Allen, Our GIS Director, John Rogers, has mapped the Southfork TIF district onto the GIS layer. Annually the County Clerk is required to certify changes or revisions to our county tax unit map and the Southfork TIF is a new tax unit for 2012. That legal description has brought up two issues with the location of the boundaries described. I have attached a copy of the map and will describe those two issues. While these changes have no tax impact on the TIF district, it still seems there may be a step or two for Wichita to pursue for following statute and proper procedures. 1) The boundary on the west side of Broadway at 47th Street South lies in tax unit 6710, which includes USD 261 Haysville. This issue repeats further south where the boundary follows the drainage area. I am unaware whether USD 261 Haysville was not part of the notification process. 2) Part of the boundary exceeds the city limits at the south end and encroaches into Riverside Township, tax unit 2002. I dont believe that Wichita can establish a TIF district outside of their city limits. Please review as appropriate and reply as soon as possible. This does affect my ability to publish our tax unit maps to the Property Valuation Division as required by statute. I have limited information on this TIF district because no plan has yet been filed with the Clerks office. Please let me know when the plan might be filed.
