INVITATION TO BID FOR THE PROCUREMENT OF SECURITY SERVICES ITB NO. 2013-01
The Department of Agrarian Reform through the Bids and Awards Committee intends to apply the sum of the Security Services for Php 423,480.00 being the Approved Budget for the Contract (ABC) to payments under the contract of Supply and Delivery of Security Services for the Department of Agrarian Reform Provincial Office with Three (3) Security Guards for Ten (10) Months (March 1, 2013 to December 31, 2013). Bids received in excess of ABC shall be automatically rejected at bid opening. The DAR now invites PhilGEPS registered Service Provider/Contractor to bid for the contract of Supply and Delivery of Security Services for DAR Provincial Office with Three (3) Security Guards for Ten (10) Months (March 1, 2013 to December 31, 2013). The description of an eligible bidder is contained in the Bidding Documents, particularly in Section II of ITB.

Bidding will be conducted through open competitive bidding procedures using a nondiscretionary pass/fail criterion as specified in the revised IRR of RA 9184, otherwise known as the Government Procurement Reform Act. Bidding is restricted to Filipino citizen/sole proprietorship, partnership or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines and to citizens or organizations of a country the laws or regulations of which grant similar rights or privileges to Filipino citizens, pursuant to RA 5183 and subject to Commonwealth Ac t 138.

A complete set of Bidding Document may be purchased by interested Bidders on January 25, 2013 from the address below and upon payment of a non-refundable fee for the Bidding Documents. Bids must be delivered to the address below on or before February 6, 2013. All bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in Instructions to Bidders or representatives at the address stated in the Schedule of BAC Activities. Late bids shall not be accepted. The DAR reserves the right to waive any formality in the responses to the Eligibility Requirements and to this invitation. DAR further reserves the right to reject any and all proposals or declare a failure of bidding or not to award the contract and makes no assurance that contract shall be entered into as a result of the invitation without thereby incurring any liability in accordance with RA 9184 and its IRR.
