It is my task as your Prime Minister and Minister for Finance to present to you the 2013 Budget. Next year will long be remembered as the year that Fiji made a bold investment in its future. I am announcing a budget that decisively tackles some vital areas of need in our nation and especially one of its biggest challenges the state of our roads. Only by an ambitious spending initiative we can overcome our greatest infrastructure problem and one of the biggest barriers to Fijis economic development. So we will do a lot more to fix our roads by increasing our national deficit - from 1.9 per cent to 2.8 per cent. It is an increase. But it is not reckless spending. It is a focused and disciplined approach to building the nations economic capacity. It is a long-term investment in infrastructure that will bear fruit for us in greater productivity. It is a responsible way to solve a longacknowledged problem, and every Fijian knows that it is necessary. We intend to build on my Governments proud record of service delivery to the Fijian people - not only in roads but in a host of other areas that has been neglected for far too long. $32M for social protection programs $32M has been allocated for social protection programs next year. The Care and Protection Program under the Ministry of Poverty alleviation and Social Welfare which targets children will continue with a budget of $5.9million. Fiji PM Bainimarama Announces 2013 Budget


$100,000 to help grow this important new market. $1.5m for small businesses The government will allocate an additional $1.5million for small businesses program to encourage more commercial-bank lending to small medium enterprises. The Northern Development Program and the Integrated Human Resource Development Program will also receive $2million in 2013. Bainimarama said the government would also provide $500,000 to the National Center for Small and Micro Enterprises Development (NCSMED) to support its operations. In addition, the Fiji Development Bank will be provided approximately $290,000 to subsidize interest on small business loans. $6.6m for maritime safety The Maritime Safety Authority of Fiji (MSAF) will receive a grant of $6.6million to bring Fiji into compliance with all international and national maritime obligations and ensure the safety of all seafarers. Currently, lifejackets made in Fiji were duty-free only for the export market. The government will change this so that locally-made lifejackets will be available for purchase dutyfree in Fiji through MSAF. On land, the government is incorporating ambulance response services into the National Fire Authority (NFA). Legal aid gets $2m Legal aid offices in Fiji have been allocated $2million for operational costs in 2013. On top of this, $4.5million is being provided for the extension of the High Court in Lautoka as well as another $1million for refurbishment purposes of the Suva Court Complex and for other courts throughout Fiji. $300,000 has been put aside solely for equipment and sound systems in the courts to make them more efficient. $15m sweetener With the sugar industry struggling to meet its tonnes of cane to tonnes of sugar ratio, Prime Minister and Minister for Sugar Commodore Bainimarama has allocated $15million to the industry. This will assist cane growers and sugar stakeholders in keeping the industry afloat. $4.4m for cane quality system The government has allocated $4.4million for cane quality payment system which will be introduced next year. $250,000 has also been allocated in the 2013 Budget for an international sugar meeting that Fiji will host next year. $22.7m for social welfare $22.7million has been allocated for social welfare assistance in 2013. Under the assistance scheme, each household will now receive $150 per month plus a $30 food voucher. It is part of a move to alleviate poverty. $21m for Fiji Corrections Service Fiji Corrections Service has been allocated $21million. This is an increase of $3million from 2012. $700,000 is for the maintenance of corrections officers' staff quarters and $200,000 for the Yellow Ribbon Project. $92m for police Fiji Police Force has been given $92million in the 2013 Budget. It is $8million more than what was given to the force in 2012. $167m in health budget The Ministry of Health has been allocated $167million. It is an increase of $15million compared to what was allocated in 2012. Big boost for roads Fiji Roads Authority has been allocated $422million, an increase of $122million from 2012. A sum of $400,000 has been set aside to study the feasibility of various renewable energy sources - wind, solar, hydro, biomass and geothermal. A total of $858,000 has been allocated for the purchasing of bio-fuel equipment, following the $200,000 given for the development of bio-gas projects. Agriculture Ministry gets $94m The Ministry of Agriculture, Forestry, Fisheries, Land and Mineral Resources has been allocated $94million in the 2013 Budget. $2.7million has been allocated for livestock development and $1million for dairy development. $23m for tourism Tourism Fiji has been allocated $23million for its work next year. This will help the tourism industry in marketing Fiji throughout the world as a tourist destination. $110m for WAF The Water Authority of Fiji has been allocated $110million for next year. It is an increase of $3million compared to the 2012 national budget. Investment Fiji gets $1.2m boost $1.2million has been allocated to Investment Fiji to assist it market Fiji as a place to invest in. Tax rates drop to 20pc The 2013 Budget took significant steps in liberalizing our tax system by reducing tax rates to 20 per cent, benefiting 99 per cent of individual taxpayers. Government will raise tax threshold from $15,600 to $16,000 in 2013. This means that the tax threshold has almost doubled in the five years since 2007, when it was $8840. It will end the system of claimable tax allowance. Pay as You Earn taxpayers will not have to file a tax return at the end of the year. From 2013, a 17 per cent corporate tax rate plus other incentives will be available to any foreign company that establishes its regional or global headquarters in Fiji. Companies that list or are listed on the South Pacific Stock Exchange will now pay a reduced corporate tax rate of 18.5 per cent. Stamp Duty payable on mortgage will be 1.75 per cent and 3 per cent for transfer.

Provident Fund Has $115M Surplus


THE FIJI National Provident Fund has recorded a net surplus of $115million, even after paying out $127million to pensioners who opted for a lump sum withdrawal early this year. This was revealed by chief executive officer Aisake Taito at the announcement of the audited financial results for the financial year ending June 30. "The audited financial results reflect the outcome of the reforms over the last 12 months based on the principles of sustainability," Mr Taito said. He said the total members' balance grew by $200 million to $3.2 billion from $3billion in 2011. There were more withdrawals than contributions by members. "Contribution collected increased by $13.8million from $303.5million in 2011 to $317.3million." However, he said withdrawals for this period increased from $309.5million to $318.2million that was attributed to increased housing and flood assistance pay out. He added the increased housing assistance was mainly because of the low housing rates offered by local banks. Therefore, he said this resulted in a negative contribution of $0.9million. For interest paid to members in 2012, he said it was 5 per cent resulting in the distribution of $139million to members' accounts. "The fund's net assets increased to

$3.9billion from $3.8billion in 2011 as the result of the net surplus." He said the total investment income was $249.9million in 2012 compared with $238.8million in 2011. This was largely attributed to high returns in FNPF's investments, both domestic and off-shore, he added In line with industry best practices, the FNPF has separated the pension business from the contribution business. "Assets worth $252million were set aside for the new-established Retirement Income Fund pension payments." Under the new Decree, he said the FNPF through its actuary was required to provide a solvency and funding certificate to the Reserve Bank of Fiji. "We are happy to inform that this has been issued to the RBF to confirm that FNPF has sufficient assets to meet its liabilities, even under adverse circumstances. "FNPF would not declare a negative interest rate on members' balances, even if investment returns are unfavourable in a particular year." He said the general operating environment was demanding, characterized by subdued investment, high liquidity in the financial system and declining interest rates. Nevertheless, Mr Taito said the FNPF board and management remained focused to deliver on their commitment to create value for their members.

In a remarkable interfaith gesture, distinguished Hindu statesman Rajan Zed was warmly welcomed at the premier Aligarh Muslim University (AMU) in India on November 20. Zed, who is President of Universal Society of Hinduism headquartered in Nevada (USA), met with the Vice Chancellor Zameer Uddin Shah and addressed the faculty and research students of Department of Islamic Studies and answered their questions. PM - Government Is Responsible For Providing Accurate Information

The Colonial War Memorial Hospitals Pediatrics Unit received a $50,000 donation by an American-owned company, Sustainable Mahogany Industries. The donation is to help the paediatric ward buy equipment that will help uplift the services at the paediatric care centre. 11 Years For Rapist


A 74- year -old man was sent to jail for 11 years by the High Court in Lautoka for allegedly raping his seven year old granddaughter in January last year. Considering all evidence before the court and the verdict of the Assessors, Judge Justice Sitambarampillai Thurairaja found the accused guilty for Rape and convicted him under Section 207(1) of the Crimes Decree. Justice Thurairaja said that after carefully considering the circumstances of the case he commenced that sentencing of the accused at 12 years imprisonment. Aggravating factors considered by Justice Thurairaja was that the child was his granddaughter, she was seven years old, absolute betrayal of trust as grandfather, and victim had sustained irreparable damage and making the child victim insecure. Considering all the above he increased the accused sentence by five years, making it 17 years imprisonment. After considering mitigating circumstances that the accused claimed of being remorseful, claims to seek forgiveness and his age which could also be treated as an aggravating factor he reduced the accuse sentence by three years. The accused had been in remand for the past 20 months and Justice Thurairaja considered the period as the period imprisonment and reduced three years from the sentence but refused to appoint a non-parole period. Justice Thurairaja invoked the powers under the Domestic Violence Decree (DVD) and imposed a permanent Domestic Violence Retraining Order (D.V.R.O). The accused has also been prohibited from any sort of contact with his granddaughter.

Fiji Invited Back Into The PACP


A historic decision has been made by the leaders at the Pacific African, Caribbean Pacific (PACP) meeting in Port Moresby, Papua New Guinea. The 13 leaders met separately with Prime Minister Josaia Bainimarama and have invited Fiji back into all talks in the PACP. Ministry of Industry and Trade permanent secretary Shaheen Ali held a press conference with local and foreign media to express the Fijian governments gratitude following this historic decision. Mr Ali confirms that all 14 countries of the PACP Group will now participate together in all meetings and activities relating to PACP. Todays decision allows the region to work closely together in the best economic interest of the Pacific Islands as far as the European Union is concerned. Following todays decision the government of Papua New Guinea has offered to host as the first secretariat of the PACP and decided that any standing chairperson for the Pacific Islands Forum can be allocated that period to chair the PACP meeting as well. The new Afghanistan Ambassador, Mr Nasir Ahmad Andisha, presented his credentials to His Excellency the President of Fiji, Ratu Epeli Nailatikau at Government House. Ambassador Andisha has worked for many international agencies and began his career at the International Committee of the Red Cross. He had a brief stint as a stringer for the New York Times. He taught at his hometown university in Kapisa and joined the Afghanistan Ministry of Foreign Affairs after his stint in the academia. Ambassador Andisha started representing his country abroad when he went to serve at the Energy Charter Secretariat in Belgium and then served in the Afghanistan Mission at the United Nations. Just before starting his diplomatic career, Ambassador Andisha served as the Director General of the Fifth Political Department. The Ambassador began his tertiary education at Osmania University in Hyderabad where he did his Bachelor of Arts majoring in Economics, Public Administration and Political Science. He continued his education at the University of Texas where he did his Masters in International Affairs, International Economics and Development. Ambassador Andisha is accredited to Australia as the resident Ambassador and will be serving Fiji in a roving capacity. A $0.4 million has been approved to finance renovation and upgrading works to 27 houses on Malolo island. The loan was lodged by the mataqali Ketenamasi of Yaro village on Malolo island under the Village Housing Scheme from Housing Authority. Housing Authority chief executive officer Alipate Naiorosui said the loan is to allow the Yaro community to renovate 27 houses located in the village alongside upgrading works to the church building. The houses were initially financed by Housing Authority in 1982 under the Village Housing Scheme and was fully paid off in 2005 reflecting the Mataqali's ability to meet their repayments. "The mataqali have met the lending requirements to finance the renovation work to the houses and repairs to the church. The renovation and repairs will begin next month", said Mr Naiorosui.

The mataqali had initially approached Housing Authority and subsequent meetings between representatives since have culminated in the approval of the loan that will see the community enjoy better living standards. The loan is being taken by the mataqali to ensure that the upgrading project improves the living conditions on the island and also to satisfy the standard requirements for insurance cover and the engineering certificate which validates the structural integrity and worthiness of the house for habitation. The loan which will be disbursed to the contractor in phases to ensure that the renovation and upgrading works are completed and the loan will be repaid over a 10 year period. Payments for the loan will be made twice a year facilitated by the i-Taukei Land Trust Board which will make installments to Housing Authority using lease money for the Mataqali. Conservation is not a one time effort or a one project endeavor but needs to become our way of life, says Minister for Youth and Sports Viliame Naupoto. Making these remarks at the World Fisheries Day celebrations at the Suva Foreshore, the Minister, who had previously held the post of permanent secretary for the Ministry of Fisheries and Forest, raised salient issues that will need to be addressed as Fiji moves towards sustainable management of its sea resources. Mr Naupoto said conservation was a selfless attitude because what we are to do today will be for the benefit of those that come after us. This years theme recognises the important role women and youth play in the daily life and by extension in conservation efforts. If conservation is to be effective, it has to be part of our way of life, Mr Naupoto said. Zero Tolerence Campaign Reach Out To Communities


The Ministry of Social Welfare, Women and Poverty Alleviation in spearheading the Zero Tolerance Violence Free Community (ZTVFC) Program with police and relevant stakeholders have reached out to communities on the need to take proactive role in elimination of violence. In the process they have also highlighted the need for community leaders to advocate against violence against women and children. Speaking at the commitment of Naivuvni as a Zero Tolerance Violence Free Community, Dr Luveni highlighted the importance role of the Community Gate Keepers in ensuring the safety of women and children. The Mata ni Tikina Raviravi, Mr Napolioni who was also present at the occasion applauded the governments effort to promote violence free community through the Zero Tolerance Violence Free Community Commitment. Sharing the similar views, the President of the Naivuvuni Womens Group said that this program will assist meet the needs of the community. The program will assist ensure that women and children are being protected. She further highlighted that the program is vital since it will benefit the community as a whole with its Socio Uneconomic Development and the upcoming training scheduled for the implementation of the program. The Ministry of Social Welfare, Women and Poverty Alleviation will further work with its stakeholders in committing and declaring communities for Zero Tolerance Violence Free Community for the year.

Fiji, Best Place For Pageant


Two Fijian contestants are part of what is billed a World Supermodel Pageant at the Pearl South Pacific Resort Fiji in Pacific Harbour this week. Twenty-five-year-old Suliana Taukei said she was excited to be part of this event. Personally for me beauty pageants is not only about showcasing physical appearance but an avenue for the expression of thoughts and hearing views of participants from other countries, Miss Taukei said. Sixteen-year-old teen contestant Angela Viti said she entered the pageant because she wanted the exposure and the experience and just getting to meet the different teens from overseas was just amazing. Chaperone and director of development for the pageant, Lady Carla Davis said the participants were all excited to be here as some of them had traveled over 24 hours and they have received a most wonderful warm reception here in Fiji. For many of them this is their first time in Fiji and we couldnt have picked a better place anywhere in the world; we are so happy to be here. The crowning ceremony will be on the night of November 25 with the girls undertaking full activities all week. They will get to explore the Fijian culture and go diving and snorkeling and do their photo shoots. Fiji was chosen for the pageant because we found that this was the best place to do the pageant, Lady Davis said. Lady Davis said this was great advertising and promotion for Fiji as all the participants had been emailing families and going on Facebook and everyone right now is buzzing with the word Fiji. Miss Russia, 24-year-old Margarita Nazarenko said she expected to enjoy herself and have an amazing experience. I love being on stage and meeting new people and of course it would be lovely to either win or come in the top two or three; that would be a bonus, Miss Nazarenko said. First-timer Miss India, Aasttha Asidana, 22, said she would make the very best of friends during the event and would have the time of her life. Meanwhile, Lady Davis has praised the Prime Minister Commodore Voreqe Bainimarama for the good job he was doing as there had been so much progress in infrastructure and development compared to when she was here last year. Gold Card Reward For Consistent Tax Payers

Fijis Prime Minister Voreqe Bainimarama rewarded 35 companies through a newly launched Gold Card Premium program and promised similar rewards for businesses and individuals with consistent tax and duty payment history. He made the presentation while opening the Fiji Revenue and Customs Authority (FRCA) Gold Card Premium Services in Suva. The principal selection criteria for membership, is compliance in the matters of taxation and customs and the frequent need for customer services in the course of normal business. The Gold Card Taxpayers will be accorded priority customer services at the Gold Card Service Centre, located at the FRCA building in Nasese, Suva. Benefits also include the full range of services, normally available at the different sections of FRCA which includes an entitlement of Personal Baggage Duty Free Allowance of up to $2000 at international arrivals, get priority services for passports and permits at the Department of Immigration, baggage collection and escort services by Airports Fiji Limited personnel, Express Lane

priority services for all Inspection and Clearance services, priority check-in at the Tabua Club Counter courtesy of Fiji Airways and express lane priority services for all Land Transport Authority services. Bainimarama said the companies that have been recognized are helping build the nation by stepping up to help pay for better infrastructures to keep Fijians safe and strive to ensure Fiji is poverty free. The Biscuit Company of Fiji Limited is looking to rake in $19million in foreign exchange earnings through the export of its products this year. After winning the 2012 Vodafone and Westpac Prime Minister's Exporter of the Year award, factory manager Dhirend Singh said the award would inspire his team to reach greater heights by the end of the year. "Last year we earned $15million in exports and we are aiming to reach $19million this year," he said. "At the moment we have export markets in most Pacific Island countries including New Zealand and Australia and also the United States and Canada. "The Papua New Guinea market will open next year and this is one area we will focus on," he said. Mr Singh said the hard work of the 400 employees, managers and directors

Fiji Offended By EU Statement The Fiji industry delegation to the Pacific scheme. The ministry has sent two
Islands Tuna Industry Association (PITIA) annual general meeting, which is now being held in Auckland, New Zealand, was offended at the media statement issued by the European Commissioner Maria Damanaki. The statement pointed at eight countries around the world that the Commission felt had not done enough to combat illegal, unreported and unregulated fishing (IUUF). PITIA fully supported Fijis concerns given the actions and the processes in place in Fiji. Fiji has a very strict compliance system in place, and are in the process of strengthening their control through the application of an Offshore Decree to control activities of flag state vessels on the high seas. The Ministry of Fisheries undertakes 100 per cent inspection on all vessels landing into Fiji, including foreign vessels and applies a VMS system to all its tuna vessels and an observer

submissions to the EU informing them of the steps being taken. To say that Fiji does not participate in enough dialogue is rather strange given its efforts to strengthen what is already a very strong monitoring, control and surveillance system. A recent independent review by EU consultants scored the Republic of Marshall Islands, Federated States of Micronesia and Papua New Guinea as low-risk IUUF countries, and Kiribati and Fiji as medium risk. Actions to improve compliance throughout the Western and Central Pacific Ocean are also being supported by the Forum Fisheries Agency. Strange then that other countries that demonstrate higher levels of risk have not been singled out for attention. PITIA continues to support the initiatives of its national governments through the FFA process to combat, deter and eliminate illegal fishing.

Wage Rises For Low Income Airport Workers


The Prime Minister, Voreqe Bainimarama, has announced substantial pay rises for nearly 250 lowincome workers at Airports Fiji Limited. Those who will benefit cover a broad range of categories and include baggage handlers, firemen, security officers, plumbers, painters, carpenters and drivers. Most earn less than $15,000 a year and many earn less than $10,000 a year. (225 of the 247 earn less than$15k and 97 earn less than $10,000.) They'll each get different pay rises depending on their personal circumstances, with baggage handlers receiving more than $2,000 a year and some technical officers getting $8,000 increases. The increases come after a review of the wages of airport workers by an independent consultant, the Hays Group. Speaking to a group of workers at AFL Head Office, the Prime Minister said some of them had not had pay reviews since 1999. The Prime Minister said there had been a growing gap at Airports Fiji Limited between the salaries of executive staff and ordinary workers. "This is a question of basic fairness. It does nothing for the morale in any organization when some people are seen to benefit more than others", the Prime Minister added. "My Government was determined to rectify that." The Acting Chairman of AFL, Faiz Khan, said the pay rises would cost the company $725,000 a year but it was money well spent. "We see this as an investment in our workforce that will raise morale and productivity and reduce staff turnover", he said

Group managing director, Tony Whitton, said the award was recognition, not only for the group, but of the entire tourism industry. Director, Tomo Zukoshi, said it was an honour to win two awards. He thanked the Fijian Government for recognising their hard work and the companys contribution to the export market. The company supplies chocolates from Fiji to Japan, Australia, Belgium and the United States. Mr Zukoshi said they have plans to export more products overseas and to include more varieties. The companys name may seem extraordinary to some people. To this, Mr Zukoshi said his companys name was a tribute to women in Fiji.

Fiji Tuna Boat Owners Say Local Fishers At Risk


The Fiji Tuna Boat Owners Association says the future of domestic tuna companies in the Pacific is at risk because of a rapid increase in the number of Chinese vessels. The number of registered Chinese vessels in Pacific waters has almost doubled over the last four years - from 199 in 2008 to 388 this year. The chief executive of Fiji Fish and Secretary of the association, Russell Dunham, says all tuna boat owners have noticed a rapid increase in Chinese vessels on the water in the past 18 months. He says it has reached a point where it is going to affect the amount of fish domestic boats catch. When vessel numbers increase to such an extent economics would dictate that if youre not catching enough fish to make money then eventually youll go elsewhere or tie up. When youre dealing with some of the fleets that are subsidised then obviously they can operate at lower operating costs and keep fishing. Russell Dunham says a solution to protect the fish population and locals is in the pipeline but he hopes it happens sooner rather than later.

ANZ Decreases Interest Rate


The Australia and New Zealand Bank Group Limited (ANZ) has offered an interest rate of 8.95 per cent per annum on car loans. The special car loan package comes with 100 per cent financing for brand new cars, waiving of loan approval fees with the purchase of ANZ Motor Insurance, and loan repayment terms of up to five years. ANZ Head of Retail Banking Fiji Graham Meecham said they were delighted to offer this special interest rate for car loans, which was currently the most competitive in the market. "With 100 per cent finance available to approved customers, you can get into your new car sooner without having to save a deposit. "There is no better time than now to invest in your own vehicle," Mr Meecham said in a statement. He said ANZ would also waive loan approval fees when pairing your purchase with ANZ Motor Insurance, which provided financial protection against physical damage of your vehicle. This special offer came into effect from November 19 to February 28 next year. ANZ had also offered reduced rates for one-year fixed home loan and residential investment property loan at 4.5 per cent per annum. ANZ has made it easier for existing customers and other banks' customers to make the move to ANZ by offering $1500 cash towards legal fees and waiving loan application fees on new lending of a minimum $50,000 when combined with ANZ House Insurance and an ANZ transaction account. "With the new rate applied to an owner occupied one-year fixed loan, customers can save approximately $521 in repayments per year on a 25year $100,000 home loan compared with the previous rate," Mr Meecham earlier said. He said this was a great way for customers to manage their household budgets better.

Ram Sami and Sons Limited continued its success story in local business after winning the 2012 Reserve Bank of Fiji Medium Exporter of the Year Award. Group accountant Upendra Gounder said the achievement spoke volumes of their contribution in growing the national economy. The 40-year-old YWCA building in the heart of Suva will soon undergo a $1.3million facelift anticipated to transform the vision of the property situated along the waterfront. It has been confirmed that the project financed by Westpac Banking Corporation will be managed by Pacific Risk Consulting Engineers. Local company SHAIRNIK Construction has been selected by Ray Paris, a leading provider of building and risk management, to complete and renovate the YWCA Building at Sukuna Park, formerly JJs on the Park and now trading as de Vos on the Park. Work, which will include complete cleaning and resurfacing of the external structure; a new roof; a new lift; and internal plumbing, electrical and fire safety improvements, is anticipated to be completed in 26 weeks. "It (building) needs to be upgraded, the crisis came with the leaking roof early this year and as good landlords, we really need to take good care of the

At the 11th hour of the 11th day of the 11th month, Fiji marks a memorable day. That is Remembrance Day on 11th November each year. Americans call it Veterans Day. Remembrance Day (also known as Poppy Day or Armistice Day) is a memorial day observed in Commonwealth countries since the end of World War I to remember the members of their armed forces who have died in the line of duty. Historically, arguments have raged since the wars on reasons why Indo-Fijians did not join the army in numbers. Since Fijis history fails to tell this, descendents of Girmitiyas (indentured labourers) need to be told the reasons why their forbears did not join Fiji army. Every now and then Fijian (read I-Taukei) leaders in all sizes and shapes have levelled accusation at Indo-Fijians for being disloyal to Fiji by not joining the army during the world wars. Among others, a Fijian nationalist academic who was behind the racist 1990 constitution, late Dr Asesela Ravuvu had accused IndoFijians of not being interested to fight for the maintenance of democratic rule in the world and were selfish while Fijians gave their lives for this cause. He accused Indo-Fijians of demanding more pay and special protection for their families and property. It was such non-cooperation, according to him, that partly contributed to difficulties in acquiring trust and acceptance of the Fijians as good neighbours and countrymen. Dr Brij Lal, an Indo-Fijian academic and one of the Commissioners behind the 1997 constitution wrote about the reasons and I take liberty to quote him to inform the world that deserved to know this a long time ago. It is agreed that while to some extent, governments refusal to grant IndoFijians the same conditions of service provided to European soldiers is one of the reasons for them not being in the military, there are others which need to be clarified to counteract accusations of Fijian nationalists who castigate a whole race for something they were not guilty of. The reasons why IndoFijians did not join in the World Wars in the Fiji army are the following,

Why Indo-Fijians Did Not Join Fiji Army During The Wars: What Girmitiya Descendants Need To Know
among others: Recruitment for Fijians was wellorganised and even supported by chiefs, including Ratu Sukuna in his military uniform. His support and efforts perhaps was because, he was a beneficiary of the things that came from Britain, hence the need to protect them. Furthermore, by recruiting greater number of Fijians, there was an intention to display Fijian loyalty to the British to win their support for the Fijian community, as pressures were being exerted by the IndoFijian community for more say in the government. Easier access to Fijian villagers to recruit, as they lived in stratified structure collectively and were more easily accessible than scattered IndoFijians. While Indo-Fijians said they would fight if Fiji was attacked, they refused to fight for the empire in the other parts of the world unless government acknowledged the principle of equality between European and non-European soldiers. What they said was that an Indo-Fijian life should be valued same as a European life. The government was reluctant to recruit Indo-Fijians because of objections from Fijians and Europeans, as they did not wish them to be equipped with this skill. There have been instances where Indo-Fijians were requesting their sons to be recruited, but were refused. One Indo-Fijian is reported to have gone to New Zealand to enlist in the Maori regiments because the Fiji army was not taking in Indo-Fijians. Europeans were fearful of Indo-Fijians because of Gandhis Quit- India campaign and Subhash Chandra Boses collaboration with the Japanese. There was reluctance by CSR (sugar millers) to grant leave for the farmers to fight the war, as they needed to meet their contractual arrangements on the cane farms. Indo-Fijians were not unemployed and free like most of the villagers who were not fully utilised and were available for military without any constraints elsewhere. Indo-Fijians had a difficult choice of selecting between enlisting for war and keeping their farms. Fijians on the other hand did not have the difficulty of such a choice, as they had no farming obligations. The government proclaimed that the most important contributions the IndoFijians could make were to increase the production of foodstuffs and maintenance of essential agricultural interests. This had been their contribution to the war, as soldiers do and cannot fight wars on a hungry stomach. Membership in the British Empire was no badge of honour for the Indo- Fijians. Local Europeans owed their power and prestige to British colonialism, and Fijian chiefs were grateful for the security and privilege they and their people enjoyed as a result of British policies. On the other hand, Indo-Fijians had been subjected to most inhuman racial humiliations and denigrations on a daily basis during indenture (girmit), and fighting a war for the British would have meant a fight for preservation of a system that was oppressive and humiliating. The conclusion by Dr Brij Lal in analysis of the above reasons is that the Indo-Fijians were neither seditious nor disloyal. It was the European propaganda and the exuberance war efforts of the Fijians that made them appear so. It was concluded that there was no evidence of any opposition to war by Indo-Fijians who had displayed full loyalty for the government with a fervent hope for the victory of the Allied Nations. It is obvious that a vacuum in the true historical facts have clouded this issue. The question that I pose here is would Fijis history have been different if the British had encouraged racial balance in the Fijian Military during the wars? What may be the history of Fiji if IndoFijians were encouraged and even forced to join the army during the two world wars? The answer perhaps lies in the next question and answer. Question: Why Papua New Guinea and India, despite being so divided on regional, provincial, language, cultural or ethnic lines have little chance of success of a racially-instituted military coup that Fiji saw? Answer: This is because their military do not have the type of racial, ethnic,

traditional or religious polarisation that Fiji military has. In those countries the diverse make up of the soldiers would thwart, discourage and even prevent uprising based on racial, religious or regional superiority. For argument sake, assume if Fiji military in 1987 had, say 30 to 50 percent Indo-Fijian soldiers distributed equally in all ranks, would Rabuka still have been able to topple the then Commander (now Fijis President) and institute a racially-based coup? The chances would have been slim, and may even have resulted in a mutiny as comradeship in the military transcends race and reason may have come out of such a treasonous suggestion. The bottom-line is, to remove coup culture in Fiji, for the military to venture on racial balancing of the Fiji Military forces and encourage IndoFijians to join the military service. There is no shortage of such people to join, the only problem is that, like in those colonial days, they are not taken in, and in turn are blamed for lacking patriotism. I hope Indo-Fijians will learn the reasons why they are not represented in the Fiji army, and rebut any uninformed people who accuse us of lack of patriotism towards Fiji.

At least 18 women and children were killed and more than a dozen people seriously hurt in a stampede when a makeshift rope bridge collapsed at a Hindu festival in eastern India, police said. The incident, in the city of Patna near the holy Ganges river, occurred late on Monday as thousands of devotees rushed to offer prayers to the setting sun as part of the Hindu ritual of Chhath. Officials said large crowds were also expected at sunrise on Tuesday, despite the deaths. Groups of stunned people, some sobbing and wailing, gathered in the night outside the Patna Medical College and Hospital where many of the victims were ferried. Ambulances with sirens wailing tried to navigate the choked streets, as whistle-blowing police struggled to impose order. At least one girl was carried off in a man's arms, apparently lifeless, and other children looked lost in the melee after the stampede. Patna police superintendent Jayant Kant said that a total of 18 people were confirmed dead - 10 women and eight children - but that the toll was likely to rise as several other devotees were reported missing at the site. The low-slung rope and bamboo bridge had been erected to ferry pilgrims over rough terrain en route to the Ganges, and gave way under the crush of the crowd, Mr Kant said. Most of the casualties were thought to have been caused by the stampede and not the collapse of the temporary bridge.

A Swedish woman has been charged with possession of human skulls and bones, which the prosecution claimed she used for sexual purposes. The 37-year-old woman kept at least six skulls, one spine and "a large number of other bones" in her Gothenburg apartment, according to the prosecution's charge sheet. It said she had used the human body parts "for various sexual activities". The evidence included two CDs entitled "My necrophilia" and "My first experience". Pictures from a morgue, also included in the evidence, were found in a secret compartment in the woman's home, along with a drill and body bags. However, police had found no proof that she had been involved in digging up graves, said news agency. The woman was arrested in September and was charged on Tuesday at Gothenburg's district court with "violating the peace of the dead", which in Sweden is a crime punishable by up to two years in jail.

I was sure there was at least $200,000 in the bag," the Straits Times quoted the 31-year veteran in the taxi business as saying. But when he brought the money to transport company ComfortDelGro's lost-and-found office, his stunned colleagues counted Sg$1.1 million in thousand-dollar bills. "The money is unimportant to me. It doesn't belong to me, so how can I use it?" he told the newspaper. The Thai couple reported the loss to the transport company and Sia was waiting for them when they arrived to claim the money. The report did not say what the couple was doing with that large sum. The driver received an undisclosed cash reward from the grateful couple, whose names have been withheld, and the company also plans to give him an award for good service. "Finding one million dollars in cash is not an everyday affair and in fact, we wonder how many people would have possibly been tempted" to pocket it, company spokeswoman Tammy Tan told the reporter. "We are immensely proud of him and are glad that the passengers recovered their money." It was the second most valuable item returned by a cabbie working for the company. The average Singaporean can live up to about 81 years old, which is 16 years longer than people in other tropical countries, the study said. It also found that infant mortality rates here have plunged from 61 deaths per 1,000 live births between 1950 and 1955, to just two deaths per 1,000 live births between 2005 and 2010. The study was conducted by 13 research institutions from 12 countries as part of a global initiative to define the challenges of people living in the tropics. The instutitions included the National University of Singapore and Nanyang Technological University.

"I'm satisfied that the accused has committed the crime of murder," Judge Robert Henney told the High Court on Monday, delivering the verdict against Xolile Mngeni. Dewani, a Swede of Indian origin, had been married for just two weeks when she was killed in November 2010, in what prosecutors said was a faked hijacking. Henney told the High Court that Mngeni, a suspected small-time drug dealer, had plotted with two co-accused to carry out the premeditated murder for 15,000 rand (now $1650). Henney convicted the 25-yearold of firing the shot that killed Dewani, robbery with aggravating circumstances and illegal possession of a firearm and ammunition. Dewani's husband Shrien Dewani is accused of orchestrating the hit, but has protested his innocence and is fighting extradition to South Africa. The judge did not rule on Shrien's alleged culpability, focusing on the role of Mngeni. Dewani was killed by a single gunshot while travelling in the back of the car with her British husband. "During this incident, the deceased was shot once through the neck by the accused as a result of which, she died," said Henney, who said the co-accused had planned the murder to appear a car hijacking. Two local men already jailed over the killing have fingered Shrien as their paymaster. Mngeni, who has undergone surgery for a brain tumour and needed a walking frame to move to and from the dock, appeared unmoved as the verdict was handed down. He had pleaded not guilty to killing the bride, but admitted that his palm print was on the car in which Dewani's lifeless body was found in a poor Cape Town township and had also pointed out key scenes to police. The judge dismissed Mngeni's version of the night's events as "riddled with improbabilities, inconsistencies and untruths" and his testimony as "dishonest". Bus Bombing Hampers Gaza Truce Efforts

A blast has ripped through a bus in Tel Aviv, injuring 17 people in what Israel said was a terrorist attack, and further vexing international efforts to end relentless violence in and around Gaza. "A bomb exploded on a bus in central Tel Aviv. This was a terrorist attack. Most of the injured suffered only minor injuries," Ofir Gendelman, a spokesman for Israeli prime minister Benjamin Netanyahu, said. The attack came as US secretary of state Hillary Clinton and UN chief Ban Ki-moon met leaders from both sides to try to secure a halt to the week-long conflict in which 147 Palestinians and five Israelis have died. Footage showed the bus with its windows blown out and its metal frame contorted from the force of the blast, in images reminiscent of scenes from the second Palestinian intifada. The last time Israel's commercial capital was hit by a serious bomb blast was in April 2006, when a Palestinian suicide bomber killed 11 people at a sandwich stand near the city's old central bus station. Gabriel Sassoon is an Australian who lives in Tel Aviv, and was just a couple of streets from where the blast happened. "It's pretty terrifying. Cell lines are pretty much down, it's a wonder I got a line, and everyone's trying to call to see if their family's OK," he said. "You might be able to hear I'm a little shaken up, my voice is a bit shaky. It's a bit terrifying to think that you might be next to a bomb that's going to explode in your city." Before leaving for Ms Egypt, Clinton returned to Jerusalem for more talks with Netanyahu in their second meeting since her arrival late on Tuesday. A woman dubbed the "Ice Killer" by the Austrian media has confessed in court to murdering two men and setting their sawn-up body parts in cement in the cellar of her ice cream parlour. At times breaking into tears, Goidsargi Estibaliz Carranza Zabala, who has joint Spanish-Mexican citizenship, told the hearing in Vienna how she shot and sliced up with a chain saw her exhusband in 2008 and then in 2010 her new partner. At first freezing the body parts in the apartment that also served as a store room for the ice cream parlour, she concealed them in chunks of concrete that she mixed up in the cellar of her "Schleckeria" shop in the Austrian capital. The grisly remains were discovered by chance during maintenance work in June 2011. After going on the run to Italy, Carranza was captured several days afterwards and later extradited. Carranza shot ex-husband Holger Holz - who she said was violent, lazy and a bully who refused to move out after their divorce - at close range with a .22-calibre Beretta pistol three times in the head as he worked on his computer. Hostess Brands, the maker of Twinkies Ding Dongs and other snacks, has received approval from a bankruptcy court judge to wind down its business and sell all of its assets. The ruling came Wednesday after Hostess failed in last-ditch negotiations to end a strike by its second-largest union. Hostess blamed the company's collapse on striking employees belonging to the Bakery, Confectionary, Tobacco Workers and Grain Millers International Union. "Hostess Brands is winding down the company after a nationwide strike initiated by the BCTGM that commenced on November 9 crippled its operations at a time when the company lacked the financial resources to survive a significant labor action," the food giant said in statement. The bakers union denies responsibility for sinking Hostess. It attributes the company's failure to management errors, claiming in a statement earlier this month that Hostess' "six management teams over the last eight years were unable to make it a profitable, successful business enterprise." After the court-ordered mediation talks ended unsuccessfully on Tuesday, the union called the company's closing a "tragic outcome." Hostess now has the green light to terminate the jobs of its 18,000 workers and sell off its brands. CEO Gregory Rayburn said the company will send out termination notices to its employees.. "Those employees now need to look for work," he said. Hostess said it intends to keep roughly 3,200 employees on the payroll to help with the first phase in the company's liquidation. It expects to eliminate 94 percent of its workforce over the next four months and to complete the winddown in a year.

Lingering ash from a volcanic eruption in New Zealand has disrupted flights across parts of the North Island, as scientists warn the mountain could blow again at any time. Mount Tongariro, in the centre of the North Island, erupted for the second time in four months on Wednesday after lying dormant for more than a century, spewing a column of ash three kilometres into the atmosphere. Air New Zealand said flights to Rotorua resumed early on Thursday but services to Taupo and Gisborne would be subject to cancellations and delays until the ash cloud cleared. Sukhbir Singh, 32, sneaked into the ladies toilets at a branch of the fast food giant in Birmingham city centre where he hid in the cubicles and watched the women in February this year. JPs were told he was caught after being disturbed by a customer who then alerted staff. Singh fled but CCTV operators tracked him from the restaurant and his image was passed to police officers. Police arrested Singh, from Handsworth, Birmingham, ten days later after he was recognised at junction 7 of the M6 motorway. He was also charged with another offence in the restaurant chain against another victim on February 3. On Friday, he was given an antisocial behaviour order banning him from women's changing rooms, toilets and all 1,200 McDonald's branches in England and Wales. Singh denied the charges but was found guilty of secretly 'observing another person doing a private act for sexual gratification' after a trial at Birmingham Magistrates Court on July 20. It is the first time a Peeping Tom has been banned from the fast food chain after committing a sexual offence on the premises. He was also given a six-month conditional discharge and handed a 12-month community order. Singh was also ordered to carry out 100 hours unpaid work and pay 50 compensation to each victim and a further 620 in court costs. A photograph and list of his offences will now be distributed to McDonalds branches and staff will receive training to recognise him should he breach the ASBO. The case was the second involving perverts in McDonalds branches this year. In April, Korean student Jihoon Choi was given a suspended prison sentence for filming police officers using urinals at a restaurant in Small Heath, Birmingham. The 36-year-old claimed he recorded them out of curiosity after being told a strong urine flow was a sign of strength and was needed to join the police. He was also found guilty of voyeurism after a trial at Birmingham Magistrates Court and received a 12-week sentence, suspended for 12 months.

Toddler Dies In Window Blind Cord Tragedy


Police are investigating an incident at a Discovery Ridge home that took the life of a two-year-old boy. Emergency crews responded to the call at approximately noon on Wednesday. According to reports, it's believed the toddler had been strangled by the cord of a window blind and was no longer breathing. Police shut down roads at intersections throughout the city as the ambulance raced the toddler to the Alberta Children's Hospital. Police remain on the scene at the home. According to EMS officials, the danger of blinds is well known. "Our thoughts are with the family," says EMS spokesman Ryan Collyer. "It's just a tragic incident anytime this happens to a child." "The biggest thing to remember is when you have children in the home, you need to make sure it's a safe environment and drapery cords can be a choking hazard and we need to make sure they're up and out of the way." Including Wednesday's strangling, there have been at least 29 blind cord strangulations in Canada since 1986. In 2009, the Canadian government tightened regulations to restrict dangerous looped cords on blinds but the rules don't apply to blinds made or installed before that. There have been numerous recalls of dangerous blinds and in 2010, officials in North America and Europe demanded blind manufacturers switch voluntarily to making only cordless blinds.

Impaired Driving Down, 104 Lives Saved Under Tough Law


Two years after B.C. introduced Canada's toughest provincial impaired driving law, an estimated 104 lives have been saved and impaired driving has dropped significantly. At an event Wednesday to mark the National Day of Remembrance for Road Crash Victims and Mothers Against Drunk Driving's 25th annual Project Red Ribbon, Justice Minister and Attorney General Shirley Bond announced preliminary road-crash fatality data for the two years ending Sept. 30, 2012, and the results of a recent driver impairment survey. Since the September 2010 launch of the immediate roadside prohibition (IRP) program, the number of alcoholrelated motor vehicle deaths has decreased to an average of 62 a year. This represents a 46 per cent decrease from the average of 114 in each of the previous five years. This success well exceeds government's goal, set in 2010 in honour of impaired driving victim Alexa Middelaer, to reduce alcoholimpaired driving fatalities by 35 per cent by the end of 2013. Government also released an independently conducted survey of drivers in Abbotsford, Kelowna, Prince George, Saanich and Vancouver. It took place in June 2010 and June 2012 as part of an evaluation of the impact of B.C.'s IRP legislation. The 2012 Roadside Alcohol and Drug Survey found 44 per cent fewer drivers had a blood-alcohol content (BAC) 0.05 per cent and over - and nearly 60 per cent fewer drivers were at or over the Criminal Code threshold of 0.08 per cent. The results also showed that levels of drinking and driving were the lowest recorded in the history of seven similar surveys conducted since 1995. By questioning voluntarily participating drivers, the 2012 survey revealed strong awareness of, support for and concern about facing B.C.'s IRP sanctions: More than 82 per cent of drivers said they were aware of the sanctions. 90 per cent felt the legislation would make roads safer. 30 per cent said the new law prompted a change in their behaviour. Asked to rate how inconvenient they thought certain immediate sanctions were, more than two-thirds of respondents saw B.C.'s lengthy driving prohibitions and vehicle impoundment for impaired driving as a "complete inconvenience." 53 per cent said they had been stopped in a police alcohol check in the last two years - and nearly half thought there was a good likelihood of being stopped if they drove after consuming too much alcohol.

It could take several days to clean up the emergency room at Surrey Memorial Hospital, after flooding forced an emergency evacuation. Restoration crews are on site, but it is not yet clear how long it will be before parts of the hospital can reopen. The incident began when construction crews damaged a water main with an excavator around 9 a.m. Monday. Water from the pipe burst through a wall in the hospital emergency room, flooding parts of the first floor with ankle-deep murky brown water. Officials say the water is dirty, but not contaminated. "The water feed has been shut down and assessed by our chief medical health officer. The water is not a public health hazard and does not require decontamination," said a statement issued by the Fraser Health Authority. Hospital officials have confirmed the ER has been evacuated and 25 patients

have been moved to other areas of the building. The diagnostics area on the first floor has also been closed, but the rest of the hospital remains open, according to officials. "Surrey Memorial Hospital remains open but the emergency department is closed at least as we assess the damage," said the statement. "Please avoid coming to Surrey Memorial Hospital unless necessary. Visitors that do arrive will be directed to the first floor physiotherapy area." Incoming emergency patients are being directed to a makeshift facility that has been set up at the nearby Jimmy Pattison Outpatient Care and Surgery Centre on 140 Street and Fraser Highway. The news comes as heavy rain continues to soak much of B.C., but it does not appear that the hospital flooding is related to the weather.

It is because of their quick work and the preparedness of our system that the health and safety of patients was maintained." "Fraser Health and the BC Ambulance Service have done an excellent job in responding to a difficult situation - co-ordinating with regional health authorities, local police, Surrey Fire Service and others to minimize impacts to patients and their families." "We understand that the closure of the emergency department can be difficult for local residents, and we thank everyone for their continued patience. Family members can still visit their loved ones, but Fraser Health is encouraging patients who do not require immediate care to go to other nearby emergency departments or walk-in clinics." "Our ministry will continue to support the efforts of Fraser Health to recover and get back to full operations as soon as possible."

Concerns As Business Owners Return To PST/GST


Provincial bulletins being issued to owners
The provincial government is now sending out information bulletins to help businesses transition back to the old tax system next year, but concerns linger. The Canadian Federation of Independent Business says thousands of businesses will be clamouring for information at the same time. Business owners will have a threemonth period to register for the Provincial Sales Tax before it returns on April 1st. It is replacing the Harmonized Sales Tax, which was rejected by voters in a referendum last year. "It's a tight timeline for sure, and what we're most concerned about is that the government has the staff available to answer the questions," says Laura Jones with CFIB. "Because we know that there are transitions to a new kind of tax, even when you have a transition to a different tax rate, those call centres are going to be very busy. "We get a lot of those calls into our office," she adds. "We certainly get ourselves prepared for that and we're hoping government will do the same. Sometimes there can be a lot of frustration if you're getting busy signals or the people on the other end of the line don't have the information you need." Jones adds business owners are going to be looking for information like, "what do I need to do to be in compliance with the PST?" She notes there are thousands of businesses out there that have never dealt with that tax system before because they began operating after the introduction of the HST. The 12 per cent HST was introduced July 1st, 2010 to replace the five per cent PST and the seven per cent federal Goods and Services Tax (GST). The provincial government said the HST would simplify paperwork for business and save money. Many voters were angered by the change because the government had previously stated it was not considering changes to the tax structure. A successful petition drive in early 2010, lead by former Premier Bill Vander Zalm, prompted a provincial referendum on the future of the HST. In August of 2011, nearly 55 per cent of voters decided to scrap the HST. The provincial government then announced a lengthy transition period with the old system returning in April of 2013. The provincial government says numerous resources are now available for businesses dealing with the upcoming transition. Services include: One-on-one consultations with a ministry tax specialist submit a request online. Calling a toll-free number with questions about the new PST (1 877 388-4440). Emailing questions to CTBTaxQuestions@gov.bc.ca. Over the coming weeks and months, businesses will be able to participate in online webinars and in-person seminars. A Vancouver Island hotel manager is in custody and will likely face charges after five people were injured in a stabbing at a hotel over the weekend, police say. Police were called to the Red Lion Inn in Saanich, B.C., shortly after 4 p.m. last Saturday. Officers arrived to a chaotic scene: police said Monday that two of the victims were stabbed in the restaurant on the hotel's lower level, between shifts when the restaurant was closed. An employee working in the kitchen

was stabbed next, followed by an employee who happened to enter the restaurant at that time, police said. After leaving the restaurant, police allege the suspect then went upstairs and stabbed the front-desk clerk, who was the first victim to be found. All five victims were released from hospital at some point overnight Saturday, Sgt. Dean Jantzen said. Zhi Wei "Wally" Meng, 52, was arrested. Police are recommending he be charged with five counts of aggravated assault. He was scheduled to appear in court police said. weight and height for each age and gender were established. The lines or curves on growth charts tell how many other children weigh a certain amount at a certain age. WHAT GROWTH CHARTS MEASURE Your child's health care provider will measure the following during each well-child visit: Weight (measured in ounces and pounds, or grams and kilograms) Height (measured while lying down in children under age 3, and while standing up in children over age 3) Head circumference -- a measurement of the head size taken by wrapping a measuring tape around the back of the head above the eyebrows Beginning at age 2, a child's body mass index (BMI) can be calculated. Height and weight are used to figure out the BMI. A BMI measurement can estimate a child's body fat. Each of your child's measurements is placed on the growth chart. These measurements are then compared with the standard (normal) range for children of the same gender and age. The same chart will be used as your child grows older. HOW TO UNDERSTAND A GROWTH CHART Many parents worry if they learn that their child's height, weight, or head size is smaller than those of most other children the same age. They worry about whether their child will do well in school, or be able to keep up in sports. Learning a few important facts can make it easier for parents to understand what different measurements mean: Mistakes in measurement can happen, for example if the baby squirms on the scale. One measurement may not represent the big picture. For example, a toddler may lose weight after a bout of diarrhea, but will likely regain the weight after the illness is gone. Just because your child is in the 15th percentile for weight (meaning 85 out of 100 children weigh more), this number rarely means your child is sick, you're not feeding your child enough, or your breast milk is not enough for your baby. Take-out fared better in one regard - the researchers found adolescents consumed twice as much soda when eating in the restaurant, as compared to when they ate the restaurant food at home. "We attribute that to the free refills," says Lisa Powell, professor of health policy and administration in the University of Illinois at Chicago School of Public Health, and lead author of the study. Children and adolescents also drank less milk on days when they ate at restaurants, she said. The new study showed that on days when adolescents ate fast food, they consumed an additional 309 calories, suggesting they don't reduce their non-restaurant food intake enough to compensate. Young children took in an additional 126 calories. Full-service dining caused increases of about 267 calories for teens and 160 calories for children. The concern, Powell said, is that kids are consuming fast food too frequently, and not in moderation. Limiting consumption from restaurants would help "improve diet outcomes among children and youth," she said. Better nutritional standards are needed "to improve the range of healthy food options available, in order to turn around the obesity trend."

Eating more fish can help reduce postpartum depression, said a latest study. Postpartum depression (PPD), also called postnatal depression, is moderate to severe depression that affects a woman after she has given birth. It may occur soon after delivery or up to a year later. Low levels of omega-3 may be behind postpartum depression, according to a review lead by Gabriel Shapiro of the University of Montreal and the Research Centre at the Sainte-Justine Mother and Child Hospital. Omega-3 fatty acids are found mostly in marine life; they are abundant especially in fish. Women are at the highest risk of depression during their childbearing years, and the birth of a child may trigger a depressive episode in vulnerable women. Postpartum depression is associated with diminished maternal health as well as developmental and health problems for her child. "The literature shows that there could be a link between pregnancy, omega-3 and the chemical reaction that enables serotonin, a mood regulator, to be released into our brains," Shapiro said. "Many women could bring their omega-3 intake to recommended levels." The findings were announced by the Canadian Journal of Psychiatry. Because omega-3 is transferred from the mother to her fetus and later to her breastfeeding infant, maternal omega-3 levels decrease during pregnancy, and remain lowered for at least six-weeks following the birth. Furthermore, in addition to the specific biological circumstances of pregnant women, it has been found in the US that most people do not consume sufficient amounts of omega-3. "These findings suggest that new screening strategies and prevention practices may be useful," Shapiro said, noting that the study was preliminary and the further research would be needed to clarify the link and identify the reasons for it.

People who have optimal heart health in their middle age may live up to 14 years longer, free of cardiovascular disease, than their peers who have two or more cardiovascular disease (CVD) risk factors. This is the conclusion of a new Northwestern Medicine study. "We found that many people develop cardiovascular disease as they live into old age, but those with optimal risk factor levels live disease-free longer," said John T. Wilkins, M.D., first author of the study. "We need to do everything we can to maintain optimal risk factors so that we reduce the chances of developing cardiovascular disease and increase the chances that we'll live longer and healthier," noted Wilkins, an assistant professor in medicine, cardiology and preventive medicine at Northwestern University Feinberg School of Medicine and a cardiologist at Northwestern Memorial Hospital. For the study, researchers pulled data from five different cohorts included in the Cardiovascular Lifetime Risk Pooling Project and looked at the participants' risk of all forms of fatal and nonfatal cardiovascular disease from ages 45, 55 and 65 through 95 years of age. All participants were free of CVD at entry into the study and data on the following risk factors was collected: blood pressure, total cholesterol, diabetes and smoking status. The primary outcome measure for the study was any CVD event (including fatal and nonfatal coronary heart disease, all forms of stroke, congestive heart failure, and other CVD deaths). The study found that individuals with optimal risk factor profiles lived up to 14 years longer free of total CVD than individuals with at least two risk factors. Men in middle age had lifetime risks of approximately 60 percent for developing cardiovascular disease. Women in middle age had lifetime risks of approximately 56 percent for developing cardiovascular disease. Lifetime risks for cardiovascular disease were strongly associated with risk factor burden in middle age.

A study led by researchers from the University of California, San Diego School of Medicine has found a correlation between vitamin D3 serum levels and subsequent incidence of Type 1 diabetes. The six-year study of blood levels of nearly 2,000 individuals suggests a preventive role for vitamin D3 in this disease. Can you afford to even make the minimum payments on your credit cards? If youre reading this article in search of a solution to actually survive on a low budget, youve come to the right place. By following the action steps below, in order, you will be able to accurately calculate how much money you actually have and if you can afford to continue to live your current lifestyle. Take these steps seriously and make a plan today to start on number 1. Every step is important and all of them add up to a life of financial intelligence. Youre going to need it. If youve ever tried to pay your own taxes, start a business, or even understand what your insurance bill actually says, its complicated. 2013 Honda Accord Sedan

There were low points in the past few years when we doubted Honda, but Big H might be on its way back. The new, ninth-generation Accord is a convincing reminder of the companys core values andconsidering all Honda has been through, including an earthquake that smashed its Tochigi R&D center and floods in Thailand that crimped productiona triumphant return to form. This latest Accord is 3.5 inches shorter bumper to bumper and 0.9 inch tighter at the wheelbase than its fleshy predecessor. Yet once again, Honda conducts a master class in packaging. Against its porcine predecessor, the 2013 cars cabin dimensions vary hardly at all. The Accord still feels like one of the biggest cars in the segment, with two roomy and extra-comfortable front buckets and a back bench you and two friends can stretch out on. Moreover, the capacious trunk is even larger, maximum volume having increased by over one cubic foot. The overhauled DOHC 2.4-liter four falls under the somewhat nonsensical Earth Dreams marketing slogan; more important, however, is that it represents Hondas first whack at gasoline direct injection for the North American market. Your only automatic alternative to the six-speed manual with this engine is a Honda-built continuously variable transmission (CVT) called the G-Design Shift (Hondas committee for cutesy names has been working overtime). The 2.4-liter is quieter at idle than some other direct-injection engines with their clattering high-pressure injectors, particularly Hyundais. And the Honda likes to rev, sounding healthy and full throated at its 6400rpm power peak. But its the CVTs tuning that makes the Accord feel fleet. The typical rubber-band delay has been minimized, and the throttle responds curtly when you ask for acceleration (although sometimes with some audible transmission whine at high revs). In mountain snakers as well as on city streets, the CVT works so efficiently that it all but disappears, and you never notice the lack of a manual control. Of course, wed prefer the optional six-speed stick, with its tightly spaced gates and short throwsbut, finally, a belt-and-pulley transmission we can live with! Somewhere between 15 and 20 percent of Accord buyers opt for a V-6, and for them, the 3.5-liter goes up slightly in horsepower to 278. But the news with this engine is its lighter weight due to items such as plastic cam covers and work on the Variable Cylinder Management system that increases the time the engine runs on three cylinders. In motion, the cylinder cutout is completely transparent, and the V-6 does what its supposed to: provide more sophisticated and effortless propulsion. Once again, only in theAccord coupe can you pair the V-6 with a six-speed

manuala six-speed conventional auto is the only box in six-cylindersedans. Out of corners, the car is a one-tire fire as the open differential sets the less-taxed wheel spinning madly. But its a very hot setup in eight-tenths driving, especially given that its front-wheel drive. Thats because theAccord drives as if it were constructed of oldfashionedHonda lightweightium. Its not the lightest car in its segment, but it feels it. The steering, the brakes, and the suspension work in harmonious balance to make theAccord seem agile and springy. Yes, instead of control arms, it now has struts in the nose, but so does a Porsche Cayman. TheAccord hustles through turns with fog-free steering and little complaint from the tires and never seems to be working very hard. You wanted a mid-size familysedan that feels as if it were made of recycled CRXs? Heres your car. Lessons from the distressed Civichave been learned, and theAccord feels nicely appointed, with softer materials and better sound insulation. The dash is done toHondas familiar template of large, maxi-print gauges and many, many small buttons. You can pile on navigation and the associated extra panel of controls, which will be familiar to current-gen owners, or save your money and make do with a deep drawer hidden behind a somewhat clumsy-looking plastic door. Our favorite option is a clever blind-spot camera thatHonda calls LaneWatch. Mounted at the bottom of the passenger mirror, the camera switches on whenever you activate the turn signal or push the manual control button at the end of the turn-signal stalk. Another techie option is LED headlamps,Hondas first and available on the top trim level. A regular hybrid model returns to the lineup, but not until next summer, some months after its plug-in variant arrives at dealerships. Weve already driven a prototype of the latter. With a flat roof and highly conservative rake to its glass, theAccord remains unapologetically a mid-size family car. You can complain about the designs lack of sizzle but not its practicality. The door openings are wide, the stepover sills are narrow, and the beltline is kept unfashionably low to create huge glass portals. If people dont see you because your vehicle is plain, at least you will see them. There are moreAccord models than ever. To chase younger buyers, theres a 2.4-liter Sport trim with larger, 18-inch rims; a dual-tip exhaust; a rear spoiler; fog lights; and paddle shifters on cars equipped with the CVT. At the top end is the new Touring, a V-6only model that is sort of aHonda Avalon with leather, adaptive cruise control, forward-collision warning, a thumpy stereo, and so on. Regardless of trim level, the newAccord proves thatHonda wants to be Honda again.

Lord Krishna Gave An Assurance/Promise In The Bhagavad Gita That:


in any immoral behavior, he/she will lose all his/her spiritual powers with 14 years. Three main characteristics of God are: Omnipresence, Omnipotence and Omniscience. Bhagavan Baba has displayed these characteristics and more to me personally hundreds of times. I have seen Vibhuthi (Holy Ash) manifesting from His framed picture at my own home in Fiji when I barely knew about Him. The photo I had bought in the public market and had it framed by a fundamentalist from another religion and the vibhuthi formed on the glass. At that time I did not have any contacts with any Sai Devotee or Sai Organization or even Sai Baba in India. How could any ordinary person respond to prayers directed to God more than 14,000 miles away by manifesting vibhuthi on His picture. Right there, He displayed two of the qualities of God: 1) Omnipresence and 2) Omnipotence. Remember, I had no physical contact with Him or His Organization or any of His Devotees and that I lived in an interior part of Fiji and He lived in an interior part of India. I have seen and experienced hundreds of His miracles including curing cancer, giving back eye sight, saving my mother from kidney failure, saving my father from a stroke, saving from heart attacks, saving from death (at least 4 times), etc. Bhagavan Baba had also given Darshan as the Divine Mothers and Lord Shiva to me. However, the greatest miracle of Bhagavan Baba to me is that He has slowly transformed me into a good and Spiritual human being. I used to be a science student and hence thought of myself as a great scientist and used to be very skeptical about our Religion and Culture. The transformation that Bhagavan Baba instilled in me was through His teachings, His own example of selfless service and love. When I first went to India to visit Him, one of the things I wanted to ask Him was about what Love was. I never got to verbally ask Baba the question but with Him you dont need to.
