The use of Open Educational Resources, and more generally the use of ICT, in education in Europe is still too fragmented and unsustained; therefore, there is a need for action to promote more and better use of OER. -single choice

Teachers: tendency to develop his/her own materials Students: tendency to rely on his/her teacher documents only Costs of producing high quality OER. Lack of mutualisation efforts to share costs. There should be more conscience about the fact that OER can help to bridge the gap between university research and teaching, especially in research intensive universities. I mean that there should be more digital media, outcomes from research activities, be published under CC license and afterwards the objects can be used as OER in an didactically structured setting (e. g. an online course) The OER practice and culture need probably some other kind of infrastructure and support from management level and vision level to be mainstreamed or at least to meet bottom up initiatives and top down initiatives Agree strongly that there are needs for how openness can enhance research as described above.
