Spring Street, Rm 430 Los Angeles, CA 90012 Subject: Council File: 13-1300-S1 Dear Council President Wesson; We write today in response to the motion for the above referenced file, introduced on January 4, 2013 to prepare a $3 billion general obligation bond measure for the May 21, 2013 election to fund street rehabilitation. While we are concerned about the disrepair of the streets in our city, we are equally concerned with the lack of public transparency and community participation in the development and review of the proposed tax. The Empowerment Congress West Area Neighborhood Development Council Board voted unanimously to request that the city council, under your leadership: 1. Continue the matter for a minimum of 60 days to provide sufficient opportunity to examine the impact of the proposed policy and seek community input regarding, but not limited to, the appropriateness, parameters and use of a fund; 2. Examine the feasibility, benefits and impact of alternative strategies to the property tax; and 3. Develop a plan to ensure the equitable distribution of the cost and resources generated through a possible fund. Thank you for your consideration of this request.
