmaynotberequired.Thecustomersimply installstheserviceentranceequipment,hasitinspected,andcallstheutility tohaveserviceconnected. Thecustomerisresponsibleforproviding,installing,andmaintainingall equipmentfromthepointofdeliveryexceptforthemeter. Thepowercompanyisresponsibleforprovidingandinstallingthemeter, completingtheconnectionsbetweenthemeterandtheserviceconductors, andmakingthefinalconnectionsatthepointofdelivery.IfCTsarebeing used,theutilityalsoprovidestheCTsandmakestheconnectionstothem andtothemeter.

CHECKLISTFORINSTALLINGUNDERGROUNDSERVICE
Toobtainnewobtainundergroundservice,thecustomer: 1. Contactstheutilitytodiscusstheproject,todeterminewherethe servicelinewilloriginatefromandthepointofdelivery,andtorequestthe service. 2. Ifrequested,providesthepowercompanywith: Sitedrawings Loadinformation Aneasementforpermanentequipmentownedbythepower companyandinstalledonthecustomer'sproperty Paymentforpreconstructioncosts 3. ObtainsanelectricalworkpermitfromtheBuildingInspector. 4. Selectsthetypemeterinstallationthatfitsthesituation.Therearetwo options: Surfacemountmeter Pedestalmountmeter 5. Installstheserviceequipment. 6. Callsthelocatingservice"HoleyMoley" (18003825544or811) to locateanyexistingundergroundwires,cables,orpipes.

7. Digsatrenchfromtheconnectionpointtothemeterlocation. 8. Labelstheconductorsatthemeterlocation,andconnectsthe conductorstothemetersocket,ifapplicable. 9. Coversthewire/conduitinthetrench,leavingsplicepitsateachend whereutilitypersonnelwillmakethefinalconnections. 10. Obtainsanelectricalinspection. 11. Contactstheutility. Thentheutility: 1. Installsthemeterinthesocket 2. IfCTsarebeingused,installstheCTsandcompletesthewiring betweentheCTs,themeter,andtheservicelines. 3. Placestheconductorsinthetrench,properlysizedpertheNEC. 4. Connectstheconductorsatthepointofdelivery.

LOCATINGUNDERGROUNDUTILITIES
Thecustomermustcall HoleyMoley(800)3825544or811atleasttwo fullworkingdays(48hours)beforetrenchingorexcavatingforunderground service.Onecalltothelocatingservicenotifiesallutilitiesthatlocatesare required.Insomeareas,notallutilitiesaremembersoftheonecallsystem. Inthoseareas,thecustomermustcontacteachutilityindividually. Excavationmustnotbeginuntilthelocationsofundergroundwires,cables, andpipeshavebeenmarked,ortheutilitieshaveinformedthecustomerthat theyhavenofacilitiesinthearea. Anydiggingwithin24inchesoflocationmarksmustbedonebyhand. TRENCHING
Thecustomerisresponsiblefordiggingtheservicetrench.Thecustomer backfillsandcompactsthetrench. Trenchingrulesandtips:
Digtrenchesinstraightlinesbetweentakeoffpoints,tothegreatestextent possible. Trenchtothenearestsideofthepole,accesshole,ortransformer,leavingthe conduitorconductorsexposed.Iffurtherdiggingisrequired,powercompany personnelwillcompleteit. Anytrenchingwithin2feetofpowercompanyfacilitiesmustbedoneby hand. Ifanyconductorsorpipesareencounteredwhiledigging,leavethemcovered. Ifrockorotherextremelydifficultdiggingisinvolved,contactthepower companytodiscussthesituation. Provideextradepthwhendiggingjointusetrenchestoallowforsoilfalling intothetrenchduringthelayingofthefirstcables,reducingthedepthofthe trenchforothercables. Keepthespoilspileatleast24inchesawayfromtheedgeofthetrench. Schedulethetrenchingsothetrenchisopenfortheshortestpracticaltimeto avoidcreatingapublichazardandtominimizethepossibilityofthetrench collapsingduetootherconstructionactivity,rain,etc. Priortobackfilling,thecustomerandelectricutilityjointlyinspectthetrench foradequatedepth,conduitorcableplacement,cableslackattermination points,risermaterial,pedestalstakes,andotheritemsthatwillbecovered afterbackfilling.Ifcorrectionsarerequired,asecondinspectionisrequired afterthechangesarecompleted. Place4inchesofcleanbeddingmaterialatthebottomofthetrench.Clean beddingmaterialisdefinedassandorcleansoilwithnosolidmateriallarger than1inch.Placethecableorconduitontopofthisbed.Thencoverthecable orconduitwitha6inchlayerofcleanbeddingmaterial.Compactthebedding materialcarefully,sothecablewillnotbedamaged. Theremainderofthetrenchisbackfilledusingavailablecleanmaterial. Piecesofscrapcableandotherconstructionitemsmustnotbeburiedinthe trench.Tampthesoil,leavingaslightmoundtoallowforsettling. Soilwithin36inchesofriserpoles,transformerpads,pedestals,andterminal pointsmustbecompactedmechanically. Allrock,debris,scrapcable,andotherconstructionitemsmustberemoved fromthesite.

SINGLEUSETRENCH

JOINTUSETRENCH
Thecustomermayplacetelephone,cableTV,orotherelectronicsignal conductorsinatrenchwithelectricutilitywires,providingtheinstallation meetstherequirementsoftheelectricutility,andallotherparties. Incertaincases,gaspipesmaybeinstalledinacommontrench. Inspecialsituations,waterandsewerlinesmaybeinstalledinacommon trench.Installationofa"wet"serviceinatrenchwithelectricutilitywires requirespriorapprovalbytheelectricutility.

INSTALLINGCONDUCTORSINATRENCH
Wheninstallingconductorsinatrench,thecustomerhastwooptions: conduitordirectburialconductors.Conduitisrequirediftheserviceline willcrossunderanypermanentstructuresuchasadriveway,sidewalk,or deck.

DirectBurialConductors
Placethecableinthetrenchbyhand.Whilethecableisbeinginstalled,be certainitisfreefromvisibledefects.Itmightbenecessaryforpower companypersonneltosupervisecableplacement. Installtheappropriatelysizedconductorfromthemetersockettothepoint ofdelivery.ConsulttheNECforthecorrectwiresize.Leave5feetofextra wireatthestuboutorhandhole,and10feetatthetransformer. Ifmorethanonecableisbeingplacedinthetrench,thetelephonecableand cableTVlinesmustbeseparatedatleast12inchesfromthepowerline.Any soilfallingintothetrenchduringthelayingofthefirstcablemustnotraise thetrenchfloortolessthanthedepthrequiredforthelastcable.Ifthis happens,removetheexcesssoilbyhand,orwithequipmentthatwillnot damagetheinstalledcables. Sufficientcableslack,andinnocaselessthan24inches,mustbeleftinthe trenchatallrisers,transformerpads,pedestals,andterminalpoints.This slackpreventsstrainonthecableandterminalsduringbackfilling,and allowsforsettling. Aftertheelectricalinspectioniscomplete,backfillthetrench,leavingopen splicepitsatbothends.Thepowercompanywillconnecttheconductorsat themeterendtotheline(top)lugsofthemetersocket,andsplicethe conductorsatthepointofdelivery.Thecustomerisresponsibleor backfillingthetrenchandsiteremediation. Thepowercompanywillenergizethecircuitafterthecustomercompletes backfillingthetrenchestothepowercompany's satisfaction.

UndergroundConduit
Installconduitfrombelowthemetersocket,tothepowercompany'spole, padmounttransformer,orjunctionbox. Minimizethenumberofbendsintheconduit.Bendsmustbeaminimumof 36"radius.Allbendsmustbefactorymade.All90degreebendsmustbe rigidmetal. Runslongerthan200feetorcontainingmorethan270degrees ofbendsmustbeapprovedbythepowercompanybeforeinstallation. Conduitreducersmustbesmoothwalled(example:swedge). Iftheconduitismorethan50feetlong,installapulllinecapableof500 poundsoftensionintheconduit,with6feetoflineextendingfromeachend oftheconduit.Installthepulllineaftertheconduitisjointedandtheglueis dry.Captheconduitatbothendstokeepitfreeofdirtanddebris. Aftertheelectricalinspectioniscomplete,backfillthetrench,leavingopen splicepitsatbothendsoftheconduit.Thepowercompanywillpulltheir conductorsthroughtheconduit,attachtheirwirestothelinelugsatthetop ofthemetersocket,andsplicetheconductorsatthepointof delivery.The customerisresponsibleforbackfillingthetrenchandsiteremediation. Thepowercompanywillenergizepowerafterthecustomercompletes backfillingthetrenchtothepowercompany'ssatisfaction.

ConduitSize

ConduitattheServiceEntrance
Conduitisrequiredbetweenthemeterenclosureandthetrench.Thesizeof theconduitisdeterminedbythecurrentratingoftheservice. Nobendsareallowedinthisriser,otherthanthe90degreeelbowbendat thebottomoftheriser.Thisbendmusthavearadiusof24inchesorlarger. Attachtheconduittothemeterenclosurethroughthebottompanel,atthe leftsideofthispanel.Thepreferredconventionforbringingwiresintothe meterenclosureis: Powercompanywiresenterthroughthebottompanel,attheleft. Customerwiresenterthroughthebottompanel,attheright. Optionally,customerwiresmayenterthroughtherightsidepanel, nearthebottom. Iftheconduitpassesthroughpavement,asleeveisrequired.Locatethe sleeveandconduitslightlyawayfromtheedgeofthepavement,leaving somepavementintactnexttothebuilding. Iflocalcodesdonotallowconduitthroughfoundationsorfootings,a surfacemountmetermustbeinstalled. Makesuretheconduitisplum,andattachedsecurelytothestructure. UndergroundconduithastobeSchedule80.Overheadconduithastobe2 minimumrigidsteel.

SPLICEPITS
Splicepitsprovidethespaceneededtocompletewiringconnections.

Splicepitatapadmountedtransformer.

UNDERGROUNDSERVICE,SURFACEMOUNTMETER

Thispictureshowsafinishedundergroundinstallationwiththemeteronthe surfaceofahouse.Thecustomerisresponsibleforeverythingshownhere, exceptthemeter. Theserviceisundergroundfromthepowercompanytoastubout,handhole, orpadmounttransformer(offtotheleftandnotshownhere).Conductors placedinthetrenchbringthepowertotheconduitatthebaseoftheservice entrance. Afterthecustomerinstallstheserviceequipment,thepowercompany installsthemeterinthemetersocket.Thepowercompanyalsocompletes theconnectionsofthewires. Mustbeatfinalgradebeforeexcavationforservicewireisdone.

UNDERGROUNDSERVICE,PEDESTALMETER

Ameterpedestalisafreestandingstructurethatsupportsserviceequipment forundergroundservice.Ifameterpedestaliscalledfor,itisthecustomer's responsibilitytopurchaseandinstallit,anditisrequiredtomeetLebanon UtilitiesSpecifications. Installthemeterpedestalbetweenthehomeandnormalpublicaccess,and within30feetofthehome.Thepedestalusuallycontainsthedisconnect switchrequiredbytheNEC.

UNDERGROUNDSERVICE,METERPOST
Thispictureshowsafinishedinstallationfortemporaryservice,usinga meterpost.Theserviceisundergroundfromthepowercompanytoa stubout,handhole,orpadmounttransformer.Conductorsplacedinthetrench bringthepowertothebaseofthepost.Fromthepost,theservicetothe buildingisusuallyunderground,butcouldbeoverhead.Thecustomer provideseverythingshown,exceptthemeterandtheservicelinetothe stubout,handhole,orpadmounttransformer.

TRANSFORMERINSTALLATIONS
Thepowercompanyisresponsibleforinstallingapadmountorsubmersible (totallyunderground)transformeratthecustomer'ssite.Conductorstothe primarysideofthetransformerenterattheleftsideofthetransformer conductorstothesecondarysideenterattheright.Thetrenchrunsfromthe rightsideofthetransformertothecustomer'sbuilding. Thecustomerisresponsibleforinstallingtheserviceconductorsinthe trench,fromthetransformertothebuilding.

SAFETYCLEARANCESAROUNDTRANSFORMERS
Clearancesfrompadmounttransformerstostructuresaremeasuredfromthe nearestmetalportionofthetransformer,tothestructureoranyoverhang. Theclearancefromabuildingis3feetifthebuildinghasnoncombustible walls(brick,concrete,steel,orstone),10feetifthebuildinghas combustiblewalls(includingstucco). Otherclearancesareshownonthenextpage.Theseclearancesalsoapplyto anyoilfilledelectricalequipment.

WorkClearancesAroundTransformers
Aminimumclearanceof10feetofclear,levelworkingspaceisrequiredin frontofapadmounttransformer,toallowuseofhotsticks. Otherclearancesareshownbelowandonthenextpage,andallapplytoany oilfilledelectricalequipment. Landscapingandotherobstructionsmustnotencroachontheseclearances.

GuardPosts

Itisthecustomer'sresponsibilitytoinstallandmaintainguardpostswhere powercompanyequipmentisexposedtovehiculartraffic. Guardpostsarealsorequiredwhereminimumclearancesaroundequipment cannotbemet.Forexample:Guardpostsarerequiredwherepadmounted devicescannotbegiven 3feetclearancefromthebackandsidesofthe device,and10feetfromthefront. Ifthepostisplacedinstablesoil,surrounditwith6inchesofconcrete.If thesoilisunstableorsand,surroundthepostwith12inchesofconcrete. Ifseveralguardpostsareused,locatethemnomorethan5feetapart.For extravisibility,paintthepoststrafficyellow. Insomesituationsa6inchdiameterpostisrequired,notthe 4inchpostillustratedhere.

CHAPTER4 METERINSTALLATIONS
Therearethreebasicwaystomeasureelectricityconsumption: Smallandmediumservicesaremetereddirectlyusingdirectconnect meters Largeservicesaremeteredusingcurrenttransformers(CTs)and instrumentratedmeters VerylargeservicesaremeteredatswitchboardshousingCTsand instrumentratedmeters Thecustomerprovidesandinstallsallequipmentbeyondthepointof delivery:meterbases,cabinetsandenclosures,connectionlugs,conduit, grounding,protectiondevices,andwiringfromthesockettotheload. Thepowercompanyprovidesandinstallsthemeter,currenttransformers, andlocalwiringassociatedwiththemetersandCTs. LOCATINGTHEMETER Itisinthemutualinterestofthecustomerandthepowercompanytoinstall themeterinalocationsuitableformeterreading,testing,repair,and removal.Meterlocationsaresubjecttoapprovalbythepowercompany.

LocatingtheMeterforaSingleFamilyResidence
