So, I concluded that he/she/they just do not have them, otherwise (as public servants) they would just provide them immediately upon request. They are acting more like bullies adding and abetting for persons impersonating Lawful Officials (Judges) of a Lawful Court. And, in fact it appears that not only are these proceedings unlawful, they are part of some sort of racketeering, human trafficking, entity with several parties working together to escheat the people. Finally, once the case is called (in which I am normally not involved in) these proceedings last approximately 20 minutes or so. So, it should be no problem for your Deputies to keep the peace as it has never been a problem in the past (other than their continued adding and abetting the criminal activity in same).
