The LIP was created as a partnership between DEC and private landowners to help address the loss of grasslands and associated at-risk wildlife species. The original open application period coincided with the holiday season and recent snowstorms across the state, therefore the new February 1, 2013 deadline will allow more landowners an opportunity to apply. Grasslands provide important habitat for a variety of wildlife and are especially significant for birds, including the endangered short-eared owl, the threatened Henslows sparrow and the threatened upland sandpiper. Eligible private landowners interested in offsetting the decline in grassland bird habitat and populations will be able to apply for technical advice and financial incentives. To be eligible to apply, an applicant must own at least 25 acres of contiguous grassland located within one of the grassland focus areas across the state. They include portions of the following counties: Allegany, Cayuga, Chemung, Clinton, Cortland, Erie, Essex, Franklin, Fulton, Genesee, Herkimer, Jefferson, Livingston, Madison, Monroe, Montgomery, Niagara, Oneida, Onondaga, Ontario, Orleans, Otsego, Saratoga, Schoharie, Schuyler, Seneca, St. Lawrence, Steuben, Suffolk, Tompkins, Ulster, Washington, Warren, Wayne, Wyoming and Yates. The IRS will begin accepting tax returns on that date after updating forms and completing programming and testing of its processing systems. This will reflect the Bradford 807 E. The an-nouncement means that the vast majority of tax filers - more than 120 million households should be able to start filing tax returns starting Jan. 30. The IRS estimates that remaining households will be able to start filing in late February or into March because of the need for more extensive form and processing systems changes. This group includes people claiming residential energy credits,
depreciation of property or general bus-iness credits. Most of those in this group file more complex tax returns and typically file closer to the April 15 deadline or obtain an extension. The IRS will not process paper tax returns before the anticipated Jan. 30 opening date. There is no advantage to filing on paper before the opening date, and taxpayers will receive their tax refunds much faster by using e-file with direct deposit. The best option for tax-payers is to file electron-ically. The opening of the filing season follows passage by Congress of an extensive set of tax changes in ATRA on Jan. 1, 2013, with many affecting tax returns for 2012. While the IRS worked to anticipate the late tax law changes as much as possible, the final law required that the IRS update forms and instruc-tions as well as make critical processing system adjustments before it can begin accepting tax returns. The IRS originally plan-ned to open electronic filing this year on Jan. 22; more than 80 percent of taxpayers filed electron-ically last year. Who Can File Starting Jan. 30? The IRS anticipates the vast majority of all taxpayers can file starting Jan. 30, regardless of whether they file electronically or on paper.

The IRS will be able to accept tax returns affected by the late Alternative Minimum Tax (AMT) patch as well as the three major extender provisions for people claiming the state and local sales tax deduction, higher education tuition and fees deduction and educator expenses deduction. Who Cant File Until Later? There are several forms affected by the late legislation that require more extensive programming and testing of IRS
systems. The IRS hopes to begin accepting tax returns including these tax forms between late February and into March; a specific date will be announced in the near future. The key forms that require more extensive programming changes include Form 5695 (Residential Energy Credits), Form 4562 (Depreciation & Amortization) and Form 3800 (General Business Credit). A full listing of the forms that wont be accepted until later is available on IRS.gov
MCKEAN COUNTY 4-H NEWS The Kane 4-H Robotics Club held its first meeting at Friends Memorial Library. The response was overwhelming, with 35 youth in attendance, as well as a number on a waiting list. The club will split into two groups, with one meeting the first Wednesday of the month starting Feb. 6 and the second continuing the second Friday of the month on Feb. 8. Both groups will meet downstairs in Friends Memorial Library after school from 3:15-5pm. Current members and those on the waiting list will be contacted to choose their preferred meeting day, with a maximum of 25 per group. There may be space for new members, but preregistration is required through the Extension Office in Smethport. There are now three 4-H Robotics Clubs in McKean County including the Smethport 4-H Robotics Club, which meets on the first Thursday of the month. 4-H Cloverbuds Story Hour was held recently at Hamlin Memorial Library. Savanna Tanner of Smethport investigated fingerprints during the session called I am Special. This free program for 5-7 year olds will be held on the second Saturday of the month from 10-11am. No preregistration is necessary. A countywide meeting of the McKean County 4-H Horse Clubs was held in the Hamlin Memorial Library. 48 members and 20 adults attended this program which featured Good
Production Practices training on equine vital statistics, measuring food by weight and volume, and developing an emergency preparedness plan. Members of the Wranglers 4-H Club gave demonstrations on a wide variety of topics, including therapeutic riding, grooming, showmanship, colors of horses, setting up poles, how to make fly spray, different types of bits, transporting your horse by trailer, and dietary supplements. Sherry Dumire from the Conservation District was on hand to talk about an upcoming Equine Manure Management Workshop to be held Mar. 23. The McKean County Horse program is growing, with a new club starting soon. The Bradford 4-H Horse Club will hold its first meeting and vote on the official club name on Jan. 27 at 5:30pm. Anyone who is interested in membership should call the Extension Office. Horse club members must be enrolled in the club of their choice by Jan. 31, 2013, to participate in Roundup. The Bradford 4-H Theatre Arts Club held their first meeting in the Bradford Little Theatre office bldg. After members participated in a mock meeting, Stephanie McFall was elected president; other club officers are: Vice president, Embrissa Wingard; secretary, Emily Keltz; treasurer, Olivia Keltz; historian, Mandi Droney; and game leader, Everly Wingard. Bradford Little Theatre Board Member Diane Kerner-Arnett
gave a presentation on all the components of producing a play. At the conclusion of the meeting, Extension Educator Ann Dunkerton led two games - Ali Baba & the Forty Thieves and Spider Web Story. The next meeting of the club will be Feb. 19 at 6pm at the BLT office, 79 Main St., when BLT Board President Nanci Garris will present a workshop on auditioning. New members, grades 6-12, are welcome to join the club, but preregistration through the Extension Office in Smethport is required. McKean 4-H Clubs are part of Penn State Extensions youth development programming. Traditional clubs are open to all youth ages 8-18 (as of Jan. 1, 2013) with Cloverbuds for ages 57. Screened adult volunteers are needed to contribute their experience, talent, and time through club participation and leadership. Please contact the Extension Office for more info. Because CBB is our main supplier, we are asking that everyone pass along this information to friends and neighbors, explained Elaine Austin, Director of Laboratory Services at JMH. The more people who give blood to CBB, the better off our community - and our community hospital - will be. The cost of a unit of blood from CBB is about one-third of the cost from the hospitals previous supplier and a unit of platelets from CBB costs about one-seventh as much. It is also important to realize that the hospital is not reimbursed for the full cost of a unit of blood or blood products, she added. So paying less for the same quality blood saves the hospital money. How is CBB able to supply its member facilities such a significant savings? One reason is that CBB does not spend a lot of money on advertising and incentives to donors or host sites Mrs. Austin said, noting that this could be the reason why our community may not realize how important CBB is to Jones Memorial. Community Blood Bank hosts monthly blood drives in the Walchli Room at Jones Memorial. The Board meeting will be held in the auditorium of the agencys Harrisburg headquarters to collect public comments on the 2013-14 proposed seasons and bag limits, receive staff reports and hold a formal meeting. The headquarters is at 2001 Elmerton Ave., just off the Progress Avenue exit of Interstate 81 in Harrisburg. On Sunday, Jan. 27, beginning at 1 p.m., the Board will hear public comments regarding the 2013-14 hunting and furtaking seasons and bag limits. Doors will open at noon. Individuals interested in offering public testimony - limited to five minutes - may begin to register at noon on a first-come, first-to-speak basis. On Monday, Jan. 28, beginning at 8:30 a.m., the Board will gather any additional public comments and then receive Game Commission staff reports. Doors open at 7:45 a.m. Registration for those interested in offering public testimony limited to five minutes - also will begin at that time. On Tuesday, Jan. 29, beginning at 8:30 a.m., the Game Commission will take up its prepared agenda to, among other things, give preliminary approval to hunting and trapping seasons and bag limits for 2013-14. Doors open at 7:45 a.m. Antlerless deer license allocations for the 2013-14 seasons will be presented for the Board to consider at its meeting in April. Army Reserve Warrant Officer 1 LYNETTE J. CAUANAUGH has graduated from the Warrant Officer Candidate School at Fort Rucker, Ala. The course is designed to certify warrant officers as technically and tactically competent to serve as warrant officers in designated career specialties. The officer must successfully complete the course prior to being appointed to the rank of warrant officer one. The primary focus of the school is military occupational specialty specific, augmented with common-core subjects as designated by a Task Site Selection Board and monitored by the Warrant Officer Career Center. The course also prepares newly appointed officers for their first duty assignments and all subsequent assignments as warrant officers and chief warrant officers in the active Army, National Guard or Reserve. Cauanaugh is the niece of Agnes Nolder of North Street, Roulette, and Virginia Russell of Ann Street, Port Allegany. She is a 1987 graduate of Port Allegany High School.
