physical and online resource for legislators and their parliaments to monitor the progress across the countries participating in the initiative. 2: To develop model legislation The GLOBE secretariat will support legislators to draw on existing best practice to develop model legislation on climate mitigation and adaptation / disaster risk reduction. Specifically, this will support the integration of climate issues into economic planning and budgetary processes, as well as supporting amendments to the existing legislative base to ensure consistency with climate goals, as determined appropriate by the respective national legislators. To establish a dedicated international process supporting national legislation The international process will meet each year ahead of the UN Conference of the Parties for the duration of the negotiations under the Durban Platform, scheduled to be completed in 2015, and will provide a forum to share best practice, learn lessons from national experiences, support peer-to-peer learning and reinforce commitments from the legislators on the need for national action. To provide national level technical support (where requested) As requested national groups of cross party legislators will be supported to form national GLOBE groups to strengthen their capacity to develop, and subsequently advance, nationally appropriate draft legislation. Groups will be supported to hold National Climate Legislation Forums. Such national groups (as already exist in some countries) will only serve to reinforce existing national structures. To promote the formal recognition of national legislation in the UNFCCC process. GLOBE believes that national legislation is a significant commitment towards tackling climate change. As such, GLOBE will coordinate proposals formally to acknowledge national legislation as a commitment under the UN negotiations, ensuring that legislators' efforts are recognised on the international stage. Scrutiny Following the introduction of nationally-appropriate laws, legislators will be supported to ensure they are equipped to effectively monitor governments' implementation of the law.
