Former Flight Centre New Zealand managing director Rick Hamilton has been named as the new chief executive of Tourism Fiji. He immediately started work on a new strategy for Tourism Fiji under its recently-launched tagline; Fiji, where happiness finds you. The appointment brings an end to the global search for a replacement for Michael Meade, who stepped down in September. Tourism Fiji Chairman, Dave Pflieger, said the appointment coincided with the launch of the tourism bodys rebranding and repositioning. Ricks extensive expertise and experience as a results-focused leader is expected to significantly assist us in our goal to increase tourism to Fiji, he said. He will also assist to further grow the economic impact in 2013 by increasing visitor arrivals, spending and an average length of stay. Parents of the 11 students from Labasa Sangam School who scored zero in their FSFE biology paper will be taking legal action against the Ministry of Education after the ministry refused to overturn its decision. A parent Rajesh Lal said they have consulted a lawyer after they were stopped by police from gathering at a house during their hunger strike and a case will be filed against the ministry soon. The police stopped us because we had no permit for the gathering but we will not stop here because we think that this matter will be best resolved in court, said Lal. We know that our children did not
cheat because earlier investigations failed to show any evidence of cheating being done by our children, he said. The ministry is saying that they have sufficient evidence but they will not be able to show it to us because it is confidential but if taken to court then everything can be shown and will tell us the truth, he said. He also said the parents are confident that they will win their case. However when contacted Acting Minister for Education Viliame Naupoto said he has nothing else to say regarding the matter except that all processes were followed and the zero marks will remain.

Australian Father Kevin Barr, who has lived in Fiji for 32 years, was long seen as a supporter of military strongman Voreqe Bainimarama. But after he made the Chinese crack in a letter to the Fiji Sun, he got a phone call from Bainimarama himself. Then in a very angry voice he said that I should apologies to the people of Fiji for my letter concerning the Fijian flag in the newspaper, Barr said in a letter he wrote privately to the Australian High Commission but which has been leaked in blogs. Barr confirmed to Fairfax Media it was his letter. (Bainimarama) then called me a f***** up priest and said I had become anti-government, Barr said. He repeated the phrase again and threw in a few swear words and told him to go back to where he came from. His tone was angry and really over the top.

Fiji's Court of Appeal has informed former Fijian Holdings Limited director Laisenia Qarases lawyer Tupou Draunidalo and Fiji Independent Commission against Corruption lawyer Vincent Perera to settle a hearing date for an appeal. Mr Seruilagilagi said Mr Filipe had a proven record of leadership and administrative skills that would enhance the capabilities of staff at the respective ministry. I am confident of his capabilities and am assured that he will effectively manage and provide quality policy advice on rural development activities as well as matters pertaining to national disaster management, the PSC chairman said. As the Ministry for Provincial Development and National Disaster Management permanent secretary, Mr Filipe will be responsible to the minister for the formulation and implementation of policies and strategies of rural development programmes and activities through district and divisional administration using the rural consultative machinery. He will also be responsible for provision of administrative support services, regional planning research and policy advice, rural development and rural housing, disaster management and other ancillary services. The permanent secretary is also required and responses to natural disasters and the establishment and maintenance of Disaster Information Systems. This will include the aspect of relief and disaster rehabilitation activities, that are normally assigned during times of natural disasters. Mr Filipe joined the civil service in 1975 as a Technical Officer in the Ministry of Agriculture. In 1979, he went to Lebanon with the United Nations Interim Forces and then joined McGowans International Consultants in 1981. In 1983, he was appointed as the Officer In Charge of Farm Development on the Yalavou Project. Mr Filipe was later given responsibilities in the Ministry of Agriculture before assigned as Chief Executive Officer of the Fiji Meat Industry Board in 2003. In 2008, he took up the position of Deputy Head of Mission and counselor at the Fiji Embassy in Beijing before returning in 2012 to be the Deputy Secretary for the Policy Analysis Unit in the Office of the Prime Minister. In October 2012, Mr Filipe was posted to the Ministry of Provincial Development as acting permanent secretary. The appointment is effective from January 10, 2013. alarm bells after receiving a counterfeit $10 note. Anil Kumar of Waila said he received the fake $10 bill from a passenger he had dropped off in Suva last Saturday night. He said it was the busiest time of the night so he did not bother to check the money. "I am just warning all taxi drivers who are doing night shifts to be careful. The money looked real and anybody could have been fooled," he said. Mr Kumar discovered the counterfeit bill while counting his night's taking early on Sunday. "This is the first time for me to come across fake money like this," he said. "I kind of had a feeling that it was fake

"I just want to tell all taxi drivers, shop keepers and those dealing with money to be careful, especially during rush hour. "I have lost $10 from this incident and this is also a lesson for me." Police spokeswoman Ana Naisoro said police occasionally received reports of counterfeit money. "We continue to warn the public to be careful and to cross check the notes if they are in doubt," she said.

ILLEGAL vehicle rental businesses are tarnishing the image of the country's booming tourism industry. This is the view of the Fiji Rental Car Association (FRCA) in response to articles featured in the newspaper about the clampdown by the LTA on private cars being passed off as legitimate rental vehicles. FRCA president Bob Niranjan called on the authorities to advise international visitors about the unique number plates used by legitimate rental vehicles in Fiji. The LTA impounded several private vehicles over the past week for operating as bogus rental cars and as many as six businesses have come under the spotlight in Nadi and Lautoka as a result of the clampdown. "FRCA members have invested
more than $25million in this industry and have no protection from these unscrupulous operators. "Rental cars have yellow number plates and are easy to identify, and the authorities should educate tourists and organisations not to rent any vehicle without a yellow plate. This will also ensure LTA and government receive their rightful revenue from VAT and taxes by ensuring operators comply." Mr Niranjan urged the authorities to step in and protect the legitimate rental car industry and vulnerable visitors from these illegal operators. "They are damaging Fiji's tourism reputation as well as the rental car industry's image, at a time when Fiji is attracting more tourists to our shores," he said.
Australian Foreign Minister Bob Carr has welcomed the decision by the Fiji government to amend the draft constitution and says he understands why the government would reject the aspects of the draft. The notion, for example, of a largely unelected national people's assembly comprised principally of non-government organisations sitting alongside the parliament is something I can't think of enjoying precedence anywhere else in the constitution of a democratic country, Carr told Australian media. He said the re-creation of an unelected Great Council of Chiefs would seem to give rise to the suggestion that
ethnic divisions in Fiji were going to be exaggerated by new constitutional arrangements and it is understandable that the interim government would object to both these features of the draft. The draft constitution which was prepared by the Constitution Commission headed by Professor Yash Ghai was handed to the President last Thursday and in a joint statement by the President Ratu Epeli Nailatikau and the Prime Minister Commodore Voreqe Bainimarama said changes would be made to the draft before it is handed to the Constituent Assembly. A new constitution is expected to be in place by March this year.

LOCAL shipping agent Pacific Agencies expects to bring to Suva an estimated 56,000 tourists on cruise liners this year. And their arrival should bring more dollars to the capital's economy. However, the Suva Retailers Association is advising small and medium enterprises not to expect too much from this as previous years have shown their spending habits tend to gravitate towards larger businesses. "While the influx of tourists is good for the country it doesn't add anything to the small and medium retailers," SRA president Himmat Lodhia said. "There are some larger retailers that benefit from these tourists but as far
as electronic goods go they make only about 1 per cent difference to sales." He acknowledged that tourists stopping over in the Capital helped select industries like buses, taxis and handicraft. Pacific Agencies operations supervisor Rajesh Prasad said the company expected 28 cruise liners to dock in Suva and eight in Lautoka this year. He said the ships would mostly originate out of Sydney and were expected to carry an average of more than 2000 passengers each. Meanwhile, Suva was awash with tourists as the Carnival Spirit docked at the Princess Wharf. The vessel was carrying 2639 passengers.

The Prime Minister, Voreqe Bainimarama has noted a significant expansion in the number of Fijian volunteers being sent to other Pacific countries to assist with their development. He said Fiji would like to place volunteers in every part of the Pacific within the next three to five years. The Prime Minister made the comments when he presented airline tickets to six retired teachers who are due to leave our shores later this month to work in Nauru under the Fiji Volunteer Service (FVS). There are already 12 Fijians serving in the Republic or Marshall Islands under the FVS and additional interest has been registered from Vanuatu, Solomon Islands and Papua New Guinea. The Prime Minister said that Fiji was committed to assisting its Pacific Islands neighbours with extra personnel to complement the efforts of their own people working in social and economic development. Fiji has sufficient trained personnel for its own needs and proven capacity in such fields as education, public
administration, disaster management, peacekeeping, social programs and environmental protection, PM Bainimarama said. Airports Fiji Limited will now be able to draw river water from the Land Water Resource Management Jetty area near the Nausori airport for its Fire Tenders. It is now possible to use the Jetty to launch rescue boats during emergencies and crash exercises. It is also possible now to use boats during an aircraft crash to rescue crew. The recent signing of the Memorandum of Agreement (MOA) with Airports Fiji Limited for the use of the Land and Water Resource Management facilities at the Luvuluvu airport allowed the use of these facilities. The signing was conducted by the Manager Airports Mr Lawrence Lew and the Permanent Secretary for Agriculture, Fisheries and Forest Mr Ropate Ligairi. Mr Ligairi said the agreement is in line
with the Nausori Airport being declared a category Seven Airport which meant it can now accommodate Boeing 737800 series. This partnership with AFL paves the way forward to support plans for developing and improving the aviation industry in Fiji and I wish AFL the best in its endeavors, PS Ligairi said. AN early morning blaze on Nadi's main street claimed the life of a 38-year-old Nawaka man. Mahesh Kumar, a carpenter, was working on renovations in the clothing shop His and Hers when the fire broke out. According to the neighbouring shop owner, Abdul Hannan, Mr Kumar's construction company had been contracted to renovate the shop. "They had been working for the past four or five days during the day and night," said Mr Hannan. The fire also injured shop owner Rajend Singh, who is admitted at Lautoka Hospital with 75 per cent burns. According to Mr Hannan, the businessman was in the country to oversee the renovation. "He lives in Australia and he comes in once a month to check on the store," said Mr Hannan whose adjacent clothing shop was also affected by the blaze. "My shop was also partly damaged but fortunately it was saved," Mr Hannan said. The National Fire Authority said fire officers were alerted at 12.45am by the police who informed them that a person was trapped in the shop while another had been rushed to Lautoka Hospital. "When the crew arrived, both the shops were on fire and engulfed in flames and smoke," an NFA statement said. "Due to the magnitude of the fire, the firefighters fought hard to extinguish the fire within the two shops to prevent it from spreading to the row of shops on the main street of Nadi Town.
"There was no possibility of safely rescuing the trapped person." NFA has launched an investigation with the police to determine what the two men were doing on site in the early hours of the morning and why they were not able to safely evacuate the building. NFA chief executive officer John O'Connor said the authority was concerned about the increase in structural fires with only a few days into the new year. "NFA has attended to two major commercial fires for the month of January follows the Shop and Save Supermarket fire incident in Tavua Town last week and the His and Hers clothing outlet, which claimed the life of another human being," Mr O'Connor said in a statement. "This fire case is the fifth structural fire incident in 2013 following three house fire incidents since the beginning of 2013 and the commercial fire at Shop and Save Supermarket," he said. Mr O'Connor urged business owners to take extra care when conducting maintenance works on their premises to ensure fire safety procedures are followed at all times to prevent fire related deaths and injuries at the workplace. "Business owners must also ensure they comply with NFA's fire safety requirements to avoid the risk of fires occurring in their properties. "We hope members of the community take heed of our advice to avoid unnecessary fire incidents from damaging or destroying their properties."
The Fuel Price Review for the first quarter includes a fall in the price of premix used in outboard motors, no change to the price of diesel but increases in the price of Liquid Petroleum Gas (LPG), petrol and kerosene. The rise in the price of gas announced Monday by the Attorney General and Minister for Industry reflects political tension in the Middle East on the supply side, which has restricted the volume of gas available on the global market. It also reflects a major rise in demand for gas in the Eurozone due to an unseasonably cold and prolonged winter. Fijian households will pay 17 per cent more for a 4.5 kg cylinder of LPG, which goes up in price from $15.12 to $17.76. A 12 kg cylinder will now cost $47.36, up from $40.32, also a rise of 17 per cent. The same margin applies to a kilogram of bulk LPG, which increases from $2.69 to $3.16. Autogas goes up 19 per cent from $1.85 to $2.21 a liter. But the increases are still significantly below the level of last June, when a 12 kilogram cylinder of LPG cost $54.00.

We have had big fluctuations in the price of gas over the last few months but we are still on the lower end of the scale compared to seven months ago, the Attorney General said. Any rise of this scale is out of our control as pricetakers but Fijian households are still paying less for LPG than last June. Retail fuel costs have also moved because of variations in the Singapore pricing mechanism for fuel (Means of Platts Singapore MOPS), average exchange rates and international freight variations. Premix falls from $2.50 to $2.47 a liter, diesel stays the same at $2.31 a liter, motor spirits rises by one cent from $2.52 a liter to $2.53 and kerosene goes up by two cents a liter from $1.84 to $1.86 a liter. The Attorney General, Aiyaz SayedKhaiyum, said that in general, fuel prices had remained relatively stable. Im sure than many people in the maritime areas will welcome the fall in the price of pre-mix for outboard motors and the like. Similarly, the transport industry will be pleased that the price of diesel remains unchanged, the Attorney General added.

Fiji National Provident Fund chief executive officer Aisake Taito speaks to members during the FNPF annual general forum at the Holiday Inn in Suva SIX-YEAR-OLDS can now become voluntary members of the Fiji National Provident Fund says chief executive officer Aisake Taito. Speaking to members at the FNPF annual general forum in Suva, Mr Taito said they hoped to create a lot of awareness on the provisions in the FNPF decree which members need to understand. "In terms of voluntary members, FNPF has made a reduction in age from 16 to six years this year," he said. "For instance, six-year-olds can become members of FNPF. This means they can set aside funds if they wish to become a member. This initiative would encourage cultural savings. "Another feature is that additional contributions to members' accounts are now allowed to supplement the current 8 per cent from members. "It is tax free and we will allow members to do it so that when members retire they have more monthly income." He said part of its reform next year is the establishment of two accounts for members. "The two accounts will be called a preserved and general account. The preserved account comprises 70 per cent of members' savings which is strictly set aside for retirement. The other 30 per cent will be in general accounts which members can access for pre-retirement withdrawals." Mr Taito said the two accounts were for members who had yet to retire. He said first time home buyers could access their preserved accounts. More details on FNPF projects this year would be released in a few months, Mr Taito said.
Residents of remote parts of the country are being asked to inform the Bainimarama Government of the state of their telecommunications services as part of a push to give everyone the same level of service. The Bainimarama Government is encouraging telecommunications service providers to provide all Fijians with equal access to fixed or mobile telephones and the Internet under its Universal Services Areas Scheme. The Attorney-General and Minister for Communications, Aiyaz SayedKhaiyum said the Communications Ministry wanted to hear from members of the public and service providers about the standard of access in some of the countrys remotest regions. They include isolated areas of Ba, Bua, Cakaudrove, the Lau group, Macuata, Nadroga/Navosa, Naitasiri, Namosi and Ra. We are asking them to get in touch with us so that we can relay this information to telecommunications service providers as part of our scheme to provide them with incentives to improve levels of service, he said. Push To Give Fijians In Remote Areas Equal Access To Telephones And The Internet
Government was to enable all Fijians both domestic and business users to gain equal and affordable access to basic telecommunications services irrespective of where they live in Fiji. The Universal Services Areas Scheme applies to those areas where there is either no service at the moment or service is poorer than in other parts of Fiji. It also applies where the cost of providing services is prohibitive on a reasonable commercial basis. Licensed operators who are prepared to roll out services in these areas are entitled to subsidies from the Universal Service Fund if they can deliver an adequate standard, he said. The Minister added that the Scheme announced last year was an important plank in the Bainimarama Governments plan to revolutionise telecommunications access for all Fijians. Weve already established Telecentres around the country in certain schools so that students can access the internet during the day and whole communities can do so out of hours. The Bainimarama Governments objective is to connect the unconnected, to empower Fijians irrespective of where they are and how poor they are, the Minister added.

FSC chairman Abdul Khan said talks are underway but the main challenge faced is that the world market prices is significantly lower than where it was last year and it would be hard to determine a new price. Apart from this challenge we are confident that we will come up with a

This confirmation comes from the Minister for Social Welfare, Women and Poverty Alleviation Dr Jiko Luveni's discussions with women groups in Bua. Out of this a total of 329 applications are from the northern division. "Criteria is clear and people are encouraged to fill in the forms, attach their birth certificate and two passport
photo and have it application endorsed by a renowned community leader or civil servant," Minister Luveni said. The application forms are available at all the social welfare offices and senior citizens are encouraged to apply for the pension. "We are targeting 9000 people 70 years and above to be assisted under the Social Pension Scheme. Government is pleased to put in place that will benefit the senior citizens and we would like them to fully take advantage of this assistance that is provided," she added. Last week, the Ministry had signed an MOU (Memorandum of Understanding) with the Fiji National Provident Fund (FNPF) to screen applications to ensure there is no double dipping.

Decree Blocks Effective Minimal Damage To Plantations Opposition: FLP The Political Party Decree 2013 is a parties must register within 28 days
calculated attempt by government to stifle all forms of effective opposition in the lead up to the elections, says Fiji Labour Party leader Mahendra Chaudhry. Chaudhry said the unreasonable time limit set to satisfy the various onerous requirements for the re-registration of current political parties are designed to prevent them from re-registering. "Regardless of these draconian impositions, the Fiji Labour Party will continue to play its part and serve its constituents as it has done since its founding in 1985," he said. "The decree must be denounced as yet another assault on the political and civil rights of our people. The prohibition on trade union officials from taking up office in a political party is to be condemned as a further suppression of the rights of the workers." He said the most punitive requirement of all is the stipulation that existing from Friday 18th January or face being rendered illegal. "The requirement to obtain 5000 signatures from the people in all parts of Fiji within a short period and to pay $5500 as registration fee is to make it patently difficult for existing parties to re-register." He added that FLP has from day one doubted the sincerity of government in moving Fiji towards genuine democracy and the rule of law and recent developments have reinforced their view that government is solely driven by the desire to entrench its power. The Political Party (Registration, Conduct, Funding and Disclosure Declaration) Decree 2013 which comes into effect on Friday is still yet to be released officially although Attorney General Aiyaz SayedKhaiyum discussed its contents in a press conference. FUTURE Forests (Fiji) Limited (FFF) has recorded minimal damage to its plantations in Ra and Nadroga following the wrath of Tropical Cyclone Evan last year. General manager Stephen Clark said most trees in the older plantations were defoliated but there was no damage to stem forms. He said younger plantations experienced some leaf desiccation near the tip but the trees continued to grow. "In one older compartment only, located on a site with high water table, about 1 per cent of trees were blown over but mainly due to poor root structure associated with the wet side." He said 50 damaged trees would be harvested, sawn and converted into added-value finished wood products. "About 15 per cent of young transplants were desiccated by strong winds. Many of the rooted cuttings in the mini propagation units did not survive." The lack of power and water, Mr Clark said, had affected main office activities. He said power and water supply were later restored.
A 47-year-old Asian man has been sentenced to seven years imprisonment by the High Court in Lautoka for raping a 14-year-old girl. According to evidence produced in court the virtual complainant was taken by her sister in the pretext of getting her an employment and forced her to have sex with the accused. The court heard the man was married with
two children, was a first offender and his parents lived and dependent on him. In sentencing him Justice Sithambarampillai Thurairaja considered his period in remand and all other circumstances of the accused under the Sentencing and Penalties Decree but refused to fix a non-parole period. He was given 30 days to appeal his sentence.
He said FFF medium-term plans for the year to 2017 were to maintain existing plantations comprising more than 200 hectares (around 500 acres) and generate revenue from the sale of seedlings, forestry consulting and contract planting services. Manufacturing and selling wood products from teak and other available log types to generate further revenue were also included in the plan. According to FFF, teak trees met 5 per cent of global demand and projected internal rate of return of 20 per cent on sawn timber. "We will continue plantation estate expansion by at least 40 hectares (around 100 acres) per annum at base level subject to funds availability and certify FFF plantations in accordance with international standards as being well managed," Mr Clark said. He said the company marked a 5.5 per cent annual growth in global teak prices over the past 30 years with strong potential capital growth returning from a steadily growing and renewable natural resource.

have to resign (as commander). This is something that the Prime Minister had also made clear previously. The Political Parties (Registration, Conduct, Funding and Disclosure) Decree 2013 was announced by Mr Sayed-Khaiyum on Tuesday. Section 14 (1) (a) of the decree reads that a public officer shall not be eligible to be either a member of a political party, hold any posts in the party, engage in any party activities or indicate their support for any political party. A public officer is defined in the decree as one holding any office in the public service, the Fiji Police Force, Corrections Services, Military or any elected or appointed member of a trade union registered under the Employment Relations Promulgation 2007 or any federation, congress or affiliation of trade unions. This definition of a public officer, however, does not include the positions of President, Prime Minister, a Minister, the Leader of the Opposition or a Member of Parliament. Need for decree Mr Sayed-Khaiyum said the decree also has provisions intended to bring about accountability and transparency amongst political parties. This decree is not singling out any group of people. It is clear that the decree sets out rules pertaining to political parties- their accountability and transparency. This included restricting how political parties are funded. Mr Sayed-Khaiyum said if, for example, a business house donated $500,000 towards a political partys campaigning, and if that party wins, the business house would want special favours. A glimpse of the decree: Expulsion from the party: As per the decree, a party member can only be expelled if the member has infringed the constitution of the political party and after the member has been afforded a fair opportunity to be heard. Mr Sayed-Khaiyum said this was needed to ensure that political parties were democratic in the true sense. To ensure that political parties are transparent, section 16 (3) of the decree states that within 30 days of being registered, the party is to state all sources of funds and other assets to the registrar. The registrar would then publish the

Prime Minister Commodore Voreqe Bainimarama will resign from his post as Commander of Republic of Fiji Military Forces if he wants to stand in next years general elections. This appears to have been lost on those such as trade unionists who are now criticising the just-announced new rules for political parties. Code of Conduct Also set out in the decree is the code of conduct for all registered political parties. This sets out that each party should respond to the interests, concerns and needs of Fiji citizens.
THE Ministry of Health will impose a $50,000 fine or 10 years imprisonment on restaurants that sell cheap used cooking oil to the public. Health Minister, Dr Neil Sharma said they were working under schedule 2 of the Food Safety Act 2003 for this new issue that needed to be curbed. "This fine is now in full force and will be imposed on any offender convicted under this offence," Dr Sharma said. The ministry's reaction followed the Consumer Council of Fiji's warning to the public to refrain from buying used cooking oil from market vendors nationwide. Council's chief executive officer, Premila Kumar said they were alerted to bottles of used cooking oil retailing at $2.50 for one 1.25ml bottle at the Suva Market. "It is generally fastfood outlet which uses oil for frying. The council
EIGHT fishermen from Lautoka are thanking their lucky stars after tourists aboard a boat discovered them drifting near Wayalailai Island in the Yasawa Group. According to Wayalailai Resort staff member Lanieta Ketedromo, four of the fishermen were found by staff members taking tourists to a popular shark feeding site near the island. "They found them at around 9am and they were brought back to the resort. We gave them food and fresh clothes while we made efforts to find the other missing fishermen," said Ms Ketedromo. "After a while, we got another call that two of the missing were resting at a nearby rock just off Wayalailai. We

How the countrys two main airports have improved safety through improved navigational capabilities has been outlined. This has been made possible after the upgrading off Nadi and Nausori airports was done by Airports Fiji Limited. The $2.6 million project was contracted to the Korean Airport Corporation and four officials from Airports Fiji Limited had also been given training to up skill their technological knowledge. The successful completion of the project and installation of Doppler VHR Omni-directional range and distance measuring equipment (DVOR/DME) means better communication between airports and aircraft landing at the airports is now possible. Manager telecommunication services and project manager, Moagrava Elaisa, said the equipment installed is according to international standards. The project was to be completed within nine months. However, Mr Elaisa said active co-operation between Korean Airport Corporation staff and Airports Fiji Limited had brought the deadline forward. The project was completed within seven months. This project is important for Fiji as far as navigation of aircraft is concerned, he said. Basically, this system enhances
safety. Safety, because this equipment installed is much less susceptible to terrains, buildings and other factors. The signal from this system will not be affected by these factors and will be clear to the aircraft. Now that urbanisation is becoming a major factor, the new equipment ensures we are well and truly safe airports. A shipment of 18 human heads stopped by customs officials at O'Hare International Airport was sent here from Rome to be cremated after being used in medical research, officials said Tuesday. Other officials said it was not clear where the shipment was to be delivered. After news of the shipment broke Tuesday, a company in Schiller Park, Ill., came forward with what appears to be proper paperwork to accept the shipment, she said. The heads had been embalmed and were packaged in three blue coolers shipped from Rome on a Lufthansa Airlines flight about a week before Christmas, said Tony Brucci, chief of investigations for the Cook County medical examiner's office. The items were tagged as human specimens, officials said. The containers holding the specimens arrived as a regular cargo shipment, according to Paleologos. The embalmed heads are anatomical specimens used for research and were properly preserved, wrapped and labelled when they arrived at the

The heads were detected when the containers were routinely X-rayed as they passed through U.S. Customs. Citizenship, Immigration and Multiculturalism Minister Jason Kenney has completed a productive visit to India, part of a three-country trip that also included Sri Lanka and Turkey. Minister Kenneys six-day visit to India saw him travel through five of the countrys regions. This official visit to India was a great opportunity to promote Canada internationally, Minister Kenney stated. Our two Commonwealth democracies share a deep and growing bond as many Indians come to visit friends and relatives or study in Canada, while others come to Canada to start new lives, through our new fast and flexible immigration programs. Minister Kenney first traveled to Cochin, Kerala, to attend the Pravasi Bharatiya Divas (PBDs), a large gathering of Indias overseas diaspora at which he spoke on Canadas model of pluralism, and the success of the more than one million Canadians of Indian origin. He was joined by Member of Parliament Joe Daniel and Senator Asha Seth. During his time in Cochin, Minister Kenney met with Shri Vayalar Ravi, Indias Minister of Overseas Indian Affairs, who he encouraged to move forward with legislation to regulate the conduct of immigration agents and recruiters to better protect from exploitation Indians seeking to visit or immigrate to Canada. He also met with External Affairs Minister Shri Salman Khurshid and Minister of State for External Affairs Preneet Kaur, to discuss matters of mutual interest as Canada and India continue to strengthen human and commercial ties. He spoke with Kerala Chief Minister Oomen Chandy about the contribution of Canadas growing Malayali community, and commercial opportunities between Canada and the state. Minister Kenney also met with His Eminence George Cardinal Alencherry, together with some 40 Bishops of the Syro-Malabar Church on historic Mount St. Thomas to discuss
the state of minority communities in Indias diverse society. Minister Kenney then became the first Canadian Minister ever to make an official visit to the State of Goa, when he met with Chief Minister Shri Manohar Parrikar regarding the success of Canadas large Goan community, and commercial opportunities such as Canadian energy exports. Minister Kenney then traveled to Amritsar, Punjab, where he announced that in 2012, CICs Chandigarh office issued a record number of Temporary Resident Visas to Punjabi visitors to Canada in 2012, 17,608, nearly three times the number issued in 2005. This is thanks in part to greater cooperation with Punjab State officials in combating illicit activities by unethical immigration agents. He also met with Punjab State Minister Bikram Majithia to discuss efforts to combat immigration fraud, and implementation of Punjab's new Anti-Human Smuggling Act. While in Amritsar, Minister Kenney visited the Harmandir Sahib, Sikhisms Golden Temple, where he was accompanied by Minister of State Tim Uppal and Member of Parliament Parm Gill. Minister Kenney met with Gujarat Chief Minister Narendra Modi, who expressed appreciation for Canada having the largest overseas delegation at Vibrant Gujarat, and expressed keen interest in the prospect of importing Canadian energy products and other commodities. Cross-border shoppers are being warned not to try returning American bottles and pop cans for cash at B.C. depots. Malcolm Harvey with Encorp Pacific the non-profit tasked with recycling pop cans, beer bottles and juice boxes says any depot will recycle containers from south of the border, but wont hand out a deposit refund. "Containers, pop cans and the like that are purchased outside of British Columbia have not been part of the deposit system in B.C., he said. Toronto Doctor Sex Assault Trial: Patients Abused During Surgery, Judge Told
A North York General Hospital anesthesiologist sexually assaulted at least 21 partially conscious female patients while surgical teams operated on them just centimetres away, a prosecutor says. Blocked from view by a sterile sheet, Dr. George Doodnaught abused their upper bodies while unsuspecting nurses and surgeons worked on their lower bodies, David Wright told a judge Monday. Four women separately complained over several years, but the hospital did not tell police, the prosecutor said in his opening statement. Doodnaught, 64, pleaded not guilty Monday to 21 counts of sexual assault relating to 21 women, age 25 to 75, between 2006 and 2010. The judgealone trial is expected to last more than two months. The married father of five had worked at the hospital at Leslie St. and Sheppard Ave. E. since 1981. He is not currently practising, but is still permitted to do so with male patients only. Many victims complained straightaway to friends and family, who sometimes assumed they had been experiencing hallucinations from the sedatives, Wright said in his opening statement to Ontario Superior Court Justice David McCombs. Doodnaught was able to commit his assaults virtually hidden behind a 1-by-1.5-metre blue drape that divides sterile from non-sterile portions of the operating room, the judge was told. The drugs he administered put the women in a state of conscious sedation a twilight state between consciousness and unconsciousness. George Doodnaught. No charges were laid, Wright said. In January 2010, a 62-year-old woman complained to her surgeon, Dr. Robert Brock, after Doodnaught massaged her breasts and kissed her lips like a lover, Wright said. Following two complaints, Dr. Steven Brown told Doodnaught not to use Ketamine, a sedative sometimes associated with hallucinations, court heard. A 40-year-old mother of twins came in February 2010 for a hysterectomy. During the operation, she realized Doodnaughts hands were under her gown, fondling her bare breasts. But he maintained the hospital fully cooperated with authorities once made aware of the complaints.

They are probably feeling enough stress about where to spend Thanksgiving, Christmas, or other holidays for a number of reasons, including the cost; the difficulty of traveling with young children; which spouse's "turn" it is to see family; and the urge to plan a getaway of their own. 4. You're going to let them eat THAT? Your children have put some serious thought into how to feed their kids, and your criticizing their decisions may invite a knee-jerk, hostile response. Put yourself in their shoes and think about how you would have reacted if your parents had criticized how you fed your kids when they were growing up. Mild dehydration without nausea and vomiting can be treated with oral fluids and electrolytes. Moderate to severe dehydration usually is treated in the hospital or emergency room with intravenous fluids and electrolytes. Blood loss can be treated with intravenous fluids and blood transfusions. Regular family meals round a table can increase kids' fruit and vegetable intake, and make it easier for them to reach the recommended five portions a day, according to a new research. The World Health Organization recommends a daily intake of five 80g portions of fruit and vegetables to promote good health and stave off serious disease and obesity in later life. The home environment is likely to be a key factor, because this is where dietary habits are developed and cues taken from parents who exert the most influence on the quality of a child's diet, the researchers said. They therefore looked at the diets of more than 2000 primary school children, attending 52 different schools across London. English was a second language for almost half the kids, whose average age was eight. Dietary intake at home was assessed using a validated Child and Diet Evaluation Tool (CADET) questionnaire, filled in by parents. CADET uses age and gender specific

food portion sizes to calculate nutritional intake and lists 115 separate types of food and drink, divided into 15 categories. Parents were also asked to complete a home food diary, detailing how often they ate meals together as a family and their own levels of fruit and vegetable consumption. The CADET analysis showed that, on average, the children ate 293g a day of fruit and vegetables, equivalent to 3.7 portions a day. But those who ate family meals together consumed the most. Among the 1516 children whose parents completed the home food diaries, those who sometimes ate family meals together ate 95g more fruit and vegetables every day than those who never ate together. But children who always ate family meals together ate an average of 125g more every day. Other factors also helped. Children whose parents ate fruit and vegetables every day also ate 88g more, on average, than those whose parents rarely or never did so. Children whose parents always cut up their fruit and vegetables ate around 44g more than those whose parents did not. And intake increased by 5g for every additional type of produce available in the house. But in the final analysis, those children who always ate family meals together had higher nutrient intake than those whose families sometimes ate together
(4.6 portions) and those whose families never did so (3.3 portions). And these children reached their recommended five a day quota. "The results from this study illustrate a positive health message for parents, which could improve their own dietary habits and their children's," the researchers said. "The key message..is for families to eat fruit and vegetables together at a mealtime," the added.

Climbing one step at a time burns more calories than leaping up several stairs, according to scientists from the University of Roehampton. They found climbing five flights of stairs five times a week -- an ascent of around 15 metres -- burnt an average of 302 calories if the stairs were taken one at a time. But taking two steps with every stride will only burn 260 calories, they say. Lewis Halsey, senior lecturer in comparative and environmental physiology at the university, said: 'We were really interested to find out what expended more energy overall -- attacking the stairs two at a time and climbing them quickly, or taking them more sedately one step at a time and reaching the top more slowly,' the Daily Mail reports. 'Our study reported the calories burned ascending stairs, the potential weight loss value of climbing stairs if done regularly and frequently during the week, and also the different energy costs of ascending stairs one step at a time versus two steps at a time. 'And our conclusion: it is better to take the stairs one at a time, if you want to burn the most calories.'
He added that the greater total energy expenditure of one-step ascents must be partly explained by the fact it takes longer. But there might be a bio-mechanical explanation too. Taking the stairs one at a time may result in faster rates of muscle shortening, which increases energy turnover. Previous research from the University of Ulster found office workers who began regularly climbing stairs quickly improved their fitness. Researchers divided office workers into two groups. One climbed staircases located within an eight-storey office block, consisting of 145 steps. They began by climbing the stairs once a day and gradually built up to three over the following five weeks. The average speed they climbed was 75 steps a minute. At the end of the trial, the stairclimbing group showed a significant 10 percent increase in a reading called predicted VO2 max. This is measured using your pulse -- the time interval between your heartbeats is used to find out how well your body takes up and uses oxygen.
Vitamin D supplements do not appear to ease knee pain in people with kneeosteoarthritis, a new study has claimed. Researchers found that people with kneeosteoarthritis who took vitamin D supplements every day for two years did not experience improvements in knee pain compared to people who took a placebo. Knee osteoarthritis is a form of arthritis in which cartilage in the knee joint breaks down, resulting in bone rubbing on bone. It typically affects men and women over 50 years of age, and occurs most frequently in obese individuals. Symptoms include pain or stiffness in or around the knee, swelling and limited range of motion, as reported. Currently, there are no proven treatments to slow the course of the disease, the researchers said. Vitamin D plays a role in bone health, and previous studies had suggested that knee osteoarthritis progresses more slowly in people with high vitamin D levels. During the new study, 146 people ages 45 and older who had knee osteoarthritis were randomly assigned to receive either 2000 International Units (IUs) of vitamin D per day or a placebo. Dosages of vitamin D were periodically increased to more than 2000 IUs so that

The Supreme Court has issued a notice to Megastar Amitabh Bachchan, over tax dues. The Income Tax Department had claimed that a whooping sum of Rs 1.66 crore has to be paid by Big B, which he earned through his show Kaun Banega Crorepati during 2001-02. The veteran actor said he is ready to pay the dues. However, reacting to the latest development, he said, both death and Income Tax Department are inevitable in life.

Buckingham Palace has served as the official London residence of Britain's sovereigns since 1837 and today is the administrative headquarters of the Monarch. Although in use for the many official events and receptions held by The Queen, the State Rooms at Buckingham Palace are open to visitors every year. For visitor information, please visit the Royal Collection website. Buckingham Palace has 775 rooms. These include 19 State rooms, 52 Royal and guest bedrooms, 188 staff bedrooms, 92 offices and 78 bathrooms. In measurements, the building is 108
meters long across the front, 120 meters deep (including the central quadrangle) and 24 meters high. The Palace is very much a working building and the centre piece of Britain's constitutional monarchy. It houses the offices of those who support the day-to-day activities and duties of The Queen and The Duke of Edinburgh and their immediate family. The Palace is also the venue for great Royal ceremonies, State Visits and Investitures, all of which are organised by the Royal Household. Although Buckingham Palace is furnished and decorated with priceless works of art that form part of the Royal Collection, one of the major art collections in the world today. It is not an art gallery and nor is it a museum. Its State Rooms form the nucleus of the working Palace and are used regularly by The Queen and members of the Royal Family for official and State entertaining. More than 50,000 people visit the Palace each year as guests to banquets, lunches, dinners, receptions and the Royal Garden Parties. For those who do receive an invitation to Buckingham Palace, the first step across the threshold is into the Grand Hall and up the curving marble stairs of the Grand Staircase. Portraits are still set in the walls, as they were by Queen Victoria. The Throne Room, sometimes used during Queen Victoria's reign for Court gatherings and as a second dancing room, is dominated by a proscenium arch supported by a pair of winged figures of 'victory' holding garlands above the 'chairs of state'. It is in the Throne Room that The Queen, on very special occasions like Jubilees, receives loyal addresses. Another use of the Throne Room has been for formal wedding photographs. George IV's original palace lacked a large room in which to entertain. Queen Victoria rectified that shortcoming by adding in 1853-5 what was, at the time of its construction, the largest room in London. At 36.6m long, 18m wide and 13.5m high, the Ballroom is the largest multipurpose room in Buckingham Palace. It was opened in 1856 with a ball to celebrate the end of the Crimean War. It is along the East Gallery that The Queen and her State guests process to the Ballroom for the State Banquet normally held on the first day of the visit. Around 150 guests are invited and include members of the Royal Family, the government and other political leaders, High Commissioners and
Ambassadors and prominent people who have trade or other associations with the visiting country. Today, it is used by The Queen for State banquets and other formal occasions such as the annual Diplomatic Reception attended by 1,500 guests. This is a very formal occasion during which The Queen will meet every head of mission accredited to the Court of St James's. For the diplomats it is perhaps the highlight of the annual diplomatic social calendar. The Ballroom has been used variously as a concert hall for memorial concerts and performances of the arts and it is the regular venue for Investitures of which there are usually 21 a year - nine in spring, two in the summer and ten in the autumn. At Investitures, The Queen (or The Prince of Wales as Her Majesty's representative) will meet recipients of British honours and give them their awards, including knighting those who have been awarded knighthoods. From the Ballroom, the West Gallery, with its four Gobelin tapestries, leads into the first of the great rooms that overlook lawn and the formal gardens - setting for the annual Garden Parties introduced by Queen Victoria in 1868. The State Dining Room is one of the principal State Rooms on the West side of the Palace. Many distinguished people have dined in this room including the 24 holders of the Order of Merit as well as presidents and prime ministers. Before the Ballroom was added to the Palace in the 1850s, the first State Ball was held in the Blue Drawing Room in May 1838 as part of the celebrations leading up to Queen Victoria's Coronation. The Music Room was originally known as the Bow Drawing Room and is the centre of the suite of rooms on the Garden Front between the Blue and the White Drawing Rooms. Four Royal babies - The Prince of Wales, The Princess Royal, The Duke of York and Prince William - were all christened by the Archbishop of Canterbury in the Music Room. One of its more formal uses is during a State Visit when guests are presented to The Queen, The Duke of Edinburgh and the visiting Head of State or for receptions. The last of the suite of rooms overlooking the gardens on the principal floor is the White Drawing Room. Originally called the North Drawing Room, it is perhaps the grandest of all the State Rooms. The Room also serves as a Royal reception room for The Queen and members of
the Royal Family to gather before State and official occasions. The Bow Room is familiar to the many thousands of guests to Royal Garden Parties who pass through it on their way to the garden. It was originally intended as a part of George IV's private apartments - to be the King's Library - but it was never fitted up as such. Be prepared for the unexpected emergency - always carry a First Aid kit, map, ice scraper, snow brush, matches, candles, flashlight, warning triangles, flares, tow and battery jumping cables, folding shovel, a bag of sand, a blanket, winter gloves, cell phone if you have one, and an emergency HELP sign that you can put in the back window if you need help. - A blanket is a good idea - just in case. If you have any winter clothes you don't wear anymore, especially an old pair of boots throw them in the trunk, too. - Keep all your car's windows, mirrors and lights clear of snow and ice. - Always keep the air intake grill free of snow and ice. -Take an extra minute to clear all the snow and ice from your car. This will help avoid sheets of ice flying off the car and hitting the car behind you. Check that headlamps, turn signals, and tail lights are unobstructed by snow and ice. - Clear off the entire car, not just a little peephole in the windshield. First of all,
you need just as much, if not more, visibility in poor conditions, because you have to keep your eye peeled for every other knucklehead on the road. Make sure every glass surface is clear and transparent by using a snow brush and/or ice scraper. Your side view mirrors and all lights should be brushed and cleared as well. - Add gas line anti-freeze to the fueltank when refueling in extremely cold weather. Get ready for harsh winter driving weather: * Keep gas tank always be over half full. fuel-gauge. In the winter, if you do get stuck or stranded, the engine will be your only source of heat. And you don't want to have to worry about conserving fuel and saving the planet right at that moment...you want to stay warm. (And make sure you keep a window open a crack if you're sitting there with the engine running. The other reason for a full tank is that warm daytime temperatures will fill the empty space in the tank with
moisture, which will condense during the cold night. This water will sink to the bottom and, sooner or later, rust out your tank. * Make sure your windshield wipers are in good shape. Winter wipers - with the rubber coverings that keep ice from collecting on the blade--have become very popular. They're great in the winter, but make sure you take them off in the spring. Winter wipers are heavy, and if you use them all summer, you'll eventually wear out the wiper motor. * Check windshield washer fluid level On a snowy or messy day, you can easily go through two or three liters of fluid trying to keep your windshield clear. For that reason, it's also a good idea to keep some extra fluid in the trunk in case you run out. And make sure you get the good stuff--stay away from the half-frozen blue stuff outside your local gas station! Even though it may say "Good to Minus 30!" some of these cheap blue fluids freeze around zero degrees. If you live in a very cold area, you also may need to supplement your windshield washer fluid with
some concentrate. * Check engine oil, especially before long trips. Note that cars use more oil in the winter and as such check the oil level more often than you do in the summer. Use winter weight oil (5W30). * Keep battery terminals clean, tight, free of corrosion and dry. * Check tire pressure, tire condition, and spare tire pressure regularly. Tires lose on the average 1 pound per month through normal leakage. If you are driving on all weather tires.... reduce the tire pressure by 2 psi during the winter months.... this will provide a little extra traction and reduce stopping distance.... but it will also lower your miles per gal on your car's performance. * Load roof rack according to manufacturer's specifications. * Have a mechanic check the battery, charging system and belts. . * Check coolant level and mixture. Make certain the antifreeze will protect your car to the winter temperatures you'll experience in your area.

He blames the streak on the type of fighters the UFC has put in front of him now including Teixiera. Hes a guy who says hes going to
knock me out, Jackson said, but I think hes going to try to take me down and fight me mostly on the ground just like the other guys I fought. It sounds cowardly. Jacksons biggest current problem with the UFC, however, has nothing to do with his opponents. Jackson reported that Reebok decided to stick with him anyway. He will sport the shoe companys gear wherever he winds up after the UFC. Although Jackson intends to keep fighting, he could pursue a career outside of MMA. He expressed a desire to land another acting job after co-starring in the The A-Team three years ago. Or Jackson might try another sport. Ive done jiu-jitsu tournaments, wrestling tournaments, kickboxing fights, Jackson said. But Ive never done boxing. I want to. I think that would probably be my biggest challenge. The UFC can rest assured its getting something meaningful out of Jacksons last fight. Teixeira is one of the brightest up-and-comers in the division and one of the only remaining threats to champion Jon Jones. A win over Jackson would boost his rsum significantly. Teixeira realizes he has an opportunity to impress an increased audience with a bout against Jackson. Im trying to put up a great fight for the fans so people get to know me, he said. Jackson has other ideas. The extended plans hes dreamed up for his future starts in Chicago. Ive trained to destroy him then leave the UFC on a positive note and go on with my life and let the UFC be my past, Jackson said.

Labasas Subrail Park has been selected to host the Vodafone Fiji FACT, Prince Charles Park to host the Battle of the Giants while Churchill Park will be the host for the Courts Inter District Championship. Fiji FA chief executive officer Bob Kumar said they are expecting a quick response from the councils within this week. The councils should come back to us informing on their progress and if they wont notify us by this week then will
be sending a reminder to them, Kumar said. Kumar says it is necessary to prepare well in advance than rushing at the last moment. Navua coach Manoj Kumar sees defending champion Ba no better than any other district in the country and is confident of toppling the Men In Black in their opening National Football League clash in Nadi this Saturday. Speaking to the media, Kumar a former Navua goalkeeper believes Ba's record is a thing of the past and every team in the country is capable of toppling the traditional giants. As the Vancouver Canucks know all too well, there is no correlation between capturing the Presidents' Trophy and winning the Stanley Cup. In each of the past two National Hockey League seasons, the Canucks have finished atop of the regular season standings. Its something, but as fans here are all too aware, it sure isnt everything. Alas, the wait continues for the hockey club to get its hands on the ultimate prize. And so as the Canucks prepare to launch themselves headlong into a shortened season rife with questions coming on the heels of a four-month lockout, one of the most interesting things will be to see what this team has learned from its past mistakes. Do the Canucks keep their foot on the accelerator in attempt to threepeat as regular-season champions, hoping the third time is, in fact, the charm? Or is there a better way to approach the rigours of the regular season so that the Canucks are ready to scale the playoff mountain when the time comes and finally plant their flag?
