1. Federal Communications Commission


Official website: www.fcc.gov The Federal Communications Commission (FCC) is an independent agency of the United States government, created, Congressional statute and with the majority of its commissioners appointed by the current President. The FCC works towards six goals in the areas of broadband, competition, the spectrum, the media, public safety and homeland security, and modernizing the FCC. The FCC was established by the Communications Act of 1934 as the successor to the Federal Radio Commission. The FCC has an estimated 2011 budget of US$335.8 million which is entirely funded by regulatory fees, and has a proposed budget of US$354.2 million for 2012, which will also be fully derived from regulatory fees. It has 1,898 "full-time equivalent" federal employees. Rulemakings by FCC Whenever Congress enacts a law affecting telecommunications, the FCC starts a proceeding to create the rules and policies required by the new law. The commission also may start a proceeding when an outside party files a petition seeking a new law or change in existing rules. Learn more about the rulemaking process and rulemakings in general. The FCC also compiles a list of Commission-level items that have been circulated and are pending action by the full Commission. This list is updated on a weekly basis. Consistent with the objectives of the Act as well as the 1993 Government Performance and Results Act (GPRA), the FCC has identified six goals in its 2006-2011 Strategic Plan. These are: Broadband: "All Americans should have affordable access to robust and reliable broadband products and services. Regulatory policies must promote technological neutrality, competition, investment, and innovation to ensure that broadband service providers have sufficient incentives to develop and offer such products and services." Competition: "Competition in the provision of communication services, both domestically and overseas, supports the Nation's economy. The competitive framework for communications services should foster innovation and offer consumers reliable, meaningful choice in affordable services."

History: TIA was formed in April 1988 after a merger of USTSA and the Information and Telecommunications Technologies Group of EIA. EIA began as the Radio Manufacturers Association in 1924. The Telecommunications Industry Association (TIA) is a global trade association headquartered in the United States that represents about 600 telecommunications companies. TIA helps create universal networking and education standards for the telephony, data networking, and convergence industry. 3. American National Standards Institute


The American National Standards Institute is a private non-profit organization that oversees the development of voluntary consensus standards for products, services, processes, systems, and personnel in the United States. ANSI accredits standards that are developed by representatives of standards developing organizations, government agencies, consumer groups, companies, and others. ANSI also accredits organizations that carry out product or personnel certification in accordance with requirements defined in international standards. The ANSI annual operating budget is funded by the sale of publications, membership dues and fees, accreditation services, fee-based programs, and international standards programs. History ANSI was originally formed in 1918, when five engineering societies and three government agencies founded the American Engineering Standards Committee (AESC). History The IEEE is incorporated under the Not-for-Profit Corporation Law of the state of New York, United States. 5. CDMA Certification Forum (CCF)


Website: www.ccf.org CDMA Certification Forum (CCF) is an international nonprofit partnership between CDMA operators and CDMA device vendors to establish and maintain a core global device certification process that helps improve quality through consistent interoperability, conformance and performance testing across the globe.

6. CDMA Development Group (CDG)


Website: www.cdg.org The CDMA Development Group (CDG), founded in December 1993, is an international consortium of companies who work together to lead the growth and evolution of advanced wireless telecommunication systems. Its members jointly define the technical requirements for the evolution of CDMA2000 and complementary 4G systems and interoperability with other emerging wireless technologies to expand the availability of wireless products and services to consumers and businesses worldwide

7. GSM Certification Forum


Website: www.globalcertificationforum.org Background The GSM certification forum was developed through partnership between GSM association and various terminal manufacturers. The GSM associations initiative to develop a certification program began in 1996.The Certification forum is based on policies which are flexible and adaptable to meet the current as well as future needs. GCF became a not-for-profit private company limited by guarantee in May 2008. GCF is incorporated in the United Kingdom under the name Global Certification Forum (GCF) Ltd. Certification explained GCF Certification delivers extra confidence throughout the mobile value chain by demonstrating that a mobile phone or wireless device: is compliant with requirements agreed by GCF, which in turn reference core and test specifications published by recognized standards organizations and other industry forums will interoperate correctly when used on a variety of digital mobile networks

Network operators are assured that GCF-certified mobile devices will: perform correctly on their network infrastructure deliver a seamless roaming service associate the operator's brand with high quality service delivery

Manufacturers who certify their mobile devices to GCF rules and procedures are assured that: Their products will benefit from a high degree of interoperability Time-to-market for new products is reduced using this respected 'one-stop' verification process Expensive and time-consuming duplication of testing effort can be avoided

For the period to 2012, the GCF Board is focusing on five key objectives: 1. To maintain and strengthen the current scope of GCF and its robust and respected GCF Certification regime. 2. To provide a platform for the harmonization of test requirements with the aim of avoiding duplication of testing 3. 4. To enable the certification of all devices that includes 3GPP Radio Technologies To promote the certification of all devices irrespective of the distribution channel

GCF typically facilitates the certification of several hundreds of mobile phones and wireless devices every year. In 2009, 374 devices were certified. Total certifications rose to 400 in 2010.

GCF Certification assures operators, that a mobile device will perform correctly on their network. As importantly, certification also ensures their customers will receive the best possible service when roaming on other networks. GCF Membership Four types of memberships are available GCF has four membership categories Operator membership is open to any operator of a network based on a 3GPP standard (GSM, 3G, HSPA, and LTE). Two types of operator membership are available. Operator Members Associate Operator Members

Manufacturer membership is open to companies producing complete devices that are marketed under a brand name they own. This includes mobile manufacturers, module manufacturers and manufacturers of connected devices that incorporate 3GPP wireless modules. Manufacturer Members have full voting rights. Observer membership is open to any company that has a genuine interest in 3GPP mobile devices. Observer Members typically include software and application developers, suppliers of components used by Manufacturer Members, test equipment manufacturers and test laboratories. Observers do not have voting rights.

IFAST is International Forum on ANSI-41 Standards Technology. This organization is the coordinator for the allocation of System Identification Numbers (SID) for wireless communication outside Canada, the United States and territories, and on the assignment of International Roaming MINs, or IRM, for use in cellular mobile devices. Mission Increase the awareness and value of ANSI - 41 networks to operators and their customers. System Identification Number IFAST has been allocating SID ranges since November 1997. Prior to that, SID ranges were allocated by TIA subcommittee TR-45.2. IRM (International Roaming MIN) MIN (Mobile Identification Number) are numbers that uniquely identify mobiles working under TIA standards for Cellular and PCS technologies. (e.g. EIA/TIA553 analog, IS136 TDMA or IS95 CDMA) IRM (International Roaming MIN) are MIN with the following format: 0-XXX+6D or 1-XXX+6D. The IRM concept was expanded in March 2004 to include MIN codes with the format XXX-0+6D and XXX-1+6D. They are now also available for assignment. The 4 digit prefix of an IRM is allocated by IFAST (International Forum on ANSI-41 Standards Technology) that attempts to facilitate international roaming by minimizing conflicts with North American MIN. The last 6 digits of an IRM are allocated by the carrier.

9. Department of Telecommunications
Website: www.dot.gov.in The Department of Telecommunications is part of the Ministry of Communications and Information Technology in the executive branch of the Government of India. Telecom services have been recognized the world-over as an important tool for socio-economic development for a nation and hence telecom infrastructure is treated as a crucial factor to realize the socio-economic objectives in India. Accordingly, the Department of Telecom has been formulating developmental policies for the accelerated growth of the telecommunication services. The Department is also responsible for grant of licenses for various telecom services like Unified Access Service Internet and VSAT service. communication in close coordination with the international bodies. It also enforces wireless regulatory measures by monitoring wireless transmission of all users in the country. UNIFIED ACCESS SERVICES The country is divided into 23 Service Areas consisting of 19 Telecom Circle Service and 4 Metro Service Areas for providing Unified Access Services (UAS). An Unified Access Services licensee can provide wire line as well as wireless services in a service area. Wireless services include Full Mobile, Limited Mobile and Fixed Wireless services. The licensee can also provide various Value Added Services. A restriction for authentication of subscriber terminal has been placed. Further, the Licensee an also provide Voice Mail, Audiotex services, Video Conferencing, Videotex, E-Mail , Closed User Group (CUG) as Value Added Services over its network to the subscribers falling within its service area on non-discriminatory basis. The Licence Fee shall be 10%, 8% & 6% of Adjusted Gross Revenue (AGR) for Metro and Category `A, Category `B and Category `C Service Areas respectively w.e.f. 1st April, 2004. The spectrum charges are levied separately. Frequency allocation For wireless operations in SUBSCRIBER access network, the frequencies shall be assigned by WPC wing of the Department of Telecom from the frequency bands earmarked in the applicable National Frequency Allocation Plan and in coordination with various users. Initially a cumulative maximum of up to 4.4 MHz + 4.4 MHz shall be allocated in the case of TDMA based systems @ 200 KHz per carrier or 30 KHz per carrier or a maximum of 2.5 MHz + 2.5 MHz shall be allocated in the case of CDMA based systems @ 1.25 MHz per carrier, on case by case basis subject to availability. While efforts would be made to make available larger chunks to the extent feasible, the frequencies assigned may not be contiguous and may not be the same in all cases or within the whole Service Area. For making available appropriate frequency spectrum for roll out of services under the license, the type(s) of Systems to be deployed are to be indicated. Spectrum not more than 5 + 5 MHz in respect of CDMA system or 6.2 + 6.2 MHz in respect of TDMA based system shall be allocated to any new Unified Access Services Licensee. Website: www.trai.gov.in The mission of Telecom Regulatory Authority of India (TRAI) is to ensure that the interests of consumers are protected and at the same time to nurture conditions for growth of telecommunications, broadcasting and cable services in a manner and at a pace which will enable India to play a leading role in the emerging global information society. The Telecom Regulatory Authority of India Act, 1997, as amended vide the Telecom Regulatory Authority of India (Amendment) Act, 2000, specifies that the Authority shall consist of a Chairperson and not more than two whole-time Members and not more than two part-time Members

11. AUSPI (Association of unified service providers in India)


Website: www.auspi.in Association of Unified Telecom Service Providers of India (AUSPI) is the representative industry body of Unified Access Service Licensees providing CDMA & GSM Mobile Services, Fixed Line Services as well as Value Added Services throughout the length and breadth of the country. AUSPI is a registered society and works as a non-profit organization with the aim of delivering the promise of improved Access, Coverage and Teledensity in India.

The objectives of the Association include collection and dissemination of knowledge and information for promotion and healthy growth of telecom services, enunciating a telecom vision for India, fueling unprecedented domestic investment, improving teledensity and bringing value for customers. The Association interacts on policy and regulatory issues with various Government bodies such as the Department of Telecommunications, Telecom Regulatory Authority of India, apex industry organizations like ASSOCHAM, Confederation of Indian Industry (CII) and Federation of Indian Chambers of Commerce & Industry (FICCI), technical institutions, financial analysts and other institutions of world repute. Association formulates expert opinion on industry issues and submits whenever necessary, recommendations to the concerned authorities.

12. 3GPP2 (Third Generation Partnership Project 2)


Website: www.3gpp2.org The Third Generation Partnership Project 2 (3GPP2) is: A collaborative third generation (3G) telecommunications specifications-setting project

comprising North American and Asian interests developing global specifications for ANSI/TIA/EIA-41 Cellular Radio telecommunication Intersystem Operations network evolution to 3G and global specifications for the radio transmission technologies (RTTs) supported by ANSI/TIA/EIA-41. 3GPP2 was born out of the International Telecommunication Union's (ITU) International Mobile Telecommunications "IMT-2000" initiative, covering high speed, broadband, and Internet Protocol (IP)based mobile systems featuring network-to-network interconnection, feature/service transparency, global roaming and seamless services independent of location. IMT-2000 is intended to bring highquality mobile multimedia telecommunications to a worldwide mass market by achieving the goals of increasing the speed and ease of wireless communications, responding to the problems faced by the increased demand to pass data via telecommunications, and providing "anytime, anywhere" services. Organizational Partners 3GPP2 is a collaborative effort between five officially recognized SDOs. 13. 3GPP (3rd Generation Partnership Project)

The 3rd Generation Partnership Project (3GPP) is collaboration between groups of telecommunications associations, known as the Organizational Partners. The initial scope of 3GPP was to make a globally applicable third-generation (3G) mobile phone system specification based on evolved Global System for Mobile Communications (GSM) specifications within the scope of the International Mobile Telecommunications-2000 project of the International Telecommunication Union (ITU). The scope was later enlarged to include the development and maintenance of: The Global System for Mobile Communications (GSM) including GSM evolved radio access technologies (e.g. General Packet Radio Service (GPRS) and Enhanced Data Rates for GSM Evolution (EDGE)) An evolved third Generation and beyond Mobile System based on the evolved 3GPP core networks, and the radio access technologies supported by the Partners (i.e., UTRA both FDD and TDD modes). An evolved IP Multimedia Subsystem (IMS) developed in an access independent manner

3GPP standardization encompasses Radio, Core Network and Service architecture. The Organizational Partners are the European Telecommunications Standards Institute, Association of Radio Industries and Businesses/Telecommunication Technology Committee (ARIB/TTC) (Japan), China Communications Standards Association,[3] Alliance for Telecommunications Industry Solutions (North America) and Telecommunications Technology Association (South Korea).[2] The project was established in December 1998. 3GPP should not be confused with 3rd Generation Partnership Project 2 (3GPP2), which specifies standards for another 3G technology based on IS-95 (CDMA), commonly known as CDMA2000. The 3GPP support team (also known as the "Mobile Competence Centre") is located at the ETSI headquarters in Sophia-Antipolis (France).
