WORKING PAPER FOR SENIOR MINISTER EDUCATION & LITERACY DEPARTMENT ON SECOND SINDH EDUCATION SECTOR PROJECT

Reform Support Unit is the support and coordianting body for the implementation of Sindh Education Reform Program and has successfully completed the first phase of Sindh Education Sector Project .To initiate the Second Phase under the title of SESP-II, the World Bank mission during the month of October 2012 visited Karachi to discuss with provincial Government the SESP-II and to advance preparations. Certain issues came under discussion by the World Bank while meeting different dignitaries and senior government officials and a status report was agreed to be provided to the World Bank to assess the progress towards the next stage of the program. Following are the main issues for which supported documents are annexed with this working paper for the honorable Senior Minister Education. 1. Performance-based honorarium plan for the Reform Support Unit Action:- World Bank has endorsed performance based incentive plan for government officers working in RSU. The plan has also been approved by the honorable Senior Minister. (Pro forma at Annex A). 2. Field visit facilitation plan for the Reform Support Unit Action:- To provide facility to staff of RSU for their field visits, a plan is designed and the file has been submitted to the Secretary Education for approval. (Note attached at Annex B).

3. Reform Support Unit staffing and organizational restructuring plan: Action:- For the second phase of Sindh Education Sector Project, the RSU has prepared a staffing plan and submitted to the Senior Minister Education for approval. (Staffing Plan at Annex C).

4. Education Management Cadre During the formulation mission, the World Bank advised the government to develop a concept note to introduce Education Management Cadre to improve the education governance in Sindh. The Bank further adviced that concept note should also focus on following areas: (1) revisions to the service rules; (2) right balance between management staff and teaching and non-teaching staff; (3) specialized staff/sub-cadre with new recruitment rules for specific skills such as planning & management, procurement/finance, internal audit; (4) performance management of education managers based on transparent, objective, and merit based criteria and rigorous mechanisms, and (5) recruitment and promotion for the education management cadre based on transparent, objective, and merit-based criteria and rigorous mechanisms, including any revisions to the ratios for filling manager posts via recruitment versus promotion. Action:- A concept note has been developed and submitted for review and approval (Annex D -copy of the concept note) 5. Procurement/Financial Management/Environment Management (Procurement) Action:- Hiring of onepl confirm Nazir Shaikh.. and pl confirm Nazir Shaikh .. is going on and will be completed by 30th November,2012. (Financial management) Action:- Hiring of one Internal Auditor and one Financial Assistant (skilled IT professional) is underway. The exercise will be completed by 30th November, 2012. (Environmental management) Action:- World Bank proposed an Environmental coordinator to implement ESMF. The offer letter has been given. ( Offer/contract agreements Attached at Annex E). 6. Annual School Census: Action:- under process. 7. Environmental management: An Environment Management Firm will be hired to develop appropriate basic school design keeping the needs of environment like sitting, structural quality and safety and

facilities besides environmental quality, emergency issues, hygiene, sanitation and safe drinking water in the schools. Environmental management: Environmental and Social Management Framework for SESP-II, preparation is in progress and under review by the World Bank. Action:- The World Bank will share the draft by 26th November, 2012. School Specific budgets: Action:- The Contract has been awarded to M/s Delloitte.. (Contract Agreement attached at Annex G).

9. Promoting Private Schools in Rural Sindh under the Sindh Education Foundation: To better manage the different interventions, the World Bank has advised Sindh Education Foundation to enhance the IT infrastructure and data management. For the same, an IT service providing firm will be hired to design MIS and complete web-based complaint management system. Action:- The Procurement process will be completed by 31st December, 2012. Terms of References (TORs) are attached at Annex H). 10. Procurement plan: A consolidated Procurement Plan by RSU and SEF for all goods, work, non-consulting and consulting services for SESP-II financed via Eligible Expenditure Program or Technical Assistance under proposed project has been compiled.

Action:- The plan will be submitted by 30th November, 2012. (Attached at Annex I). 11. SERP II Steering Committee: A Steering Committee for SERP-II will be appointed which will be chaired by the Additional Chief Secretary and representatives of other departments/entities to take related decisions. Action:- For preparation and approval of notification the file is submitted to the Senior Ministers Office for onward transmission to Chief Secretarys office. (Copy of note is attached at Annex J).
