Interested citizens attended the Manchester Village Council meeting Monday night, for a public hearing on the Parks and Recreation Five Year Plan. More than a dozen people spoke for and against a bridge that could be part of a shared use trail proposed by the Downtown Development Authority and Gateway Communities Initiative. Following the public input session the council voted unanimously to accept the Five Year Plan as it was presented, which does not include the trail or bridge in its listed goals. village, for pedestrian and bicycle access from the Village Hall to the Leonard Preserve and possibly further west to a new state recreation area. This plan includes a new pedestrian bridge across the River Raisin millpond, north of the Main Street Bridge. The idea was accepted by the DDA and village council in 2006, but in the last three years advocates of the trail made a commitment to finance its construction and maintenance without any village funds or tax revenue. Instead it would be paid for by foundations such as the Chelsea Area Wellness Coalition, and grants from the county, state and federal programs. Trail supporters wanted the plan to be included in the Parks and Recreation plan in order to help them with fund raising.
A number of residents feel the bridge is unnecessary, and are concerned that the village might incur liability for accidents or future maintenance costs. Those views were expressed at an earlier input session, held last March, and in letters to the Parks Commission. An earlier draft of the Parks Plan had included the shared use trail and associated bridge, but this was removed. The current plan states that the pedestrian bridge does not reflect a high priority for the Parks Commission and Village residents. Pat DuRussel, chair of the Parks Commission, said his concern was that the bridge might compete with the village for funds from outside sources, and thereby reduce opportunities for other projects.
