Energy Efficiency Policy

Fundamental Transformation: 2007 Energy Efficiency (EE) Law & National EE Movement
EE Law and its secondary legislation put in to force at 2007 and 2008. National EE Movement has been initiated by prime minister in 2008.

Vision of EE Law
to make Turkey a country have low energy intensity and high energy consumption per capita to get maximum benefit from energy

General Directorate of Electrical Power Resources, Survey and Development Administration

Previous Activities Relative to EE Law

Raising of public awareness (since 1981)

Surveys and energy audits in industry building and transport

sectors (since 1981) International Cooperation with UNIDO, World Bank, JICA and EU (since 1981) Development of energy management in industry and relevant

trainings for energy managers (since 1995)

Energy Efficiency Strategy Paper (2004)

General Directorate of Electrical Power Resources, Survey and Development Administration

Legislative framework by EE Law

The EE Law provides legal basis for;

Establishment of administrative structure Mandate and authority of EIE Requirements and responsibilities for the Energy Management

Training and awareness

Energy performance of buildings Minimum energy efficiency requirements

Subsidies and support provided for promotion of EE

Monitoring Fines and penalties for non-compliance

General Directorate of Electrical Power Resources, Survey and Development Administration

Turkey has taken strong initial steps in the

areas of energy legislation and regulation and

now has focused on tapping the significant potential for energy efficiency with the following implementations

Minimum Energy Efficiency Requirements for;

Boilers, Burners Electric Motors Air-Conditions Household Appliances (Refrigerators, Washing and dish washing machines, ovens e.t.c.) lambs
General Directorate of Electrical Power Resources, Survey and Development Administration

Incentives and Supports

Incentives for industrial plants for;
EE projects voluntary agreements

Incentives for SMEs on energy efficiency services (Pre-audit, energy audit, consultancy and training) The Under-Secretariat of the Treasury (Treasury) is authorized to directly provide support for the projects and high efficient co-

generation plants that exceed the maximum investment size which

will be defined by the Council of Ministers. Licence exemptions for high efficient co-generation, micro co-

generation and renewable energy

General Directorate of Electrical Power Resources, Survey and Development Administration

Monitoring
Under the Energy Efficiency Law, industrial enterprises and the owners and/or managements of buildings and public agencies and enterprises that are required to employ energy managers provide their energy consumption data and own findings by the end of March every year to

EE.
Measurement and Evaluation System Project (DES) launched for three

years in order to develop system for data collection, consolidation,

analysis, simulation and projection

General Directorate of Electrical Power Resources, Survey and Development Administration

EE Implementations in End-Use Sectors by Other Ministries

Ministry of Industry and Trade (MIT) is responsible for information on labeling and other EE-related issues for consumers. Ministry of Public Works and Settlement (MPWS) which is responsible for preparing regulations on building insulation and monitoring/inspection of their implementation. Ministry of Transport issued the regulation on practices oriented to reduce unit fuel consumption in nationally produced motor vehicles and increase their efficiency standards, spread public transportation and install advanced traffic signalling systems .

General Directorate of Electrical Power Resources, Survey and Development Administration

Ongoing International Cooperations

Bilaterial Cooperation with USA
Energy Efficiency (ESCOs)

Renewable Energy (Solar)

Modelling

GEF Projects
Market Transformation of Energy Efficient Appliances (3 years) Promoting Energy Efficiency in Buildings (4 years) Improvement of Energy Efficiency in Industry (5 Years)

Bilaterial cooperation with The Netherlands (NL Agency) EnR membership

General Directorate of Electrical Power Resources, Survey and Development Administration

Future Plans
Improvement of EE Strategy

Expanding of scope of incentives and supports

More comprehensive campaign to raise public awareness Strengthening of infrastructure for follow up, monitoring and assessment studies Strengthening of national and international cooperation Rehabilitation of existing buildings (Improving heat insulation) Development of financial mechanisms such as third party financing, carbon trade etc. in cooperation with national and international bodies Introducing and promoting of eco buildings Promoting of investment for small scale renewable
General Directorate of Electrical Power Resources, Survey and Development Administration

Conclusion
High energy saving potentials. Attractive opportunities for the foreign investors for local cooperations.

Government side open for any kind of cooperations
