In current society, there has been growing public concern about welfare.

The welfare state is a national system, that it was stressed that the country should undertake the responsibility to meet the national basic education, healthcare, the economy and social security needs. Welfare was seen as the most salient characteristics of the country. It was stressed that the state should be responsible for the welfare of the citizens and the state must have the most basic welfare function and play a role as the purpose. The welfare state is the political rule of the bourgeoisie and expensive of monopoly capital and the bourgeois state. The welfare system is a point that the state or government provides a certain standard of living life for all objects in the legislative or policy. It is as much as possible to improve capital of life quality and social system guarantee of services. Britain belongs to welfare state and it is the earliest countries of development the welfare system in the capitalist countries. However, for China, the main goal is to create a welfare system in line with national conditions and take the welfare system design of long-term benefits, and continually improve the welfare system. The purpose is that parallel the similarities and differences between British welfare state and China in term of unemployment, housing childcare, find the reasons for the difference, and consider the intent and anything the governments could learn from each other. In this essay, I will compare between the British Welfare State and the welfare systems in China by the housing criteria, unemployment criteria and childcare criteria, evaluate the information, suggesting reasons for my describe.

The housing policy is a crucial part of the welfare policy, and the primary concern

of the social welfare system is poor families. Let us consider the similarities and differences between British Welfare State and China in housing. British Welfare State and China are similar in that they both supply relevant welfare policies for poor people. There are some reasons why are there differences. Firstly, by the practice and reform, the housing policy of Britain has matured gradually. Then, China is a developing country, it is relative fall behind which the construction and boost of the housing security system. It is mainly including the following aspect. The housing legislation was neglected which is no focus on housing and legal system, no guarantee housing security policy from statue view. The practice of housing welfare system in the United Kingdom provides a wealth of experience for China's reform of the housing system and complete. Firstly, the government should develop relevant housing regulations and provide a legal basis for the implementation of the housing security system. Secondly, government as the mainstay of the economy of the country, it intervenes in the housing market. In addition, it is worth to pay attention to the level of housing security, to meet the housing needs of different income groups. Finally, Chinese should increase develop housing finance.

Unemployment is a problem for society. Let us consider the similarities and differences between British and China in terms of unemployment. British Welfare is similarities to China in term of unemployment; government provides short-term welfare systems for university graduate which could not find work temporarily. However, in British, a college student who did not get a job after graduation temporarily, the government pays a stake of more than 16,000 pounds or does about 16 hours a week. It usually referred to the family's financial capital, such as single mothers, orphans. They covered by the government directly deposit a bank account or

sent home for free (Fraser, 2000). Government provides an employment option for university graduate who was of a subsidized, retain work for six months. In China, It is usually by the endemic unemployment assistance, public employment services and business promotion policies. In addition, the government also develops a series of exercises and internship programs for unemployed college students assist college students to create their own businesses.

It is not difficult to find that the unemployment security system of British university student are an advantage of services strictly and eligibility censored strictly. In addition, it is also obvious weaknesses, single unemployed rescue mode was making intensity too large guaranteed. However, due to the government of lacks humanity, they have no consider the students job in the other place in China. Childcare is also a problem for society. Let us consider the similarities and difference between British welfare state and China in term of childcare. The British and China are approximately the same in terms of childcare education. The governments both enjoy free education for all children, and it mainly refers to the primary education and secondary education. The main difference between British and China is that in Britain, whatever the income, the family will be eligible to receive child benefit as long as the child cares responsibilities. The government payments for children under the age of 16. It used be passes the social welfare agencies to provide welfare services for children(Unicef. 2010).

There is some cause difference between British and China. On the one hand, in British, the welfare systems are specific and it is no street children. On the other hand, there are low social welfare levels of children in China and few investment of government for children. The law just has a rescue protection for minors and no relative the promotion of street children. Thus, many street children happen in society. The practice of childcare welfare system in the British provides a wealth of experience for Chinas reform of the childcare. The government should further improve the welfare system of children, find a suitable life environment for orphans and street children. In addition, it also should strengthen the build of welfare agencies of child.

Although the British is part of the welfare state and the developing country of China, they have some similarities in term of housing, unemployment and childcare.
