JONATHAN W. COTHRAN, MPH

OVERVIEW
Jonathan is a former United States Marine who is capable of leveraging the knowledge, training, and experience gained from his time in public health as well as his active duty military service in chemical, biological, radiological, nuclear (CBRN) defense and reconnaissance, to ensure exemplary analytical and advisory support is provided to government clients and team members alike. This hybrid background has refined his ability to develop and execute a wide variety of initiatives including military-civilian coordination activities; emergency and consequence management; biological threat, agent monitoring, and response; biosurveillance and community outbreak mitigation efforts; functional decomposition and analysis; international nuclear and conventional weapons treaty/agreement compliance and implementation support; and is now being leveraged to help develop the next generation of autonomous robotic systems for use in sensitive-site exploitation and assessment as well as biosafety laboratory operations.

EXPERTISE

EXPERIENCE

TECHNICAL ANALYST SCIENCE & ENGINEERING 4, ANALYTIC SERVICES INC. December 2011 - Present Currently supporting the Defense Threat Reduction Agency, J-9 Research and Development, Chemical Biological Directorate, Diagnostics and Disease Surveillance Division. Provide direct support to the Division Chief, Dr. Eric Van Gieson, and overseeing the execution of the human capabilities projection effort as lead A&AS contractor. The human capabilities projection effort, funded as the Robotics Focused Innovative Technology

(also referred to as the Robotics FIT), will be developing the next-generation of autonomous robotic systems designed to perform sensitive site exploitation operations in hazardous environments and biosafety laboratory operations, thereby removing the need for personnel to enter these hazardous environments. SENIOR CBRN ANALYST, THE TAURI GROUP, LLC June 2007 December 2011 Began employment with the Tauri Group as the Non-Materiel Solutions team, Military-Civilian Coordination Lead in support of the Joint Program Executive Office for Chemical and Biological Defense, Joint Project Manager Guardian, Installation Protection Program. Duties focused on providing advisory support to program leadership for emergency management and enhancing military-civilian operational response and exercise plans, actively engaging civilian agencies (local, State, and Federal), and facilitating the integration of installation personnel and resources for all-hazards emergency response and CBRN-specific incident response and mitigation measures. Notable achievements include: created and implemented the Biomonitoring Bridge Initiative (between DoD installations and DHS BioWatch jurisdiction personnel); implementation of the Military-Civilian Coordination Advisory Group (exchange of lessons learned, best practices, etc. with installation personnel, civilian counterparts, and representatives from local, State, Federal, and DoD agencies); published accounts of these activities and other accomplishments in the Chem-Bio Defense Quarterly. Chem Bio Defense Quarterly Publications: - Volume 6, Issue 4, 2009: "Think outside the gate: Military civilian coordination activities and CBRN installation protection in a time of all-hazards preparedness - Volume 5, Issue 4, 2008: Fostering coordination and collaboration Website location for articles: http://www.jpeocbd.osd.mil/packs/Magazine.aspx Other activities supported during employment with Tauri include an OSD(HA) biodefense study as well as New START and ACES implementation, development, and testing efforts in support of DTRA RD & OS. PRINCIPAL RESEARCH SCIENTIST (EMERGENCY MANAGEMENT), BATTELLE MEMORIAL INSTITUTE May 2006 December 2011 Provided contingency support, expertise, and pandemic influenza policy/planning guidance as well as installation CBRN defense recommendations for Commander, Naval Installations Command. Government client support was provided on-site at the Bureau of Medicine and Surgery, Navy Office of Contingency Support. Services focused on providing guidance and assisting with disease mitigation strategies and emergency management program execution, including medical treatment facility assessments and personnel readiness, exercise evaluation and training, etc. CBRN DEFENSE SPECIALIST, UNITED STATES MARINE CORPS May 2002 May 2006 As a CBRN Defense Specialist with the United States Marine Corps, served as a Curriculum Developer and Instructor for the USMC CBRN Defense Schoolhouse at Fort Leonard Wood, MO; NCO of the Marine Corps' New Equipment Training Team, charged with testing and evaluation of

the Joint Service Light Nuclear Biological Chemical Reconnaissance System; and also as a CBRN Recon Marine while attached to the Third Marine Division, Combat Assault Battalion. Live agent training received at the Chemical Defense Training Facility (Fort Leonard Wood, MO), led regular CS agent confidence exercises with personnel of varying military occupational specialties and civilians.
