SCOPE
This specification covers the PURCHASERs general requirement of design, material, construction features, manufacture, inspection and testing at the VENDORs / SUB-VENDORs works, delivery to site and performance testing of Pelton Type Hydro Turbine and Auxiliaries. In case of differences between any sections of this Specification and Data Sheet-A, the requirements as given in Data Sheet-A shall govern. CODES AND STANDARDS The design, material, construction, manufacture, inspection, testing and performance of Pelton Turbine shall comply with all currently applicable statutes, regulations and safety codes in the locality where the Equipment will be installed. Nothing in these Specifications shall be construed to relieve the VENDOR of this responsibility. The Equipment supplied shall comply with the latest applicable Indian and/or International Standards are acceptable, if they are established to be equal or superior to the listed standards.

DESIGN FEATURES The turbine shall run at the rated speed continuously without undue vibration or noise or any other abnormalities. The maximum noise level resulting from any of the operating conditions shall not exceed 80 dBA at any place 1.0 m from the equipment in the machine hall. The critical speed of the system shall be above the rated speed and runaway speed.

The direction of rotation of the runner shall be clearly indicated at an appropriate location which shall be clearly visible. The turbine shall bear a nameplate, which provides the following details in a legible manner. 4.0 4.1

CONSTRUCTION FEATURES RUNNER The turbine runner shall be made of cast stainless steel, 13% chromium and 4% nickel content with integrally cast buckets, accurately ground and polished to templates. The turbine runner shall be provided with integral coupling flange for the shaft with spigot etc., jig machined and works fitted for bolted connection to the turbine shaft. The finished runner and rotating parts of the turbine shall be statically balanced in the works before despatch. The runner shall be designed to withstand loads imposed by any combination of nozzles at any speed including runaway speed without exceeding the stress limits under conditions of maximum head including pressure rise due to water hammer. Bolted flanged connections shall be provided for attaching the runner to the turbine shaft. One set of templates required for checking up of runner bucket profile shall be supplied. The runner shall be provided with nut guard. All the coupling bolts etc. shall be interchangeable.

TURBINE SHAFT The turbine shaft shall be hollow and made of forged carbon or alloy steel with a solid forged flange at its lower end for coupling to the runner and a solid forged steel flange at its upper end fitted with bolts for coupling to generator rotor. The shaft shall be properly heat treated to relieve all stresses due to forging and machining. The shaft shall be designed to withstand the unbalanced thrust resulting due to mal operation of jets (as diametrically opposite jets close). The shaft shall have a bore with suitable diameter for taking the special sling for runner dismantling and this shall be further coordinated with generator section. The shaft bore shall be for its full length to ascertain roundness, machined true and shall be polished where the shaft fits the bearing. The shaft shall be aligned with the generator shaft at works and provided with a water thrower ring and a nut guard. The shaft shall be provided with an erection collar to support the runner and shaft assembly on the turbine guide bearing housing when uncoupled from the generator end. The shaft shall be of ample size to operate at any speed upto runaway speed without vibration and distortion. It shall also withstand short circuit stresses without damage and distortion. It shall also have sufficient section to transmit the rated output. A suitably designed coupling shall be provided between turbine shaft and generator shaft.

4.3

Distribution piping shall be of fabricated carbon steel construction with branch outlets for nozzles, in section to facilitate shipping and handling, flanged and bolted sectional joints, provided with suitable eye bolts and/or lugs for attaching slings for handling. A suitable number of pads or brackets for the application of jacks and lugs and holding down rods with turn-buckles shall be provided for supporting and holding the piping in position while concrete is being placed. The jacks provided should have steel bases and caps to permit welding of the piping and to suitable steel sole plates that will be provided on the foundations. The bases of the jacks shall be rough machined. All necessary tie rods, U bolts, anchor bolts, pipe jacks, I-beams etc. required for alignment and concreting of the distributor in the foundation shall be provided. The distributor shall be designed for the maximum static pressure and increase of pressure due to water hammer. Each assembly of distributor, nozzles and other parts subjected to hydraulic pressure shall be tested at static pressure of 1.5 times the maximum static head plus a maximum pressure rise of 15% over the static head for duration of 30 minutes. When subjected to this pressure test, the distributor shall be free from leaks and objectionable distortion. The distributor and nozzles shall be tested to 80% of the factory test pressure after assembly at site in the final position in the powerhouse before being commissioned. On each nozzle servo end suitable tapping with pipes (stainless steel heavy gauge) and high pressure valves of standard make shall also be provided for dewatering purposes. Suitable devices shall be supplied by the Contractor free of cost for aligning and centering the distribution pipes. The inner surface of the distribution pipe shall be shot or sand blasted and painted with two coats of zinc rich epoxy primer and three coats of coal tar epoxy paints. Each coat of primer shall be thickness not less than 40 microns and that of coal tar epoxy less than 100 microns. 4.4 4.4.1 NOZZLE ASSEMBLY Nozzle inlet: The nozzle inlet pipe shall be of cast steel with suitable flanged connections for bolting on to the respective inlet wye branch of distribution pipe. Nozzle inlet pipe shall accommodate needle servomotor. Nozzle: The nozzle shall be cast steel bolted on to the nozzle inlet, accurately shaped and polished for compact and streamlined jet fitted with accurately shaped and highly polished nozzle tip liners of 13% Cr SS. The nozzle tip liner shall be properly heat treated. Nozzle mouth piece and nozzle tip shall be hard chromium plated or shall be made of stellite. JET DEFLECTOR

The jet deflector shall be of cast steel with rene- cutting edge (stainless steel with chromium) provided with operating mechanism of suitable steel shaft carried in brass bush / roller bearings with self lubrication. The deflector shall be operated through links and levers by a deflector servomotor. Jet deflector shall be designed to interrupt the jet without objectionable vibration. Limit switches at the deflector servomotor shall be provided to indicate the deflector position at the turbine controls. 4.6 SPEAR AND SPEAR STEM Spear and spear stem shall be of carbon steel / forged steel or alloy steel fitted with removable needle of stainless steel (13% Cr). 4.7 SERVOMOTOR The servomotor shall be mounted in the nozzle pipe. The servomotor shall be double acting and oil operated, comprising of a seamless steel cylinder and cast piston. A suitable scale with pointers to indicate extent of nozzle openings and position of deflect or shall be provided. All servomotors shall have sufficient capacity to operate effectively over the full travel with operating oil pressure. At the available minimum oil pressure and with adequate supply of oil, needle servomotors shall be capable, in maximum head conditions, of moving the needles over full opening or closing stroke in such a minimum time as may be required for pressure control and the deflector servomotors to cut off the jet. The velocity of oil in the ports and pipelines of the servo motor shall not exceed 4.25 m/sec. Means shall also be provided for cutting off the operation of any of the needles, when so required, to increase the efficiency of the unit on part load. The electronic governor shall select the no. of nozzles to be in operation for the particular load conditions to get the optimum efficiency for the required load conditions. The needles shall be provided with mechanical locking device by which the movement of the servo motors pistons can be locked in the closed position against maximum operating pressure on individual needles. The servomotor shall be provided with a cushioning device at the closing end as specified. 4.8 BRAKING JET One braking jet impinging on the back of the runner buckets, of sufficient power to bring the set rapidly to a reasonable minimum speed before the generator brakes are applied to bring the unit to rest. The supply of the water to the brake jet shall be taken from the upstream of the main inlet valve and shall be complete with the necessary supply of heavy gauge pipe with a corrosion allowance of 1.5 mm, brake jet, nozzle with servo motor, guard valve and control equipment. The brake nozzle shall be of suitable size and design with renewable pans of stainless steel (13% Cr.). 4.9 TURBINE HOUSING

Turbine housing comprising top cover and guide cover shall be of welded steel plate construction. Top cover shall be sectionalized for ease of transport and handling. The turbine steel housing interior surface complete shall be shot or sand blasted and painted with two coats of zinc rich epoxy primer and three coats of coal tar epoxy paints. Each coat of primer shall be of thickness not less than 40 microns and that of coal tar epoxy not less than 100 microns. The top cover shall be welded to the discharge pit liner. Watertight labyrinth sealing arrangement shall be provided. 4.10 DISCHARGE PIT LINER The discharge pit liner shall be of welded steel plate construction, having thickness not less than 15 mm. The liner shall reach down to the level of the opening of tailrace channel. A rectangular opening of adequate dimensions shall be provided for facilitating entry into the discharge pit below the runner for inspecting the runner and nozzles. A rectangular opening shall be provided to facilitate entry into the discharge pit. 4.11 4.11.1 GUIDE BEARING The turbine bearings shall be of shell or pad type segment or antifriction type as specified in data sheet-A. Antifriction bearings shall be designed for L10 life for at least 100,000 hours. The bearings shall be oil lubricated. Cooling coils or water jackets shall be provided for cooling the bearing / oil. The bearing housings shall be of horizontally split type and provision shall be made for adjustment of the rotating assembly. The bearings shall be arranged to be outside the runner housing and should be easily accessible. All the bearings shall be designed for running safely without supply of cooling water for 15 minutes. Each bearing shall have a RTD installed for monitoring the temperature of the bearing / oil. The location of these shall be at a point where maximum temperature of the bearing is expected. In addition, local temperature indicator shall be provided. SERVO MOTOR ACTUATING THE DEFLECTOR The deflector servomotor shall be of cast steel body, complete with integral end cover and assembly. 4.13 OPERATING MECHANISM The operating mechanism shall be capable of withstanding maximum load. 4.14 GOVERNOR

4.14.1

The governor shall be Electronic DIGITAL, menu configurable type with a proportional integral derivative type controller. A hydraulic amplifier driven by a suitable electro hydraulic transducer may be used. 4.14.4

The governor shall be built around a standard widely used type of microprocessor. The system program shall be in a language easy to learn and implement. The system program shall be stored in a non-volatile memory and shall not depend on station battery to retain its memory. All programs and listing including changes made during commissioning shall be handed over to the purchaser. Electrical Connections The speed signal and actuator wiring must be shielded separately for each analog (mA) input. Contact inputs may be individually shielded and bundled together within a single multi conductor cable within one overall shield. Shields shall be connected at one end only.

Performance requirements The governor shall conform to IEEE-ASME standard NO 125 / IEC 308. The governor shall meet the following minimum performance requirements. a) Stability

The governor shall be deemed stable if the controlled system (water passages, turbine, generator, voltage regulator) is inherently stable when: Speed oscillations greater than +/- 0.15 percent of rated speed do not occur with the governor controlling the turbine driving a generator at rated speed and no load or with an isolated load. ii) Power oscillations greater than +/-1.5 percent of rated capacity of the turbine do not occur with the governor controlling the turbine driving a generator under sustained load demand in parallel with other generators which are themselves capable of operating in parallel with the governors speed droop not less than 2 percent. b) Dead time The elapsed time from the initial speed change of the turbine to the first movement of the needle servomotor for a sudden load change of more than 10 percent of the full load rating of the turbine shall be not more than 0.2 second as demonstrated during shop tests. c) Dead band The total magnitude of the sustained speed change within which there is no resulting measurable change in the position of the needle servomotors at rated speed of the turbine shall not exceed 0.02 percent of the rated speed of the turbine at any opening. 4.14.7 Accessories The following accessories shall be provided. a) b) c) d) 4.14.8 Speed sensor Feedback transducers Power transducer (solid state) Local control cabinet i)

Tests The governor shall be tested as per the provisions of IEC- 308, in the shop and at the time of commissioning.

4.15 4.15.1

PRESSURE OIL SYSTEM FOR GOVERNOR The pressure oil system shall be equipped with two pumps, one working, and one standby. A hand pump with change over valve shall also be provided. The oil sump shall be electrical welded steel and shall have adequate capacity to hold the entire quantity of oil in the system. The sump shall be

equipped with a lockable drain, filter cum breather and level indicator. A separate level switch to give alarm / trip signal at low level shall be provided. Cooling arrangement shall be provided, if necessary. The pumps shall be capable of delivering the rated pressure and discharge continuously without any heating. 4.15.3 The pump shall be provided with a reliable design of unloader valve. Pressure switches to give low-pressure alarm / trip signals shall be provided. Pressurised oil storage system for the operation of the nozzles and deflector during the oil pump failure shall be provided. This system shall either be a compressed air system comprising two nos. (main and stand by) compressors, air receiver, pressure oil accumulator (air-oil receiver), associated air/oil piping, control and instrumentation system etc., for each unit or a nitrogen bladder type pressure oil accumulator system as specified in data sheet A., The capacity of oil stored in the pressure oil accumulator shall be equal to four times the volume of the nozzle servomotors plus deflector servomotors. The pressure vessel shall be designed as per ASME Section VIII. The vessel design pressure shall be 10% more than the maximum system pressure. All motors used shall be as per Section C15, Data Sheets. INSTRUMENTATION, CONTROLS & SAFETY DEVICES Each turbine shall be provided with a complete set of instruments, gauges, controls and safety devices on unit control board for monitoring the conditions of the unit. The list of instruments, controls & safety devices shall be given separately. The specific requirement on instrumentation and control system is specified in Section C9. 4.17 SPARES The start-up and essential spares as listed in Section C33 shall be supplied. 4.18 MAINTENANCE TOOLS General and Special tools and tackles required for erection and maintenance of the equipment shall be supplied and the list of items included shall be furnished. 4.19 MODEL TEST The turbine offered shall be based on a similar proven model for which model tests have been already conducted by the bidder and the model test reports inline with IEC 193 shall be furnished after award of contract at no extra cost. The model test results shall prove that the efficiency and

other guarantees as well as requirements of the specifications for the satisfactory performance of turbine are taken care of. If the turbine offered is based on a new model for which model tests have not been conducted, bidder shall carryout a model test at his own cost. The test shall be completed and test reports shall be submitted for review / approval of the purchaser within three months from the date of LOI. The test shall comply with the international code for model acceptance of hydraulic turbine IEC Publication No. 193. The agency and the place where model tests are conducted shall clearly be indicated in the tender. The model test shall include mainly the following tests. a) b) c) Turbine performance (efficiency) tests under various conditions. Runaway speed test Pressure fluctuation test

The model test shall simulate all possible operating conditions of the proto type. Along with the bid, the bidder shall submit the performance characteristics in the form of hill curve to establish the range of operation, efficiency guarantees etc.. PIPING All interconnecting piping in the scope of the Bidder shall conform to the following specifications. 4.20.1 Oil Piping Seamless piping conforming to ASTM A-106 Gr.B. Fittings: ASTM A-105 Valves: Upto 50 mm NB Forged carbon steel to ANSI 16.11 600 # socket welded ends. 4.20.2 Cooling Water Piping Electric Resistance welded (ERW) pipe to IS 1239 Part-1 (Heavy Class) / ASTM A-53 / equivalent. Fittings: ASTM A105 Valves: Upto 50 mm NB Bronze, 50 300 mm NB Cast steel 4.20.3 4.21 Threaded connections will not be acceptable in piping. The Bidder shall offer flow-measuring apparatus complete with necessary instruments, piping and accessories, for measuring the quantity of water discharged through unit for remote indication. The unit shall provide a display of instantaneous flow rate and total flow counter, at the control panel. 5.1

SHOP TESTS All the Shop tests as called for in the quality assurance plan (QAP) shall be conducted.

5.2

FIELD TESTS Turbine shall be tested at site as per IEC-41 for fulfillment of guarantees. All arrangement for the field tests shall be made by the Contractor.

5.3

COMMISSIONING TESTS The Contractor shall carry out commissioning tests in accordance with IEC-545. The turbine after continuous operation for 72 hours shall be free from leakages, over-heating, failures and other damages.

Final General Arrangement drawings for the turbine, generator and auxiliaries indicating overall dimensions, space required for removal of shaft and locations etc. Dimensioned sectional assembly drawing of turbine and generator indicating details of welds, bolting, component dimensions etc, together with complete bill of materials. Detailed dimensional sectional drawings for turbine sub-assemblies. Weight and dynamic loading data for foundation design along with foundation layout drawings for all parts requiring foundations. Final schematic diagram showing all instruments and control features, interlocks and drawings showing general arrangement, piping layout including support details, cable layout, foundation layouts and other necessary system / equipment details along with bill of material for valves, piping, instruments cables, equipment etc. for all auxiliaries supplied by the VENDOR. Overall control gear diagram (Hydraulic schematic). Turbine model test reports. Turbine shaft strength and natural frequency calculations. Bearing lubrication system details. Start / stop sequence. Surface preparation and painting procedure. Catalogues, data sheets and drawings for instruments. Interconnection diagram. Governor system drawing with write-up. Operation and maintenance instruction manuals for turbine and its accessories. Storage instructions for all equipment.

Test certificates for test specified. Pre-commissioning and commissioning test procedures Any other data required by the Purchaser for successful installation, testing and commissioning of the equipment covered under this contract.

Notes : i. ii. Documents against Sl. Nos. 11, 12 & 15 are for information and others are for approval. All system and equipment / component drawings shall also indicate design and performance data and applicable codes and standards for design, construction, testing etc. A material shall be indicated by its name and also by its relevant standard specification number.
