Study Area Location

The Mid-North Capitol and Florida Avenue Small Area Plan will create a revitalization strategy and framework for future development along the North Capitol Street and Florida Avenue. The study area boundaries include the neighborhoods of Bloomingdale, Bates-Hanover, Eckington, LeDroit Park, Sursum Corda and Truxton Circle.

Commercial Revitalization Public Realm Pedestrian Safety Urban Design

Purpose: Through a stakeholder engagement process, the Office of Planning (OP) will create a strategy to activate portions of North Capitol Street, Rhode Island Avenue, and Florida Avenue while preserving the individual character of adjacent neighborhoods. OP will work with the District Department of Transportation (DDOT) as it conducts a Livability Study to improve pedestrian and bike safety, transit and vehicular flow in the planning area. The goals of the SAP are to:

Phase 3: March 2013 Vision/Goals and Options

Collective goals of the study area will be defined with community input

Urban design guidelines will be drafted for corridors and


residential focus-areas and vetted with the community

3D massing models, diagrams and illustrative drawings will


be drafted and vetted

Phase 4: September 2013 Recommendations and Implementation Strategy

Final urban design guidelines for corridors and residential focus-area will be completed

An implementation strategy for the broader study area will be compiled

Recommendations will be finalized based on community and District agency input

Phase 5: December 2013 The Final Report Phase 1: January 2013 Pre-Planning and Kick-Of

The public will have an opportunity to review the final document during a 30-day comment period The final report will be transmitted to City Council for a public hearing Final document is approved by Council

The planning team will be headed by the Office of Planning and include District agencies as well as a consultant team.

Development of a public engagement plan to ensure maximum community involvement

Existing conditions will be assessed A real estate and market analysis will be conducted Historic resources and landmarks will be evaluated
