AREAS OF EXPERTISE AND ACCOMPLISHMENTS Capital Planning & Management Improved a critical return on assets financial metric by strategically forecasting space and equipment needs and employing a portfolio of capital effectiveness initiatives with engineering, more aggressive capital management processes, and expanded use of sourcing to reduce the Capital Plan from $1 billion to less than $200 million annually. Superb collaboration and coordination with scientific leadership and engineering ensured no interruption to the business of science. Developed and led the Capital Review Committee, which reviewed and approved as many as 100 projects > $1 million annually, with a focus on project-specific drivers, operating plan impact, and alignment with local and global strategies. Served as the primary capital planning liaison for senior Research leaders globally. Led rapid increase in the Capital Plan from $75 million to $1 billion annually during a period of accelerated company growth; processing requirements more than doubled to ~ 4,000 projects per year while only adding one additional headcount. Designed and implemented lab and infrastructure projects at remote Merck & Co., Inc. sites in Arkansas, Missouri, and Kansas. Led an engineering support organization that executed small capital projects and coordinated facility shutdowns in support of corrective and preventive maintenance.

Research Operations/Chief of Staff Directed an integrated, multi-site organization which provided strategic, operational and business support for Basic Research, PreClinical Development and Facility organizations at a large cap biopharma. Led an organization of 15, which provided business operations support for 8 Vice Presidents with 1150 scientific headcount, $315 million expense plan, and $30 million capital plan at a large cap biopharma. Led the east coast integration of a $1.1 billion acquisition, including five distinct Basic Research and PreClinical functions with headcount that increased from 50 to ~ 100 in first year. Led a Six Sigma project to design and establish a standardized laboratory technology selection and acquisition process, projected to save several million dollars (5-10% of the annual lifecycle cost). Collaborated with outsourced instrument and equipment maintenance provider to improve life cycle tracking of capital assets, reducing insurance and depreciation impact. Developed a strategic facilities plan for a confidential drug development services company; 3 of 10 long range facility projects were completed during the first year after creation of the plan, expanding capacity, without operations impact. Supervised Union personnel in the commissioning, operation, and maintenance of all HVAC and Refrigeration equipment for a 300,000 square foot research facility at the Pennsylvania site. High Performance Team Development and Leadership Developed and implemented the concept for an empowered team of 30 bench scientists who identified and implemented changes in the labs, including increased utilization of robotic technology, 30% reduction in alarm dispatches, implementation of a $2 million day shift cleaning initiative, and establishment of various technical and employee development training forums. Led one of four global teams which identified critical issues and opportunities to increase the involvement and success of individuals who are differently-abled in the work force. Mentored individuals from chemical engineering, neuroscience, and IT. Coached 10 peers in transition; 6 of these individuals have been re-employed. Managed sixteen salaried and sixty Union personnel in the operation and maintenance of all HVAC and Refrigeration equipment serving Corporate, Manufacturing, and Research Division personnel at a large cap biopharma. Served as the Main Propulsion Assistant for the USS Arkansas and engineering shift supervisor during shipyard construction, commissioning, and sea trials for the USS Carl Vinson. Nominated as National Instructor of the Year while transforming a cross-enrollment Naval ROTC program into an autonomous organization, which provided a significant input into the Navy's premier programs: aviation and nuclear propulsion. Business Development Provided business development services to TecAccess, leading to new contracts with Merck & Co., Inc. and the Philadelphia Insurance Companies. Provided strategic operations and business development support to an Ottawa-based ocular imaging start-up, supporting a US launch in 4Q2011.
