FROM THE DESK OF PRESIDING BISHOP Welcome to GAAAP
There are innumerable organizations in the world rallying their supporters around a wide variety of issues and goals, none nobler than ours, however. While GAAAP is admittedly another organizational construct of human ingenuity, it stands apart with other credible; Bible based groups whose desire is to represent Christ as His body on earth. Even among them, GAAAP stands tall in its efforts to be authentically Apostolic Pentecostal while demonstrating the inclusive love of God that affirms the most marginalized person for whom Christ died. This lofty aspiration is only achievable by the empowering of the one true God. The GAAAP Ministers Manual you hold in your hands is more than the product of religious and administrative creativity and organization. Its contents are the gleaned fruit of generations of pioneering ministers who sacrificed to pour into us truths, principles and guidelines that serve to advance our ministries in positive directions. For that reason, we ask and expect each GAAAP member to take our fellowships efforts very seriously as well as their vows of support. The birthing and development of this organization has had moments of glory as well as agony. Fortunately, even in the hard times, we knew to build the ark according to the plan God gave on the mountain. When our values and character were tested to the limits, we stood firm in the confidence that He, who hath begun a good work in us, would perform it until the day of Jesus Christ. Without perfection or pretense of such, we stood on the Word and by our principles, building this organization while being assailed by those who desired our failure. Severe testing proved Gods faithfulness and our resolve, yielding a harvest of blessing. In an effort to welcome you to GAAAP, we want you to know those with whom you are joined, what has brought us to this place and the passion that beats within our hearts. For you to truly be a member, you must enter into this covenant relationship sharing one heart, one mind and one purpose; Taking One Name to All People. Having done that, we together set our hand to the old gospel plow, looking toward the harvest when we will give to the Lamb, the fruit of His suffering. With this in mind, we welcome you to the Global Alliance of Affirming Apostolic Pentecostals. For all that is accomplished through us, be it great or small, we say, To God be all the glory.

About GAAAP
History
The Global Alliance of Affirming Apostolic Pentecostals (GAAAP) was formed in the fall of 2007. Rev. Robert L. Morgan of Tampa, Florida and another minister desired to see a healthy, vibrant fellowship that healed the wounds of spiritual abuse and religious dysfunction. Our first General Conference (since renamed the ONE Conference) was held in Houston, TX in February, 2008. In 2010, GAAAP acquired ARM (Apostolic Restoration Ministries), the first Affirming Apostolic organization ever formed. They integrated beautifully with our people, culture and ministry. ARM was started back in 1980 under another name. The name on their 501c3 was changed at the time they joined GAAAP to reflect their alignment with us and thus we became the official custodians of 32 years of affirming outreach "Taking One Name To All People. While we are excited about future growth, we are even more concerned about growing in truth, integrity, character and authenticity. Sometimes God purges and purifies those whom He loves. For this too, we are grateful. Our numbers are less important to God than the purity of our hearts and motives.

Identity
Our corporate identity is best summarized in the ten principles upon which GAAAP is founded. 1. Love for and commitment to the Apostles doctrine foreshadowed in the Old Testament and revealed in the New Testament through the early church as taught to us by our Pentecostal pioneers. 2. Cultivation of a consistently healthy, functional and fruitful state of well-being, spiritually, intellectually, emotionally, physically and ministerially. 3. Biblical affirmation and inclusion of all people. Recognition of individuals who meet Biblical standards for ministry. Spiritual covering for affiliated churches. Fellowship for supporting individuals. 4. Build positive relationships through appropriate motives, actions and education with traditionally non-affirming people in hopes of elevating marginalized people to greater inclusion. 5. Advance the educational standing of our ministers and those to whom we minister. 6. Raise the standard of ethical conduct among our members and those under our influence. 7. Promulgate that which brings glory to God, edifies the body of Christ and brings the lost to full salvation.

8. Minister to and speak for the marginalized, oppressed and disenfranchised to the end that justice and equal opportunity exist for all. 9. Resist unbiblical, unethical, inappropriate and immoral conduct, speech, teaching and methodology among the ministry and among those we serve. 10. Work with other Bible believing affirming ministries to advance the Kingdom of God and bring greater reconciliation and fellowship among our members.

Mission
GAAAPs mission is three fold in respect to Almighty God our Creator, the Church of Jesus Christ of which we are a part by virtue of the new birth and the lost world to which we believe we are sent as ambassadors. Our mission statement reads. GAAAP exists to glorify God through loving service, to edify the body of Christ through a healthy life and ministry, and to evangelize the world as the open arms of Christ to all people without distinction. Every member of this fellowship needs to feel a heavy responsibility to be proactive in the ministry, bearing fruit that contributes to a good reputation with God and our communities.

Values
The F.A.C.E. values that GAAAP holds are not academic or theological in nature only. These values are areas of emphasis which we firmly and mutually agree should define us corporately and individually. It should be known, as well as appreciated, that these values are treasured not solely because they are right but because members and leaders alike suffered, fighting to defend them. These four values set GAAAP apart, distinguishing us among the family of affirming Christian groups. Every minister or church belonging to our fellowship, should strive to emphasize these basic and fundamental values so that they are ingrained in thinking and conduct. 1. Fellowship in unity Lovingly cultivate and preserve unity on matters essential to our Biblically inclusive faith and organizational well-being. 2. Apostolic in doctrine Intelligently proclaim and exemplify Biblical truths of Oneness Pentecostalism in healthy balance. 3. Character of holiness Practically reflect the holiness of God without legalism by total submission to the sanctifying work of the Holy Spirit. 4. Excellence through passion Disciplined pursuit of high standards through a zeal for measurable achievement in all areas of life and ministry.

In Conclusion
While GAAAP gratefully stands with other groups of like precious faith, we also stand apart with a very distinctive testimony. We have sought to lead by example, guide with humility and inspire passion for the treasures entrusted to us by the Holy One. As new and younger leadership arises to lead us into a both trying and exciting future, may they never stray from the fundamental, timeless essentials God has committed into our custody. This manual represents everything we are and hope to be. Its committed into your hands at great cost. Love it. Defend it. Live it. Teach it. Let it mean something great to be a member and representative of GAAAP.

Understanding the Articles of Faith

But sanctify the Lord God in your hearts: and be ready always to give an answer to every man that asketh you a reason of the hope that is in you with meekness and fear: Having a good conscience; that, whereas they speak evil of you, as of evildoers, they may be ashamed that falsely accuse your good conversation in Christ. I Peter 3:15-16 KJV The spirit-filled minister should live a daily walk, being led by the Spirit and the Word and always be ready to give an answer to every man for the reason of the hope that lies within them. The Global Alliance of Affirming Apostolic Pentecostals has provided in the Constitution and By-Laws, Articles of Faith that stand as a foundation of faith for the believer. Understanding that the plan and purpose of God is to reconcile all mankind unto himself through Jesus Christ, we study Gods Word, not to build a theological system, but to reveal Christ for our own personal relationship with Him and for sharing the Bread of Life to the masses. Knowing that (God) who also hath made us able ministers of the New Testament; not of the letter, but of the spirit: for the letter killeth, but the spirit giveth life. (2 Cor 3:6), we seek to walk not in a legalistic interpretation of the letter of the law, but in the life-giving Spirit, who alone can guide is into all truth (John 16:13). For the Spirit-led minister of the Gospel, certain truths are irrefutable and are the foundation of our faith. Other matters remain that we wait for full revelation of the Spirit. On those issues we walk in a teachable and humble spirit, knowing that each believer must work out your own salvation with fear and trembling. (Phil 2:12) The servant of the Lord should not strive about words, but seek to edify the Body of Christ. Of these things put them in remembrance, charging them before the Lord that they strive not about words to no profit, but to the subverting of the hearers. Study to shew thyself approved unto God, a workman that needeth not to be ashamed, rightly dividing the word

of truth. But shun profane and vain babblings: for they will increase unto more ungodliness. And their word will eat * as doth a canker. (2 Tim 2:14-17).

The Governing Structure of G.A.A.A.P, Inc.

In accordance with Article 5 (Governing Authority) Section 2 (The Executive Board) of our constitution and bylaws, GAAAP is governed by an Executive Board, which is made up of four to seven ordained members. The board will have (a) duly consecrated Presiding Bishop (Prelate) who will serve as the President of the Board; (b) duly consecrated Assistant Bishop(s) who will serve as the Vice President(s); and (c) Two to three Executive Presbyters. The office of the Secretary and the Treasurer will be held by an Executive Presbyter. The Office of the Presiding Bishop (Prelate), Assistant Bishop and Executive Presbyters are all Nominated and Elected positions. There are no limits to the number of terms that a Bishop may remain in office, however, they must be re-elected every four years. Likewise, the office of the Executive Presbyters also has no limitations on the number of terms served; however, they must also be re-elected every four years, beginning two years after the election of the Bishops. If a member of our ordained clergy has not already been consecrated into the Office of the Bishopric, but sought and was successful in the election of the office, they will maintain the title Bishop-Elect until such time as consecration has taken place. The Executive board shall rely upon the Holy Scriptures, our Constitution and Bylaws for direction and guidance while governing.

Defining Autonomy under the Governance of G.A.A.A.P, Inc.

In accordance with Article 7 (Church Affiliation), Section 2 (Approval, Certification and status of Autonomy) of our constitution and bylaws: A church shall be granted full affiliation by a majority vote of the Executive Board and be inducted at the next General Conference. Affiliate churches are autonomous, self-governing, unless the leadership of the church requests GAAAP to exercise authority during unstable times. It is the desire of our governing body to allow any church which affiliates itself with GAAAP to maintain its own identity and fiduciary responsibilities. However, we must be mindful to always represent the core values, faith and the theological foundations of the organization. Failure to represent these core beliefs may result in a review by the Executive Board which can lead to up to and including but not limited to the suspension or the revocation of the affiliate churches certification under GAAAP.

Affiliating with GAAAP
Ministerial Code of Ethics
While striving to balance professionalism with relate-ability, transparency with holiness and relevance with being a proper role model, I will seek to maintain a spiritually positive, emotionally stable and Christian lifestyle through the ups and downs of life that draws the attention of others to Gods strength and mentors them toward maturity in Christ. I will seek needed help privately for personal and ministerial issues through appropriate channels so as not to erode ministerial decorum and personal credibility. I will model compassion without enabling dysfunction and uphold a professional, honorable and public decorum, personally and ministerially. It is my responsibility to follow Christ in such a way that others can follow my example and eventually be presented by the grace of God faultless before His throne, without condemnation. This applies to all areas of my life upon which my public and Christian reputation stands. I understand that I will give an account to God for all things and therefore, submit my will to His for the rule of His divine authority. I will show the utmost courtesy and consideration to my fellow GAAAP ministers in the household of faith, treating them as I would desire to be treated. I will respect the authority over me and work as a peacemaker for the betterment of the fellowship. My words will be used to edify and not to tear down. I will seek to keep my heart free of malice and selfish motives. As minister of the Gospel and a representative of the GAAAP organization, I am resolved to uphold the Constitution and Bylaws of the fellowship, its ministerial manual and the local, state, or provincial and national laws under which I live. GAAAP currently offers two ways for affiliating. There is the individual affiliation and the ministry/church/fellowship affiliation. In this section we will discuss both.

Individual Affiliation
Interested persons seeking credentialing with the Global Alliance of Affirming Apostolic Pentecostal must complete an application and submit to a background check and screening. There is a $20.00 fee associated with the application and must be submitted at the time of application. Once an application and the applicant has been reviewed by and approved by the Executive Presbytery, there will be an annual affiliation assessment fee of $120.00. All GAAAP ministers must be at least 18 years of age and able to maintain stable, consistent and balanced lives, with healthy habits that foster functionality and fruitfulness. Ministers are expected to contribute to the alliances unity and to strive for excellence in all things. All ministers must maintain a good reputation within the church and within their communities and must uphold the dignity of the ministry with professionalism and discretion. No affiliate shall speak or act contrary to the doctrines and disciplines of this organization. All

ministers are expected to abide by the Code of Ethics and consistently support the alliance with their ministerial dues and its events with their attendance. 1. Good Standing In order for an individual Minister and/or Ministry to be found in good standing they must: Hold a good reputation in their respective communities. Uphold the dignity and integrity of the Gospel ministry. Not speak nor act contrary to the doctrines and disciplines of the organization. Actively pursue continuing education, prescribed and otherwise, that is demonstrable, to advance and refine ministry knowledge and skill. e. Be current will all applicable dues and fees. f. Not have had any unresolved disciplinary actions taken against them. g. Attend GAAAP events with reasonable regularity. Our ministers in good standing are authorized to perform weddings, bless unions, and bury the deceased and all other such duties as is common to the ministry. Ministers should be actively involved in any one of the following approved GAAAP ministries: 1. Contact Point _ Serve as a GAAAP liaison to those seeking affirmation, counsel and fellowship. 2. Fellowship Group Help develop a group of people who meet on a regular basis for prayer, exhortation in the Word and fellowship. 3. Church Organize and plant a congregation that meets weekly for worship, preaching, outreach, administration of the ordinances of the church and fellowship. Minor concerns should be processed by the Judicial/Ministerial Standards Committee who will privately resolve the matter. Therefore, it is understood that all members of GAAAP agree to seek for and submit to binding arbitration in any matter which cannot otherwise be resolved, and expressly waive any and all rights in law and equity to bringing any civil disagreement before a court of law. 1. Members. A more serious charge may be raised by another member of the alliance but this doesnt become official until the Executive Board has looked at the evidence and witnesses and deems them credible enough to merit judicial proceedings. Once it is official, all sides of the issue will be given the opportunity to present their case to the Executive Board for a decision. If a decision is unsatisfactory, a person may appeal the decision to the Judicial Committee who will review all the evidence and render a recommendation back to the Executive Board for reconsideration. Once reconsidered, the Executive Boards next decision on the case will be final. Any disciplinary action issued should strive to keep restoration in mind as the ultimate goal. Members may be removed from the alliance by resignation, death, or a two-thirds vote of the Executive Board.

2. Executive Board Members. Members of the Executive Board may be removed from office after the normal judicial proceedings have been exhausted or an emergency meeting of the Executive Board is agreed to be all but the member in question. The Executive Board must vote unanimously with the full agreement of the three Elders who chair the Governmental, Judicial and Policy committees for the member in question to be immediately removed from office.

Levels of Credentialing and Recognition

The Executive Presbytery of the Global Alliance of Affirming Apostolic Pentecostals recognizes lay persons or unaffiliated ministers and ministries who support the vision and ministry of GAAAP with their faithful financial and in-kind contributions as Pillar Members. However, these members hold no voting or office holding privileges with GAAAP. They may serve as a voting designee for a ministry and or pastor if asked and approved by the Executive Presbytery. The Executive Board has the right to require completion of prescribed or approved reading materials and or/course of study before an individual is allowed to move to a higher level of licensure. Ministers of other organizations in harmony with GAAAPs doctrine and spirit, who are approved by our Executive Board, may transfer credentials to GAAAP or request our recognition in addition to that which they already possess.

Upon satisfactory completion of the one year probationary period, Local Licensed ministers may vote in business sessions and may hold offices available to their level of licensure. 3. They must specifically request affiliation and inclusion in the IRS Group Exemption and show minutes of an official business meeting wherein the church body and/or governing body voted to become an affiliate of GAAAP, thereby agreeing to abide within GAAAPs allegiant structure as a peaceful and supportive member. Affiliated GAAAP churches are encouraged to have GAAAP pastors but in the event one is not available, another minister in harmony with GAAAP may pastor the church with the understanding that ministerial credentials will be applied for within twelve months of assuming the pastorate. A church shall be granted full affiliation by a majority vote of the Executive Board and be inducted at the next General Conference. Affiliate churches are autonomous (that is, selfgoverning) unless the leadership of the church requests GAAAP to exercise authority during unstable times.

Protocols and Rights of Bishops, Executive Presbytery, Ministers

In 2011 The Global Alliance of Affirming Apostolic Pentecostals held its annual ONE Conference and historic Consecration and Installation of its first Presiding Bishop and Assistant Bishop. This historic conference was the beginning of GAAAP blazing new and uncharted territory for the Welcoming and Affirming Apostolic Pentecostal movement. This monumental conference was certainly in a sense new beginnings. GAAAP currently holds two annual events each year. The Ministers Retreat hosted by the Presiding Bishop and the Annual ONE Conference hosted by partnering churches and GAAAP. We encourage all of our Ministers to attend both of these events each year. Being in ministry can be challenging and these two events provide opportunity for all of GAAAP Ministers to be ministered too. The Executive Presbytery of GAAAP understands clearly the challenge of attending two annual events can present. Therefore, we encourage all GAAAP ministers to stay in communications with their respected Regional Overseer. The Global Alliance of Affirming Apostolic Pentecostals assesses an annual membership fee of $120.00. These dues must be paid and ministers must be current to hold an office and to vote on any issues at the Annual One Conference. Understanding that hardships can arise, we encourage you to let your Regional Overseer know if this obligation is a challenge. Membership assessments are one the primary sources of funding for the organization.

GAAAP is constantly encouraging all of its ministers to fellowship within and outside of our organization. Fellowshipping with those of like-minded faith as well as those who may not be the apostolic faith is crucial to maintaining a right spirit and the unity of faith. Let us be mindful we are all representatives of The Global Alliance of Affirming Apostolic Pentecostals, and therefore, our affiliations are a direct representation of this reformation. GAAAP has an expectation of all Ministers to be prompt and punctual to all events and services including quite/meditation and prayer time that is held prior to events. We in GAAAP hold ALL ministers to a standard of integrity in all aspects of life: home, work, church/ministry and/or social media. Please keep in mind wherever you go you represent Christ, the Ministry and our organization of GAAAP and therefore our conduct should be reflective of that. Continuing Education is a vital part of any Ministers growth and development. GAAAP has outlined Credentialing and Continuation Education Requirements for all affiliate ministers. These standards must be adhered to in order to be found in good standing with the organization. The Constitution and By-Laws of the Global Alliance of Affirming Apostolic Pentecostals, hold to the standards of Holiness and Sanctification, therefore we have provide a Ministerial Code of Ethics to provide clear guidance of what is expected from our Ministers. Office and Vestment Protocols The Global Alliance of Affirming Apostolic Pentecostals consecrated the Office of Bishop and Assistant Bishop at the 2011 ONE Conference. With respect to Offices of Bishop and Assistant Bishop it is appropriate to refer to the office holder as Bishop, when the office holder is donned in their respective vestments. Furthermore, it is appropriate to refer to the office holder as Bishop or Brother and/or Sister when not wearing vestments. Clerical Attire The Executive Presbytery of GAAAP will use the following guidelines for the presentation of vestments for all events requiring such clerical presentation. These guidelines are reflective of the level of credentialing a minister holds with GAAAP. Licensed Ministers: Solid black clerical shirt with the white tabbed collar. Female ministers may choose to wear white or black shirts. Ordained Clergy: Solid black clerical shirt with full banded 2 collar, a pectoral cross if so desired with black cord. The cross is to be placed in the left breast pocket of the shirt. Office of Presiding Bishop: Solid black or red/crimson clerical shirt with full banded 3 collar, pectoral cross with gold cord.

Office of the Associate/Assistant Bishop: Solid black or roman purple clerical shirt with full banded 3 collar, pectoral cross with gold cord. Others Consideration Those persons wearing vestments should have credentials administered and/or affirmed by the Executive Presbytery of the Global Alliance of Affirming Apostolic Pentecostals. Additionally, ministers should be mindful and respectful of the colors worn as they are prescribed in the section above and are reflective of a specific level of credentialing. Furthermore, when dress and/or casual attire is worn, lets be mindful that is should be modest and it should not be disruptive, questionable or cause a distraction. GAAAP Ministers are encouraged to contact their Regional Overseer with any questions or concerns regarding Protocols and Vestments. In an effort to assist all GAAAP Ministers is acquiring respective vestments below is a list of suggested vendor websites. However, ministers may be able to acquire vestments through a local vendor. Affiliates With Pastoral Vacancies

All affiliated GAAAP churches/ministries/fellowship should have provisions clearly stated in their respective Constitution and By-Laws for the development of a Pastoral Search Committee. Pastoral Search Committees should be chosen from the various populations and cultures represented by the church/ministry/fellowship. GAAAP affiliated churches/ministries/fellowship should notify their Regional Overseer as soon as there is a pastor vacating their pulpit as GAAAP seeks to ensure the ongoing integrity of the ministry. The following suggestions are for informational purposes only, however should be considered when seeking for a new pastor. 1. Define the task. The job must be profiled before you know exactly who you are looking for. 2. Develop selection criteria. What are the qualities and qualification that define the person who can best accomplish this ministry?
GLOBAL ALLIANCE OF AFFIRMING APOSTOLIC PENTECOSTAL Page 17

A Manual for Ministries and Ministers 2012

3. Gather resumes from as many reliable and credible sources as possible. 4. Provide a job description and a complete profile of the church/ministry/fellowship and its community to all possible candidates. 5. Gather all the information about role expectations. 6. Make a thorough inquiry as to the candidates experience and character from numerous references including the Executive Presbytery of the Global Alliance of Affirming Apostolic Pentecostals. 7. Ensure that the GAAAP Regional Overseer is involved and kept up-to-date on activities centered around the vacancy. 8. Seek counsel from the GAAAP Regional Overseer and Executive Presbytery as needed to be diligent in this process.

Qualities To Look For

Those responsible for the selection process should be more concerned with the total person rather than just his or her ability to perform a certain task or show a certain level of love. 1. Godliness and Holiness Commitment that is not wrapped in godliness may be worse than a godly person without commitment, because labor will be in vain. The psalmist warns us that unless the Lord builds the house we labor in vain who build it. This implies that we can build in our own strength. That ought to frighten us a great deal. 2. Commitment Level Questions that deal with how much time a person spends preparing sermons should weigh as much as how many tasks they can accomplish in a week. Questions that reveal their creativity are also helpful. Remember, a committed person sees tasks to be done before being told. An ambitious person will begin work without being told and will do it even when they dont feel well. This type of person will go around detours that seem to block success and will be thinking about the next task before the present one is finished. 3. Character You can only truly understand peoples character by looking at a combination of their personalities and their ethics and/or values. Questions about how they handled situations in their past, or how they would face certain situation in the future, might give insight into the depth of their character. It is critical to have

Page 18

A Manual for Ministries and Ministers 2012

an accurate reading o this because those stressful moments will come. We must remember the church is one place for building character. 4. Ministry Skills It is important to have a clear-cut job/ministry description before you can evaluate a candidates ministry skills. You will soon find out if you have an adequate job/ministry description when you start to evaluate how its going to be fulfilled. 5. Commitment to the Global Alliance of Affirming Apostolic Pentecostals Affiliated GAAAP churches are encouraged to have GAAAP pastors but in the event one is not available, another minister in harmony with GAAAP may pastor the church with the understanding that ministerial credentials will be applied for within twelve months of assuming the pastorate. This ensures that our Apostolic heritage will continue to be taught and preserves the credibility and the integrity of GAAAP.

Affiliates Seeking To Dissolve

GAAAP offers two ways that an affiliate may terminate their relationship with the organization. 1) Removal by the authority of the Executive Board: The Executive Board shall be authorized by majority vote to remove an affiliate for reasons it deems necessary. Article 7, Section 5 2) An affiliate may terminate their relationship with GAAAP by submitting a notice to the Secretary of the Executive Board.
