Sir,
As you are aware that the Ministry of Environment and Forests has issued guidelines for
notification of Eco-Sensitive Zones around National Parks and Sanctuaries on 9
th
February 2011.
However, the progress on this front has been far from sati sfactory, Only very few States have come
forward with proposal, that too for few of the National Parks and Sanctuaries in their respective States.
It may be pertinent to mention that the Hon' ble Supreme Court is also considering this issue in I.A 1000
in Writ Petition (Civil) No. 202/1995 and Writ Petition (Civil) No. 460/2004.
The Ministry of Environment and Forests is of the view that the State/Union Territory
Governments be given one last opportunity to submit site specific proposal for declaration of eca-
sensit ive zones around National Parks and Sanctuaries, latest by 15
th
February, 2013. In this regard a
letter from the Secret ary, Ministry of Environment and Forests, has been issued to all the Chief
Secretaries of all states/union territories.
Kindly find enclosed the letter issued to the Chief Secretary, regarding the submission of site
specific proposals for declaration of ecosensitive zones around National Parks and Sanctuaries, latest by

February, 2012. It is requested to kindly take the necessary action in this regard.

It has been more than a decade since the Wildlife Conservation Strategy-2002, adopted by
the Indian Board for Wildlife, inter alia, envisaging declaring land faUing within 10 kms of the
boundary of National Parks and Sanctuaries as eeo-fragile zones was communicated to State/Uruon
TerritOry Governments. Due to the reservations expressed by few States, the matter had been once
agaill exanuned by the National Board for Wildlife in its 2nd Meeting held on 17
m
Match 2005,
whcrcm it was decided to have site speCIfic ceo-sensitive zones. This decision was communicated to
aU the State/ Union territories vide letter dated 27
th
May 2005. 1t was also requested that SIte specific
proposals be submitted to this Ministry at the earliest. This Mirustry has been since been pursuing
with State/Union Territory Governments on this issue.
Tn order to facilitate the submissIOn of p toposals, this Iv1in.istry had also brought out
guidelines on 9
th
February 2011. However, the ptogress on this front has been far from sausfactory.
Only very few Stales have come forward with proposals, that too for few of dle National Parks and
Sanctuanes tn their respective States. It may be pertinent to mention that the Hon' ble Supreme
Court IS also considering this ISsue m I. A 1000 in Writ Petition (Civil) No. 202/ 1995 and Wm
Petition (C;vil) No. 460/ 2004.
The Ministry of Environment and Forests is of the VIew that the State/ Union Territory
Governments be given one laSt opportunity to submit site specific proposals for declaration of eco-
sensitive zones around National Parks and Sancruaries, latest by 15
th
February. 2013. In case tbe
State/Union Territory Govenunents fail to submit the ptoposals within the stipulated peri od, the
activities that have been prohibited as per the guidelines of the Ministry dated 9
th
February 2011
would stand prohibited within 10 kms of the boundary of National Parks and Sanctuaries.
In view of the above posit jon, T would request you to ki.ncUy instruct the concerned
authorities fot appropriate action on priority.
