IFATSEA European Regional Group welcomes the initiative taken by EASA to implement common rules in Europe for Training and Competence Assessment for ATSEP. In order to compliment this initiative by EASA and because of our expertise in this area the IFATSEA European Regional Group agreed to establish a sub-committee with a mandate to identify current best practice in ATSEP related safety and professional activities. IFATSEA European Regional Group welcomes recognition of ATSEP by ICAO in PANS-TRG Doc 9868 and continues to urge ICAO to include ATSEP in ICAO ANNEX 1.

IFATSEA European Regional Group recognises that the lack of a common language amongst ATSEPs may give rise to risks including safety. IFATSEA European Regional Group agrees to promote establishing common standards for English Language Proficiency for ATSEPs through a dialogue with Regulators, Authorities and Air Navigation Service Providers.

IFATSEA European Regional Group noted reports of resourcing problems with respect to ATSEP in Belgium, Croatia, Czech Republic, France, Ireland, Italy, Portugal, Turkey and UK. IFATSEA European Regional Group urges that Air Navigation Service Providers shall employ sufficient number of competent ATSEP to ensure the provision of ATM/ANS in an efficient, continuous and sustainable manner whilst ensuring that safety is not in any way compromised. IFATSEA European Regional Group noted updates on the nine Functional Airspace Block initiatives in Europe. According to EU Regulation Social Dialogue has to be established. IFATSEA European Regional Group has identified missing Social Dialogue in FAB UKIreland and FAB South-West.

The traffic decreased by 1.25% compared to July 2011. With the increased seasonal traffic, the ATFM delays also increased, however delays in July 2012 were 38.4% less than last years level. Oslo, Nicosia, Warsaw and Langen ACCs capacity and staffing issues were the main bottlenecks of the network during the month. Over the weekends, Marseille ACC generated significant delays due to ATC capacity while Langen and Munich ACCs experienced system failures which led to high delays locally and in the neighbouring ACCs. In general, ATC capacity and staffing delays were particularly evident over the weekends.

Europe Key Figures

London Olympics 2012 started on the 27th July and had no major network impact to date. Adverse weather conditions, particularly thunderstorms, impacted both en-route and airport operations in Austria, Germany, UK, Switzerland, Poland, Benelux, France and Spain. With consistent good network performance since early April, the Year-to-Date en-route delay as of July (0.67 min/flt) is lower than the guideline* level (0.71 min/flt) for this time of the year.

Impact of Recession

Target of IFATSEA should be the professional and responsible development of the job of ATSEPs, to meet not only the immediate and near term needs, but to enable the future technologies and systems to be safely developed and implemented. The future is about the human and the systems working seamlessly and safely together. The emphasis now, and always, is on SAFETY. The shortage of trained ATSEPs can only have an adverse impact on safety. Rising age profiles, increasing reliance on overtime, increasing stress and fatigue levels can only increase the potential for error in the complex Air Traffic Management environment of today.

Impact of Recession

Risk management demands that we address our potential for error. When we are dealing with a finite resource, the inevitable way that this risk will be mitigated is through traffic restrictions, or nonoptimised capacity. The current global financial crisis will offer no resolution. At best it will only provide a short term reduction in the size of the problem. But for an enlightened and visionary ANSP, it could provide an opportunity - a small breathing space and chance to actually increase ATSEP training to address the immediate shortage, as well as to position for the future. This will allow us to open the door to the future and to keep it open. Small investments today, both positive and negative, will have an exponential return in the same direction, years from now.
