Schuylkill County Credited for Overpayment of Healthcare. After an audit of the Healthcare rolls by Schuylkill County Controller Christy Joy CPA, Schuylkill County was credited $74,545.23 for monthly Healthcare Premiums. Prior to his administration, the Controllers Office processed the payment for Healthcare using only the cover letter. Controller Joy requested that the Board of Commissioners forward the detail of the Healthcare Rolls for review. We make sure that we get what we pay for, said Joy. Statistical sampling uncovered a deceased retiree from 2008 that was still included on the rolls. This finding caused a total review of the listing which resulted in more questioned costs:

Another retiree had been deceased over a year. A group of former Rest Haven business office employees that were laid off on July 1st, 2012 were still present on the Countys rolls until October of 2012. These employees were rehired by SAM Inc, when SAM was contracted to run Rest Haven, the Countys nursing home. A former County Commissioner was included twice with both a double last name and her single married name.

What was most shocking is that we found someone on the rolls who was never an employee of Schuylkill County, expressed Joy.

Schuylkill Countys Blue Cross and Blue Shield is about $950,000 a month or $11,500,000 annually. I applaud the Board of Commissioners for their understanding that with rising Healthcare costs, every penny counts, said Joy. This is a team accomplishment. I would like to thank my staff, Human Resources, Administration and the Board for working together to make sure this is right. Communication is key. With changes made by the new Board, people are both talking and listening. We are getting it done together. I campaigned on a platform that as an Elected Official that I work for the People of Schuylkill County. I report to them, said Joy. The County Code (Act of August 9, 1955 as Amended) governs the functions and duties of the Controllers Office. These include the following:

Supervise the Countys fiscal affairs. Develop and maintain the Countys accounting system. Maintain custody of valuable documents such as deeds and titles to county owned assets, and all contracts entered into by or on behalf of the county.

Administer the Countys sealed bidding process. Coordinate the Countys annual external audit. Audit the county row offices and district justices. Examine financial disbursements for compliance with contract or law.
