CATHOLIC CHARITIES RESULTS FRAMEWORK DISASTER RESPONSE GENERAL RESPOND: (FIRST 30 DAYS FOLLOWING A DISASTER) CATHOLIC CHARITIES ____________

LEADS THE CATHOLIC CHURCHS EFFORTS AS AN EARLY RESPONDER. ACTIVITY Establish Points of Distribution sites (PODS) to meet the needs of the vulnerable population TASKS 1. Identified the vulnerable population 2. Map out potential distribution sites in relation to the current location of the vulnerable population 3. Conduct a needs assessment to identify appropriate assistance in the areas of food, transportation, shelter and employment. 4. Locate appropriate professionals needed for case management and mental health/crisis counseling assistance 5. Obtain supplies, such as emergency kits, meals, groceries, store gift cards, etc to be utilized during case management sessions 6. Obtain monetary resources sufficient to operate points of distribution 7. Ensure language appropriate professionals are available to meet the needs of nonEnglish speaking visitors 8. Set up spiritual support for tornado victims and their families. 9. Coordinate and collaborate with local emergency management personal to ensure comprehensive and consistent services are offered. 10. Establish partnerships with Catholic and non-Catholic partners to participate and strengthen the points of distribution. 11. Contact CCUSA for Technical Assistance and support as needed and required. 12. Establish monitoring and evaluation mechanisms to ensure points of distribution are effectively meeting the needs of disaster victims. 13. Encourage victims to contact FEMA for individual assistance at 1-800-621-3362 in order to build a case for reconsideration of FEMA assistance. 14. Evaluate the needs for housing for senior citizens secondary to destruction of the assisted living housing complex and the destruction of many private dwellings. 15. Locate appropriate professionals, including bi-lingual personnel. RESPONSIBILITY TIMEFRAME

Case Management and Mental

Health professionals are trained to understand and meet the immediate needs of disaster victims.

16. Conduct a training that incorporates the a briefing on the disaster and activities, demographical statistics and information on the vulnerable population being targeted, and training on case management systems and procedures (needs assessment, information and referral, access to resources.) 17. Gather diocesan team with Mental Health and Spiritual Health background to coordinate with Catholic Charities early response efforts. Includes bi-lingual team, pastoral care (military chaplain) and diocesans Hispanic Ministry Office 18. Incorporate systems to address second trauma victims (those affected by Katrina and other previous disasters) 19. Work with the Daughters of Charity to conduct crisis counseling in local schools, including those within the migrant community. 20. Collaborate with Human Resources to review conditions of short-term employment for case managers. 21. Communicate with short term case managers on the condition of their employment 22. Establish monitoring and evaluation mechanisms to ensure case management and mental health services meet the programming standards of Catholic Charities of ___________ 23. Train case workers who are Spanish speaking and provide written materials in Spanish 24. Post all information about services and times in both Spanish and English 25. Provide Spanish speaking providers and leaders with resources such as heater meals and disaster kits to be taken to the places where migrants are isolated 26. Provide a PODS in the Catholic Church (Holy Child) where immigrants will be more comfortable coming for services 27. Keep those who normally work with the population informed about all response and recovery resources. 28. Identify advocacy issues and policy needs 29. Provide information and requests for specific needed assistance through Diocesan networks 30. Provide information to public media through the diocesan media / publicity systems 31. Work with Governor, legislative representatives and public service leaders to advocate needs. 32. Connect with CCUSA to apply for Disaster Relief Grant. 33. Access resources through Daughters of Charity

Hispanic Response Team is formed to help address the need of migrants and immigrants who have been identified as the most vulnerable population in this disaster

Media and Public Policy officials are kept informed of issues and needs. Financial Resources are located to support disaster

response efforts.

34. Collaborate with necessary diocesan officials to operate a diocesan wide collection 35. Work with finance to establish a special fund solely dedicated to disaster relief donations. 36. Establish monitoring and evaluation standards to ensure disaster funds are utilized solely for disaster programming activities.

RECOVER: (UP TO 3 WEEKS FOLLOWING THE INITIAL STAGE OF DISASTER) CATHOLIC CHARITIES ___________ ENSURES EARLY RESPONSE PROGRAMMING TRANSITIONS INTO LONG TERM SUSTAINABLE OPPORTUNITIES FOR DISASTER VICTIMS. ACTIVITY TASKS RESPONSIBILITY Knowledge of long-term needs 37. Review and assess case management records of visitors who obtained assistance of the vulnerable population is through the PODS identified. 38. Ensure proper exit strategies are in place for the closure of PODS after 30 days or whenever CCA deems appropriate. 39. Interview individuals who benefited form the services offered in the PODS to obtain critical feedback on immediate needs met and long term challenges to be fulfilled. CCA programming is reviewed 40. Examine current CCA programming to ensure capacity for the long term and adjusted to include the 41.
