SANGGUNIANG KABATAAN Resolution no. 6, s 2011 RESOLUTION VEHEMENTLY OPPOSING THE SK ABOLISHMENT BILL AND PLEDGING FULL SUPPORT TO THE SK REFORM BILL WHEREAS, the Local Government Code of 1991 which clearly delineates and grants the youth the right to be elected in the government aptly needs reform instead of total abolition; WHEREAS, the Sangguniang Kabataan of Taggat Sur is optimistic despite the issues confronting the youth in the Philippines and is firm in its conviction that reforming, not abolishing SK is a more potent remedy to such issues; WHEREAS, the Sangguniang Kabataan is the best organization in the government to train young leaders who will take responsibility of pioneering progress and change not just their localities but the country as a whole; WHEREAS, one of the treasures a nation should develop and sustain is its manpower, and it is the governments mandate to direct, train, and support the next leaders who will define where the country is going to; WHEREAS, one hard fact that nobody, even the government, can challenge is the reality that the youth holds the future of this nation; WHEREAS, it is further ratified by our National Hero, Gat. Jose Protasio Rizal who quoted the youth is the hope of the fatherland; WHEREAS, the Philippine Government absconds and flees from its responsibility to its constituents and to the youth because abolition is a deed of a coward and incompetent administration who chooses to turn its back on the issues confronting the society rather than properly address them with reforms;

WHEREAS, the issue of prevalent dirty and traditional politics practiced by the SK, being highly susceptible to control, subordination, and influence by their superiors are NOT reasons to abolish SK from the government but to reform it; WHEREAS, abolition, in its context, is a purely authoritarian and antidemocratic means of government, and is an express and unconstitutional abuse and disrespect to the rights of the youth granted by the constitution to take active part in nation building; WHEREAS, abolition of the SK is not a reformation because it does not encourage change but rather it also abolishes with it the possibility of a better political system for the youth in the government, and leaves nothing to be reformed because it abolishes the organization which aptly needs and calls for reform; WHEREAS, one of the provisions of the Abolishment Bill to vest authority to Local Chief Executives to appoint youth representatives rather than the SK, means centralizing too much power which will result to more prevalent nepotism, greed, connivance in the government, graft and corruption and influence due to the gratitude which the appointee owes to the LCE; WHEREAS, the youth needs outmost guidance from the government, and his fellow youth, because correcting a faulty government and a mistaken administration can only be attained if our young leaders are trained, aware and most specially equipped with skills and knowledge in manning the government; WHEREAS, this resolution is an expression of outmost support and gratitude to the congressmen who stand to preserve the rights of the youth and reform the SK, and is concomitantly a cordial assurance and persuasion to the congressmen who plunged in confusion together with the ill perceptions regarding the youth and the SK;

WHEREAS, this bold move of the Sangguniang Kabataan is a manifestation of their passion and love for the constitution of the Republic of the Philippines which states that the state recognizes the role of the youth in nation building; WHEREAS, preserving and reforming the SK is not only an assured protection of the rights of the youth but also a means of protecting the future of the fatherland, and that responsibility is vested in the hands of the youth who must be trained as catalysts to assume leadership in the society; WHEREAS, SK Taggat SUR is enthusiastic in persuading the society to believe and to heed that reform is an essential prerequisite needed to preserve the rights of the youth, that SKs should be role models and ambassadors of progress, justice, and good morals, that they must direct the society towards good governance and competent administration, and most importantly seal not an sporadic but unified resistance to any unconstitutional means to deprive and rob them of the right to be instruments of change for the Republic of the Philippines; NOW THERFORE, on motion of Hon. Lamie A. Manglugay, on unanimous concurrence of the Sangguniang Kabataan, be it: RESOLVED AS IT IS HEREBY RESOLVED, that the Sangguniang Kabataan of Barangay Taggat Sur vehemently opposes the SK abolishment bill and pledges full support to the SK reform bill. RESOLVED FURTHER, that copy of this resolution be furnished to the office of the Honorable Congressman of the Second District of Cagayan, REP. BABY ALINE VARGAS-ALFONSO to help preserve the rights of the youth, and vote in favor of the SK REFORM BILL in Congress.
