AN APPEAL OR MESSAGE TO ALL WITH THE BEGINING OF NEW YEAR 2013.


Date: 01/01/2013. To, The Honorable World leaders, Peace makers, Political, non-political organizations and International Community.
Sub: Prayer for long-term solution, trial and peace of Rohingyas and others who are suffering like Rohingyas on all over the Earth.

Your Excellency,
I on behalf of the Camp Management Committee (CMC) Chairman or leader of Nayapara Rohingya Refugees camp No. 01 and No. 02 in Bangladesh under the supervision of GOB UN, UNHCR, European Commission, USA, UK, Australia, Japan, IKEA Foundation and other NGOs and beg to approach you with the prayer and hope that you would be kind enough to deliberate for the long-term solution and Trial of Rohingyas and others sympathetically. Your honor, Im not ordering to you. I just want to supplicate to all honorable World leaders, Peace makers, Community, Political and non-political organizations to take strong initiatives against the Human Rights violators. You are honor; you have the knowledge of every corners of the earth. Where is going on and who are acting or leading the activities against Human Rights? Please dont indulge to more to the human enemies who is against Human Rights and humanity. Everybody knows who is or who are violating the rule and regulations of UN Convention. Everybody knows who is and who are depriving and violating the Rights of Rohingyas and others. We have been waiting and living in the hencoop or refugee camps of Bangladesh for 21 years for a long-term or durable solution but cant see the progress or development of our goal or solution. Are we or the Rohingyas are not human beings? Otherwise, Why and what is the reason to be pending the issue of Rohingyas for decades? There has not been any change in Rohingyas human rights and political issues in the Rohingyas areas although; many promises were made by the Myanmar government with the World leaders. It was not a new massacre or killing against the immaculate Rohingyas and those kinds of killings have been happening against the Rohingyas for many years with the cooperation of Myanmar government by the Rakhine terrorists. In the massacre of 1942, almost 1, 00000 Rohingyas were killed according to our Rohingya leaders. There are again newly begun from the 3th and 8th June the secret killing at death of night to Rohingyas, raping to Rohingyas women, extortion, forced labour, false cases, looting, destroying the properties, land confiscation, locking and breaking the holy mosques and religious schools, restriction of movement, marriage, livelihood, arbitrary arrests etc; against Rohingyas in Arakan state of Myanmar by the government forces and Rakhine terrorists. The movement and living of 8, Lakhs Rohingyas in Arakan state is become very serious since the Massacre of 3th and 8th June 2012 and situations in the Myanmars refugee camp become extremely dire and deteriorating day by day. Rohingyas were used and using as slaves by the Myanmar government. No. 01. Masterplan of Myanmar government to annihilate the Rohingyas from the soil of Arakan state and to deprive from citizenship rights. No.02. Policy of Myanmar government is to deprive the educational rights of Rohingyas and the Myanmar government have many kinds of policies and planning regarding the annihilation and elimination of Rohingyas. The persecuted or intolerable Rohingyas are peace loving people and they respect Human Rights laws but they are compelled by the government of Myanmar and Rakhine terrorists to struggling for stay alive.

Now the Myanmar government says that Rohingyas are illegal migrants and they are from Bangladesh.

Legal Background

Before independence, there were not any law defining the rights and duty of citizens and foreigners. So around independence period Myanmar government had enacted a lot of acts and rules to restrict the coming and settlement of foreigners in Myanmar.

To mention some;

01. Foreigners act of 1864 02. This act was again and enacted in 1940 03. The foreigners registration rule of 1948 04. The Burma Immigration emergency provison act of 1947 05. Burma Immigration detention rule of 1941 06. Burma resident registration act of 1949 07. Burma resident registration rule of 1951 08. Burma Union constitution of 1947 09. Union citizenship act of 1948.

Despite all these legal corpuses how illegal foreigners can live in Arakan villages wise. No department until today issued any order or notification to the Rohingyas in Arakan to take FRCs. British government also recognized Rohingyas as natives. Rohingyas were allowed to represent in British government Council as natives not as Indians. The nations independent Hero or Father Bogyoke Aung San too allowed Rohingyas to represent in his Constituent Assembly of

1946. Then after independence from 1950 to 1990 in

each and every parliamentary election Rohingyas got the rights to elect and to be elected. At the last Democratically elected parliament in the 1960s, there were at least one Rohingya minister and several Rohingya members of parliament. In 1990 General Election of Myanmar, 04 Rohingya parliament members were elected as well. This is a special rights reservered only fo citizens. Then after more than fifty years how can the Rohingyas be foreigners degraded citizens? Degrading of ones citizenship is not Internationally acceptable. SLORC/SPDC government has deliberately created Rohingyas citizenship issue as a great dilemma, formally Rohingyas got public jobs, enjoyed social security, obtain Myanmar passport, Rohingyas children got access to vocational education. Rohingya villages were provided with schools and hospitals. Rohingyas could participate in local administration council too.

But today, Rohingyas are treat as aliens or foreigners. The interpretation of 1982, citizenship law, deprives of Rohingyas citizenship rights. SLORC/SPDC government brings forth issue of so-called 135 indigenous races of Myanmar. Which exclude Rohingyas. In fact, according Myanmar law, the list of the indigenous races should be ratified by parliament. Until now no parliament has ever issued any decision or decree concerning the indigenous races. The most remarkable thing is the NRCs in Myanmar, under residence registrial rule of 1951 were issued only to the citizens. Foreigners cant be registered under section 35 of the said rule. Most noteworthy thing is that the first town in the Union to issue NRC was Maung Daw in Northern Arakan state. Teams of immigration and manpower registration department got down to the grassroots villages to register the people and issued NRCs to Rohingyas. So Rohingyas accusation of today that, Rohingyas got NRCs by fraud and bribery is an act of ulterior motive. Rohingyas of Myanmars Arakan state are th most unfortunate people on the earth. Although Rohingyas are one of the indigenous ethnic race of Myanmar and are the children of Arakan soil, Rohingyas are victims of everlasting persecution by the Burmese military regime. Rohingyas are not equal before the law in Myanmar.

In Myanmar license is needed to slaughter goats and cattle etc; But no license is gained to kill a Rohingya. If any elephant or tiger is died in the forest, then the authorities take action against innocent nearby Rohingyas villagers. Whether the Rohingyas commit it or not. If the authority kills an immaculate Rohingya then there is no action at all. Means: Rohingyas has less right than four-footed. In fact Rohingyas are treat worse than beasts and animals. Even the basic human rights i.e. right to live with dignity and respect have been taken away from Rohingyas by the Myanmar government and Rakhine terrorists. The Rohingyas have been facing so many kinds of inhuman torture, strict restriction of movement, denial of Rohingyas citizenship, restrictions on religious activities, restriction on Rohingyas economy, trade and business, restriction to the education of Rohingyas children. Rohingyas are subordinated to forced labour, forced relocation, confiscation of Rohingyas properties, summary execution, mass killing, rape and molestation of women folk, insulting of their revered ones; in so much as Rohingyas had to leave hearths and homes leaving behind all the properties.

The UNHCR is empowered by UN General Assembly to do for the best and better of stateless people , to work to decrease the statelessness. The MOU of UNHCR with Myanmar has clauses for free movement and issuance of National Identity cards. Where is freedom of movement now for Rohingyas in Arakan state? Where are Rohingyas civil rights? Where are Rohingyas economic rights? Presently Rohingyas are just in a cell camp. Northern Arakan state is nothing more than a concentration camp for Rohingyas. Rohingyas movement even from village to village is restricted. All income sources of livelihood are blocked up. Schools are destaffed. Rohingyas are rudely treated in hospitals, courts etc; Lands are confiscating. Students are not allowed to go to their institutions, which are mostly in Myanmar proper. About 99% of essential foodstuff have been banned since 8 th june massacre not to flow Maung Daw and Buthi Dawng regions so as to starve to death the Rohingyas and leave their ancestral homeland Arakan. UNHCR office in Arakan knows it well. But still today no crucial step has been taken by UNHCR to restore Rohingyas basic rights. If it cant solve Rohingyas long-standing issue it should take it up to higher organ of the UN. I belive Rohingyas in great dilemma. Rohingyas are in a predicament now. Our case is deserved to be carried up to the table of Secretary General and UN Security Council. So finally solemly implore to the respectable leaders of the world and personalities of UNHCR to take long-term step to solve the long-standing issue of Rohingyas. UNHCR, EU and OIC are last resort of hope for Rohingyas. I expect Rohingyas will get the light of secure life and peaceful long-term solution through UNHCR, EU, and worlds respectable leaders. I mean World leaders already understood the motive of Myanmars military regime and its Rakhine Community. Im extremely sorry to express that, our neighbouring countries are too much indulged to the Human Rights violator or Myanmar government. If the World leaders neglect to solve the long-term issue of Rohingyas then it may seriously affect International Human Rights law and may be a great obstruction for the International future development and peace. The honourable World leaders should use the International power against Myanmar government for the solution of long-standing issue of Rohingyas and for the implementation of rule of law and true democracy in all over Myanmar. All the Human Rights violators should learn lesson from the people of Egypt and Libya etc;

Root Causes of the Rohingya Refugees

The Rohingya, who have been living with distinct socio-cultural entity, are not tolerated in Burma, and they have long been oppressed and persecuted in a planned way in order to form the Arakan into a purely Burmanized Buddhist Arakan. Apparently, the successive military government of Burma with the aid of ultra racist Rakhine (Magh) have been pursuing the policies of de-Muslimization and Burmanization in Arakan applying various kind of inhuman policies to drive them out from the soil of Arakan. Indeed it is a problem of religious intolerance and political persecution and is a systematic eradication of an ethnic Muslim minority from their ancestral land; periodically, armed operations were conducted against unarmed Rohingya civilians since her independence on Jan 4th 1948. Na-Sa-Ka Operation (presently going on) 1992 Out of 19 operations, 18 were carried out within 43 (1948-1991) years time, it means every 2 years there was one operation for Rohingya. Obviously, Rohingyas are constantly and gradually migrated to Bangladesh, Pakistan, Saudi Arabia, United Arabs Emirate, Thailand and Malaysia to escape from the persecution. However, the junta and the racist Rakhine (Magh) are still not satisfied and the Na-Sa-Ka operation was started in 1992. The Na-Sa-Ka Operation (1992-presently going on) It was the longest and the worst ever operation in the history of Rohingya. It was a new extermination design, with long-term plans and programmes under the command of ex- Lt. Gen. Khin Nyunt, the Chief of the Directorate of the Defence Service Intelligence (DDSI) and the Secretary No. 1 of the SPDC then. Through this operation, the Rohingyas are made educationally backward, economically crippled, socially and culturally de-generated. Many mosques have been destroyed and closed down. Arbitrary killing, confiscation of land, forced labours, forced relocation, forced ration collection for army, extortion of money and raping of women are the tactics used in this operation. The Citizenship Law of 1982 1982 Burma citizenship law (Pyithu Hluttaw law No.1982-87) supersedes the 1948 Constitution Nationality Laws. According to the 982 law, there are citizens, associate citizens, and naturalized citizens. Under this law, citizens by birth are Kachin, Kayah, Karen, and Chin, Burman, Mon, Rakhine and Shan ethnic groups. The new citizenship law was purposely formulated to target the Rohingya Muslims and denying their rights to nationality and thus rendered them to the status of stateless people.

This particular law will continue to create outflow of refugees which overburden other countries and create threats to peace and tranquillity within the region.

The Rohingya problem is a man-made tragedy recurring in cycle. The neighbouring countries, particularly Bangladesh, are over burdened with the Rohingya influxes. It creates regional instability posing serious threat to the world peace.

Racial and religious intolerance. The present situation of the Rohingyas are the result of join oppressions by the ultra-racist Rakhine and Burmese military government through forcible expulsion from their homeland by means of persecution, genocidal massacres, torture and harassment in the most inhuman manner. According to histories, Arakan was illegally occupied by the king Bodaw Paya in 1784. How long will the Rohingyas endure and suffer? Rohingyas have been in great hardship situations and become political football between Myanmar and Bangladesh for many decades. 65, Years under discrimination, various types of harassment, tortures, persecutions and repression etc; The Rohingyas

21, years of Refugee life in Bangladesh since 1992 to 2013 The Rohingyas So, this time we dont want to go back empty
handed and without our trial and rights. Is there any different among Refugees for the UN, UNHCR? Almost 28000, Rohingya refugees are waiting for a new life of their children and they are not allowed to exercise and enjoy their Rights of refugees according the law of UN Geneva Convention nor them agreeing to recognize as citizens by the Myanmar government. Unknown to IC and World, According to our parents Rohingyas became refugee 5 to 7 times in Bangladesh. The IC and world knew only about the 1942, 1978 and 1992. According to IC and world Rohingyas had become refugee three times, portions of them had been repatriated to Arakan, through bilateral repatriation agreement between Rangoon and Dhaka in 1978 and 1992, but it does not provided adequate safeguards to the refugees upon their return and yet their problem still remains unsolved and pending. Sad to mentioned that, in both agreements (1978 and 1992), the refugees were not accepted as citizens of Burma, instead, the technical word Myanmar residents was used. Apparently, the Rohingyas were fallen prey again and again to the atrocities of the junta and its Rakhine terrorists.

There are 60,000 to 70,0000 Rohingya Refugees in Kutupalong make shift Tal and 15,000 in Lada make shift Tal and according the estimation there are 3,00000 to 5,00000 undocumented Rohingya refugees are suffering in all over Bangladesh without receiving any humanitarian aids. The situations of the undocumented or unregistered refugees of Lada and Kutupalong make shift Tal is very dire and deteriorating seriously day by day because those unregistered refugees dont get any humanitarian aid except the some medical facilities of MSF Holland in Kutupalong make shift Tal and Muslim Aids in Lada make shift Tal.

Im very grateful to Bangladesh and its people for sheltered and co-operating the Rohingyas for 21 years. Bangladesh is a densely populated famine and minute country in the world so; we dont want to create trouble for the people of Bangladesh. Im not defaming against Bangladesh, it is a great sin to backbite against someone but unfotunately Im compelled to express some realities. I feel so astonished that, How a border can change the nation? Look, we the Rohingya muslim refugees of Myanmars Arakan state have been suffering and made refugee many times by the government of Myanmar and Rakhine gterroists and when the Rohingyas come in Bangladesh as refugee then the government of Bangladesh forces and compels to go back without any fruitful result of our issue and problem. Also, if any kinds of crimminal acts happen in Bangladesh at anywhere then it is done by whom? According the statements of GOB and its people The Rohingyas. For instant, when Ramu incident took place then the GOB and its people said that, it is done and happened by Rohingyas. Rohingyas are dishonor every in Bangladesh except those Rohingya bachelors who are married Bengali women. What a shame? We are 70, committee members in Nayapara registered refugee camp were appointed as BMC and CMC by GOB and UNHCR and we were selected by the general Rohingya refugees of Nayapara camp for the voluntarily service, to help, co-operate and to share camp related problems and to maintain peace and tranquility in our Community and we are not provide any incentive or salary by any agencies but during the incident of Ramu we the CMC chairmen, CMC Vice-chairman and secretaries of both Nayapara and Kutupalong camps were published as terroists in some Bangladeshi newspapers. I think it become a habit or business for GOB with Rohingyas.

Educational facilities in Nayapara & Kutupalong camps.

Only primary educaton is allowed for the Rohingya refugees students in Nayapara and Kutupalong camps. Refugees children are not allowed to study over standard or class five. Education is the main part for human being. Education is the solution of any kinds of conflicts. So, Myanmar government is succeed by depriving the educational rights of Rohingyas.

Since 1992 to 2013 every years million and million Dollars and Euro have been providing and donating by the Donor countries for the Rohingya refugees in Bangladesh but I think among 100% of the donation the refugees get only 25% in each year. For instant, according the measurement or chart a refugee will get 6 kg 300. grams of rice per week but a person only get 5-5.5 kg of rice per week. Not only rice also sugar, blended food, oil, salt,dal the refugees dont get according to measurement or estimation.

Medical, treatment and doctors in Nayapara camp.


Another example, nearly hundred of patients are suffering with various diseaes for inadequate treatment and negligent of doctors in Nayapara camp. The MOH runs by GOB. Here in our Nayapara camp a doctor call as MTL who is leader the leader of MOH and his name is Dr. Mobin and he refers patients when he can undertsood that, the patient will be die on the way of cox bazar medical then he refers the patients. He says to the refugee patients that, the budget is finished so, I cant refer many patients. He only provides paracetamol and chlorpheniramie as well as antihistamine for all kinds of patients and he has some assistant doctors when his asistant doctors provide better treatment and medicines to the refugee patients then he expels or quarrels with his assistant doctors he also quarrels with his patients when some patients go to him and say that, sir many times I come to you for my disease then he says, wait to die. He also says, you are not suitable for this world and you are animals. I think a doctors behaviour should better then honey beacause patients are depend on the doctors.

Almost hundreds of patients are suffering with various types of diseases for lack of adequate treatment in Nayapara Rohingya Refugees camp.

The works of MSF Holland.


When MSF Holland worked in Nayapara camp at that time there were available many refugees in Nayapara camp but there was not a single complain or objection against MSF Holland regarding the treatment. MSF Holland was provided better treatment and refugees were satisfied with MSF Holland.

Camp-In-Charge (cic) Kamruz Zamans behaviour with Rohingya refugee and beating of refugees in Nayapara camp.
In Nayapara Rohingya refugees camp appointed the cic by GOB to maintain law and order situations in camp and he leads the Nayapara camp who is a Phd and BCS cadre. When refugees go to his office for any solution of their personal issues then he beats to women and men when he is unable to verdict the trial. He instigates the crimminals and contacts with the wrongdoers to happen incidents in the camp for the defamations and to make the refugees crimminals in the eye of International community. On date: 02/0/ 2012. CIC Kamruz Zaman scolded to all cmc and bmc members without any reasosns with other tension and angry. Witness: unhcrs protection officer, Mr. Ajad. He tries to harass the refugees. For example he instigate the refugees to harm one another then he gives the forwarding both persons to file the cases against each other in Teknaf police station or in Coxs bazar court. He never allows the refugees or refugee leaders to sit on the chair and he says that, if a begger of my country come to me, you know I provide them chairs to sit. He says I dont allow any Rohingya refugees to sit on the chair when they come to my office and also annoy them because when they will feel angry then they will go back to their country with indignation. He had proposed some planning to CMC and BMC members or leaders regarding the repatriation when he failed to implement his plannings and policies then he doesnt talks with refugee leaders and he started to contact and communicate with some wrongdoers of the community in Nayapara camp to implement his wrong policies and machinating against innocent refugee leaders, educated persons and started to seize laptops and Multimedia mobile sets from the learners of refugee community because he thinks that refugees students send messages, ues internets, capture photos of any incidents take place in camp and communicate with officers and foreigners. His proposals are to the leaders or committee members of Nayapara refugees camp: 01. To provide two families from each blocks for the repatriation on test he also said that, if the situations in Myanmar is bad then he/ she will be able to stay as before in camp. No. 02. On date 09/ 04/ 2012. He tried to form and appoint a repatriation committee in Nayapara camp. 03. To provide the list of some doubtful refugees from the camp. He also threatened to CMC Chairman of Nayapara camp that, I shall catch you with ash when he failed to implement his plannings and policies. 01. Name of victim: Abdu Razak, Age; 38, MRC#z-1699, Shed No.1050,01. Block, B. Date: 24/12/2012. Nayapara camp. He was beaten by CIC for he was taken the partition of his room. 02. Name of vitim: Maryam Khatun, Age; 30, MRC#z-3185, Shed NO.762/04, Block, D. Date: 24/12/2012. Nayapara camp. She was absent in the door to door refugee verification of cic and at that time cic took her Data sheet and told to attend in his office. she was absent because she doesnt gets any ration food. So, she went to sell fire wood. When she was attended in cic office then she was seriously beaten up by cic and her shank has been broken by the beating etc;

Clerks, staffs, and peons of Nayapara Camp-In-Charge office and including the local peoples of Bangladesh.
They clerks, peons and government staffs of Nayapara camp are very expert in taking bribes and corruptions and they are powerful then the rank officers. Example, Peon Hamid leads illegal acts and activities in camp as well as he works with some illiterate refugees to send people in Malysia and he has easy load and computer shop in Nayapara camp. Here in our society some illiterate Rohingyas or refugees are easily able to buy, entangle or entrap by the office staffs, police, peons, and local peoples of Bangladesh to do illegal works and illegal activities because the refugees are become mad, blind, unconscious for lack of educational knowledge and jobless by staying in the hencoop or refugee camp for 20 years. Any human beings may be ready to do anything for lack of educational knowledge, food, job and dressing etc. 21 years of refugee life is a long time. Actually the illegal works and illegal activities lead and run by the local peoples and the prevail the oppertunity with the intolerable and innocent Rohingyas refugees. At last the Rohingya refugees become the scapegoat and culprits in the eye of law and all.

Harrasments and tortures by police in Nayapara camp.

Perhaps you have had heard about the camp police, the police come as patrol in camp then they apprehend any innocent refugees and take in their custody and threatens to pay bribe for the release. They police seize mobile phones sometime the police return with bribes and sometime not return if the mobile phone is dearest.

Names of refugee victims:


01 Name of victim: Md Solim, MRC#24541, Shed No. 724, Room No.04. On date 06/01/2012. Nayapara camp. He is a refugees co-trainer in Community Technolgy Access (CTA) and he was beaten up without any crime when he was sitting by wearing new trousers, shoes and shirt beside the street in camp. Name of victim: Kotiza begum, MRC#18129, Shed No. 948/06, Block, E. Police were entered into her room and poked and kicked her without any reason. Name of victim: Dolu begum, MRC#09342, Shed NO.939/06, Block, E. Date: 15/01/2012. Time: 7.am Police entered into her room and kicked her seriously. Name of victim: Noor Mohammed, MRC#01508. Ration refused refugee. Nayapara camp. Date: 13/09/2002. He was beaten severely at the time of Camp-In-Charge Rejaul Korim and in the present of police Inspector Jahangir Alam by telling the leader of hungerstrike refugees. He was sent into prison on that day including his niece, mother and father with the false cases. Name of victims: Sayed Hussain and wife Zuhura Begum, MRC# 11518, Shed No.1035, Room No. 01, Block, B. On date 05/01/2012. Both husband and wife were beaten up by police and his wife was pregnant at that time and she was injured in her waist jostled by police. On date 15/07/2012 almost 25 Rohingya refugee teachers were beaten up by police without any reasons and accusation inside camp on the street. Name of refugee: Habib Ullah, MRC#z-1694, Shed No.935, Room No.01, Block, E. on date 18/12/2011 his laptop was confiscated by police and not returned yet. Name of refugee: Hasim Ullah, MRC#27430, Shed No. 902, Room No.04, Block, E. on date 07/01/2012. His mobile phone seized by police, Sony Erricson. Name of refugee victim: Solim Ullah, MRC,z-1842, Shed No.977, Room No.05, Block, E. 0n date: 23/01/2012. He was arrested and beaten up by police from the BDRCS distribution centre when he went to take the dishes and after he said for change one of his lid because of damage and broken. Name of refugee victims: Ahasanul Hoque and his sister Yasmin Fatema. MRC#45652, Shed No.1063, Room No.01. On date: 01/03/2012. They both sister and brother were seriously beaten up by two civil or without uniform policemen by intruding in their hut and also kicked on the nipple of Yasmin Fatema Name of refugee victim: Ahasanul Hoque, MRC#45652, Shed No. 1063, Room No. 01. On date: 10/ 03/ 2012. He had a laptop sent by his relatives from foreign country and it was confiscated by police when he was learning in his hut. Name of refugee victim: Zannot be be, MRC#55529, Shed No.1204, Room No.04, Block, on date: 24/02/2012. H. She was abused and tortured by the police when she went to a function of circumcision in B,block to her relatives on the way of her return her purse was torn and seized her mobile phone and seriously wrong scolded by the police of camp. Name of refugee victim: Mohammed Islam, CMC Chairman Nayapara camp. MRC#00309, Shed No.975, Room No.06. On date: 06/03/2012. He was disgraced by police and Amser Battalions when he was walking with his colegues CMC member Md Zubair and BMC Chairman Shofi Ullah of D, block etc; Rohingya refugee teachers were beaten in Kutupalong camp on their way to Coat Bazar for Burmese training from Nayapara camp. Date 13th august 2009. On 13th august 2009 in the evening twenty teachers started for Bangladesh German Shanprite Training Centre (BGS) in Coat Bazar for Burmese training by bus at 5.25 pm the teachers reached to Kutupalong camp and stopped their bus beside cic office to pick up four teachers from Kutupalong camp. Just after the bus stopped, some of the teachers were got down from the bus for urinate after getting down some were urinating and some were standing on the road and some were boarded on the bus. Suddenly the peon Nurul Hoque came and politely told them to get on the bus. Then the started to get on the bus according to his order. When they took a little bit late, he again started to jostle and and used abusive tongue. Then MR. Kafayat ullah requested him to behave well as human beings. So, peon caught on Kafayat shirt collar and draged to cic office. When Nurul hoque was pulling Kafayat by the collar. The teachers asked him why he was pulling. But he didnt replied anything and went to straight cic and complained to cic concocting against the teachers. Just after heard the compliant from peon. He got out of the office and caught Kafayat Ullah and kicked and punched him to the office without asking anything from the teachers. Again police IC tortured Kafayat ullah for fifteen minutes indiscriminatly to unconcious according to the command of Camp-In-Charge. After that, the cic again called three teachers namely Amir Hakim, Mahbur Rahaman and Md solim one by one into his office and the police Inspector tortured them mercilessly to severe and serious injury which had been photographed by UNHCR. Later the CIC forcibly took signature on the commitment letter by threatening of prison and sent to BGS training center. But MR.Kafayat Ullah was confined at police camp and tortured by police to compel him to sign on the commitment letter. But Kafayat Ullah refused it. Ultimately he become untortureable by torturing of police and so, he signed to commitment letter to be free from torturing and imprisonment. Then he had been released at 11.pm on 15th august 2009. So, all the teachers strongly complained to RRRC and UNHCR to take legal action against the persons who tortured four teachers indiscriminately without legal reason.

proverb say: Someones terrorist and someones freedom fighter. But unfotunately the Rohingyas become eyesore for both states because Rohingyas are struggling and claiming for their rights and truths.

On date 25/03/1993 there were 18 registered Rohingya refugee camps in Bangladesh and on the same date the Government was killed almost 5000 Rohingya refugees in all camps for the forcibly repatriation. Some of the victims left as evidences are; 01. Name of victim: Md Ali, Age; 45. Present address Nayapara camp. MRC#00944. Near shed No. 975. Date: 25/09/1993. He was gun down at his right hand and sent into jail at about 11.am from Dhoa Palong camp and his right hand is not available now or cut it. Now he is a disable person. 02. Name of victim: Kobir Ahamed, Age; 32. MRC#27301, present address: Shed No.1123, Room No.01. Block, P. Date: 12/02/ 1993. He was gun down at his rib adjecent to waist and now he is a disable person in his own community. 03. Name of victim: Md Jalal Uddin, Age; 50. MRC# z-3801, Shed NO.726/06. Date: 25/09/1993. Rifle bullet was sliped over his breast in Dhoa palong camp and still he has the mark of injury on his breast. He was sent into jail. 04. Name of victim: Hussain Ahamed, Age; 67, MRC#03042, Shed NO. 33/01, Block, E. Kutu palong camp. Injury on the left side under the eye. 05. Name of victim: Nayam Ullah, Age; 36, MRC#39505, Shed NO.10/06, Block, G, Kutu palong camp. Date: 25/10/1993. He was shoot down in Dhoa palong camp at his left hand. 06. Name of victim: Abdul Mabud, Age;50, MRC#19442, Shed NO.01/05,06. Block, F, Date: 18/11/2004. He was shoot down on his right leg shank in Kutu palong camp etc;

Date of ration books confication by GOB and undergone Hungerstrikes in Nayapara camp.
Rohingyas refugees in Nayapara and Kutualong camps were started hungerstriked on date june 19th 1997 at about 2.pm for forcibly repatriation by GOB and the hungerstrike was broken forcibly by GOB on date 20/10th 1998 at about 8.am. The refugees were hungerstiked for 52 days.

The list of the demands which were obeyed in Kutupalong camp with an agreement between Rohingya refugees, UNHCR and Government of Bangladesh (GOB). Date: 07/09/1997.
01. 02. 03. 04. 05. 06. 07. 08. 09. 10. No action be taken to those who have undergone the Hungerstrike. Those who are arrested for the act be released. Repatriation must be under the UN Regulation with the knowledge of world bodies. To return the confiscated ration books and repair the sheds. To take necessary measure on those who are pushed back to Myanmar (as they are vulnerable to rape abduction, insurgency etc.) To find a possible way of distribution the ration that were missed for the past, thirty seven days. To immediate stop the oppression done by the police and camp officials; To have a Refugee Representative ( in any) present in any agreement signed in future. Permission from government of Bangladesh and UNHCR to form a committee to maintain peace and solidarity among the Rohingya refugees. The Bangladesh government to allow us to stay temporary in Bangladesh until to become Democratic rule in Myanmar.
Note: Th above-mentioned agreement paper were signed by the Camp-In-Charge and Head of sub office UNHCR in Coxs bazar. Date: 07/09/1997.

01. In date 12/ 04/ 1999 confiscated 17 families ration books by Camp In- Chareg Siddique and UNHCRs staffs protection officer Mis. Prova and Head of sub office UNHCR coxs bazar Mr. Kisto Ali and UNHRs National staffs Mr. Sha Hid and Mis. Zainab for the forceful Repatriation and again they were provided ration foods on date 26/07/2007 with Token or a signed paper. 02. In date 06/07/ 2002 again confiscated 54 families ration books and again they were provided ration foods on date 26/07/2007 with Token or a signed paper. 03.

Still nine families of Rohingya refugees have refusing ration foods for thirteen 13 years for fulfilled their conditons and solution and for the fear of forcibly repatriation and various types of harassment and tortures by GOB.

Repatriation may be acceptable for Rohingya refugees if following conditions are fulfilled by the Myanmar but there must be Rohingyas or Community leaders of refugees in the agreements, otherwise not possible at all.

01. Recognize Rohingya as an indigenous ethnic minority of Myanmar and issue full Citizenship ID, Cards. 02. Must guarantee the safety and full protection of the returnees upon their return to Arakan (Burma). 03. Honor our rights to be rehabilitated in our respective original places and villages. 04. Return all the confiscated properties and lands of the returnees. 05. To give assurance for religious freedom and rights of movement. 06. To give access for higher education and to provide enough hospitals. Medical facilities. Religious. Madarasa / University, mosques, graveyard, banking, economical and marriage facilities etc.... 07. To ensure equal rights, political rights, employments rights according to his/her qualification like other indigenous ethnic group of Burma. 08. To stop human rights violation, racial stubborn discrimination, religious discrimination extortions, force labor and arbitrary arrest etc especially on Rohingyas. 09. To allow performing of religious celebration and renovate our confiscated mosques without any preventions. 10. Thousands of Thanks and appreciation to Govt. of Bangladesh that we are opportunated to stay in Bangladesh for over two decades, we would like the burden of Rohingya should not be borne at all in Bangladesh because it is a small and over populated Country. So we would not like to be any more burdens with such critical Refugee life. 11. Must be existed UN office on Human rights Watch. With full power as per p-s wise and district wise. especially on Rohingyas dominated areas. 12. To hand over the power to novel Laureate Dow Aung Sein SuuKyi 13. We urge for a legal durable solution according to 1951 convention and 1967 protocol as well as international law.

So, as CMC Chairman or leader of Nayapara Rohingya refugees camp in Bangladesh, Im finally supplicating to shift our camps to a country where we will be able to exercise our fundamental Rights according to 1951 Convention and 1967 protocol until we go back to our home land Arakan with durable solution and we are seeking according to3rd option of UNHCR because we have been living in Bangladesh refugee camps for two decades so, lives of our children, youth and adolescents are being ruined and wasted day by day without receiving and gaining higher education, enough humanitarian assistances and other technical access etc; According the child Rights Protection of 1989 Bangladesh was signed on the Right of children in UN convention but not allowed for study over class five to Rohingya refugees children in camps. Bangladesh is democratic country but different law uses for Rohingyas as like as Myanmar. Finally, again Im heartily requesting to UNHCR, EU, OIC, IC, SAARC, UK, USA, Canada, Australia, Germany, Japan, Scandinavian countries, Netherland, Peoples republic of China and incluing all UN signatory countires for the long-term solution of long-standing Rohingyas issue. Our sorrows know no bounds for many years. Please dont maroon and make the orphan and intolerable Rohingyas meal for cannibal.
