Actually, he did change from act 1 to act 3. At the beginning, Hale came to the town to accuse people of witchcraft, but towards the end he realized that the people accused were innocent and he stood up to the court. However, theres one thing that he never changed: Rev. Hale is the one who always follows the truth and justice.
