U.S.

Constitution PLAN H = {House of Representatives Vote for President} 4 January 2013 The Founding Fathers Great Compromise in this Constitution created the bi-cameral legislative branch with two Senators for EACH state, large and small, to protect small state interests. Small states were small by virtue of geography AND population. Plan E, the Electoral College - object of scorn by Media and Academia in Todays America - is one Great Compromise applied to the Election of the President.
But Winner Take All was NOT part of the Vision of the Founding Fathers and even DISQUALIFIED a states Electors in the 1824 Election.

Jefferson in 1800 and John Quincy Adams in 1824 were elected by the House of Representatives. TODAY, the issue is much the same, SMALL COUNTIES in POPULATION being overwhelmed by LARGE population counties, the Culprit causing Deformity of Democracy is SMALL AMOUNTS of Strategic Precincts Vote Fraud along with the Winner Take All for the Electoral Votes of a State, a practice NOT written into this Constitution, then or now. More critical is that since 2005, MANY engineering evaluations have revealed VOTE FRAUD VULNERABILITY of Electronic Voting Machines. On January 6, 2005, Democrat Representative Stephanie Tubbs-Jones of Ohio and Senator Barbara Boxer of California CHALLENGED the ELECTORAL COLLEGE results under United States Code Title 3.
( see [Congressional Record Volume 151, Number 2 (Thursday, January 6, 2005)] [House] [Pages H86 - on]
On Page H 128 is shown the Roll Call Vote in the House: yeas 31, nays 267, not voting 132, so the Electoral Challenge FAILED. It also FAILED in the the SENATE: yeas 1, nays 74, not voting 25. ) Yet at the time the GOP had control of BOTH Houses.

In 2013, the GOP controls the HOUSE, and the HOUSE elects the President, the Senate the Vice President.
