NEW DELHI: The government Friday won the vote in the Rajya Sabha on foreign direct investment (FDI) in retail, two days after it sailed through the Lok Sabha, finally getting endorsement from parliament for a policy seen as a major step forward in its reforms process. Parliamentary Affairs Minister Kamal Nath said reforms were on track after the UPA won the voting on FDI in retail. Refuting BJP's charge that UPA used the CBI to get Mayawati's support, Kamal Nath said, "Mayawati voted with BJP on nuclear deal earlier, then BJP did not raise the CBI issue. Now when they vote against BJP, BJP accuses of misuse of CBI. Getting support once again from the unlikely combination of Mulayam Singh Yadav's Samajwadi Party (SP) and Mayawati's Bahujan Samaj Party (BSP), the government won the day in the Rajya Sabha by 14 votes. In the house, the oppositionbacked motion got 109 votes and the government 123 votes. One member, cricketer Sachin Tendulkar, was away playing a match against England in Kolkata. Minutes before the voting process began, the SP walked out of the house with its nine MPs, bailing out the ruling United Progressive Alliance (UPA) -- as it had Wednesday when the Lok Sabha voted on the issue. Confusion gripped the government after the FDI in retail debate in the Rajya Sabha over the exact number of votes cast in favour and against the Congress-led United Progressive Alliance (UPA) prompting a reccount. "Yes, we are going for the re-calculation," Minister of State for Parliamentary Affairs Rajeev Shukla said. Soon after it was announced that the government had defeated the opposition-sponsored motion against foreign investment in multibrand retail, it was discovered that due to "some technical glitches", the total strength of the house had gone up to 248 instead of the present strength of 244. India, Ukraine to ink various agreements


NEW DELHI: Accompanied by senior ministers, officials and a large business delegation, Yanukovych comes to India on a four-day visit Sunday. Prime Minister Manmohan Singh will hold wide-ranging talks with Yanukovych Monday. The talks will explore a wide spectrum of areas, including intensification of trade and investment, nuclear safety and visa issues. The Ukrainian leader will also be visiting Agra and Bangalore during his state visit, the external affairs ministry said in a statement. Cases initiated & arrests made of spurious drug dealers: Health Min Azad
NEW DELHI: Union Minister of Health and Family Welfare Ghulam Nabi Azad Friday said that 83 prosecution cases were initiated and 39 people arrested till July this year for dealing in spurious drugs. Replying to supplementaries in the Lok Sabha, he said, out of 49 thousand drug samples tested by the Central Drugs Standard Organisation last year, only 0.19 per cent were found to be spurious. Mr. Azad said, the government has asked for a detailed proposal on a request by Interpol Secretary General to develop a data base of pharmaceutical companies. Adding that India is the third largest drug manufacturing country in the world, Mr. Azad said, the government has taken several steps and introduced various schemes to control spurious drugs including strengthening of drug test laboratories and promoting good manufacturing practices.

Ajit Pawar back again; takes over as Maha Deputy CM


MUMBAI: Nationalist Congress Party (NCP) leader Ajit Pawar was Friday re- inducted as Maharashtra deputy chief minister, just 10 weeks after he quit over alleged links to a corruption scandal. Pawar was sworn in at the Raj Bhavan Friday morning. Pawar had resigned from the council of ministers on September 25th following allegations that he was involved in a multi-crore irrigation scam. Pawar had quit the cabinet Sep 25 after his name figured in an allegations of irregularities worth Rs.20,000 crore in irrigation projects during the time he was water resources minister from 1999-2009. However, he got a clean chit after the state government's much awaited white paper on the irrigation department Nov 30. Voicing their protest against Pawar being made deputy chief minister again, the opposition Shiv Sena-Bharatiya Janata Party said he should face a special investigation team (SIT) probe and rejoin only if he was cleared by that. According to Eknath Khadse, leader of opposition in the assembly, CM Prithviraj Chavan, from the Congress, was under pressure from the NCP and that was the reason he was re-inducted. "If Pawar has guts, he should be ready for an SIT probe. If proved innocent, he can rejoin the cabinet with respect," Khadse said. Terming the exercise "an eyewash" and a "high voltage drama", Shiv Sena spokesperson Sanjay Raut said the government was fooling the people and it was still not clear if Pawar was innocent.

Calls on Mobile phone to be free in next 10 yrs: Sibal


NEW DELHI: Communications and IT Minister Kapil Sibal told the Lok Sabha that calls on mobile phones will be made free in the next ten years. Replying to supplementaries during question hour, he said communication is a fundamental right and it should not be charged. He said that telecom companies are working on a plan to earn revenue from data instead of calls. The Minister admitted that the services of BSNL are not upto the mark in the North-East, Uttarakhand and some other places. But he assured the members that after completion of core networking, the situation will improve. Mr. Sibal told the House that for the first time the number of cell phone users in the country has declined. About fifty crore people in the country still do not have mobile phones. He hoped that by linking landline telephones with broadband, the number of its subscribers will go up.

Rajagopalan Tuesday said that govt. has proposed to open 3 thousand Jan Aushadhi Generic Drug outlets in coming years across the country in the 12th five year plan. Addressing the India Pharma Summit-2012 in New Delhi, he said there is a need to provide affordable and quality generic medicines to the people of the country especially to the weaker section of the society. Mr Rajgopalan said, access of affordable medicines is on high priority of the Centre as it is critical to the provision of equitable, affordable and quality healthcare. Underlining the importance of more innovations and research in the field of pharma, he urged all concerned stakeholders to come up with innovative methods for increasing access of medicines in far-flung areas. Speaking on the occasion, WHO representative to India, Nata Menabde urged India to develop more generic medicines.

Former PM IK Gujral cremated with full state honours


NEW DELHI: Inder Kumar Gujral, who was India's prime minister for 11 months in 1997-98, was on Saturday cremated here with full state honours. Gujral died Friday just four days before his 93rd birthday. Known as a gentleman politician, Gujral died at 3.27 pm at a Gurgaon hospital of lung infection. Amid prayers and a 21-gun salute, his body was consigned to flames at Smriti Sthal on the banks of Yamuna where President Pranab Mukherjee, Prime Minister Manmohan Singh, Vice President Hamid Ansari and UPA chairperson Sonia Gandhi were also present. The last rites were performed by his two sons, including Akali Dal MP Naresh Gujral, and his grandson at Smriti Sthal, located between Jawaharlal Nehru's memorial 'Shanti Van' and Lal Bahadur Shastri's 'Vijay Ghat'. Defence Minister AK Antony, Home Minister Sushilkumar Shinde, Commerce Minister Anand Sharma, Law Minister Ashwani Kumar, Farooq Abdullah, Jaipal Reddy, BJP leaders LK Advani and Arun Jaitley, Punjab Chief Minister Prakash Singh Badal, Haryana Chief Minister Bhupinder Singh Hooda, INLD chief Om Prakash Chautala, LJP's Ramvilas Paswan, JD-S' Danish Ali, Amar Singh and some senior bureaucrats attended the cremation. Diplomats from various countries were also present. The President, Vice President, Prime Minister, Gandhi, Antony, Shinde, Badal, Advani, Jitendra Singh (Mos) and others laid wreaths on the body. The body, draped in tricolour, was brought to Smriti Sthal from his 5, Janpath residence in a flower bedecked gun-carriage accompanied by military personnel and close family. Officers from the three armed forces carried on their shoulders the mortal remains of Gujral to the cremation ground as he was accorded a state funeral. Gujral (92), who led a rickety coalition in late 1990s and was known for 'Gujral Doctrine' of five principles for maintaining good neighbourly relations, breathed his last at a private hospital in nearby Gurgaon last afternoon. The govt. has declared seven days of state mourning. His body was being kept at his residence, 5, Janpath for last tributes.

Assam Assembly winter session from Dec 10
GUWAHATI: The winter session of the Assam Legislative Assembly will begin from Dec 10. The five-day session will continue upto Dec 14, an official release said Saturday. On the first day of the session, the list of supplementary demands and appropriation for 2012-2013 will be presented before the Assembly. The voting on supplementary demands for grants for 2012-2013 would be taken up on Dec 23. Besides, on Dec 12, the introduction, consideration and passage of the Assam Appropriation (Number IV) Bill 2012 is slated. The winter session of the assembly is expected to be stormy as the Tarun Gogoi led govt. would come under the scanner of the opposition, on account of the recent ethnic violence in BTAD region, sources in various parties said. Besides, panchayat polls in the state are slated for Jan-Feb and opposition parties are expected to corner the govt. regarding inflation and corruption allegations.

Cauvery row: Crucial meet in Delhi, protests in Karnataka


BANGALORE/NEW DELHI: Protests erupted in Karnataka Friday following the release of Cauvery river water to Tamil Nadu late Thursday and a crucial meeting was on in New Delhi to decide the quantum of water needed by the two states for the remaining part of this month. Karnataka released the water to avoid contempt of court as the Supreme Court had directed the state Wednesday to give Tamil Nadu daily 10,000 cusecs of Cauvery water till Sunday. On the court's direction, the Cauvery Monitoring Committee (CMC) met in the national capital to work out the water needs of the two states in view of vast divergence in their claims. The apex court had also directed the CMC, comprising union water resources secretary and chief secretaries of Karnataka, Tamil Nadu, Kerala and Puducherry, to submit a report to it Monday on its decision. Hence, the CMC decision is crucial for both the states. Karnataka CM Jagadish Shettar, who flew to New Delhi Friday morning to plead the state's case with the central government, met union Water Resources Minister Harish Rawat and briefed him on the difficulty the state would face if more water is released to Tamil Nadu. "We explained to the minister the serious drought situation, lack of water in our reservoirs and our requirement," Shettar told reporters after the meeting. The water issue release disrupted Karnataka assembly proceedings as the opposition Congress and Janata Dal-Secular members staged a 'dharna' (protest) against release of water by the Bharatiya Janata Party government. The protest forced Speaker K.G. Bopaiah to briefly adjourn the house. However, with the two parties resuming 'dharna' after the house re-assembled, Bopaiah adjourned it for the day. The two parties have been demanding that the state should not release water and the government should be ready to face contempt of court to protect the interests of farmers in the Cauvery belt area of the state. The Cauvery belt in the state witnessed protests by farmers and Kannada activists for the second day Friday. Farmers' organizations have called for a shut-down of Mandya, about 80 km from Bangalore and a hotbed of agitation, if Cauvery water is to be released to Tamil Nadu while Karnataka faces drought.

SC issues guidelines to curb eve teasing


NEW DELHI: The Supreme has termed the consequences of eve-teasing as disastrous and issued a number of guidelines to curb the menace. A bench of justices K S Radhakrishnan and Dipak Misra said all the state governments and Union territories are directed to depute plain-clothes female police officers in the precincts of bus stands, railway stations, metro stations, cinema theatres, shopping malls, parks, beaches, public service vehicles, places of worship etc. so as to monitor and supervise incidents of eve-teasing. The court said the guidelines were necessary as there is no uniform law to deal with the menace. The apex court laid down the guidelines in the judgement by which it set aside a verdict of the Madras High Court.

NEW DELHI: AAP leader Arvind Kejriwal and scores of people were detained from outside Chief Minister Sheila Dikshit's residence Friday during their protest against demolition of buildings in a south Delhi locality. Over 100 people had gathered outside Dikshit's 3-Motilal Nehru Marg residence at 7 AM while Kejriwal joined them an hour later to protest demolition of their houses in Shaheenbagh near Okhla and demanded an audience with her. The protesters continued their demonstration outside the Chief Minister's residence but police detained them around 12:30 PM as they refused to leave the place. They are yet to be sentenced. Prime accused Amar Jyoti Kalita is among those held guilty. But the court acquitted local television journalist Gaurav Jyoti Neog, who filmed the molestation and was arrested on charges of having planned the mob attack on the 20-year-old girl. Three others - Hafizuddin, Diganta Basumatary and Jitumoni Deka - were let off because of lack of evidence. One of the accused in the case is a minor and his case is being heard in the juvenile justice court.

ID proof must for sleeper-class passengers


NEW DELHI: It will be mandatory for sleeper-class train passengers to carry identity proof from Saturday. The Railways has taken the steps to prevent misuse of tickets by touts and facilitate hassle-free travel by bonafide people. From Dec 1, passengers failing to produce original identity proof in sleeper class, as and when asked for, will be treated as "without ticket" and charged accordingly, said a senior Railway Ministry official. The rule will apply for all forms of ticket, including those for sleeper class, issued by Railways through computerised passenger reservation system (PRS) or Internet. The decision to introduce photo I-cards for sleeper class passengers is likely to deter touts from booking tickets under fictitious names and selling them to passengers at a premium, the official said. In February, Railways had made it mandatory for AC-class passengers to carry identity proof with them. Passengers travelling on a Tatkal or an eticket are also required to carry I-cards while undertaking train journey. Passengers can carry any of these ten ID proofs while undertaking train journey -- voter ID card, passport, PAN card, driving licence, photo identity card having serial number issued by central/state government, student identity card with photograph issued by recognised school/college, Aadhar card, nationalised bank passbook with photograph and credit cards issued by banks with laminated photograph.

Govt eases tourist visa restrictions ahead of peak season


NEW DELHI: The govt. has eased restrictions on tourist visas which had mandated a two-month gap between consecutive visits by foreign nationals. However, it will not apply to nationals of Afghanistan, China, Iran, Pakistan, Iraq, Sudan, Bangladesh, foreigners of Pakistani and Bangladeshi origin and stateless persons and they will continue to come under the 60-day gap rule. The decision is expected to breathe fresh life into the tourism industry and comes just ahead of the peak tourist season. The restriction was imposed in 2009 after the Mumbai terror attack when it was found that Lashkar-e-Taiba terrorist David Headley had "grossly misused" his multipleentry visa with which he made nine trips to India and prepared footage of 26/11 targets for the Pakistan-based terror group. The Home Ministry, however, made it clear that any applicant for an Indian visa who has any sort of Pakistan lineage, even if it is two generations back, must be referred to Delhi by the Indian missions for prior clearance. In its November 23 order, the Home Ministry said, "The provision relating to the two-month gap between two visits of a foreign national to India on a tourist visa has been reviewed by the govt. It has now been decided to lift the restriction of two-month gap on re-entry of foreign nationals coming to India". The move to review the visa restriction was initiated by the PM's Office (PMO) in January 2012 after concerns were raised by the Tourism Ministry that the negative perception following the move had affected flow of tourists. The PMO had asked the ministries of Home and External Affairs to review the restrictions, including the possibility of bringing in more countries under the visa-on-arrival scheme and improving conditions at major airports.

Bihar village bans women from using mobiles


PATNA: A village panchayat in Bihar has prohibited women from using mobile phones and imposed heavy fines on them if they violated the diktat, an official said Monday. The self-styled social reformers of Sunderbadi village panchayat in Kochadham block of Kishanganj district Sunday issued the orders banning women from using mobiles, a district official said. "The villagers have issued an order to impose a fine of Rs 10,000 if a girl is found using a mobile phone, while a married woman will have to pay a fine of Rs 2,000 if found talking on a mobile outside her house," the official said. "The decision was taken in a meeting attended by panchayat members and village elders," Mohammad Manzoor Alam, who presided over the meeting, told a news agency by telephone Monday. Alam said the villagers, mostly elders, favoured imposing the ban.

CAIRO: More than 30 hours after violence erupted between supporters of Islamist President Mohamed Mursi and those opposing him, the Egyptian president Friday addressed the nation in a live televised speech. Mursi vowed to push on with a December 15 referendum on the controversial new constitution, saying "afterwards, there should be no obstacle and everyone must follow its will". If the referendum says a yes or no, he promised to cancel the recent controversial constitutional declaration and to events, adding, more details would be revealed in the coming days by the prosecution. In his speech, Mursi said more than 80 people had been arrested. Mursi offered to hold dialogue with the opposition and to meet their representatives on Saturday in his offices. As soon as the speech ended Egyptian social media was abuzz with calls for taking to the streets tomorrow once again in objection to the current situation. UN chief warns Syria's Assad on chemical weapons


DOHA: U.N. Secretary-General Ban Kimoon on Wednesday urged Syria's regime against using its stockpile of chemical weapons, warning of "huge consequences" if Bashar Assad resorts to such weapons of mass destruction. Ban also suggested that he would not favor an asylum deal for the Syrian leader as a way to end the country's civil war and cautioned that the United Nations doesn't allow anyone "impunity." "I again urge in the strongest possible terms that they must not consider using this kind of deadly weapons of mass destruction," Ban told media , speaking on the sidelines of a climate conference in Qatar. "I have warned that if in any case this should be used, then there will be huge consequences. And they should be accountable," he said of the Syrian regime. Damascus has said it would not use such weapons on his own people even if it had them. Syria is party to the 1925 Geneva Protocol banning chemical weapons in war. In Qatar, the U.N. chief was asked about the potential for an asylum deal that would remove Assad from power. The Syrian president vowed in an interview with Russia Today last month that he would never be forced into exile and that he would "live and die in Syria." Clashes between rebels and regime troops have intensified in the suburbs ringing the city in recent weeks. The area has been a stronghold of predominantly Sunni Muslim rebels, who are fighting to topple Assad's regime, dominated by Alawites, an offshoot Shiite group. The increased pressure of the opposition fighters on the capital has raised worries that Assad or his forces will resort to desperate measures, perhaps striking neighbors Turkey or Israel, or using chemical weapons. Syria's uprising began with peaceful protests in March 2011 and later escalated into a civil war that the opposition says has killed more than 40,000 people. So far, both sides have refused international calls for a negotiated solution.

Sri Lanka top judge in marathon hearing


COLOMBO: Sri Lanka's first woman Chief Justice Shirani Bandaranayake, facing impeachment, was Tuesday grilled for over six hours by a parliamentary panel probing alleged improper conduct by her. Bandaranayake appeared for a second time before the parliamentary select committee to answer impeachment charges against her, parliament officials said. "She will be coming next on Thursday", deputy speaker Chandima Weerakkody said. However the PSC would examine her written submissions tomorrow without her presence, officials added. The 54-year-old Bandaranayake is being probed on 14 charges of improper conduct in the impeachment motion moved by the government MPs. Bandaranayake was accorded religious blessings as she stepped out of the court. Few meters away was a group of government supporters who demonstrated against the chief justice. "Madam aren't you ashamed" and "Let's preserve the supremacy of parliament" were some of the placards held by government supporters. The motion was the culmination of a month-long spat involving the executive and judicial wings of the state. The opposition dubs the government move as a political witch hunt in order to undermine the independence of the judiciary. The judiciary cited political interference violating its independence as the reason for friction.

China's Xi Jinping calls for powerful missile force


BEIJING: The Chinese military has been ordered to build a powerful and technological missile force by Xi Jinping, the newly elected chairman of the Central Military Commission of the Communist Party of China (CPC). Xi, also newly elected general secretary of the CPC Central Committee, made the comments Wednesday while meeting delegates at the 8th Party congress of the People's Liberation Army (PLA)'s Second Artillery Force, reports said. The artillery force is the core strength of China's strategic deterrence, the strategic support for the country's status as a major power, and an important cornerstone safeguarding national security, Xi said. The party and military leader stressed the absolute CPC leadership over the military, and called for promoting the PLA's glory, fine traditions and working styles, in order to ensure the army's "absolute loyalty, purity and reliability". The authority of the CPC Central Committee and the Central Military Commission should be consciously safeguarded, and the military should "keep pace with" the leadership in ideology, politics and actions, Xi said.

Pakistan will take action if India provides evidence against Saeed: Khar
ISLAMABAD: Pakistan will take action against LeT founder Hafiz Saeed - the mastermind of the Mumbai attacks - if India provides evidence against him that stands in court, Foreign Minister Hina Rabbani Khar said on Saturday. "Hafiz Saeed was in custody and the evidence against him could not hold in a court of law. We have said even now that we will be happy to look at any evidence against him that holds in a court of law," Khar said. Asked if Pakistan will act if India provides evidence against Saeed, she replied, "Yes, there will definitely (be action). He was already in custody. The evidence against him was not enough and he was released from custody for this reason." Saeed, who now heads the Jamaat-ud-Dawah, was placed under house arrest for less than six months after the UN Security Council declared the JuD a front for the LeT in the aftermath of the Mumbai attacks in November 2008. He was freed on the orders of the Lahore High Court. The LeT founder was subsequently detained for incidents that occurred in Pakistan but let off again. Though the US offered a $10 million bounty for him earlier this year, Saeed lives openly in Lahore and has organised a series of rallies and gathering at which he has spoken out against the US and India. During the interview, Khar said that the "environment with India became very bad" after the Mumbai terror attacks. We passed through a difficult phase." However, the Pakistan government had "improved that environment in a massive way," Khar said. "We tried to build trust. We made a policy decision, which no one had made in 40 years, to begin moving on the track of trade normalisation." Khar noted that the move to normalise trade had been a "very good confidence-building measure." India and Pakistan had helped each other in securing nonpermanent seats in the UN Security Council while Delhi had given a waiver at the WTO to trade concessions granted to Pakistan by the European Union, she said. Asked about the possibility of Prime Minister Manmohan Singh visiting Pakistan, Khar sought to play down the issue and said Islamabad should not be defensive about making a goodwill gesture such as inviting Singh for a visit.

Feminism in Agriculture: A Study Of Gender Bias In Indian Agriculture


BY ARPITA SHARMA ociety is the base for overall development of a nation. And the society's structure depends entirely upon the status and condition of its women. The condition of women was far better in ancient India. In early period Aryans treated men and women alike in all religious rituals and social functions. But condition of women has declined gradually. Gender is the word used especially for the female population of the society. This article is an attempt to define the agriculture status of women in India. Rural women are responsible for production of more than 55% food grains and comprise 67% of total agricultural labour force. The role of woman in agriculture varies from country to country. Asian woman contribute to about 50% of the food production. In south-east Asia, women play major roles in sowing, transplanting, harvesting and processing staple crops like rice. Complementary gender roles are also found in most areas as in Nepal and India where women exclusively gather fodder for buffaloes, cattle and other livestock. Almost all women in rural India can be termed as farmers, in some sense, working as agricultural labour, unpaid workers in fami-

lies and farm enterprises or a combination of the two. GENDER ISSUES Women's contribution to agriculture, whether it is in subsistence farming or commercial agriculture, when measured in number of tasks performed and time spent, is greater than men. Their contribution in agriculture is aptly highlighted by a micro study conducted in Indian Himalayas which found that on a one hectare farm, a pair of bullocks work for 1060 hours, a man for 1212 hours and a woman for 3485 hours. Generally, operations performed by men are those that entail use of machinery and animals. Contrary to this, women always rely on manual labour using only their own energy. Not only are women overworked, their work is more arduous than that undertaken by men. Further, since women's work is largely based on human energy it is considered unskilled and hence less productive. On this basis, women are invariably paid less wage despite their working harder and for longer hours. This makes the woman's work invisible ACCESS TO RESOURCES: Despite their role as a backbone of food production and provision for family consumption in developing countries, women remain limited in their access to

critical resources and services due to cultural, traditional and sociological factors. ACCESS TO LAND Not even 2% of the land is owned by women, while the proportion of female heads continues to grow. Land reforms programme, together with break-up of communal land holding have led to the transfer of exclusive land rights to males as heads of the household which ignores both the existence of the female headed household and the rights of married women to a joint share. ACCESS TO AGRICULTURAL INPUTS Women access to technological inputs such as improved seeds, fertilizers and pesticides is limited as they are frequently not reached by extension services. In addition they often lack cash needed to purchase inputs even when they are subsidized. ACCESS TO EDUCATION, TRAINING AND EXTENSION SERVICES Two- third of one billion illiterates in the world are women and girls. Available figures show that only 5% of extension services have been addressed to rural women, while no more than 15% of the world's extension agents are women. ACCESS TO RESEARCH AND APPROPRIATE

TECHNOLOGIES Women farmers' roles and needs are often ignored when devising technology that may cause labour displacement or decrease workload. DEVELOPMENTAL INITIATIVES: Efforts have been made by department of agriculture to incorporate gender issues into development agenda and ensure full and equitable participation of women in all agricultural development programmes. In an effort to 'engender agricultural process' the DOAC implemented special programmes/ schemes for women in agriculture sector, where a composite package of training, extension, input, managerial and entrepreneurial support was provided to selected farm women beneficiaries. Different approaches were followed in all these projects to provide a complete support package to women farmers. The technical back-stopping was provided through a blend of 'skilled-based' capacity building exercises coupled with extension support through "On field Demonstration", "MahilaGoshties" and "Study Tours". WOMEN AND GREEN REVOLUTION: The green revolution of 1960 and 1970s with its package of improved seeds, farm technology,

better irrigation and chemical fertilizers was highly successful in meeting its primary objective of increasing crop yields and aggregate food supply. Yet despite its success in increasing aggregate food supply, the green revolution, did not necessarily translate its benefits to the lower strata of rural poor including women. So a gender friendly second green revolution is to be ushered in. SOME ADMINISTRATIVE REFORMS : The government in partnership with NGO's has to further accelerate the process of bringing about these reforms. 1. Full and equal rights should be given to women to own land and other properties. 2. Ensuring that, women's unpaid work and contribution to onfarm and off-farm production should be recorded in national account. 3. Making appropriate technologies available to rural women which focus on utilizing locally available materials. 4. Revising legislation which guarantees equal pay for work of equal value, improving working conditions and enforcing legal standards. 5. Promoting and increase in number of female extension functionaries and agricultural researchers

UPA secures FDI vote in Lok Sabha, and how!


he Congress may croon that the UPA Government which it leads has won a vote in the Lok Sabha in favour of its decision to introduce foreign direct investment in multi-brand retail, but the fact is that this supposed victory is both fake and manipulated. It does not reflect the collective will of the Lower House, either in spirit or in words. The party has been brandishing numbers to justify its victory, saying that 253 members voted to dismiss the Opposition-sponsored resolution against FDI while only 218 voted for it. But there are other figures that give a more realistic picture of how the Lok Sabha by a large majority is opposed to FDI in multi-brand retail. The Government has been claiming that it has a majority in the House.

While the simple mark stands at 272, the ruling combine could muster just 253 votes. In other words, the Government is in a minority and can survive crucial tests only through abstentions and walkouts by helpful parties, something that we saw during the Wednesday vote when both the Samajwadi Party and the Bahujan Samaj Party left the House before voting. Representatives of as many as 14 parties out of the 18 whose representatives participated in the debate on the issue, categorically and unambiguously pilloried the Government's move to bring in the FDI. Among those parties were the SP and the BSP, with the former being particularly vocal in its opposition to the Government's decision. Had the two Uttar Pradesh-based parties

voted in line with what they said in the Lok Sabha - together they account for 43 votes - the motion against FDI would have succeeded. Given this situation, jubilant Congress leaders will do well to stop misleading the country by repeating ad nauseam their lie that the House has stamped its approval on FDI in multi-brand retail. The Government's 'victory' is at best, therefore, only technical in nature and does not reflect the mood of the majority of members of the Lower House, and it certainly has not been endorsed by the people of the country at large. Besides the Government's precarious numbers, what more has been exposed is the Janus-faced SP. It can be argued that the party's decision to walk out during the vote and thereby bail out the UPA

regime was not unexpected; the party has earlier too come to the UPA's rescue while claiming to oppose it. But the Wednesday episode stands out because the SP demonstrated a shocking lack of moral courage to walk the talk. It would have been understandable if the party had been ambiguous on its stand over FDI and as a result not participated in the voting. But here we had a situation where the SP openly opposed the Government's decision and yet did not vote on the floor of the House. It's not surprising that rumours are floating around that the party played safe because it is worried about the re-opening of inquiries against its senior leaders by the Central Bureau of Investigation, controlled by the Congress-led UPA.

But the UPA's chicanery may not work in the Rajya Sabha where orchestrated walkouts by friendly parties will not suffice to bail it out. Given the situation, friends of the Congress have been stalling work of the Upper House over the last few days by using one pretext or the other, apparently with a view to sabotage the forthcoming discussion and vote on FDI. The technique has been adopted on two occasions in the recent past - on the Lokpal Bill and on the issue of rising prices - when allies and outside supporters of the Government disrupted the proceedings. Is the UPA plotting a repeat? Although the BSP has decided to back the regime on FDI in the Upper House, the possibility remains.

Section 66A of the IT Act: The unconstitutional weapon


ection 66A of the IT Act is an unconstitutional weapon that is being used for political retaliation. Section 66A of the IT Act is a relevant section which penalizes 'sending false and offensive messages through communication services'. The section reads as under Any person who sends, by means of a computer resource or a communication device,a) any information that is grossly offensive or has menacing character; or b) any information which he knows to be false, but for the purpose of causing annoyance, inconvenience, danger, obstruction, insult, injury, criminal intimidation, enmity, hatred or ill will, persistently by making use of such computer resource or a communication device, c) any electronic mail or electronic mail message for the purpose of causing annoyance or inconvenience or to deceive or to mislead the addressee or recipient about the origin of such messages. Punishment - Imprisonment for a term which may extend to three years and with fine. Explanation- For the purpose of this section, terms "electronic mail" and "electronic mail message" means a message or information created or transmitted or received on a computer, computer system, computer resource or communication device including attachments in text, images, audio, video and any other electronic record, which may be transmitted with the message. The section covers tow different acts 1. Sending offensive or menacing messages sent by using electronic communication means. 2. Sending false messages to cheat, mislead or deceive people or to cause annoyance to them. If there ever was a more compelling case of the law being an ass, it must be the way provisions of Section 66A of the Information Technology (IT) Act (notified on 27 October 2009) have been misused recently. Be it the case of Shaheen Dhada and her friend in Palghar, Maharashtra, who were arrested for posting and "liking" (endorsing) an innocuous opinion about the bandh following Bal

The fact that "grossly offensive" or "menacing" could be subject to any interpretation, not necessarily reasonable, clearly violates the reasonable restrictions imposed on freedom of expression under Article 19(2) of the Constitution. Article 19(2) of the Constitution of India declares that all citizens have the right to freedom of speech and expression. Section 66A of the Information Technology Act violates that right. This Section must be dumped. The government's response after huge criticism over misuse of the Section peaked following the arrest of two girls by the Maharashtra police over a Facebook post has been to merely issue new guidelines.

It is not just that the Act has been misused, but the very provisions in the law seem to be unconstitutional. The fact that "grossly offensive" or "menacing" could be subject to any interpretation, not necessarily reasonable, clearly violates the reasonable restrictions imposed on freedom of expression under Article 19(2) of the Constitution. In fact, the scope of the Act's provisions is so broadly defined that they run afoul of the fundamental right to freedom of speech and expression, repudiating Union Minister for Communications and Information Technology Kapil Sibal's assertions to the contrary. That the penalty - a cognisable and bailable offence - is up to three years of imprisonment and a fine, much higher than for comparable offences that are not committed using the computer medium makes it even more draconian. Part (b) of Section 66A considers the sending of "any information which [is known] to be false, but for the purpose of causing annoyance, inconvenience, danger, obstruction, insult, injury, criminal intimidation, enmity, hatred or ill will, persistently by making use of such computer resource or a communication device" as a cognisable offence. The trouble is that there is no distinction being made between messages that cause annoyance, inconvenience, ill will or insult which are surely not neces-sarily criminal in nature with those that cause injury, danger, criminal intimidation or enmity (which are in any case covered under other clauses of the Indian Penal Code (IPC)). Part (c) of Section 66A, ostensibly written in to curb internet spam, includes "any electronic mail or electronic mail message for the purpose of causing annoyance or inconvenience or to deceive or to mislead the addressee or recipient about the origin of such messages" as punishable under the section. Again, instead of narrowly defining spam as emails sent in bulk that are unsolicited and deceptive, annoying, misleading and inconvenient, the provision includes any email communication b-etween two or more individuals that could "annoy" or "mislead" or cause "inconvenience". This is again an unconstitutional provision because it does not criminalise spam mes-

sages alone but unreasonably includes any electronic communication or message within its broadly defined conditions. What is more disturbing is that Section 66A has been invoked to book cases against people who have posted messages or views related to political issues, along with other clauses of the IPC. As the recent case of arrest and detentions of two trade union members of the All India Cabin Crew Association or the arrest of Jadavpur University professor Ambikesh Mahapatra for sending a sarcastic cartoon featuring West Bengal Chief Minister Mamata Banerjee via email, or Shaheen Dhada's arrest point out, the provisions of the Act have been used for political vendetta. In November, public interest litigation was filed in the Madurai bench of the Madras High Court to declare Section 66A as unconstitutional and ultra vires. One hopes that a legal evaluation of the provisions results in the scrapping of the section in the IT Act. (As we go to press the Supreme Court, -acting on public interest litigation, has issued notice to four states, including Maharashtra, on their use of Section 66A to make arrests.) Beyond Section 66A in the IT Act, there are similar problems with the recently notified Information Technology (Intermediary Guidelines) Rules 2011 about which EPW had earlier commented in these pages ("Regulating Internet Content", 11 December 2011). There has definitely been a gross misunderstanding of the internet medium, viewing it merely as a device for communication rather than its present status as a dynamic public forum for discussions, debate and information, among other purposes. The laws envisaged for regulating the internet have not kept pace with the changes in the medium and that is a cause for worry as these laws have been proven to be either unconstitutional or obsolete. When one also takes into consideration the fact that censorship and restriction of freedom of expression on the internet through website takedowns and blocking is on the rise, there definitely is a need for raising the standards of internet governance and lawmaking in the country.

Yasin Malik arrested during JKLF march in Srinagar


SRINAGAR: Police arrested Muhammad Yasin Malik, chairman of the Jammu and Kashmir Liberation Front (JKLF) following post-prayer protests in uptown Maisuma locality of summer capital Srinagar on Friday. Malik was leading dozens of supporters after the Friday prayers during a JKLF march to city centre Lal Chowk from the adjacent Maisuma locality. Police intercepted the march and arrested Malik and five other JKLF leaders. This resulted in protests as people in the area resorted to heavy stone pelting at police and Central Reserve Police Force (CRPF) personnel. Security forces used batons and tear gas shells to disperse the protesters who kept regrouping to throw stones at the forces. Malik and the five leaders were taken to Kothibagh police station. Friday's protest was against the sentencing of three Kashmiris by courts in the state for their involvement in separatist violence during the last 23 years. Malik told a news agency: "After 20 years, Kashmiris are being sentenced to life imprisonment. Why were we released from jails in the first place? If there is no embargo on peaceful protests I must ask the Indian civil society why are old cases being opened up against Kashmiris now?" "Ours is a peaceful struggle and pushing people to the wall would be dangerous. I appeal to the intelligentsia and the civil society in India to ponder over the serious situation that is emerging because of the sentencing of our people to life imprisonment," Malik added.

Pakistan violates ceasefire


POONCH :In the third breach of ceasefire this month along the border, Pakistan troops targeted forward Indian posts along Line of Control and International Border in Poonch and Samba districts of Jammu and Kashmir. "Pakistan Rangers fired at Pansar forward border out post (BoP) along International Border (IB) in Samba sector around 1500 hours today," a senior BSF officer said. Pakistan Rangers resorted to small arms firing and BSF troops fired back effectively, he said. There was no loss of life or injury to anyone, he said. Pakistan Rangers also violated the ceasefire along the International Border in Arnia sector of the state yesterday. However, BSF troops did not retaliate. In Poonch sector of the state, Pakistan troops opened fire on Indian posts in Krishnagati sector of the district last evening, Army said. "They had fired 22 rounds and Indian troops replied back," he said. This is the third ceasefire violation in December this year. A couple were injured on October 1 when the Pakistani troops fired at Indian posts and Chachwal forward village along International Border in Samba sector.

LA panel seeks report on brunt of brick kilns on human lives, agri decline
JAMMU: A meeting of the Sub Committee (Brick Kilns Related) of the Committee on Environment of Jammu and Kashmir Legislative Assembly was held on Friday under the Chairmanship of MLA, Ch. Zulfikar Ali. The meeting deliberated upon various issues including impact of brick kilns on human lives and decline in agriculture besides discussing rules and regulations related to Pollution Control Board. The Legislators, Dr. Shafi Ahmad Wani, Charanjit Singh, Prof. Gharu Ram and Ch. Sham Lal gave valuable suggestions for making Jammu and Kashmir a pollution free State. The Committee directed the DDCs of Samba and Kathua to collect detailed information on the brunt of brick kilns on human lives and agriculture in these districts for the last three years and submit the same to the Assembly Secretariat for scrutiny. The Committee asked the PCB authorities to gear up their field functionaries to keep a strict check over implementation of their prescribed norms. Killing of Panchs in J&K being probed: MHA


NEW DELHI: Jammu and Kashmir Government is probing whether the recent killings of panchayat members were carried out by militants or resulted from personal enmity and criminal nexus. In a written reply, Minister of State for Home Affairs R P N Singh said, "As per information received from the State Government, two sarpanchs (Kulgam and Baramulla) and one panch (Baramulla) have been killed by unknown gunmen in incidents of violence against the elected representatives of Panchayats." He said investigation is on to unravel the truth as to whether the killings of panchayat members were related to militancy or there was some criminal nexus or personal enmity behind the incidents. "State government has taken measures to ensure safety of elected representatives of panchayats which includes night patrolling by security forces and domination of area, perceived to be vulnerable to such attacks. All specific reports about threats to Sarpanchs/Panchs are being attended by State police," Singh said. Panchayat elections were held in the state earlier this year after more than three decades and as many as 35,000 Panches and Sarpanches were elected. In August this year, posters claiming to be that of a terror group were pasted in some parts of the Valley asking the panches to quit. However, the police was not sure whether the posters were a handiwork of some terror group or miscreants.

For the K-1 constituency of Kashmir province, National Conference candidate Mr. Ali Muhammad Dar defeated his nearest rival Peer Muhammad Hussain of Peoples Democratic Party by a margin of 2675 votes. Of the 16155 votes polled for the constituency, Mr. Dar secured 8586 votes whileas Mr. Hussain got 5911 votes. For the K-2 seat, Mr. Ghulam Nabi Monga of Congress defeated his nearest rival Mr. Yasir Reshi of PDP by a margin of 2565 votes. Mr. Monga secured 8659 votes whileas Mr. Reshi got 6094 votes. For J-1 constituency Congress candidate Mr. Shyam Lal defeated his nearest rival Mr. Gurmeet Singh of PDP by a margin of 7034 votes. SC asks J&K govt to broaden passage leading to Amarnath cave


NEW DELHI: The Supreme Court on Wednesday asked Jammu and Kashmir government and Amarnath Shrine Board to broaden the passage leading to holy Amarnath cave and bifurcate it to make separate way for the movement of pedestrian pilgrims and those who go there on horses. A bench of justices B S Chauhan and Swatanter Kumar asked the state government to give urgent attention to medical, toilet, road and other facilities to the pilgrims and put rubber tiles on the passage near holy caves to prevent pilgrims slipping on road. The court reserved its order after hearing extensive arguments and said that it would pass a detailed order next week. The court had taken suo motu cognisance of media reports on pilgrims' deaths allegedly due to lack of proper facilities and medical care for them. The apex court had earlier appointed a high-power committee to look into the issue of growing number of casualties of Amarnath pilgrims. The committee comprises secretaries of various departments including those from the Ministry of Environment and Forest, Home Affairs, Health and Child Welfare, besides the Jammu and Kashmir chief secretary. The court had asked the committee to visit the shrine and give the report to J and K Governor who is also the chairman of Shri Amarnath Shrine Board (SASB), responsible for holding the Amarnath pilgrimage. About 6.20 lakh pilgrims undertook the Amarnath Yatra this year which saw 93 casualties.

CPI(M) demands setting up of a Disability Commisssion in J&K


SRINAGAR: Jammu and Kashmir unit of CPI(M) today demanded setting up of a Disability Commission in the state and implementation of J-K Persons with Disabilities Act 1998, Mental Health Act 1987 and National Trust Act-1999 to empower the disabled population in the state."The rising problems of the disabled can't be addressed through lip service, pseudo promises or ritual celebration of World Disability Day. Serious policy intervention is the need of the hour to facilitate their independent living and self determining existence," CPI(M) secretary Mohammad Yousuf Tarigami said in a statement here. Tarigami said that the administrative structure would be instrumental in looking at their problems holistically and formulating policy inputs for their welfare. He called for a comprehensive reservation policy for the disabled in private educational institutions, training and professional colleges and other employment concerns to empower the disabled population in the state. Stressing on opening of special vocational rehabilitation centres in the state, the CPI(M) leader said training in different crafts and trades would hone their skills and enhance their employability.

Govt approves re fixing of transport fares


JAMMU: The cabinet has approved refixing of maximum chargeable fares in case of stage and contract carriers. Decision to this effect was taken today with Chief Minister, Omar Abdullah in chair. As per the cabinet decision, 14.40% hike has been approved in existing fares of big buses(stage carriage), 13.49% hike in mini buses(stage carriage), 12.13% hike in taxi, maxi cabs(contract carriers) and 8.81% hike in petrol driven auto rickshaws(contract carriage). The cabinet has directed the State Transport Authority to accordingly issue detailed notification specifying revised route-wise fares.

GMR Maldives row: India backs legal process, contracts on compensation


SINGAPORE/NEW DELHI: With a Singapore court clearing Male airport's takeover by the Maldives government, India Thursday made it clear that it would like to see "fulfillment" of all legal processes and adherence to all relevant contracts and agreements regarding compensation in $500 million GMR airport project. "The Maldives government has the power to do what it wants, including expropriating the airport," Sundaresh Menon, the Chief Justice of Singapore, said in court Thursday. Earlier, the court had suspended the Maldives' government's decision to cancel the contract. A spokesman for the Maldives president said the government would invite international tenders in about 18 months to continue with the project of the airport modernisation. was linked to compensation to GMR and its associates in Malaysia. He stressed that the latter part has not been "affected or responded" in Thursday's judgement. "These issues are not affected with judgement or not responded to...Fulfilment of all legal process and requirement is what we want to see in this case and we hope that all relevant contracts and agreements would be adhered to and all legal process are carried through," he said. Amid the diplomatic spat over the unilateral cancellation of the GMR contract, India has appointed Rajeev Shahare as the new High Commissioner to the Maldives replacing incumbent D. M. Mulay. Shahare is presently joint secretary in the West Asia North Africa (WANA) division in the Ministry of External Affairs. His appointment comes at a time when bilateral ties have dived to an all-time low over the termination of the contract awarded to the GMR-led consortium for the modernisation of the Male International Airport. Mulay has been appointed as India's Consul General in New York. He will be assuming charge in March 2013, sources said. India had made it clear to the Maldives that no arbitrary or coercive measure should be taken in the GMR case pending the outcome of the legal proceedings and underlined that any such action would inevitably have adverse consequences for bilateral relations.

India, Pakistan hope to become SCO members


BISHKEK: India and Pakistan Wednesday expressed their willingness to become members of the Shanghai Cooperation Organization (SCO). Currently, both nations attend SCO meetings as observers. "We would be very happy to continue working in SCO as a fullfledged member as soon as the Shanghai Cooperation Organization makes a decision to expand," Secretary (East) in the Indian foreign ministry Sanjay Singh said during a meeting of the heads of governments of SCO nations. Pakistan's Information and Broadcasting Minister Qamar Zaman Kaira said at the meeting that his country also wants to join the SCO as a full-fledged member. "We are looking forward to beginning work with you as a full-fledged member," Xinhua quoted Kaira as saying. The 11th heads of government meeting of the SCO opened Wednesday with a focus on strengthening cooperation in economy and cultural exchanges within the framework of SCO. Leaders from the six SCO members - China, Russia, Kazakhstan, Kyrgyzstan, Tajikistan and Uzbekistan, and five SCO observer countries Mongolia, Pakistan, Iran, India and Afghanistan, attended the meeting.

India-Britain diabetes summit in Chennai next month


CHENNAI: A delegation from Britain comprising of 50 officials from universities and medical technology companies will participate in a diabetes summit by Indo-British Health Initiative (IBHI) here next month. "We are focusing on what we believe will be the largest ever bilateral healthcare event staged between India and the UK," Mike Nithavrianakis, Britain's Deputy High Commissioner and ex-officio president of IBHI, told reporters Wednesday. The summit is targeted at several hundred private and public sector experts across India and Britain and would cover prevention, diagnosis, treatment of diabetes, obesity, wound care and others. The summit will bring together experts from India and Britain to find solutions to the crisis of diabetes. Senior diabetologists and endocrinologists are expected to speak at the summit. Prithvi Mohandas, founder-secretary of IBHI and joint managing director of MIOT Hospitals, said IBHI helped Indian healthcare institutions to build on their relationship with Britain's healthcare sector and forge partnerships in academics, healthcare delivery, technologies and innovative solutions. India reaffirms support to Palestine


NEW DELHI: India reaffirmed its unwavering support to the people of Palestine and reiterated its belief that a just, comprehensive and lasting peace can be achieved through talks leading to a "sovereign, independent, viable" state. Minister of State for External Affairs E. Ahamed, speaking at the annual commemoration of the "International Day of Solidarity with the Palestinian People", also termed the UN upgrading the status of the Palestinian Authority to non-member observer status as a "a decisive achievement for Palestine" to reach its final goal of an independent state. "Let me take this opportunity to re-affirm India's consistent and unwavering support to the friendly people of Palestine and reiterate India's belief that a just, comprehensive and lasting peace in the region can be achieved through negotiations and dialogue so that a sovereign, independent, viable State of Palestine living side by side within secured borders, with the State of Israel, becomes a reality.," the minister said at the event, organised by Indian Council of World Affairs here. Ahamed said the "continued stalemate in the situation and hardening of positions was a matter of concern" and India was hopeful of resumption of direct talks between the two sides. Ahmed Salem Al-Wahishi, chief representative of League of Arab States Mission, reading out the message of Nabil El-Arabi, Secretary General of the League of Arab States, expressed astonishment at the "international weakness to face the Israeli arrogance" and urged the UN Security Council to "shoulder its responsibility and revise its mechanism to face these Israeli unilateral measures that left no land to establish the Palestinian state based on the two-state solution". He was referring to the recent flare up of violence in the Gaza Strip after Israel and Hamas launched missile attacks at each other, leading to the deaths many Palestinian women and children in Gaza. El-Arabi said an Arab League delegation had witnessed "the huge destruction by the Israeli bombardment and aggression on the Palestinian people" and urged the international community to extend all support to the Palestinains people to enable them "to live in peace and stability like other people of the world". Lise Grande, United Nations Resident Coordinator, read out the message of UN Secretary General Ban Ki-moon, who said the upsurge in violence in the Gaza Strip had made him realise the "disastrous consequences, in particular for the civilian population - of the absence of a permanent resolution ot the conflict". Ban said "final status issues can only be solved through direct negotiations" and it was crucial to sustain the ceasefire in Gaza. He promised to do everything to support the goal that would meet the "legitimate aspirations of both sees". ICWA Director General Rajiv K. Bhatia said India is a "passionate supporter" of the Palestinian cause and people. "The government of India has always called for a sovereign, independent state of Palestine alongside with Israel," he said.

India, Bangladesh to ink extradition pact in January


NEW DELHI: In an important step, India and Bangladesh Wednesday discussed a cluster of bilateral issues and decided to sign a long-negotiated extradition treaty in January. A joint statement after a meeting between India's Home Minister Sushilkumar Shinde and his Bangladesh counterpart M.K. Alamgir here said both sides agreed that the extradition treaty, which is under consideration by both governments, may be finalised at an early date. "It was agreed that Revised Travel Agreement (RTA) as well as the extradition treaty will be finalised and signed in January 2013 during the proposed visit of Indian Home Minister to Dhaka," it said. The statement said both sides noted that the action was being taken for repatriation of sentenced prisoners to either country. The two countries also agreed not to resort to firing unless fired upon or attacked by terrorists or armed criminals and expressed regret over deaths and loss of life on the border. External Affairs Minister Salman Khurshid also met Alamgir and reviewed the state of bilateral relations. Khurshid underlined the commitment to India to deepen ties with India in all areas. He also signalled India's keenness to promote investment in Bangladesh.

CCS clears proposal for Karwar naval base expansion


NEW DELHI: The Indian Government has cleared proposals worth over Rs 13,000 crore for a major expansion of the strategic naval air base at Karwar where the Russian-origin aircraft carrier Admiral Gorshkov will be berthed and raising a new battalion of Sikkim Scouts for the Army. The proposals were cleared at a meeting of the Cabinet Committee on Security (CCS) chaired by Prime Minister Manmohan Singh here on Thursday, Navy sources said. Under the plan, the Navy will carry out the expansion of the Karwar base on the country's western sea board in Karnataka where it will berth Admiral Gorshkov, now rechristened INS Vikramaditya, and carry out military aircraft operations. The aircraft carrier is expected to join the Navy in 2013-end. It plans to deploy the Scorpene submarines and a number of surface ships at the base after the completion of the over Rs 10,000 crore project at Karwar. Codenamed 'Project Seabird Phase IIA', the work will involve construction of a wide range of new facilities and augmentation of certain existing facilities, the sources said. As per the plans, the Navy will be able to base around 30 major warships at Karwar after the completion of Phase-IIA by 2017-18. It is also planning to establish a Naval Air Station there for deploying fixed and rotary wing shipbased military aircraft, they said. Project Seabird has been dogged by long delays, fund crunches and truncated clearances since it was first approved in 1985 at an initial cost of Rs 350 crore. Phase-I, which was completed at a cost of Rs 2,629 crore in 200506, has enabled the Navy to base more than 15 warships at Karwar. The CCS also cleared a proposal to raise the first battalion of Sikkim Scouts for the Army which will mainly comprise youth from the northeastern state.

Russia urges NKorea to reconsider rocket launch


MOSCOW: Russia on Monday strongly urged North Korea to reconsider its plan to launch a rocket later this month, saying Moscow regretted the move. "We vehemently ask the North Korean government to reconsider the decision to launch the rocket," the foreign ministry said, adding it had heard of the news of the plan "with regret". North Korea announced Saturday that it would carry out its second long-range rocket launch this year between December 10 and 22. Pyongyang insists it is a purely "peaceful, scientific" mission aimed at placing a polar-orbiting earth observation satellite in orbit. But Russia said the launch would violate UN Security Council resolution 1874 which "unambiguously" prohibits Pyongyang from carrying out ballistic missile launches. "North Korea, as a member of the United Nations, is obliged to obey UN Security Council decisions," the Russian statement said. The first rocket stage now has been placed in position at the North's Sohae satellite launch station, a South Korean government source told Yonhap news agency.

NEW DELHI; After the failure of a critical trial of the Medium Range Surface to Air Missile (MR-SAM) in Israel, India has asked Tel Aviv to speed up the development of two advanced surface-to-air missile (SAM) systems. During the 10th joint working group on defence cooperation, cochaired by defence secretary Shashikant Sharma and Israeli defence ministry director-general Major-General Ehud Shani, the two sides also discussed the regional and global security situation, including the recent Israel-Hamas ceasefire. Tel Aviv records military sales worth around USD one billion to India every year, ranging from Heron and Searcher UAVs, Harpy and Harop 'killer' drones to Barak anti-missile defence systems and Green Pine radars, Python and Derby air-to-air missiles. India expressed "concern'' at the "two-year delay'' in completion of the long-range SAM (LR-SAM) project, sanctioned in December 2005 at a cost of Rs 2,606 crore to arm Indian warships. Both the SAM systems, being developed by Israeli Aerospace Industries (IAI) in collaboration with DRDO, have the same missile with an interception range of 70km. They are to be produced in bulk by defence PSU Bharat Dynamics (BDL) to plug the existing holes in India's air defence cover. "While the multi-function surveillance and threat radars, weapon control systems with data links and the like of the LR-SAM have all been tested, there has been delay in the missiles being developed by IAI," they said. Another major missile project, worth around $1 billion, that Israel could bag is the one to supply thirdgeneration anti-tank guided missiles (ATGMs) to the 1.13-million strong Indian Army. The Army has already trial-evaluated the Israeli 'Spike' ATGM after the US offer of its 'Javelin' missiles was shelved due to Washington's reluctance to undertake "transfer of technology'' to ensure BDL can make them in large numbers.

Japan readies missile defence over N Korean rocket


TOKYO: Tokyo has begun deploying a surface-to-air missile defence system and is putting its armed forces on standby ahead of a planned North Korean missile launch this month, reports and officials said Monday. Public broadcaster NHK reported that a naval vessel carrying PAC-3 (Patriot Advanced Capability-3) ballistic missiles left a western Japan naval base Monday, headed for the country's southern Okinawa island chain. Defence Minister Satoshi Morimoto on Saturday ordered the military to prepare for the rocket launch, with a defence ministry spokesman telling AFP that "our ground, marine, and air forces are now preparing to deploy troops in Okinawa", which the rocket may fly over. Tokyo is also planning to deploy Aegis warships in neighbouring waters, the top-selling Yomiuri Shimbun and other Japanese media reported Monday. Officials are preparing to issue an advance order as soon as Friday to shoot down the rocket if it looks set to fall on Japanese territory, after an emergency meeting chaired by Prime Minister Yoshihiko Noda, the Nikkei business daily reported. Noda on Monday called for close cooperation with the United States, China, South Korea and Russia in preparation for the planned launch, which has drawn international condemnation. "I have ordered cabinet ministers to gather and analyse information closely with each other and as we closely collaborate with related countries," Noda was quoted by Dow Jones Newswires as saying. The communist North announced on Saturday that it would launch a rocket between December 10 and 22 -- its second long-range rocket launch this year after a much-hyped but botched attempt in April. It has reportedly notified neighbours including Japan of the trajectory of the planned launch. Washington and Seoul urged Pyongyang to scrap the launch while Tokyo reportedly postponed talks due this week with North Korea. In April, Japan ordered missiledefence preparations, including placing one of its PAC-3 systems next to the defence ministry building in central Tokyo in response to the earlier launch. Military preparations were also made in 2009 ahead of another North Korean rocket launch. Mars rover detects hint of possible life in soil analysis


CHICAGO: The Mars rover Curiosity has offered a tantalising taste of evidence that there was once life on the Red Planet, but scientists said it is too soon to make much of the first soil analyses. NASA's Sample Analysis at Mars (SAM) instruments have been sending back information as it hunts for compounds such as methane, as well as hydrogen, oxygen and nitrogen, that are the building blocks of life. Researchers were excited to detect simple organic compounds in the soil scooped up from a crusted dune. But they cautioned that the traces of carbon could have come from meteorites or even particles the instruments picked up before launch from Earth. "It's going to be an exciting hunt to find early environments that might be protected from this harsh surface environment." The instruments captured stunning pictures of the sand scooped up from the drift -- which one researcher described as coarser than flour but finer than sugar. Curiosity was also able to analyse crystals and other materials found in the sand. By heating the samples, they were able to detect a significant amount of water in the sand, along with some carbon dioxide, oxygen, and sulphur dioxide. "The Curiosity rover is kind of like a CSI laboratory on wheels," Michael Meyer, the lead scientist for NASA's Mars Exploration Programme, told a news conference. "These results are an unprecedented look at the chemical diversity of the area that is representative of the rest of the planet." Scientists do not expect Curiosity to find aliens or living creatures but they hope to use it to analyse soil and rocks for signs that building blocks of life are present and may have supported life in the past. The $2.5 billion Curiosity rover -- which landed in Gale Crater on August 6 this year -- also aims to study the Martian environment to prepare for a possible human mission there in the coming years. US President Barack Obama has vowed to send humans to the planet by 2030.

They hope to find more evidence of organic compounds as Curiosity makes its way across the barren, windblown sands of Rocknest towards Mount Sharp, searching for a good place to start digging deeper.

"It's not unexpected that this sand pile would not be rich in organics. It's been exposed to the harsh Martian environment," said Paul Mahaffy, NASA's principal investigator for Curiosity's sample analysis.

Four injured in China fighter jet crash


BEIJING: A Chinese fighter jet crashed in a southern Chinese city Tuesday, sparking a fire that injured at least four people, the defence ministry announced. The Jian-7 fighter plane belonging to the Chinese air force crashed while on a training exercise on Tuesday morning near the airport in Shantou city, Guangdong province, the ministry said in a statement on its website. The plane ploughed into a residential building in Shantou, resulting in injuries to four people, it said. The pilot was able to parachute safely to the ground, it added. An investigation into the accident has been launched. China Central Television, citing local firefighters at the scene, said three of the injured were hospitalised. Photos from the scene posted on web portal Sina.com showed a dislodged wing of the jet next to a burning building as thick smoke billowed from the crash site.

Saudi fighter jet crashes in Gulf waters


RIYADH: A Saudi F-15 fighter with only the pilot on board crashed into Gulf waters while on a training mission in the kingdom's Eastern Province, the defence ministry announced Monday. The plane fell into "Saudi territorial waters and the search for the pilot is still ongoing," the ministry said, adding that an investigation has been launched into the cause of the crash. The "accident" took place on "a routine mission led by Lieutenant Pilot Fahad bin Faleh al-Masareer on Sunday evening" from King Abdul Aziz air base in the Eastern Province, it said, in a statement to media A similar incident took place last May when another Saudi F-15 crashed in the same region and its pilot was killed.

India Ready To Deploy Forces In South China Sea: Navy Chief


NEW DELHI: Terming the fast modernisation of Chinese Navy as a "major concern", Navy Chief Admiral D K Joshi today said India will protect its interests in the disputed South China Sea and if required, may also send its forces there. "Yes you are right. The modernisation (of Chinese Navy) is truly impressive... It is an actually a major cause of concern for us, which we continuously evaluate and work out our options and our strategies," he told a press conference. The Navy Chief was replying to a question on contingencies in South China sea to protect Indian interests there and impression about the Chinese Navy's modernisation. Answering a volley of questions about South China Sea over which India had a tiff with China last year, he said although India's presence in that maritime region was not on "very frequent" basis, it had interests like free navigation and exploitation of natural resources there. "Not that we expect to be in those waters very frequently, but when the requirement is there for situations where country's interests are involved, for example ONGC Videsh, we will be required to go there and we are prepared for that. Are we holding exercises for that nature, the short answer is yes," Joshi said.

Navy: No US drones missing after Iran claim


TEHRAN: Iran on Tuesday claimed it had captured a US drone after it entered Iranian airspace over the Persian Gulf, even showing an image of a purportedly downed craft on state TV, but the US Navy said all its unmanned aircraft in the region were "fully accounted for." The conflicting accounts still leave the possibility that the drone claimed by Iran, a Boeing-designed ScanEagle, could have been plucked from the sea in the past and unveiled for maximum effect following escalating tensions over US surveillance missions in the Gulf. Other countries in the region such as the United Arab Emirates also have ScanEagle drones in their fleets. Cmdr. Jason Salata, a spokesman for the US Navy's 5th Fleet in Bahrain, said ScanEagles operated by the Navy "have been lost into the water" over the years, but there is no "record of that occurring most recently." The Iranian announcement did not give details on the time or location of the claimed drone capture. It's certain, however, to be portrayed by Tehran as another bold challenge to US reconnaissance efforts in the region. Last month, the Pentagon said a drone came under Iranian fire in the Gulf but was not harmed. A year ago, Iran managed to bring down an unmanned CIA spy drone possibly coming from Afghanistan. "The US Navy has fully accounted for all unmanned air vehicles operating in the Middle East region," said Salata. "Our operations in the Gulf are confined to internationally recognised waters and airspace." Iran claimed it captured the drone after it entered Iranian airspace. A report on state TV quoted the Navy chief of Iran's powerful Revolutionary Guard, Gen. Ali Fadavi, as saying the Iranian forces caught the "intruding" drone, which had apparently taken off from a US aircraft carrier. "The US drone, which was conducting a reconnaissance flight and gathering data over the Persian Gulf in the past few days, was captured by the Guard's navy air defence unit as soon as it entered Iranian airspace," Fadavi said. "Such drones usually take off from large warships."

NASA to send new rover to Mars in 2020


CHICAGO: NASA plans to send a new rover to Mars in 2020 as it prepares for a manned mission to the Red Planet, the US space agency said. The announcement came Tuesday, a day after NASA released the results of the first soil tested by the Curiosity rover, which found traces of some of the compounds like water and oxygen that are necessary for life. NEW DELHI: The Indian Government is aware of the Chinese activities along the borders and has taken necessary steps to secure the desired national security objectives, the Defence Ministry has told the Lok Sabha. In a written reply to a question in the House, Defence Minister A K Antony said Monday, "Government is aware of the activities of China along the border and is fully seized of the security imperatives of the country." The threat perception is reviewed from time to time including the need for developing requisite infrastructure in the border areas, he added. On the steps taken by the Ministry in this regards, the Minister said, "Necessary steps, Comprehensive Capability Development Plan (CCDP) has been drawn by the Services, based on inputs from their operational commands. "CCDP pertaining to strategic railway lines, including those in Jammu and Kashmir, Rajasthan, Uttarakhand and North East states, has been drawn up by the Services, based on the inputs from operational command and validated from an operational and logistics perspective," he said. On status of the project, the Minister said that out of the 14 lines, railways have completed survey for 10. "Survey for three lines is in progress and for one it is yet to start. Railways have expressed inability to fund these highly capital intensive lines in view of huge throw-forward of ongoing sanctioned projects and limited availability of resources," Antony said. In reply to a question on impact of delay in defence projects, the Defence Minister said that DRDO has written a letter to concerned stakeholders in the Ministry in October 2012 regarding likely delay in systems developed by it, including armaments. "This delay is likely in case the platforms, on which these systems are based, are changed. The delay would be in both ongoing projects (which are in fairly advanced stage) as well as in case of systems where development work has been completed and orders have been placed by stakeholders on production agencies," he said.

US Navy's Ford-class aircraft carrier to be named Enterprise


WASHINGTON: The third Gerald R Ford-class aircraft carrier will be named Enterprise, US Secretary of the Navy, Ray Mabus, has said. The name was selected to honour USS Enterprise (CVN 65), the Navy's first nuclear-powered aircraft carrier, which was recently inactivated. Commissioned in 1961, CVN 65 served for more than five decades. It participated in the blockade of the Cuban Missile Crisis, launched strike operations in Vietnam, and conducted combat missions in support of Operation Enduring Freedom. The future USS Enterprise, designated CVN 80, will be the ninth ship to bear the name, the US Department of Defence said in a statement. CVN-78, CVN79, and CVN-80 are the first three ships in the Navy's new Gerald R Ford (CVN-78) Class of nuclearpowered aircraft carriers (CVNs). CVN 78 is scheduled to be delivered in 2015. Gerald R Ford class-aircraft carriers have been redesigned from the Nimitz class. CVN-80 will be 1,092 feet in length and have a beam of 134 feet. The flight deck will be 256 feet wide, and the ship will be able to operate at speeds in excess of 34 knots.

Govt shortlists Boeing for procuring choppers


NEW DELHI: Government has shortlisted American aircraft manufacturing firm Boeing, with its Chinook helicopter, for procuring 15 heavy-lift choppers for the Indian Air Force, Defence Minister A K Antony has told the Rajya Sabha. In a written reply to the House, he said the cost of contract will depend on outcome of contract negotiations with the company. "In the proposal initiated by IAF for procurement of 15 heavy-lift helicopters, Boeing with Chinook helicopters has emerged as the L-1 vendor. The cost of contract would depend upon outcome of contract negotiation with the L-1 vendor, which has yet not been concluded," Antony said. The Field Evaluation Trials for these helicopters conducted by IAF have found them to be compliant with all the stated Air Staff Qualitative Requirements "It is not a fact that these helicopters were to be purchased from the Government of Italy. In the context of an allegation against one service officer, as appearing in the media, information has been sought from the Government of Italy," he said. In reply to a question on purchase of VVIP helicopters and Defence Ministry's request to External Affairs Ministry to ask the United Kingdom to find out role of middlemen in it, Antony said the matter has been taken up with the UK government. "Based on a request from Defence Ministry, the External Affairs Ministry has taken up the matter with UK, which has informed that they have not launched any investigation and are presently awaiting results of Italian investigation in order to ascertain whether any further action needs to be taken," he said.

Tripura government opposes direct transfer of food subsidy
AGARTALA:The Left Front government in Tripura on Friday opposed the central government's move to provide direct transfer of food subsidy in cash to people, currently accessible through the public distribution system (PDS). "The proposed direct transfer of food subsidy in cash to people planned to be effective by the central government from next month. The new system would spoil the PDS and create famine in India," Tripura Food and Civil Supplies Minister Manik Dey told reporters. He said the union consumer affairs, food and public distribution ministry secretary, Sudhir Sharma, held a meeting in New Delhi recently with the food department officials of all states and directed them to implement the new scheme from January 1, 2013 onwards. According to Dey, the central government has decided to implement the new scheme of direct transfer of subsidy in 51 districts, including four in Tripura, on pilot basis. Dey in a letter to the union minister, K.V. Thomas, demanding withdrawal of the plan immediately. "This direct transfer of food subsidy in cash to people proposal is unrealistic and there is a belief that the central government is cleverly chalking out an escape route from their basic duty of ensuring supply of essential commodities up to the door step of the common people," Dey said. "There must be universal coverage of PDS. Centre should introduce a scheme for supply of statepreferred basic essential commodities like edible oil, pulses, detergent powder, soap, spices, exercise books for students, toothpaste and cheap cloth." Strongly opposing the National Food Security (NFS) draft bill, the Tripura minister said that in its present form, it is grossly inadequate in achieving its objectives. "The NFS draft bill is against the interests of the poor and the middle class as it would weaken the PDS. To control the prices of market, the PDS must be a strong arrangement," he observed. "As per the present form of the NFS bill, 25 percent rural people and 50 percent urban citizens would be out of the purview of the PDS," Dey said. The minister alleged that the Manmohan Singh-led UPA (United Progressive Alliance) government had been trying to withdraw the PDS and encourage black-marketing of food items. "The NFS draft bill proposes that the state government has to be liable to make payment of food security allowance in case of failure to supply permitted quantity of food grain to the entitled person. The Left Front government opposes this provision," the Tripura food minister said. The Communist Party of IndiaMarxist (CPI-M) has been organising protest rallies demanding an overhaul of the draft NFS bill.

Ajit Singh asks CMs to reduce jet fuel taxes


NEW DELHI: In an attempt to bring down operating cost of airlines, Civil Aviation Minister Ajit Singh here on Friday asked chief ministers of states to reduce taxes on aviation fuel. "We have written to chief ministers several times on the issue, but they are all worried about their fiscal problems," Singh said on the sidelines of PanIIT Alumni Meet here. While Chattisgarh was the only state to have reduced aviation fuel taxes by four per cent, Maharastra had publicly announced that it would consider reducing it, Singh said. ATF (aviation turbine fuel) taxes in New Delhi stands at 20 per cent, in Maharastra 25 per cent and in West Bengal it is 29 per cent. Due to lukewarm responses from a Singh said that so far no foreign airlines had approached the government for FDI clearance, adding, "I believe talks are on as reported in newspapers. They are supposed to inform us after signing the deal". Asked about Kingfisher Airlines, he said that the airlines would have to satisfy DGCA norms and ensure passenger safety and a proper flight schedule. "We are not monitoring KFA anymore as they are not flying. They have to satisfy (to DGCA) about their plans... fiscal, operational and afety. Unless we are sure about passenger safety and some integrity about their schedule of flights, I don't think DGCA will allow them to fly," he said. The new terminal airport at Kolkata is expected to be operational by January 23, he said.

BRICS to set up platform for technology and information exchange


NEW DELHI: BRICS countries have agreed to institute a platform for creating opportunities for exchange of technologies among themselves. The decision on the platform, that would also serve for exchange of experiences and good practices for enterprise among member countries, was taken at a meeting here earlier this week of the BRICS Contact Group on Economy Trade and Investment. "There was a decision (Contact Group) that we would create a platform for exchange of experiences, good practices and opportunities... basically opportunities in terms of availability of technology," Amar Sinha, joint secretary in India's commerce ministry said. The Contact Group also decided to create data bases of exports and imports, as well as a data base and platform for exchange of information for small and medium enterprises (SMEs) of BRICS countries. "For SMEs to access information is not that easy, unlike for large corporations which do have the resources to get information," Sinha told a forum here Thursday on "BRICS and a Changing Global Economic Landscape" organised jointly by O.P. Jindal Global University, Indian Institute of Foreign Trade and the Getulio Vargas Foundation of Brazil. "Most of our (BRICS) small and medium enterprises are contributing hugely to economic growth and the export market," Sinha said. In this regard, Sinha mentioned the "very interesting" Russian proposal for a BRICS technology platform so that technology could be taken from the laboratory to the factory for its successful commercialisation. Emphasisng that BRICS aims to reform the global financial institutions, Paolo Estivallent de Mesquita, director of Brazil's Department of Economic Affairs said: "We can only change the international economic governance structure through joint action and discussions are on about setting up the BRICS Development Bank." According to Sinha, the Contact Group meeting this week discussed the road map for BRICS laid out at the New Delhi Summit of leaders earlier this year. "BRICS is turning into a reality and has emerged as a serious forum for emerging economies. It has led to us being invited to be part of the G-20 nations group," said Sinha. "Our greatest success is on the issue of multilateral trade negotiations. We have established a mechanism of regular contacts among ourselves," Sinha added.

NEW DELHI:The government will set up a body for regulatory research and risk assessment under the Food Safety and Standards Authority of India (FSSAI), parliament was informed on Friday. In a written reply to a question in the Lok Sabha, Minister of State for Health and Family Welfare Abu Hasem Khan Choudhury said that there was a proposal to set up National Food Science and Risk Assessment Centre (NFSRAC) under the FSSAI. Govt to set up independent coal regulator


NEW DELHI :The union government is planning to set up an independent regulator for the coal sector, Minister of State for Coal Pratik Prakashbapu Patil said onTuesday. In a written reply in the Lok Sabha, the minister said the proposed regulator would ensure more optimal development and conservation of coal resources, rational pricing and better distribution of coal, evolution of a more competitive market and a level playing field for new entrants in the sector. Union Coal Minister Sriprakash Jaiswal last month said that the group of ministers (GoM) deliberating the appointment of a coal regulator is likely to give its final recommendations soon. The union cabinet in May 2012 asked the GoM, headed by Finance Minister P. Chidambaram, to make recommendations about the proposed coal regulator's powers and functions. Independent regulation of the coal sector is considered important for competitiveness of e-auction, fixing guidelines for price revision in supply pacts, fixing trading margins and increasing transparency in allocation of reserves. A coal regulator was recommended in the Integrated Energy Policy as well as by the T.L. Shankar Committee on the coal sector reforms.

South Korea keen on exclusive industrial zone in Rajasthan


JAIPUR:South Korean firms are keen to set up an exclusive manufacturing zone in Rajasthan, encouraged by the success of the Japanese cluster at Neemrana, state government officials said here Friday. The interest, according to them, was conveyed by Kyung Yool Kim, director general of the South Korean Trade Promotion Agency (Kotra), during a meeting here Thursday with Sunil Arora, chairman of Rajasthan State Industrial Development Corp (RIICO). Kotra is the umbrella agency of the country's ministry of commerce, industry and energy and is mandated to promote the interests of South Korean firms. Kyung is leading a large business delegation to India. "The delegation was keen to learn about the model followed at the Japanese industrial zone in Neemrana. They were also keen to understand our arrangement with Jetro (Japan External Trade Organisation," a senior official at RIICO said. Arora, who is also principal secretary for industries in the Rajasthan government said, explained that around 30 Japanese companies had already established operations at the Neemrana zone, which is spread over more than 1,000 acres. He said RIICO, which is a catalyst for industrial development in Rajasthan, will be keen to offer land, along with a well-developed infrastructure, at competitive rates to the South Korean companies. Officials said a delegation from Rajasthan government, including officials from RIICO, may soon visit South Korea to make a presentation to companies about the opportunities available in the state.

DHAKA: India has sought Bangladesh's permission to allow exports by Indian companies operating in its country through the NorthEastern region besides earmarking land for setting up India-specific Special Economic Zones (SEZs) there. North-East Region may serve as a gate-way for exporting goods from Bangladesh, especially, to Indian market and can help in giving a push to trade and investment between the two neighbouring nations, an official said. "The trade volume between the two countries was far below the potential. Thus, we have urged theBangladesh government to allow use of its territory by Indian companies which are operating in Bangladesh to export their goods via North-East region," Commerce Secretary S R Rao said yesterday. He also said the multi-modal transport, especiallywaterways and railways could play a crucial role in giving a fillip to the trade volumes between the two countries. This would also encourage Indian investments in Bangladesh which in turn will create jobs and give a boost to their economy, he told reporters here. Rao, who led a Ficci business delegation to Dhaka during the 'India Show', took up these issues during meetings with Bangladesh Foreign Minister Dipu Moni, Finance Minister Abul Maal Abdul Muhith andCommerce Minister Ghulam Muhammed Quader. China's online shoppers hit 210m


BEIJING: China's online shoppers reached 210 million by the end of June. The country is expected to become the world largest online retail market next year, overtaking Japan, said Li Jinqi, director of the Electronic Commerce and Information Department of the Ministry of Commerce on Tuesday at a forum in Shanghai. China's ecommerce growth remained more than 30 percent from 2007 to 2010, with nearly 6 trillion yuan in transactions in 2011, Li said. The proportion of online retail sales in total retail sales is one of the most important indexes for measuring the growth of e-commerce. The ratio hit 4.32 percent in 2011, Li said. Wal-mart, the world largest retailer, is trying to join in China's e-commerce market. Asia President and CEO Scott Price said its cooperation with Store No 1 had saved it three years for building an e-commerce platform in China. "In the following five to eight years, China's ecommerce market will be super huge," he said. The number of China's mobile Internet users reached 388 million this year, China Business News reported on Wednesday. Dianping.com, a Chinese daily deals and local reviews site similar to Yelp, has 45 million customers on mobile phones. The number of browsing mobile clients accounts for more than 60 percent of the total, said Long Wei, co-founder of the company. Mobile e-commerce formed part of the development of e-commerce. It is also an important area for future innovation, said Tang Lei, eBay's director of the strategic development department, Greater China. "If e-commerce companies are not pay attention to mobile e-commerce, they will fall behind the times," he said.

India 19th biggest exporter in merchandise trade


DUBA: India is the world's 19th biggest exporter in merchandise trade surpassing countries like Australia, Brazil, Switzerland and Sweden, according to the recent classification done by the World Trade Organisation (WTO) Secretariat for 2011. A report released by WTO Secretariat said India exported of $297 billion in merchandise trade. The figures were released on the sidelines of the announcement of the 27th International Autumn Trade Fair (IATF2012), which will be held here from 11-13 December. This year the fair will host the official national pavilionsof six countries, including 225 exhibitors from China, 30 from India, 35 from Hong Kong, 15 from Korea, 20 fromTaiwan and 10 from Pakistan. Other countries participating at IATF 2012 at individual levels include UAE, Netherlands, Turkey, Indonesia, Malaysia and Iran. US tops the list of importers with $2,265 billion of imports in 2011.

Inflation to ease from January: RBI


KOLKATA: India's inflation is expected to trend lower during January-March, the Reserve Bank of IndiaGovernor Duvvuri Subbarao said on Thursday, a month after he had indicated the central bankBSE 1.65 %might ease monetary policy as early as January. "It (inflation) has come down from its peak, but at 7.50 percent, inflation is still high," he told reporters after the central bank's board meeting in the eastern city of Kolkata. "We are expecting that inflation will trend down starting the fourth quarter of this fiscal year. As we go into our mid-quarter policy on Dec. 18 and the quarterly policy on Jan. 29, we will take into account the growth-inflation trajectory and calibrate our monetary policy accordingly." The headline inflation rate, based on the wholesale price index, rose an annual 7.45 percent in October, the slowest pace in February. The RBI projects WPI at 7.5 percent at March-end, after revising the projection upwards twice earlier this year. The Indian central bank, which was a hawkish outlier long after many central banks began loosening policy, has refrained from lowering rates following sticky and elevated inflation since the April rate cut despite slowing growth. However, pressure from government and industry bodies has mounted over the last few months to cut policy rates due to the sharp slowdown in economic growth. India's services sector, which makes up nearly 60 percent of economic output, grew at its weakest pace in over a year in November, an HSBC services Purchasing Managers' Index , showed on Wednesday. In the October review of the monetary policy, Subbarao said there was a "reasonable likelihood" of further easing in the JanuaryMarch quarter.

Govt expects Rs 3,864.20 cr this fiscal from clean energy cess


NEW DELHI: The government on Tuesday said it expects to rake in Rs 3,864.20 crore tax revenues by way of clean energy cess this fiscal, higher than the amount received in 2011-12."The total tax revenue generated through 'Clean Energy Cess' was Rs 1,066.46 crore (actual) for the financial year 2010-11 and Rs 3,249.40 crore (revised estimates) for financial year 2011-12."In respect of the current financial year (201213), the budgetary estimates are of Rs 3,864.20 crore," Finance Minister P Chidambaram informed the Rajya Sabha in a written reply.He was replying to a query regarding the National Clean Energy Fund (NCEF).Till date, 15 projects envisaging total support of Rs 1,974.16 crore out of the NCEF have been recommended by the Inter Ministerial Group (IMG), Chidambaram said." During the financial year 2011-12, the IMG recommended 10 projects for NCEF support of Rs 573.05 crore, while during the current financial year, as on date, five projects have been recommended for NCEF funding of Rs 1,401.11 crore," he said.NCEF is for funding research and innovative projects in clean energy technologies."The fund is neither an adjunct to the General Budget nor is it being misutilised," Chidambaram noted.

No plan to hike import duty on edible oil: Food Minister


NEW DELHI: India has no proposals to raise import duty on edible oils, Food Minister K.V. Thomas said on Thursday, rejecting an earlier demand from the oilseedcrushing industry. India, the world's top vegetable oil importer, allows dutyfree imports of crude edible oil, while imposes a 7.5 per cent duty on refined oil. "I don't have any proposal as of now to increase import duties on edible oils," Thomas said. The country's oilseed crushing industry had made a proposal to Farm Minister Sharad Pawar in November, seeking a 10 per cent tax on imports of crude edible oil.

ish oil promotes healing in bed sores of critically ill patients, too, says an Israeli research. Bed sores result from constant pressure on the skin and underlying tissue due to prolonged sitting or lying down by such patients. Painful and prone to infection, these sores need to be healed, says Pierre Singer, professor at the Tel Aviv University`s Sackler Faculty of Medicine. With doctoral candidate Miriam Theilla at the Rabin Medical Centre, Singer designed a randomized experiment to test the impact of dietary fish oil supplements on bed sores, the British Journal of

Nutrition and the American Journal of Critical Care reported. After a three week period of

adding eight grams of fish oil to their patients` daily diet, researchers found not only a signif-

icant easing of pain and discomfort from bed sores - a 20 to 25 percent improvement, according to the Pressure Ulcer Scale for Healing but also a more efficient immune system and a reduction to inflammation throughout the body. Inspired by the results of a previous study showing that dietary fish oil supplements also raised oxygen levels in body tissues, Singer and fellow researchers sought to determine whether the supplement could also help heal bed sores, which are also formed by a lack of oxygen, reduced blood flow, and skin wetness, according to a Tel Aviv statement. To test this theory, the

researchers developed a randomized study with 40 critically ill patients. Half the patients were given standard hospital diets and the rest had a daily addition of eight grams of fish oil added in their food, said a university statement. After a three-week period, the patients in the fish oil group had an average of 20 to 25 percent improvement in the healing of their bed sores compared to the control group. Fish oil, chock-full of Omega-3 fatty acids and anti-oxidants, can also help lower blood pressure, reduce inflammation in the skin and joints, and promote healthy foetal development.

WASHINGTON: In a pioneering feat, Johns Hopkins researchers surgically implanted a pacemaker into the brain of an early stage Alzheimer's patient. The device, which provides deep brain stimulation, can potentially boost memory and reverse cognitive decline. The implantation is part of a federally funded, multi-centre clinical research designed to slow or halt the ravages of the disease. Instead of focusing on drug treatments, with reported failures in recent trials, the research relies on low-voltage electrical charges delivered directly to the brain, according to a John's Hopkins statement. SAN FRANCISCO: Social networking giant Facebook has rolled out its new messenger app, allowing mobile phone users without Facebook account to sign up the service with a phone number. With no Facebook account and email address required, app with the new feature will be first available to users of phones running on Google's Android platform in India, Indonesia, Australia, Venezuela and South Africa, reported Xinhua citing the company. The sign up option using phone number will be rolled out globally and its version for users of Apple's iPhone as well as other smartphone platforms are also under way, said Facebook. Facebook Messenger is an instant messaging service and software application which provides text and video communication. Its mobile version was released last year for major smartphone platforms, but users need to sign up with a Facebook account. The latest move is expected to help Facebook reach a larger audience, attracting smartphone users with no Facebook account to gradually use more Facebook services.

MELBOURNE: Researchers have pinpointed the locations like Indonesia's Sumatra Island where the world's largest earthquakes are most likely to take place, with greater accuracy than ever before. The 2004 Indian Ocean earthquake had its epicentre off the west coast of Sumatra Island in Indonesia. The resulting tsunami killed over 230,000 people in fourteen countries. The Pacific 'ring of fire', an area of high earthquake and volcanic activity, and other regions where two tectonic plates converge, are sites for some of the world's largest earthquakes, also known as great earthquakes, researchers said. "Subduction zones, where one plate slips under another, have long been known to harbour very where no large earthquakes have occurred in the last 100 or so years. Our results could contribute to much-needed improvements of long-term seismic hazard maps," he said. The coasts of Southern Chile and Peru, Indonesia's Sumatra Island, and several regions along the eastern Eurasian coastline, are some of the regions prone to great earthquakes. The new research shows that regions where subduction zones meet oceanic fracture zones, are at substantially elevated risk of earthquakes 8.4 magnitude or higher. The researchers considered about 1500 earthquakes in their study. They used geophysical data, mapping fracture zones and subduction zones, and a database of significant post1900 events.

J&K youths allege harassment by college-mates


CHANDIGARH,DEC 5: A group of youths from Jammu and Kashmir, studying in a private college in a Haryana town, have alleged they were thrashed by some of their peers, an incident termed as minor by the authorities who promised all security to them. Studying in an engineering college in Panchkula, they said they were attacked last Sunday by some students from the same college who also called them "anti-nationals". They told reporters that some of them were injured in the attack by their college-mates who, they alleged, had been harassing them for quite some time over their origin. When contacted, DCP (Rural) Ambala Naznin Bhasin said the police were looking into the matter. "We are verifying details (of the incident of attack)," she said. The college management termed the incident as a minor one and said the matter had been amicably resolved. "Two groups of students having grudge against each other were involved in the incident. With the intervention of the college management, the matter was amicably resolved," college chairman S K Gupta told PTI. No police complaint was lodged, said the Chairman who claimed his college was affiliated to Kurukshetra University. A student, hailing from Jammu and Kashmir, said some of them had left their hostel fearing more such attacks. The college chairman said some 20 students had decided to leave their hostel rooms but half of them later changed their minds. "We have assured all students from J&K that we are committed to give them a safe and homely environment and they should not worry," he said. "There are about 50 students from Kashmir Valley and 30 from Jammu province who are pursuing engineering and MBA courses in the college," the chairman said.

Manhas further lambasted the NC-Congress led coalition government for not talking any initiative and delaying the construction work of proposed flyovers in Jammu. He said that proposed funds for the flyovers and widening of Shakuntala road is mere Rs. 76.41 crores whereas that in Kashmir is Rs. 256 crores but still the people of Jammu are waiting for the start of construction work since years. Citing the example of the people from different corners of the Jammu region visiting the Jammu High Court had to face lots of hardships to reach the court at time because of the traffic hazards on Janipur High Court Road. He appealed the state government for an alternate road to High Court so that the miseries of the court going people and staff of the court come to an end. Manhas further reminded of Cable Car Project from Mubarak Mandi to Bahu Fort which also just pending in files of department and no initiative has been taken for the said project. NSF protests JU's failure to act against private colleges

The university has admitted that private colleges had been violating the rules and the matter was reported to the Vice-Chancellor who has failed to take action against the violators, Ravi said. He alleged that it is a now open secret that private colleges were running ETT institutions and Indira Gandhi National Open University (IGNOU) centers in the same premise where B.Ed course is being run without the permission of the varsity. "As per the reports of the inspection committees, many colleges are running ETT course in the same premise where B.Ed course is being run without the permission of the university. The inspection committees have recommended disaffiliation of some colleges but the ViceChancellor has yet not initiated any action against these colleges," he said. He further said that it raised many doubts in the minds of the people and the VC JU should make it clearas to why he didn't take action and remained silent on the whole issue. He demanded the Chancellor should conduct a thorough inspection of all private colleges by constituting a high-level panel to identify the "violators" and all such institutions should be disaffiliated with immediate effect to send a strong message around. "We will not tolerate the shielding of corrupt officers. We demand that they should be shunted out from the varsity administration torestore credibility and transparency on the campus. The authorities should shun the pick and choose policy and initiate action against all the blue eyed people," Ravi Choudhary said.

"The UPSC have submitted a proposal to the central government, suggesting certain changes in the existing scheme of civil services (main) examination to make it more relevant with the present day, global as well as internal scenario on the basis of the report of a committee," Minister of State for Personnel, Public Grievances and Pensions V Narayanasamy told Rajya Sabha in a written reply. The committee was constituted under the chairmanship of Prof Arun S Nigavekar, former chairman, University Grants Commission (UGC). "Till now, no decision has been taken by the government on these recommendations," the Minister said.

Fitter kids also perform better in classroom


WASHINGTON: School students who stayed in the best physical shape also performed better than their classmates and took home better report cards, says a new research. The first ever study by the Michigan State University linked children's fitness to both improved scores on objective tests and better grades, which rely on subjective decisions by teachers. The study also is among the first to examine how academic performance bears on all aspects of physical fitness - including body fat, muscular strength, flexibility and endurance - according to Dawn Coe, who led the research at Michigan, the Journal of Sports Medicine and Physical Fitness reported. "We looked at the full range of what's called health-related fitness," said Coe, who conducted the research as a doctoral student in Michigan kinesiology department and is now an assistant professor at the University of Tennessee, Knoxville. "Kids aren't really fit if they're doing well in just one of those categories." Coe and colleagues gathered their data from 312 students in sixth through eighth grade at a school. They gauged the kids' fitness with an established programme of pushups, shuttle runs and other exercises. Then they compared those scores to students' grades throughout the school year in four core classes and their performance on a standardized test. The results showed the fittest children got the highest test scores and the best grades, regardless of gender, according to a Michigan statement. "Look, your fitter kids are the ones who will do better on tests, so that would argue against cutting physical activity from the school day," said study co-author James Pivarnik, Michigan professor of kinesiology and Coe's guide on the project.

The court gave the order while hearing a public interest litigation that alleged illegalities in the appointments made by Devanand Konwar, the Bihar governor and chancellor of the universities, without consulting the state government, a government official said. The official said the court cancelled appointments of Patna University vice chancellor Shambhu Nath Singh, B.R. Ambedkar Bihar University vice chancellor Bimal Kumar, Jay Prakash University vice chancellor Ram Binod Singh, B.N. Mandal University vice chancellor Arun Kumar, Kameshwar Singh Darbhanga Sanskrit University vice chancellor Arvind Kumar Pandey and Maulana Majharul Haque Arabic and Persian University vice chancellor Samshu Zoha. It also cancelled the appointments of pro-vice chancellors of B.N. Mandal University, Patna University, Veer Kuer Singh University and Maulana Majharul Haque Arabic and Persian University. Earlier, the accountant general indicted Devanand Konwar in his capacity as chancellor of universities for appointments of the six vice chancellors and four pro-vice chancellors without consultations with the government. The accountant general, in a report, said the governor or his secretariat held no consultations with the government as prescribed under rule 10(2) of the Bihar State University Act, 1976, before going ahead with "irregular" appointment of the six vice chancellors. Appointment of the six vice chancellors was also not in inconsonance with University Grants Commission Regulations 2010 and provisions incorporated in the respective universities act through amendment as no search committee was constituted nor any panel of the names recommended, the report said.

Four Indian Americans named 2013 Marshall Scholars


WASHINGTON: Four Indian Americans are among the recipients of the prestigious Marshall Scholarships, giving them the opportunity to study at a university of their choice in Britain next autumn. The two-year scholarship is distributed to approximately 40 promising young American students by the Marshal Aid Commemoration Commission every year. The IndianAmerican winners are Aditya Ashok from Boston College, Aditya Balasubramanian from Harvard University, Paras Minhas from the University of Pittsburgh and Rahul Rekhi from Rice University. Ashok, a history and biology graduate, served in numerous leadership positions on campus during his time as co-president of the AIDS Awareness Committee. He recently served as an intern at the Office of National AIDS Policy at the White House. He will be studying global health at the University of Glasgow from August 2013. Rekhi, a Barry M. Goldwater and Harry S. Truman Scholar, has participated in several health and policybased internships at organizations like Beyond Traditional Borders, the World Health Organization and the National Science Foundation. He has chosen to study biomedical engineering at the University of Oxford, where he will receive his master's degree. Balasubramanian will be studying econometrics and mathematical economics at the London School of Economics and Political Science. For about a year, he worked at the Abdul Latif Jameel Poverty Action Lab in New Delhi and focused on the inner workings of political and campaign processes. Minhas, who will be studying molecular cell biology at the University College London next autumn is interested in furthering his career as a physician and scientist.

Government to tweak DEd for better English tutors


BELGAUM: English education at government primary schools is slowly getting an impetus. The government on Wednesday assured the legislative assembly that the 12-year-old Diploma in Education course (D Ed) will be revised so that the government can recruit teachers with strong knowledge of English. Replying to Shivalinge Gowda of (JDS), primary and secondary education minister Visvesvara Hegde Kageri told the House that more than 4,000 teachers would be recruited to meet the vacancies in government primary schools. Gowda expressed displeasure over quality of English teachers at primary level in government. Due to this, he said many students are not willing to join resulting in closure of schools. He said the existing set of teachers lack English skills and students are left in the lurch. "There is a great disparity between the students studying English in convent schools and the government-run ones in rural areas. Students belonging to government are often forced to be mute spectators when their friends from the convent speak in good English. The government should address the problem soon, failing which it will have to close all the government schools as no parent will come forward to admit their children," Gowda noted. Admitting to the problems faced, Kageri said English is taught by non-English teachers, so the quality of English at the primary level in government schools was not up the mark.

Ross Taylor replaced by Brendon McCullum as New Zealand captain


Brendon McCullum has been appointed New Zealand's captain in all three formats after Ross Taylor declined an offer to stay on as leader of the Test side in a split-captaincy scenario. Sports Ministry de-recognises Archery and Boxing Federations of India


NEW DELHI: In further development on the suspension 'front', Sports Ministry too took the first steps towards fair elections in the country's national federations. While the International Olympic Committee had suspended the Indian Olympic body, the World boxing body had suspended the India Boxing federation. As a repercussion, the Indian sports ministryon Dec 7 de-recognised the Archery Association of India and the Indian Boxing Federation. They have given the boxing body 15 days time to confirm that they will have a re-election. Sports Minister Jitendra Singh said, "Indian sportsperson are our top priority. If Boxing Federation doesn't confirm that they will hold re-election in 15 days, we will derecognise them." The Ministry of Youth Affairs & Sports has suspended recognition of Indian Amateur Boxing Federation (IABF) with immediate effect. The Minister said the decision has been taken as the elections of the IABF held on 23.09.2012 were in violation of the procedure laid down in the Sports Code. The major defects were: a. The publication of the electoral roll was flawed because it was not possible for the electoral roll to be dispatched to members by post prior to the last date for filing of nominations and merely publishing on the website is not considered sufficient notice or information to all members. b. Members were not given sufficient time to file nominations as the gap between the finalization of the electoral roll and the filing of nomination was too short to allow people to travel large distances and file nominations personally. c. Nominations of candidates were taken from the floor of the House on a date which was after last date of nomination and this is not permissible. In view of this, the entire election needs to be held afresh. The Government has to suspend the recognition of the Indian Amateur Boxing Federation pending fresh elections. A notice will be sent to the IABF to confirm that they will hold fresh elections under independent supervision within a period of 15 days failing which the derecognition will be made absolute. Shri Jitendra Singh said the International Boxing Federation has also suspended the IABF, pending enquiry into the elections held on 23.09.2012. This will mean that boxers from India may find it difficult to participate in international events. The Government of India will open a dialogue with the IABF to set in place interim measures so that the athletes are not affected. He said that while the procedures adopted in the elections were in conformity with the procedures laid down in the Sports Code and common practice, the Archery Association has violated the age and tenure restrictions prescribed in the Sports Code. The President elect of the Archery Association of India has served for more than three consecutive terms in the past and is also above the age of 70 years. The Minister said, the High Court in its Civil Writ Petition No.195/2010 dated 15.02.2012 and 17.09.2012 had directed that the Government shall not grant recognition to the Archery Association of India unless they hold elections as per the Sports Code. In view of the directions of the High Court, the Government has no option but to withdraw the recognition of the Archery Association of India. He said the Archery Association of India has been advised to hold fresh elections for the post of President, in conformity with the Sports Code. They have also been requested to amend their constitution to bring it in conformity with the Sports Code and Olympic Charter. This would help avoid such conflicts in future. Shri Jitendra Singh said the impact of de-recognition will be that Government funding for the Archery Association of India will stop immediately. Nor will assistance to hold national and regional championships be available. The Government is contemplating interim measures, by which athletes are not affected. The Government will also open a dialogue with the international body to ensure that participation of Indian athletes is not hampered in any way.

Air India had an edge over Bharat Petroleum because the team was full of expereinced players. FREEDOM FIGHTER: MADAM CAMA


3rd of August in the year 1885, she tied her wedding knots with Rustom Cama, an affluent pro-British lawyer. She did not enjoy her married life and spent most of her time performing altruistic activities. Read on to know the complete life history of Madam Bhikaji Rustom Cama. In the year 1896, the Bombay presidency was hit by a natural calamity, which had adverse effects on the city. Bhikaji was instrumental in the activities undertaken to provide assistance to the afflicted people. While rescuing other people and inoculating them, she herself became a victim of the infection. She became very weak, but somehow managed to survive. In the year 1902, she went to Europe for subsequent medical care and convalescence. During her stay in London, she got a message that her return to India can take place subject to the promise that she would not participate in the Nationalist Movement. She refused to make such a promise and remained in exile in Europe. She died in the Parsi General hospital in Bombay (now Mumbai) in the year 1936. While Madam Cama was in London, she served as the private secretary to Dadabhai Naoroji, who was the first Asian to be elected to the British House of Commons. When Bhikaji Cama was in Paris, she happened to come across a number of notable leaders of the Indian Nationalist Movement. In Holland, they secretly published and circulated the revolutionary literature for the Nationalist Movement. During her stay in France, the British Raj authorities requested her extradition, but the French Government did not show their willingness and refused to cooperate. In return, the Britishers confiscated Madame Cama's legacy. Bhikaji Cama has always been actively involved in fighting for gender equality. On August 22, 1907, she raised the flag for India's Independence at the International Socialist Conference in Stuttgart, Germany. There are many cities in India that have streets and places being named after Bhikaiji Cama. On 26th January 1962, the Indian Posts and Telegraphs Department issued a stamp to acknowledge her work and give her honor. The Indian Coast Guard consists of a ship that has been named after her.

Feroz Shah Kotla Location: Bahadur Shah Zafar Marg, Delhi Founded By: Firoz Shah Tughlaq Founded In: 1354 Architects: Malik Ghazi and Abdul Hakk Feroz Shah Kotla was the erstwhile citadel of Ferozabad, the Fifth city of Delhi. It is situated off the Bahadur Shah Zafar Marg of Delhi, near the Feroz Shah Kotla Cricket Stadium. Emperor Firoz Shah Tughlaq, the nephew of Ghiyasuddin Tughlaq and successor of Muhammad Tughlaq, got the citadel of Ferozshah Kotla built in the year 1354. Along with the citadel, he also laid the foundation of the city of Ferozabad. The city and its citadel were designed by the famous architects, Malik Ghazi and Abdul Hakk. During that time, Feroz Shah Kotla was popularly known as Kushk-I-Feroz, meaning Feroz's palace. The city of Ferozabad extended from Hauz-Khas in the southwest to Pir Ghaib in the north. The Firoz Shah Kotla citadel of India comprises of three rubble-built walled rectangular enclosures. The design of the citadel looks like an irregular polygon, which has the eastern wall in one alignment. The eastern wall of Feroz Shah Kotla was constructed on the embankment of River Yamuna. It is believed that Emperor Firoz Shah Tughlaq had three other palaces in Delhi, when he began Ashokan Pillar There is an Ashokan Pillar situated inside the premises of the citadel, which lies to the north of Jami Masjid. The pillar dates back to the 3rd century BC and rises to a height of 13 m. It is a sandstone structure and stands on a rubble-built three-tired pyramidal structure. Emperor Feroz Shah Tughlaq got the pillar, which weighs 27 tonnes, transferred from Topar (Ambala) to Delhi. Another pillar, quite similar to the Ashokan Pillar, was also brought by Feroz Shah Kotla and it was fixed on the ridge. Ashokan Pillar has been carved with seven main inscriptions or edicts of Emperor Ashoka. Apart from that, there are numerous figures and minor inscriptions engraved on the pillar. The edicts were written in the Brahmi script of Pali language and were first deciphered by James Prinsep in 1837. The pillar is made of sandstone. However, it was polished in such manner that even today it looks as if it has been made up of some metal. Since Feroz Shah adorned the pillar during his rule, it came to be known as 'Minar-i-Zarin'. Jami Masjid Jami Masjid is situated next to the Ashokan Pillar in the citadel of Feroz Shah Kotla. The structure that once made up the mosque has today been reduced to the southern and western walls with the gateway. Jami Masjid was one of the largest mosques of the Tughlaq period and rests on a series of cells on the ground. It is still in use today. However, most of the structures of the mosque, including the prayer hall as well as the walkways, situated on the sides of the courtyard that was used by the royal ladies, have vanished. The mosque is made of local quartzite stone and is entered from the northern side. At one point of time, Jami Masjid was connected to the citadel by a bridge. It is said that, in the past, there was an entrance to the mosque from the underground cells also. So great was the beauty of the mosque that Timur constructed a similar mosque at Samarkand in Iran. In the year 1759, the mosque became the site of the murder of Emadul Mulk, the prime minister of the Mughal Emperor Alamgir Sani, by his own emperor. Baoli As you move towards the northwest of the Ashokan pillar, you will come across a garden. In the center of the garden is situated a large circular baoli or step well. Apart from subterranean apartments, the baoli also has a large underground drain for the water towards its eastern side. The baoli was only used by persons of royal lineage and used to serve as a cool haven during summers. Other Structures The other structures inside the Feroz Shah Kotla include the foundation structure of a square hall. It is situated behind Ashokan Pillar, to the north of Jami Mosque. Then, there are ruins of many other structures, which have not been identified as yet, since they are in a very decrepit shape.

On either side of the gateway are fortresses, which lie mainly in ruins today. Ferozshah Kotla is at times compared with the 'Windsor Palace of London'. In its glorious days, the citadel was the perfect example of architectural beauty. However, it was abandoned in the year 1490 and since then, it has been lying mostly in ruins. The successive rules of Delhi used most of its ruins for the construction of other cities. However, even after being in neglect for many years, Firoz Shah Kotla still has many interesting structures within its premises and is visited by tourists in large numbers.

Soon, it started to spit rain, but it wasn't normal rain, it was pink rain! It rained harder and harder. All the animals scurried to their homes so that they would stay dry. The flamingos refused to seek shelter because it was another chance to become pink. The rain continued for seven days and six nights. All the animals stayed in their burrows, nests and homes. Only the flamingos stayed outside. Finally, the rain stopped. The flamingos started cheering because they were all pink. Even after their feathers dried, they were still pink. And, that is why the flamingo is pink today!!

Attack on the Judiciary


2 DEC: The attack on the judiciary by people in power speaks of the sordid state of affairs in West Bengal. When an issue is sub judice, no one is meant to comment on it. Recently, one of the ministers in the state government launched a tirade against the judiciary. He said that in case the judgment of the Supreme Court in the Singur case does not go in favour of the state government, "the people of Singur will descend on the fields and enact a new law". This amounts to contempt of court. Earlier, Mamata Banerjee had said that verdicts can actually be bought. This comment was not only uncalled for.No democracy in the world functions perfectly. But the principles of democracy cannot be undermined. It is the duty of every citizen to ensure a better functioning of democracy by strengthening its structures and processes. Throttling the voice of the people, condemning democratic institutions and practices, branding the Opposition as useless, pointing fingers at the judiciary, questioning its authority and casting aspersions on it constitute grave threats to democracy. The judiciary should take note of the insults being heaped on it by irresponsible persons in power and bring them to book.

Modi's 3 pronged strategy


3 DEC: Gujarat CM Narendra Modi on Monday released the BJP's election manifesto that promises a slew of measures for the uplift of farmers, rural and urban poor and all-inclusive growth. Releasing the manifesto just 10 days ahead of the 1st phase of polling scheduled on Dec 13, Modi also promised to address the issues facing the "neo-middle class", which has risen above the poverty line but cannot yet be categorised as middle class, to enable it reap the benefits of Govt's welfare schemes. The manifesto pledged to strengthen agricultural infrastructure and said, if voted to power again, the Govt would bear 3% of the 7% interest paid by farmers who took agricultural loans. In an apparent bid to counter the Congress' poll assurance of providing land and houses at affordable rates to rural and urban poor respectively, the BJP manifesto said 50 lakh new houses would be constructed for them over the next 5 years. Laying emphasis on irrigation and issues related to farmers, the document said 16 lakh hectares of farm land would be brought under irrigation over the next five years and the government would expedite electricity connections. To give a fresh impetus to the agriculture sector, Modi said cold storage facilities and agro-processing units would be set up in every district. Claiming that annual Vibrant Gujarat Summits aimed at attracting investment for industries were a big success, Modi said now other states were also organising such events.

Indian Olympic dream shatters


4 DEC: In a major embarrassment for India, the IOC on 4 Dec suspended the IOA because of govt interference in its election process, a development which puts a bar on the country's Olympic participation. The decision to disaffiliate India was taken on the first day of the IOC's Executive Board meeting, Associated Press reported from Lausanne, quoting two top officials who pleaded anonymity. The IOA went ahead and conducted its elections despite being suspended by the IOC and the world body has now even threatened legal action. The International Olympic Committee has also refused to recognise the elections conducted by the suspended Indian Olympic Association, saying the "so-called" office-bearers have no legitimacy. The IOC had repeatedly told the IOA not follow the govt's sports code for the elections on the ground that it would be a violation of the Olympic Charter and compromise autonomy. But the IOA went ahead saying they were bound by the Delhi High Court order. Suspension meant that the IOA will stop receiving IOC funding and its officials will be banned from attending Olympic meetings and events. India's athletes will be barred from competing in Olympic events under their national flag, but they can participate under the IOC banner. Terming the IOC's suspension of IOA a "black day" for India, president-elect Abhay Singh Chautala lashed out at Randhir Singh and said the latter "conspired against the nation and its sportspersons".

Govt wins FDI vote in LS


5 DEC: FDI in multi-brand retail on Wednesday got the approval of the Lok Sabha as the Oppn motion seeking immediate withdrawal of the decision was rejected convincingly as BSP and SP walked out. 218 voted in favour of the Oppn motion, while 253 voted against it in the House where 471 members participated in the voting. The total strength of the House is 545. The House also rejected the motion seeking amendment to the rules notified by the Reserve Bank under Foreign Exchange Management Act (FEMA) to enable FDI in multi-brand retail. While 254 voted in favour of the govt, 224 were against. Members of SP and BSP, with respective strength of 22 and 21, did not participate in the voting as they walked out alleging that interests of farmers and small retailers had been ignored. Leader of the Oppn Sushma Swaraj, who had moved the motion, maintained that majority of the House was against FDI in retail which was reflected in speeches of leaders of different political parties. Rejecting the allegations of Sushma Swaraj that CBI was used to ensure that SP and BSP do not vote against the govt, Parliamentary Affairs Minister Kamal Nath said, " this is a rejection of the politics of the BJP. They had FDI in their manifesto. Swaraj has lost her cool because the motion moved by her has got defeated. She is frustrated".

6 DEC: The Palestinian Authority has received overwhelming international support after the United Nations decided to recognize Palestine as a sovereign country and grant it the status of an observer-state . It is a step in the right direction. This will help the cause of the Palestinians. It may eventually help Palestine get the right to self-determination and a regular membership of the UN. The latter has to be commended for doing what is expected of it, and that too in the face of threats from Israel and the United States of America. The US and Israel now stand isolated in their opposition to this development. From the manner in which both the countries have reacted, it is clear that they want to keep Palestine under subordination. The double standards of America, the so-called international guardian of democracy, have once again been exposed.A possible aftermath of the UN's decision might be that Palestine will lose the monetary aid it was getting from the US. Even if this happens, it cannot be considered much of a loss when one sees what Palestine stands to gain in the long run.The hegemony of the US cannot continue for long. Now that Palestine has been granted a non-member state status in the UN, it can drag Israel to the International Criminal Court to investigate the atrocities perpetrated on Palestinians in the disputed territories.

7 DEC: Nepal's political crisis is unlikely to end anytime soon. The political parties agree that only a 'unity government' could draft the new constitution and hold fresh elections to the constituent assembly. But they cannot agree on who would head such a government. The opposition parties would not accept the prime minister, Baburam Bhattarai, as the head of the unity government. But then, Mr Bhattarai's party, the Unified Communist Party of Nepal (Maoist), wants the new government to be formed on its terms. One of the two major opposition parties, the Nepali Congress, has staked its claim to the prime minister's post on the specious argument that it has not had a chance to occupy it since the last elections. It is doubtful, though, if a prime minister from one of the opposition parties is the answer to Nepal's seemingly endless political crisis. The president, Ram Baran Yadav, may go on setting one deadline after another for the parties to evolve a consensus on the new government. But it is up to Mr Bhattarai to decide if he would put the country's interest above his party's.However, what the new prime minister does is more important than which party he belongs to. The new leader has to involve all parties in drafting the new constitution. Much in Nepal's political future may depend on whether the constitution accepts a federal structure for the State based on the ethnic identities of the people.

The present elections for MLCs from Panchayat quota being indirect in nature though do not offer essential ingredients of voters' mood and parties' waves.In these elections the regional parties NC and PDP have registered more or less same performance as they did in 2002 and 2008 assembly elections. The only difference is that the Congress has significantly altered results in favour of National Conference. Keeping the poll statistics of 2002 and 2008 away, even the floor combination in current assembly is enough to study the results of December 3 elections. The ruling coalition has secured 57.32 percent of total votes polled in both provinces while the PDP has managed to get only 25.71 percent. Interestingly, this percentage reflects existing position of these parties in the assembly. While coalition's combined strength in assembly (including five independents and others) is 57 percent (on excluding the independents and others the NC-Congress strength is 51.72 percent), the PDP makes 24 percent of the floor. Now, if Congress and NC are looked at differently their position in the assembly comes out to 32.18 percent and 19.54 percent, respectively. An analysis at the provincial level makes current results look more interesting: the coalition has secured 53.2 percent of the polled votes in Kashmir province (including Ladakh) while its combined strength (including four non-NC, nonCongress members) in the assembly is 60 percent. The PDP has secured 37 percent votes for the LC in the Valley while its strength in the assembly is just one percent higher at 38. In Jammu province, the coalition has secured 61 percent votes in the LC while its combined strength in the assembly (including one independent member) is 54 percent. Therefore, a significant gain and obviously at the cost of BJP that is already a divided house. PDP has emerged a significant gainer in Jammu as it scored 14 percent votes of Panchs and Sarpanchs against its strength of only five percent of assembly floor filled in from Jammu province. Since Congress and NC fought the LC elections together, the votes polled by their respective candidates have not been segregated in the above analysis.

Indian scientists develop technique to detect genetic variations


KOLKATA: In what could help predict one`s susceptibility to various ailments, a new technique to detect genetic variations associated with diseases, including cancer, has been proposed by scientists at the Indian Association for the Cultivation of Science (IACS) here. Some of these genetic variations termed SNPs (pronounced snips) are associated with cancer, certain infectious diseases like leprosy, AIDS, and many others. "These genetic variations can give us an idea about how humans respond to pathogens (microorganismic infectious agents like virus, bacterium, prion or fungus that cause diseases), chemicals, drugs, vaccines and other agents," IACS`s associate professor in biological chemistry, Rupa Mukhopadhyay, said. Detection of these genetic variations can help predict one`s susceptibility to diseases. Identification of these abnormalities is often done by using DNA probe based biosensor technologies. DNA is the double stranded helically twisted molecule that serves as the hereditary unit of life. A biosensor is a device that uses a living organism or biological molecules, especially enzymes or antibodies, to detect the presence of chemicals. However, according to Mukhopadhyay, the DNA-based biosensors which are in use have certain limitations. "The points to be considered for an ideal biosensor are easy use of the biosensor system, the reading should be reproducible, target-specific and sensitive. All these cannot be achieved by DNA probes," said Mukhopadhyay. "We have proposed in a recent work that LNA, which is a synthetic analogue of DNA, can be a much better probe in surface-based DNA detection techniques," said Mukhopadhyay.

Electronic braking system in vehicles saves thousands of lives


DETROIT: Computer-controlled braking systems in cars and light trucks are saving thousands of lives in the United States, according to a three-year study released on Friday by federal safety regulators. The systems have been required on all light-duty trucks and passenger vehicles under a 2007 US federal safety regulation. The requirement was phased in over the years covered by the US National Highway Traffic Safety Administration study. It estimated that the technology saved more than 2,200 lives from 2008 through 2010, including 634 in 2008, 705 in 2009 and 863 in 2010. So-called electronic stability control systems use computer-controlled braking of individual wheels to help drivers keep control of a vehicle that is beginning to swerve or lose stability. All new light vehicles manufactured on or after September 1, 2011 are required to have the system. In May, the NHTSA proposed a new federal motor vehicle safety standard to require electronic stability control (ESC) systems on large commercial trucks and large buses for the first time. In a statement on Friday, US Transportation Secretary Ray LaHood said: "As more vehicles on the road are equipped with ESC in the coming years, we know the technology will save even more lives." The agency said applying the technology to the heavy-duty fleet could prevent up to 56 per cent of rollover crashes each year and 14 per cent of loss-of-control crashes in those vehicles.

Anti-depressants speed up recovery in stroke


LONDON: Anti-depressants could help recovery after a stroke and reduce dependence, physical disability, depression and anxiety in the first year after a stroke. They could also promote the growth of new nerve cells or protect other cells damaged by stroke, suggest researchers from University of Edinburgh. They examined 52 studies concerning selective serotonin reuptake inhibitors, a class of anti-depressants. Gillian Mead, professor of stroke at the university, said: "Anti-depressants have been successfully used for many years to relieve depression. However, it now appears that they also have effects on the brain that may help patients make a better recovery from the physical effects of stroke." "The results of this metaanalysis are extremely promising. She said that by preventing depression, the drugs may help patients to be more physically active which is known to aid overall recovery. "We now need to carry out a number of much larger clinical trials in order to establish exactly if, how and to what extent anti-depressants can help stroke survivors recover."
